In2011/12 alone, agricultureaccounted for 41 percentof the Gross Domestic Product (GDP)and contributed 90 percent of the foreigncurrency earn<strong>in</strong>g. <strong>The</strong> sector alsocovered 85 percent of the country’s employment.Its <strong>in</strong>contestable share <strong>in</strong> theoverall economic growth of the countryand potential for further growth, therefore,makes it a worthwhile sector formany to consider <strong>in</strong>vest<strong>in</strong>g <strong>in</strong>. But broadfacts and figures are not just enoughfor bus<strong>in</strong>ess people to make <strong>in</strong>formeddecisions before they put their hardearned fortunes <strong>in</strong>to someth<strong>in</strong>g. Photo by Omer Redi<strong>Ethiopia</strong>n Camels Strut to ExportMarkets Despite ChallengesBy Elias GebreselassieTefera Hailu (MD), a veter<strong>in</strong>arianturned bus<strong>in</strong>essman,is adamant with what hesees as opportunities <strong>in</strong> thelivestock export bus<strong>in</strong>ess.He says the bus<strong>in</strong>ess he has been <strong>in</strong> forthe last 17 years is strutt<strong>in</strong>g to a goodprospect despite tough challenges withthe export of camels one area of hope.His company, Tefera Hailu PLC, exportssheep, goats, camels and cattle.“In the just concluded <strong>Ethiopia</strong>n fiscalyear 2012/13, we exported about $2.5million worth of camel, which accountsfor about 35 percent of our total livestockexport,” Tefera said. “But this is far belowthe potential.”<strong>The</strong> major export dest<strong>in</strong>ations are Libya,Saudi Arabia and Egypt, while the placesof orig<strong>in</strong> for camels are parts of Oromiaand Somali Region with preferences fortypes of camels also determ<strong>in</strong><strong>in</strong>g theirdest<strong>in</strong>ation. Big camels are dest<strong>in</strong>ed toEgypt while the medium ones go to Libyaand the smallest ones to Saudi Arabia.Tefera’s optimism for bus<strong>in</strong>ess on camelsis not without a reason. Official data, forexample, shows compared to the country’shuge potential <strong>in</strong> this sector, the current exportis just the tip of the iceberg. In fact it isoften reported that the country is endowedwith a huge livestock reserve rank<strong>in</strong>g 10th<strong>in</strong> the world and first <strong>in</strong> Africa.<strong>The</strong> Central Statistical Agency (CSA)report for the just concluded budget yearstates that there are about 54 million cattle,25.5 million sheep, 24.6 million goatsand nearly a million camels.About 60 percent of <strong>Ethiopia</strong>’s landmassis covered by pastoralist areas, even thoughthey represent only 11 percent of its population.Despite the potential, <strong>Ethiopia</strong>’s oonly earn<strong>in</strong>g from cattle export reached is$155 million <strong>in</strong> the same year, accord<strong>in</strong>g tothe M<strong>in</strong>istry of Trade (MoT).MoT figures show dur<strong>in</strong>g the 12 months,camel exports were about $39 million,account<strong>in</strong>g for 25 percent of the total revenuefrom livestock exports to the MiddleEast and North Africa (MENA) region.<strong>The</strong> top importer of camels from <strong>Ethiopia</strong>was Egypt followed by Djibouti, Sudan,Somalia, Libya, Lebanon, Saudi Arabiaand United Arab Emirates, <strong>in</strong> that order.Kelifa Husse<strong>in</strong>, Director of Live Animal,Hide and Sk<strong>in</strong> Market<strong>in</strong>g Directorate atMoT stated that camel exports dur<strong>in</strong>gthe last fiscal year was only 48 and 59percent of the target <strong>in</strong> terms of quantityand monetary earn<strong>in</strong>gs. He attributedthis shortfall to economic hardships faced<strong>in</strong> Sudan - a major buyer of <strong>Ethiopia</strong>ncamels - illegal flow of livestock to neighbor<strong>in</strong>gcountries, lack of awareness on thebenefits of the sector, lack of <strong>in</strong>ternationalstandard quarant<strong>in</strong>e center and outdatedand too long market<strong>in</strong>g cha<strong>in</strong>.“For the past year and half, we haveundertaken a sector study <strong>in</strong>volv<strong>in</strong>gall stakeholders, and prepared a draftproclamation,” said Kelifa add<strong>in</strong>g thatthe proclamation has made its way to theCouncil of M<strong>in</strong>isters, and is expected to beratified by parliament next year.<strong>The</strong>re are two proclamations currently- one on Rawhide and Sk<strong>in</strong> Trade and asecond on Live Animal Trade - with aparticular desire to streaml<strong>in</strong>e the livestockand associated sectors, stop illicit flows oflivestock and improve qualityKelifa, however, reiterated that his m<strong>in</strong>istryand other responsible <strong>Ethiopia</strong>n government<strong>in</strong>stitutions are not wait<strong>in</strong>g for theproclamations to be ratified to act on issues<strong>in</strong> the <strong>in</strong>dustry. This researchfound that shortage of animal feed result<strong>in</strong>gfrom drought and land use change hasresulted <strong>in</strong> high feed prices <strong>in</strong> turn lead<strong>in</strong>gto high domestic prices and reducedcompetitiveness. This reduces <strong>in</strong>centivesfor uniform feed<strong>in</strong>g regimes, result<strong>in</strong>g<strong>in</strong> non-uniform l<strong>in</strong>es of animals be<strong>in</strong>gmarketed.Another area the ILRI report touches hasto with adm<strong>in</strong>istrative and structural factorssuch as lack of m<strong>in</strong>imum weight andpric<strong>in</strong>g regulationsat border,and access towork<strong>in</strong>g capital,<strong>in</strong> addition tolate paymentsfrom importers.Hence, thereport suggestedthe establishmentof a task force <strong>in</strong>clud<strong>in</strong>g government,<strong>in</strong>dustry and research communityto address the issues and conduct furtherresearches <strong>in</strong> a number of areas <strong>in</strong>clud<strong>in</strong>gmarket driven feed provision, costs andbarriers.This proposals, while welcomed by Teferacannot come soon enough for the numerouschallenges his bus<strong>in</strong>ess is fac<strong>in</strong>g try<strong>in</strong>gto export livestock <strong>in</strong>clud<strong>in</strong>g camel.<strong>The</strong> issue of <strong>in</strong>land transportation forcamels has also been a major challenge,accord<strong>in</strong>g to him. <strong>The</strong> ceas<strong>in</strong>g of cargoand passenger transportation through theEthio-Djibouti rail l<strong>in</strong>e which forced thebus<strong>in</strong>ess to use the alternative route by wayof pick up cars could only worsen the situation,at times caus<strong>in</strong>g <strong>in</strong>juries and deathson the camels.“We have to face issuesof contraband, marketvolatility such as theeconomic and politicalcrisis affect<strong>in</strong>g top exportdest<strong>in</strong>ations like Egypt,”Tefera said.Tefera is, however, optimistic that hisbus<strong>in</strong>ess will grow better <strong>in</strong> the futureonce the construction of a new Ethio-Djibouti rail l<strong>in</strong>e is completed allow<strong>in</strong>ghim to exploit better the abundance ofarid areas <strong>in</strong> the country which is suitablefor rais<strong>in</strong>g camels, and the high demandfrom buyers and the expected regulatoryeffects of the draft proclamations.Kelifa shares this optimism; one of thequarant<strong>in</strong>e centers is set to start operationssoon, and when the four are completed newexport dest<strong>in</strong>ations such as Oman, Kuwaitand Qatar are on the cards, with the longterm target of reach<strong>in</strong>gMiddle Eastern communitiesEurope and otherregions.“Although it is only livecamels exported at themoment, there are plansby some companies tostart export<strong>in</strong>g camelmeat products,” said Kelifa.Elfora PLC, owned by the <strong>Ethiopia</strong>nborn Saudi tycoon, Sheik MohammedHusse<strong>in</strong> Al-Amoudi, is reportedly amongthe companies <strong>in</strong>terested.<strong>The</strong> cumulative effects may eventuallyenable the nation to meet its plans ofexport<strong>in</strong>g over one million heads oflivestock, earn<strong>in</strong>g $285.3 million, <strong>in</strong> the2013/14 budget year.10 www.theethiopianamerican.com


FEATURED STORIESHas New Diaspora PolicyAddressed AllDiaspora Concerns?By Emnet AssefaJust last month, the <strong>Ethiopia</strong>ngovernment officially launchedits Diaspora Policy mark<strong>in</strong>g thebeg<strong>in</strong>n<strong>in</strong>g of its implementationfew months after it was ratifiedby the legislature. <strong>The</strong> developmentof the policy, crafted by the M<strong>in</strong>istry ofForeign Affairs, took close to three years.Over these years, the government heldseries of discussions with all stakeholders<strong>in</strong>clud<strong>in</strong>g members of the Diaspora resid<strong>in</strong>g<strong>in</strong> different parts of the world.A number of issues rang<strong>in</strong>g from rights andbenefits of the Diaspora to government’srole <strong>in</strong> assist<strong>in</strong>g and recogniz<strong>in</strong>g their participation,are enshr<strong>in</strong>ed <strong>in</strong> the Policy.Target<strong>in</strong>g more than two million <strong>Ethiopia</strong>nsliv<strong>in</strong>g outside their country, the Policy’saim is def<strong>in</strong>ed as “<strong>in</strong>form<strong>in</strong>g the variousservices rendered to ensure participationof the <strong>Ethiopia</strong>n Diaspora and their rightsand benefits on one hand, and ensur<strong>in</strong>gthe utilization of Diaspora transfer ofKnowledge, f<strong>in</strong>ance, <strong>in</strong>teraction and othercontributions on the other.”<strong>The</strong> Policy, accord<strong>in</strong>gly, features a numberof issues that are hoped to improve therelationship between the <strong>Ethiopia</strong>n Diasporaand the government as well as thecommunity at large.It encourages the Diaspora to be <strong>in</strong>volvedand share their experiences <strong>in</strong>import-export, tour organization, market<strong>in</strong>telligence, brokerages and salesmanshipactivities and suggests <strong>in</strong>centives for youngmembers of the Diaspora who want tocome back and volunteer.Aim<strong>in</strong>g to promote the flow of foreigncurrency to the country, be it <strong>in</strong> the formof <strong>in</strong>vestment or remittances, the Policypromises to facilitate the establishmentreward<strong>in</strong>g systems. Diaspora participationon good governance and democracy ofthe country is stated <strong>in</strong> a manner thatbroadens their role <strong>in</strong> research and policyformulation. Mechanisms that enable theDiaspora to participate <strong>in</strong> national policyresearch and formulation will be established,accord<strong>in</strong>g to this document.Tax-<strong>in</strong>centives on imports of equipmentfor non-profit mak<strong>in</strong>g activities run bymembers of the Diaspora are also said toimprove the <strong>in</strong>volvement of the Diaspora<strong>in</strong> humanitarian and charity activities<strong>in</strong> their home country. <strong>The</strong> Policy alsoassures of putt<strong>in</strong>g <strong>in</strong> place mechanisms toenable the Diaspora to get hous<strong>in</strong>g <strong>in</strong> allregions as well as Addis Ababa and DireDawa city adm<strong>in</strong>istrations through sav<strong>in</strong>gand help returnees f<strong>in</strong>d jobs <strong>in</strong> the country.Tak<strong>in</strong>g <strong>in</strong>formation exchange as the topmost <strong>in</strong>put for the implementation of thePolicy, <strong>in</strong>formation data base, website andother <strong>in</strong>formation delivery mechanismsare go<strong>in</strong>g to be established <strong>in</strong> the near future.An <strong>in</strong>tended celebration of NationalDiaspora Day at home also aims to pullthe Diaspora to their country.<strong>The</strong> greater end result of the Policy,which is also hoped to br<strong>in</strong>g about anorganized system to deal with Diaspora issuesthroughout the government structure,is improv<strong>in</strong>g relations between governmentand the Diaspora; hence, the Policy pushesfor strengthen<strong>in</strong>g of exist<strong>in</strong>g and new diasporaassociations, giv<strong>in</strong>g especial emphasisto organized youth Diaspora participation.Accord<strong>in</strong>gly, the M<strong>in</strong>istry of ForeignAffairs has brought together its previouslyseparate activities regard<strong>in</strong>g Diaspora toone organized system.Accord<strong>in</strong>g to Feisel Aliyi, Director ofDiaspora Participation and EngagementDirectorate at the MoFA, the Policy puts <strong>in</strong>place a clear direction <strong>in</strong> how members ofthe Diaspora can take part <strong>in</strong> the socio-economicdevelopments of the country.But do these provisions <strong>in</strong> the Policy meanthe document addressed on all concernsrepeatedly raised by the Diaspora?Though the ratification of the Policy is anachievement on its own, some membersof the Diaspora believe it has not gone farenough. <strong>The</strong>y would have liked to see aclear policy on how Diaspora professionalscould participate <strong>in</strong> <strong>Ethiopia</strong>’s development.Accord<strong>in</strong>g to Yohannes Assefa (Esq), an<strong>Ethiopia</strong>n-<strong>American</strong> Securities Lawyer, anumber of issues have been raised by membersof the Diaspora on forums organizedabroad. He stated the need to open upsectors, such as bank<strong>in</strong>g and telecom, for theDiaspora as well as enabl<strong>in</strong>g them to practicelaw <strong>in</strong> <strong>Ethiopia</strong> as examples of questionsraised on forums he participated on.12 www.theethiopianamerican.com

<strong>in</strong>vestment opportunities of coal <strong>in</strong> ethiopiaSource:<strong>Ethiopia</strong> Geological surveyThriv<strong>in</strong>g M<strong>in</strong><strong>in</strong>gSector Sees Ris<strong>in</strong>gShare <strong>in</strong> <strong>Ethiopia</strong>’sEconomyBy Andualem SisayIt was <strong>in</strong> 1999 the idea of engag<strong>in</strong>g<strong>in</strong> the m<strong>in</strong><strong>in</strong>g bus<strong>in</strong>ess firstcrossed Yegoraw Zewdalem’sm<strong>in</strong>d when he came back fromCalifornia to visit his family <strong>in</strong>Addis Ababa, 12 years after he left.“I looked at all sectors <strong>in</strong> <strong>Ethiopia</strong> andfound gemstones export more promis<strong>in</strong>g.Hence, I decided to take samples to theUnited States at the end of my visit,”Yegoraw said.<strong>The</strong>n came ventur<strong>in</strong>g <strong>in</strong>to the bus<strong>in</strong>esswith the <strong>in</strong>itial ups and downs, whichcaused him to lose money <strong>in</strong> his firstm<strong>in</strong><strong>in</strong>g attempt <strong>in</strong> Somali region, between2003 and 2005. That was due to lack ofexperience; he now sees bright future <strong>in</strong>the bus<strong>in</strong>ess.Just last year, he exported some 700kilograms of gemstones, <strong>in</strong>clud<strong>in</strong>g highquality opal with price tag of $25,000 –30,000 for ten grams.He gets the stones from middlemen whocollect them from traditional m<strong>in</strong>ers’cooperatives. It is estimated that currentlythere are around 30 cooperatives engaged<strong>in</strong> gemstones m<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>Ethiopia</strong>, eachhav<strong>in</strong>g 20 to 50 members.Catch<strong>in</strong>g up fast on coffee<strong>The</strong> history of coffee as the lead<strong>in</strong>gforeign currency generat<strong>in</strong>g commodity of<strong>Ethiopia</strong> began to fade away over the pastfive years. Its share is now down to about25 percent of the total $3 billion annualexport <strong>in</strong>come of the country from about40 percent five years ago.<strong>The</strong> diversification of export items, whichbrought flower and other produces to themajor export commodities list; the shift oftraditional m<strong>in</strong>ers from contraband to formall<strong>in</strong>e of bus<strong>in</strong>ess; and the fluctuations ofthe global coffee market, among others, arethe reasons for the decl<strong>in</strong>e of coffee’s share.S<strong>in</strong>ce last year, the less known m<strong>in</strong><strong>in</strong>gsector has become the source of <strong>Ethiopia</strong>’swww.theethiopianamerican.com 15

Refram<strong>in</strong>g<strong>The</strong> AfricanRenaissanceBy Tariku Abas-EteneshAfrica ris<strong>in</strong>g?S<strong>in</strong>ce May 2013, boldfaced and prom<strong>in</strong>entbig billboards greet passersby <strong>in</strong> AddisAbaba read<strong>in</strong>g: Arise Africa. It is arguablythe most frequently heard avowal dur<strong>in</strong>gthe recently celebrated golden Jubilee ofthe African Union (AU), under the theme:Pan-Africanism and African renaissance.<strong>The</strong> theme’s comfort<strong>in</strong>gly deserved mean<strong>in</strong>gis attributed to the current economic development,accord<strong>in</strong>g to IMF data, <strong>in</strong> variousAfrican countries <strong>in</strong>clud<strong>in</strong>g <strong>Ethiopia</strong>. Whata positive spirit to celebrate the anniversarywith! As a Nigerian proverb says it, when aman says yes, his Chi (his personal god) saysyes; and so, when a cont<strong>in</strong>ent says I am ris<strong>in</strong>g,the spirits of her citizens rise up with it.Despite the sense of positivism and audacitythe slogan entails, however, I believe it ishigh time for us, Africans, to deliberate withcaution not only the realities that gave ‘Africaris<strong>in</strong>g’ its mean<strong>in</strong>gful context, but also thedirection Africa is ris<strong>in</strong>g. And allow me onemore question, is Africa claim<strong>in</strong>g ‘to beris<strong>in</strong>g’ because it is so, or it is claim<strong>in</strong>g so,because the West declared it?’Anyone who knows about the great<strong>in</strong>frastructure developments and recentdiscoveries of precious m<strong>in</strong>erals and fossil oilthat changed the economic trajectory of anumber of African countries might assumethe question is ill constructed or play<strong>in</strong>g evasiveof the facts on the ground. Well, this isnot my <strong>in</strong>tention. Deny<strong>in</strong>g the facts would bea self debas<strong>in</strong>g attempt and condescend<strong>in</strong>gto AU. Rather, m<strong>in</strong>e is an honest worry thatour cont<strong>in</strong>ent should be <strong>in</strong>sist<strong>in</strong>g on fram<strong>in</strong>gits renaissance on a grassroots Pan-Africandrives <strong>in</strong> order to avoid repeat<strong>in</strong>g the mistakesof the 1960’s.<strong>The</strong> world is <strong>in</strong> recession and the corollarychallenges are spew<strong>in</strong>g <strong>in</strong> forms of revolutionsaga<strong>in</strong>st governments, tensions betweenreligions, and xenophobic tendencies aga<strong>in</strong>stthe scapegoat “others”.Aga<strong>in</strong>st such backdrops, the rise that is be<strong>in</strong>gpositively pronounced about Africa could alsobe regarded as a caution call for the cont<strong>in</strong>ent.Why? For the obvious reason as the liberationmovements of the 1960’s were thwarted <strong>in</strong>tonot complet<strong>in</strong>g the liberation project andended up be<strong>in</strong>g nom<strong>in</strong>al political freedoms.And the dream for economic liberation wasstalled by nightmares of mishandled euphoriathat gave way for the former colonial mastersto hijack the much needed stability and prosperityand turn it <strong>in</strong>to hotbeds of coups. As anAfrican proverb puts it ‘when a cock is drunk,he forgets the hawk.’<strong>The</strong> year of Africa - the 1960 – was not onlya time when Africa woke up free aga<strong>in</strong>st allodds <strong>in</strong>to a hostile world that was not will<strong>in</strong>gto allow her enough time to gather herbreath. A polarized world that was caughtup <strong>in</strong> cold war engulfed the cont<strong>in</strong>ent to notonly take sides but also disorient the fragilefreedom it just had won. <strong>The</strong> scares of thecold war coupled with conflict ridden economiesthe cont<strong>in</strong>ent has spent a good part ofthe past half century wast<strong>in</strong>g <strong>in</strong>debted to theWest and <strong>in</strong> some terms still pay<strong>in</strong>g the pricethrough the malignant dependence on aid.Now after half a century, Africa is set onanother proud stride; yet it does so <strong>in</strong>to aworld reality with no less a cause for polarizationthan was furnished dur<strong>in</strong>g the 1960’s.It is wak<strong>in</strong>g up and flex<strong>in</strong>g its muscles yet<strong>in</strong> another tumultuous time of tensions. For<strong>in</strong>stance, religious extremism which used tobe rare <strong>in</strong> the African cont<strong>in</strong>ent hast spread,especially after the recession, thus risk<strong>in</strong>gthe stability of a cont<strong>in</strong>ent that has juststarted to positively pa<strong>in</strong>t herself. And likethe ‘cold war’ the former colonial powers areexploit<strong>in</strong>g the tensions, as <strong>in</strong> the case <strong>in</strong> Mali,to further strengthen their presence as well assafeguard their <strong>in</strong>terests <strong>in</strong> the cont<strong>in</strong>ent.Africa is not an island and what is happen<strong>in</strong>gelsewhere directly affects it. And oftentimes, the effects come from the greedyhawks who mean exploitation and fill<strong>in</strong>gtheir pockets. A recently released reporton oil and m<strong>in</strong><strong>in</strong>g <strong>in</strong>dustry practices <strong>in</strong>Africa <strong>in</strong>dicates the cont<strong>in</strong>ent is suffer<strong>in</strong>gfrom secret deals whereby mult<strong>in</strong>ationalcorporations and elites <strong>in</strong> various countriescut the mass out from shar<strong>in</strong>g the wealth.And the trends, except <strong>in</strong> a few countries,seem to be the same and not chang<strong>in</strong>g.Add<strong>in</strong>g fire to fuel is the other face of the developmenttrend that some of the countrieslike <strong>Ethiopia</strong>, applauded for be<strong>in</strong>g on therise, are do<strong>in</strong>g tak<strong>in</strong>g growth as excuse forthe carelessness to uphold human rights andfree speech as stipulated <strong>in</strong> their constitutions.In <strong>Ethiopia</strong>, for <strong>in</strong>stance, the constructionsection is <strong>in</strong> a boom that build<strong>in</strong>gssprout like mushroom and roads spread <strong>in</strong> abl<strong>in</strong>k. However, the country’s human rightsrecord is one of the bleakest, accord<strong>in</strong>g toAmnesty International. This is then thechallenge. Authoritarian governments, despitethe economic muscle flex<strong>in</strong>g <strong>in</strong> varioussectors, could use the positive trend as licenseto impose human right abuses even more.So where is the worry? FEATURED STORIESAfrica s<strong>in</strong>ce <strong>in</strong>dependence and what makesthem different now? <strong>The</strong> challenge for me istwofold. <strong>The</strong> first is the attraction of foreign<strong>in</strong>vestors who would like to take part <strong>in</strong> thepositive development <strong>in</strong> the cont<strong>in</strong>ent. Thisis not bad <strong>in</strong> itself, but <strong>in</strong>vit<strong>in</strong>g <strong>in</strong>vestors withno check and balance <strong>in</strong> place to guaranteethe <strong>in</strong>clusion of the mass <strong>in</strong> shar<strong>in</strong>g the profitmade from the economic development,would only graven the burden of the mass.And such is the reality that would challengethe stability and security of the cont<strong>in</strong>ent.As seen <strong>in</strong> many of the land grab trends <strong>in</strong>various counties <strong>in</strong> the cont<strong>in</strong>ent, the frontl<strong>in</strong>e bearer of the harsh burden of huge <strong>in</strong>frastructuredevelopments as well as evictionsare the disfranchised mass. <strong>The</strong> people whoare be<strong>in</strong>g taken out of their farms are not theelites <strong>in</strong> their palaces but the poor.With the positive t<strong>in</strong>t that had been unheardof <strong>in</strong> the media coverage on Africa, and thedevelopment drives on the ground acrossthe cont<strong>in</strong>ent a great causation and maturityand above all leadership is required to avoidthe pitfall of the euphoria <strong>in</strong> to the tide ofgalvaniz<strong>in</strong>g unity through matur<strong>in</strong>g andleadership from the AU that promises to leadthe next half century with a vision focusedon and owned by the people of the cont<strong>in</strong>ent.I say the <strong>in</strong>volvement of the peopleshould take a naivety that has never beentried <strong>in</strong> the past half century.Diorama of AfricanexperiencesOne of the new developments dur<strong>in</strong>g theAU celebrations <strong>in</strong> May was the announcementof the African Vision 2063. <strong>The</strong> visionpromised to be owned by the peoples ofAfrica at all of its stages. <strong>The</strong> strategic plan<strong>in</strong>cluded priorities such as Growth and transformation,regional <strong>in</strong>tegration, peace andstability, gender equality and agriculture.In l<strong>in</strong>e with this ‘people led’ Vision 2063, I believethat the AU should start to lead the cont<strong>in</strong>ent<strong>in</strong>to soul-search<strong>in</strong>g. But what sort of soulsearch<strong>in</strong>g do I mean? I mean a grassroots,committed and honest Pan-Africanism drivethat could be spearheaded by the AU thatdepart from the gradualism and mediocrity ofthe past. A roar<strong>in</strong>g lion kills no game.Africa should not set her sail us<strong>in</strong>g someoneelse’s star and thus the experiences on whichthe design<strong>in</strong>g of the vision should be basedshould come out of Africa. For the Vision tobe, a vision of the mass, the tone of renaissanceshould be reframed with a take on thecont<strong>in</strong>ent’s history. <strong>The</strong> AU should launchdrive that commences from exam<strong>in</strong><strong>in</strong>g ametaphorical diorama of the experiencesAfrican nations that portray the dreamsthat the AU should live up to. As clearly<strong>in</strong>scribed <strong>in</strong> the AU anthem that goes:“Let us all unite and toil together,To give the best we have to Africa,<strong>The</strong> cradle of mank<strong>in</strong>d and fount of culture,Our pride and hope at break of dawn,the native vision, I propose should havethree chapters that represent our cont<strong>in</strong>entsaspirations. <strong>The</strong> chapter should be named<strong>Ethiopia</strong>, Ghana and Congo respectively.Chapter one <strong>Ethiopia</strong>:If renaissance is rebirth, the rebirth that Africaseeks to have is an <strong>Ethiopia</strong>n reality. AUshould start the renaissance by reclaim<strong>in</strong>g<strong>Ethiopia</strong>. I don’t mean a reality only of thecurrent <strong>Ethiopia</strong>, but the <strong>Ethiopia</strong> of the ancient,the word that means Africa grace andgreatness. <strong>Ethiopia</strong> that represented the greatAfrican fortitude, and civilization and thepride of civilization, religion and defiance.By it, I mean that what Africa had and lostdue to the great misfortunes of <strong>in</strong> humanhistory such as slavery and colonization,has left its h<strong>in</strong>t <strong>in</strong> <strong>Ethiopia</strong>. <strong>Ethiopia</strong> is theonly surviv<strong>in</strong>g African nation that exhibitsto the world what colonization and slaveryhas done to the rest of Africa. If the restof Africa was not subjected to slavery andcolonization, culture and language shouldhave been ma<strong>in</strong>ta<strong>in</strong>ed.Chapter one Ghana:Though the worst crime <strong>in</strong> human slaveryperpetrated on it and prolonged dehumaniz<strong>in</strong>gcolonization practically left the cont<strong>in</strong>entwith noth<strong>in</strong>g to start herself as a cont<strong>in</strong>entready enough to compete the communityof nations that has deprived her, Africa canpo<strong>in</strong>t at Ghana as phoenix the cont<strong>in</strong>ent hasgrown out of the ashes and Freon noth<strong>in</strong>gstated to deal with democracy and system ofgovernments that the rest of the world tookcenturies to exercise.Africa should have Ghana <strong>in</strong> the vision tosay that despite the pitfall of coups that ragedthe ris<strong>in</strong>g freedom <strong>in</strong> the cont<strong>in</strong>ent, Ghanahas proven that too could be put beh<strong>in</strong>d andmake strides to development and progress.Africa could rise above all her problems.That is Ghana.Chapter one Congo:Despite the great promises <strong>in</strong> the natural resourcesand the potential to change the faceand fate of the cont<strong>in</strong>ent, the Congo rema<strong>in</strong>sone of the great samples of <strong>in</strong>efficiency ofthe cont<strong>in</strong>ent that clearly put the prophecyl<strong>in</strong>e of Franz Fanon who said “whoevercontrolled the Congo bas<strong>in</strong> controls Africa”.And the Congo is the greatest challenges ofthe Renaissance. What the AU and the peopleof Africa should do is to make sure theyare the masters of their own fates and theowner of their own resources and the arbiterof their own conflict and the designers oftheir own futures. But is Africa <strong>in</strong> control ofthe Congo bas<strong>in</strong>? That is the summary ofthe three chapter vision 2063.22 www.theethiopianamerican.com
