En este caso, la formación se actúacon un carácter “remedial” ante la falta dirigido a quienes abandonan los estudios antesde lograr niveles educativos considerados necesarios para una adecuada inserción en elmercado laboral.Las políticas de desarrollo local asumen que la formación de recursos humanoscalificados constituye una variable clave para su éxito, en tanto, se proponen eldesarrollo y la reestructuración del sistema productivo y la ampliación de la capacidadde innovación a través de la incorporación de nuevas tecnologías.Esta “confusión” acerca de las posibilidades de las políticas de educación yformación en materia de problemas de empleo, sociales o de gestión de recursoshumanos han llevado, por lo menos en Argentina, la fragmentación de los sistemas deeducación y formación y a la diversificación de ofertas de capacitación puntuales y debaja calidad para las poblaciones consideradas en riesgo.El cuadro que sigue intenta dar cuenta de la especificidad de la política deformación para el trabajo frente a las políticas educativas, las políticas de empleo y laspolíticas sociales.
