<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong> <strong>of</strong> <strong>the</strong> 2 nd <strong>National</strong> <strong>Council</strong>, FNL, 2528 July 2013<strong>Declaration</strong>We, delegates from branches, districts, provinces <strong>and</strong> <strong>the</strong> <strong>National</strong> Committee <strong>of</strong> <strong>the</strong><strong>Young</strong> Communist League <strong>of</strong> South Africa (YCLSA), representing 53 017 membersfrom across country, convened in our <strong>National</strong> <strong>Council</strong> from 25 to 28 July 2013, inKimberly. capturing our strategic goal for <strong>the</strong> universal emancipation <strong>of</strong> both human society<strong>and</strong> nature from capitalist exploitation, <strong>and</strong> three <strong>of</strong> <strong>the</strong> five key priorities facing ournational democratic revolution in <strong>the</strong> unfolding period. Progress in <strong>the</strong>se priorities iscrucial, in particular to young people as <strong>the</strong>y make up <strong>the</strong> majority <strong>of</strong> <strong>the</strong> unemployed<strong>and</strong> need quality health care <strong>and</strong> education.Our <strong>National</strong> <strong>Council</strong> was graced by <strong>the</strong> presence <strong>of</strong> Central Committee members <strong>of</strong><strong>the</strong> South African Communist Party (SACP), including <strong>the</strong> 2 nd Deputy GeneralSecretary <strong>and</strong> <strong>the</strong> General Secretary who addressed us, Congress <strong>of</strong> South AfricanTrade Unions (COSATU) President who addressed us, <strong>and</strong> representatives fromProgressive Youth Alliance (PYA) formations, Congress <strong>of</strong> South Students, SouthAfrican Student Congress <strong>and</strong> <strong>the</strong> African <strong>National</strong> Congress Youth League(ANCYL), who presented messages <strong>of</strong> support <strong>and</strong> participated in our deliberations.We received messages <strong>of</strong> support from a number <strong>of</strong> local <strong>and</strong> international solidarityorganisations, among o<strong>the</strong>rs <strong>the</strong> Boycott, Divestment <strong>and</strong> Sanctions (BDS)movement against apar<strong>the</strong>id Israel, <strong>and</strong> were addressed by <strong>the</strong> Minister <strong>of</strong> Health.Our major task was to reflect on <strong>the</strong> conditions facing young people in our country<strong>and</strong> develop policy responses to <strong>the</strong> challenges <strong>and</strong> opportunities that <strong>the</strong>y face.Being <strong>the</strong> 2 nd <strong>National</strong> <strong>Council</strong> since <strong>the</strong> reestablishment <strong>of</strong> <strong>the</strong> YCLSA in 2003, <strong>and</strong><strong>the</strong> highest decision making body in between national congresses, we concluded allmatters referred to us by our last, 3 rd <strong>National</strong> Congress held in December 2010. Weassessed <strong>the</strong> state <strong>of</strong> progress in building <strong>the</strong> YCLSA <strong>and</strong> in advancing its aims <strong>and</strong>objectives since reestablishment.We convened at <strong>the</strong> time when, in our country <strong>and</strong> abroad, <strong>the</strong> multiple crises <strong>of</strong>capitalism are deepening <strong>and</strong> <strong>the</strong> impact is reaching its zenith, severely affectingyoung people, among o<strong>the</strong>rs. Problems such as <strong>the</strong> crises <strong>of</strong> <strong>the</strong> balance <strong>of</strong>payments which hit many countries in <strong>the</strong> global South in <strong>the</strong> 1980s have resurfaced,posing serious challenges <strong>and</strong> driving <strong>the</strong> affected economies in <strong>the</strong> yoke <strong>of</strong> globalloan sharks such as <strong>the</strong> International Monetary Fund (IMF) which do no good thanharm through conditionalities <strong>the</strong>y attach on borrowings.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 3 <strong>of</strong> 40


<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong> <strong>of</strong> <strong>the</strong> 2 nd <strong>National</strong> <strong>Council</strong>, FNL, 2528 July 2013Negative consequences to democracy have partly as thus arisen, as <strong>the</strong> antidemocraticnature <strong>of</strong> conditionalities from global loan sharks lead to people losingsovereignty over economic policy making <strong>and</strong> direction in <strong>the</strong>ir own countries.Coupled with imperialist sponsored conflicts <strong>and</strong> wars, this is one <strong>of</strong> <strong>the</strong> sources forundemocratic changes <strong>of</strong> governments, as <strong>the</strong>y are driven to act against, if not todisregard, <strong>the</strong> will <strong>and</strong> plight <strong>of</strong> <strong>the</strong> people through austerity <strong>and</strong> o<strong>the</strong>r measureswhich come from undemocratic institutions such as <strong>the</strong> IMF.In our country, millions <strong>of</strong> young people are unemployed, <strong>and</strong> suffer from classinequalities, exploitation <strong>and</strong> poverty. This reflects a toxic interaction between <strong>the</strong>endemic crises <strong>of</strong> imperialism as <strong>the</strong> highest stage <strong>of</strong> capitalism <strong>and</strong> <strong>the</strong> persistinglegacy <strong>of</strong> colonial <strong>and</strong> apar<strong>the</strong>id capitalism despite progress achieved since <strong>the</strong> 1994democratic breakthrough.Many young people have no access to skills development opportunities, such asapprenticeships, leanerships, internships <strong>and</strong> experiential training, because oureconomy is dominated by private enterprises which have a single motive, pr<strong>of</strong>itmaking. Accordingly, opening <strong>the</strong> workplace as a training space is considered a cost<strong>the</strong> measures pursue pr<strong>of</strong>itability <strong>and</strong> private accumulation.Private enterprises, including <strong>the</strong> unscrupulous training providers, have beenexploiting <strong>the</strong> grants available from Sector Education <strong>and</strong> Training Authorities(SETAs). The looming legal challenge by Business Unity South Africa (BUSA) on <strong>the</strong>new grant regulations is <strong>the</strong>refore nothing, but a ploy to defend <strong>the</strong> exploitation <strong>of</strong>SETA grants in which multi-millions in R<strong>and</strong> value terms went down <strong>the</strong> drain since<strong>the</strong> late 1990s without a dent on <strong>the</strong> persisting challenge <strong>of</strong> scarce <strong>and</strong> critical skills<strong>and</strong> <strong>the</strong> so-called skills mismatch.Meanwhile, since <strong>the</strong> 1994 breakthrough our democratically elected government hasmade tremendous progress in exp<strong>and</strong>ing access to education through schools,colleges <strong>and</strong> universities, <strong>and</strong> policies such as <strong>the</strong> policy <strong>of</strong> no fee paying schools,schools nutrition programme <strong>and</strong> <strong>the</strong> reform <strong>of</strong> <strong>the</strong> <strong>National</strong> Student Financial AidScheme (NSFAS).We convened at <strong>the</strong> time when, <strong>the</strong>re are mushrooming political parties on <strong>the</strong> doorsteps <strong>of</strong> <strong>the</strong> forthcoming elections in 2014, reflecting a trend <strong>of</strong> growing politicalopportunism. Among <strong>the</strong> founders <strong>of</strong> some <strong>of</strong> <strong>the</strong>se parties, are corrupt <strong>and</strong>consumerist elements who seek to achieve nothing o<strong>the</strong>r than personalaggr<strong>and</strong>isement <strong>and</strong> recovery from a variety <strong>of</strong> crimes including tax evasion <strong>and</strong>unexplained wealth accumulation. These, <strong>and</strong> o<strong>the</strong>r existing opposition parties,coalesce around attacks over <strong>the</strong> African <strong>National</strong> Congress (ANC), <strong>the</strong> SACP <strong>and</strong><strong>the</strong> alliance <strong>the</strong>se primary political formations <strong>of</strong> our liberation movement have withCOSATU.Internationally, <strong>the</strong>re are a number <strong>of</strong> significant <strong>and</strong> interesting developments,among o<strong>the</strong>rs <strong>the</strong> forthcoming elections in Zimbabwe<strong>and</strong> Swazil<strong>and</strong>, next month. Growth in China has slowed down to successive singledigits, among o<strong>the</strong>rs affecting economies such as ours which are still largely reliantYCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 4 <strong>of</strong> 40


<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong> <strong>of</strong> <strong>the</strong> 2 nd <strong>National</strong> <strong>Council</strong>, FNL, 2528 July 2013on export <strong>of</strong> raw materials that are processed in o<strong>the</strong>r countries into finished, highvalue added manufactures.Reaffirming our dedication towards <strong>the</strong> national democratic revolution in its historicalconnection with socialism, we <strong>the</strong>refore declare our fifteen-point minimumprogramme arising out <strong>of</strong> our deliberations, as thus.1. As part <strong>of</strong> <strong>the</strong> measures to confront youth unemployment <strong>and</strong> skills deficit, weshall engage with <strong>the</strong> government to adopt compulsory skills development targetsfor apprenticeships, leanerships, internships <strong>and</strong> experiential training for <strong>the</strong>youth, binding on both <strong>the</strong> public <strong>and</strong> private sectors.2. The private sector has evaded responsibility in both <strong>the</strong> <strong>National</strong> Skills Accord<strong>and</strong> <strong>the</strong> Youth Employment Accord. This must come to an end as a matter <strong>of</strong>urgency. We shall embark on mass mobilisation to confront <strong>the</strong> private sector toexert pressure for skills development targets <strong>of</strong> at least three apprenticeships forevery artisan, three internships <strong>and</strong> experiential trainees for every technician <strong>and</strong>engineer <strong>and</strong> all o<strong>the</strong>r pr<strong>of</strong>essions; if need be we shall take radical measures thataffect production.3. legal intentions against <strong>the</strong> new SETA grant regulations; we shall couple this withmass mobilisation to expose BUSA for what it is, an association <strong>of</strong> <strong>the</strong> greedy<strong>and</strong> <strong>the</strong> exploiters.4. We shall mobilise for <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> youth employment targets asenshrined in <strong>the</strong> Youth Employment Accord, <strong>and</strong> <strong>the</strong> expansion <strong>of</strong> <strong>the</strong>se targetswith special focus on <strong>the</strong> private sector which, again, has by <strong>and</strong> large avertedresponsibility on youth employment targets in <strong>the</strong> accord5. We will engage with <strong>the</strong> government <strong>and</strong> progressive social forces for <strong>the</strong>centralisation <strong>of</strong> <strong>the</strong> NSFAS <strong>and</strong> for <strong>the</strong> fast tracking <strong>of</strong> <strong>the</strong> establishment <strong>of</strong> <strong>the</strong>Central Applications System for universities. We will defend this noble objectivesagainst negative forces whose ideology <strong>and</strong> vested interests in <strong>the</strong> highereducation sector serve to retard <strong>and</strong> derail transformation.6. We will engage with <strong>the</strong> government to establish provincial <strong>of</strong>fices <strong>of</strong> <strong>the</strong> HigherEducation <strong>and</strong> Training Department in order to improve effective interaction withstakeholders, in particular students <strong>and</strong> communities.7. We will engage with <strong>the</strong> government about <strong>the</strong> challenges in <strong>the</strong> basic educationsector including <strong>the</strong> finalisation <strong>and</strong> public release <strong>of</strong> <strong>the</strong> norms <strong>and</strong> st<strong>and</strong>ards forschools which we believe must reflect <strong>the</strong> best model that <strong>the</strong> national democraticrevolution seeks to achieve.8. We shall intensify our Joe Slovo Right to Learn Campaign which has become ast<strong>and</strong>ing campaign to exp<strong>and</strong> access to education, transform curriculum <strong>and</strong>improve <strong>the</strong> quality <strong>and</strong> outcomes <strong>of</strong> learning <strong>and</strong> teaching.9. We shall continue to engage in <strong>the</strong> discourse <strong>of</strong> policy development, amongo<strong>the</strong>rs on policies such as <strong>the</strong> <strong>National</strong> Development Plan (NDP), New GrowthPath, Industrial Policy Action Plan <strong>and</strong> <strong>the</strong> Infrastructure DevelopmentProgramme. We shall advance <strong>the</strong> last SACP Central Committee resolutionswhich we endorsed in relation to <strong>the</strong> NDP. Similarly, we shall advance <strong>and</strong>enhance <strong>the</strong> recommendations in our discussion document in relation to <strong>the</strong>NDP, including <strong>the</strong> need to industrialise our economy, to de-tenderise <strong>the</strong> state<strong>and</strong> <strong>the</strong> provision <strong>of</strong> social services, among o<strong>the</strong>rs scholar transport.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 5 <strong>of</strong> 40

We shall campaign for an overarching strategy <strong>and</strong> long term vision on youthdevelopment, as we believe this is one <strong>of</strong> <strong>the</strong> areas where <strong>the</strong> NDP lacking. The<strong>National</strong> Youth Development Agency must engage in fresh, <strong>and</strong> this timemeaningful, consultation with young people aimed at developing an IntegratedYouth Development Strategy <strong>and</strong> reviewing <strong>the</strong> <strong>National</strong> Youth Policy which term<strong>of</strong> <strong>of</strong>fice is coming to an end.11. We amended our constitution to increase <strong>the</strong> minimum quota for females from30% to 40% in all our structures <strong>and</strong> decision making bodies, coupled with aleague building resolution to embark on a qualitative programme <strong>of</strong> changetowards achieving a quantitative target <strong>of</strong> gender balance.12. We shall intensify mass recruitment, organisational expansion through <strong>the</strong>launching <strong>of</strong> new branches coupled with a thoroughgoing political education <strong>and</strong>ideological training, paying a particular attention on colleges <strong>and</strong> universitieswhich we regard as part <strong>of</strong> <strong>the</strong> key sites <strong>of</strong> struggle <strong>and</strong> <strong>the</strong> battle <strong>of</strong> ideas as it iswith o<strong>the</strong>r centres <strong>of</strong> knowledge production.13. It is part <strong>and</strong> parcel <strong>of</strong> our duty to build <strong>the</strong> PYA strong, <strong>and</strong> as thus contributemeaningfully towards <strong>the</strong> rebuilding <strong>of</strong> <strong>the</strong> ANCYL. The best suited <strong>of</strong> allcontributions requires all <strong>Young</strong> Communists to join <strong>the</strong> ANCYL, <strong>and</strong> in <strong>the</strong>ir ownright as its members to take active involvement in defending <strong>the</strong> organisation <strong>and</strong>carrying forward its historic mission as entrusted by <strong>the</strong> ANC. O<strong>the</strong>r contributionsshall be left to bilateral relations to define as well as joint programmes with <strong>the</strong>ANCYL.14. We shall in <strong>the</strong> forthcoming elections campaign for an overwhelming victory for<strong>the</strong> ANC as <strong>the</strong> leading formation <strong>of</strong> our liberation movement <strong>and</strong> alliance, <strong>and</strong> asour own organisation in our own right as its members. We will engage with ourmovement to ensure that <strong>the</strong> election campaign towards <strong>the</strong> youth is adequatelyresourced <strong>and</strong> that youth presence in <strong>the</strong> list <strong>of</strong> public representatives isenhanced in recognition <strong>of</strong> <strong>the</strong> realignments that have occurred in <strong>the</strong> politicall<strong>and</strong>scape <strong>of</strong> youth politics.15. We encourage <strong>the</strong> working class <strong>of</strong> Zimbabwe <strong>and</strong> <strong>the</strong> youth, in particular thosewho are in South Africa to participate in <strong>the</strong> forthcoming Zimbabwean elections.We shall streng<strong>the</strong>n <strong>the</strong> Swazil<strong>and</strong> Solidarity Network, intensify <strong>the</strong> campaign for<strong>the</strong> release <strong>of</strong> Amos Mbedzi, unbanning <strong>of</strong> political parties in Swazil<strong>and</strong> <strong>and</strong>democratisation in that country. We shall adopt Israel apar<strong>the</strong>id week <strong>and</strong> usethis as a platform to intensify international solidarity for <strong>the</strong> freedom <strong>of</strong> <strong>the</strong>Palestinians. We will build a left youth movement in <strong>the</strong> continent, aimed atachieving complete decolonisation <strong>and</strong> <strong>the</strong> mainstreaming <strong>of</strong> youth developmentin <strong>the</strong> African democratic revolution as a basis <strong>of</strong> an advance towards socialism.We will intensify our work in <strong>the</strong> world youth anti-imperialist movement.These measures are about deepening, advancing <strong>and</strong> taking responsibility for <strong>the</strong>national democratic revolution in line with our immediate principal task as <strong>the</strong>Communists, i.e. to fight for <strong>the</strong> achievement <strong>of</strong> <strong>the</strong> immediate aims <strong>and</strong> <strong>the</strong>enforcement <strong>of</strong> <strong>the</strong> momentary interests <strong>of</strong> <strong>the</strong> working class. As a youth formationwe shall without being sectarian maintain <strong>and</strong> develop our focus on <strong>the</strong> youth,comprising among o<strong>the</strong>rs <strong>of</strong> young workers <strong>and</strong> pr<strong>of</strong>essionals, <strong>the</strong> unemployedyouth <strong>and</strong> students.Aware that until capitalism is defeated <strong>the</strong>re can be no sustainable solution, <strong>and</strong>recognising <strong>the</strong> national democratic revolution as <strong>the</strong> shortest route to socialism inYCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 6 <strong>of</strong> 40

Economic Transformation <strong>and</strong> Development1.1. <strong>National</strong> Development Plan1.1.1. Notinga. The calls <strong>and</strong> mobilisation for <strong>the</strong> total rejection <strong>of</strong> <strong>the</strong> <strong>National</strong> DevelopmentPlan (NDP). Some <strong>of</strong> <strong>the</strong> totalitarian rejectionist stances come from withinour broader movement inclusive <strong>of</strong> <strong>the</strong> trade unions. These stances are<strong>of</strong>ten supported by ultra-left <strong>and</strong> populist organisations that are staunchlyanti-ANC, anti-alliance <strong>and</strong> anti-ANC led government.b. On <strong>the</strong> contrary, <strong>the</strong>re are calls <strong>and</strong> mobilisation for <strong>the</strong> NDP to beembraced in its entirety. Some <strong>of</strong> <strong>the</strong> totalitarian embracers come fromwithin our broader movement inclusive <strong>of</strong> <strong>the</strong> ANC, <strong>and</strong> are <strong>of</strong>ten supportedby liberal organisations that are staunchly anti-ANC, anti-alliance <strong>and</strong> anti-ANC led government.c. Nei<strong>the</strong>r <strong>of</strong> <strong>the</strong> two contradictory totalitarian attitudes towards <strong>the</strong> NDPrepresents <strong>the</strong> way forward.d. The view in particular from some <strong>of</strong> <strong>the</strong> rd <strong>National</strong> Conference(Mangaung, 2012) resolutions that <strong>the</strong> NDP is a living <strong>and</strong> dynamicdocument that is not cast in stone <strong>and</strong> <strong>the</strong>refore needs continuedengagement.e. There on <strong>the</strong>NDP, i.e. in one sphere <strong>the</strong>re is a resolution calling for fur<strong>the</strong>rengagements while in ano<strong>the</strong>r <strong>the</strong>re is a resolution calling for worktowards <strong>the</strong> implementation; in one sphere <strong>the</strong>re is a resolution callingfor implementation while in ano<strong>the</strong>r <strong>the</strong>re is a resolution calling for areview (e.g. streng<strong>the</strong>ning <strong>of</strong> <strong>the</strong> NDP), etc.f. The admission in <strong>the</strong> NDP (<strong>the</strong>re are at least two versions <strong>of</strong> <strong>the</strong> document)that <strong>the</strong> NDP is nei<strong>the</strong>r complete nor perfect <strong>and</strong> by implication <strong>the</strong>reforethat it needs fur<strong>the</strong>r engagement <strong>and</strong> work.g. SACP interventio <strong>and</strong> ourh. The NDP highlights <strong>the</strong> importance <strong>of</strong> long range planning notwithst<strong>and</strong>ingthat it is not a long term plan by or in itself, i.e. its range is only up to 2030<strong>and</strong> its status as a plan is weak while some <strong>of</strong> its targets for <strong>the</strong> 2030 rangecould actually be achieved in one Annual Programme <strong>of</strong> Action or muchearlier than 2030.i. Consequently, <strong>the</strong> NDP fudges <strong>the</strong> tasks <strong>the</strong> South African society is facedwith. This fudging is linked in our view with a miscalculated assumption forei<strong>the</strong>r a real or possible cross-cutting support for <strong>the</strong> NDP on all fronts fromall walks <strong>of</strong> life on what is, actually, <strong>and</strong> on <strong>the</strong> contrary, impartial proposalstowards a complex <strong>of</strong> <strong>the</strong> outcomes <strong>of</strong> deeper structural class contradictions<strong>and</strong> forces which by <strong>the</strong>ir very nature are inherent with <strong>and</strong> give rise toantagonistic <strong>and</strong> irreconcilable socio-economic <strong>and</strong> political relations.k. In <strong>the</strong> process <strong>the</strong> NDP failed in its economic policy epicentre to give effectto <strong>and</strong> propel into a forward motion <strong>the</strong> biasnesson fundamental economic questionsprinciple<strong>of</strong> maintaining <strong>the</strong> st<strong>and</strong>point <strong>of</strong> <strong>the</strong> working class when h<strong>and</strong>ling all matters<strong>and</strong> policy questions. which clearly states that <strong>the</strong> ANC must be biased to <strong>the</strong> working class <strong>and</strong><strong>the</strong> poor.l. The <strong>National</strong> Planning Commission (NPC) excluded an overwhelmingmajority <strong>of</strong> our people through its poor, or lack <strong>of</strong> proper, or lack <strong>of</strong>meaningful, consultation notwithst<strong>and</strong>ing some consultationactivities <strong>the</strong> commission conducted through latest technological means <strong>of</strong>communication. The consultation activities undertaken by <strong>the</strong> NPC wereelitist <strong>and</strong> in turn excluded an overwhelming majority <strong>of</strong> our people who donot have those means <strong>of</strong> communication or access to <strong>the</strong>m.m. A detailed analysis <strong>of</strong> <strong>the</strong> NDP reflects that <strong>the</strong> NPC left some <strong>of</strong> <strong>the</strong>government departments or associated legislative <strong>and</strong> strategy documentswhen, or if it, consulted accordingly. This is partly revealed by a detailedanalysis <strong>of</strong> <strong>the</strong> Mangaung resolutions, examples being resolutions oneconomic transformation <strong>and</strong> <strong>the</strong> NDP, <strong>and</strong> international relations <strong>and</strong> <strong>the</strong>NDP.n. The Mangaung resolution on economic transformation <strong>and</strong> <strong>the</strong> NDP asserts<strong>the</strong> continued relevance <strong>of</strong> policies such as <strong>the</strong> New Growth Path (NGP),Industry Policy Action Plan (IPAP) <strong>and</strong> strategic infrastructure developmentprogramme. In our view, <strong>the</strong>se policies are not taken seriously, or arecontradicted if not given a revisionist interpretation from that <strong>of</strong> <strong>the</strong>irfounding <strong>the</strong>ses, or are at all not even referenced in <strong>the</strong> NDP.o. This reveals one <strong>of</strong> <strong>the</strong> failures <strong>of</strong> <strong>the</strong> NPC in developing both its earlierdiagnostics <strong>and</strong> <strong>the</strong> NDP, i.e. <strong>the</strong> failure to review progress, assess impact<strong>and</strong> evaluate <strong>the</strong> outcomes, <strong>and</strong> thus determine whe<strong>the</strong>r we ei<strong>the</strong>r need tocontinue <strong>and</strong> streng<strong>the</strong>n or discontinue <strong>and</strong> part ways with <strong>the</strong> policies (or atleast some) that were adopted in <strong>the</strong> post-1994 period.p. Instead <strong>the</strong> NPC asserts through <strong>the</strong> NDP that one <strong>of</strong> our key weaknessesin <strong>the</strong> post-1994 period lies with <strong>the</strong> failure <strong>of</strong> <strong>the</strong> government to implementpolicies. This argument reinforces an incorrect perception that <strong>the</strong> post-1994policy framework was all sound <strong>and</strong> in line with <strong>the</strong> objectives <strong>of</strong> ourrevolution.q. On <strong>the</strong> contrary, <strong>and</strong> without undermining <strong>the</strong> challenges <strong>of</strong> implementation,<strong>the</strong>re were policies in <strong>the</strong> post-1994 period (e.g. Growth, Employment <strong>and</strong> Redistribution or GEAR, <strong>and</strong> in <strong>the</strong> early 2000saggressive liberalisation <strong>and</strong> de-regulation) which were implemented (<strong>and</strong>some dictatorially) but caused more in setbacks (which we are still battlingwith to this day <strong>and</strong> more likely for a foreseeable period <strong>of</strong> time) than in abetter life for all.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 9 <strong>of</strong> 40

Meanwhile, <strong>the</strong>re were un-implementable (i.e. poorly thought) policies suchas <strong>the</strong> attempted privatisation in <strong>the</strong> energy (i.e. electricity) sector in <strong>the</strong> late1990s.s. The Mangaung resolution on international relations, as ano<strong>the</strong>r example <strong>of</strong><strong>the</strong> NPC excluding in its consultation some <strong>of</strong> <strong>the</strong> government departmentsor <strong>the</strong>ir existing policies/strategies, clearly states that <strong>the</strong> NDP did not drawlessons from <strong>the</strong> White Paper on international relations <strong>and</strong> cooperation.The resolution calls for <strong>the</strong> NDP to be streng<strong>the</strong>ned, clearly implying, in ourview, that as a result <strong>of</strong> <strong>the</strong> NPC not consulting with <strong>the</strong> White Paper <strong>the</strong>NDP is weak on international relations <strong>and</strong> cooperation.t. The structural <strong>and</strong> functional weaknesses <strong>of</strong> <strong>the</strong> NPC highlight <strong>the</strong>importance <strong>of</strong> building <strong>and</strong> developing a different, organic state planningcommission which has institutionalised <strong>and</strong> structural links with governmentdepartments <strong>and</strong> lower spheres as well as such o<strong>the</strong>r state agencies in s<strong>of</strong>ar as it is necessary.1.1.2. Fur<strong>the</strong>r notinga. The NDP does not provide a clear <strong>and</strong> coherent vision, a strategy or plan onhow to deal with youth development <strong>and</strong> <strong>the</strong> many challenges facing youngpeople, its proposals on what it calls a youth lens notwithst<strong>and</strong>ing.b. The NDP does not resonate with <strong>the</strong> Youth Employment Accord whichrepresents <strong>the</strong> basis for a progressive advance in that <strong>the</strong> NDP ispropagating:i. a subsidy to <strong>the</strong> placement dominated bylabour brokers whereas as <strong>the</strong> YCLSA we are opposed to labourbrokers;ii. tax incentives for employers to reduce <strong>the</strong> so-called cost for hiringnew labour market entrants (i.e. a code for <strong>the</strong> youth or youngpeople) this could be <strong>the</strong> youth wage subsidy we areiii.fundamentally opposed to as <strong>the</strong> YCLSA;a some sort <strong>of</strong> a two- or multi-tier labour market based on low wagesfor <strong>the</strong> youth (i.e. coded as new labour market entrants which weare opposed to because <strong>of</strong> its potential to deepen exploitation.c. By placing growth as <strong>the</strong> leading economic policy objective from which o<strong>the</strong>reconomic <strong>and</strong> social <strong>and</strong> <strong>the</strong>refore byembracing <strong>the</strong> failed neoliberal trickledown policy mantra on growth <strong>the</strong> NDPdoes not fit in with but directly contradicts <strong>the</strong> primary <strong>the</strong>sis <strong>of</strong> <strong>the</strong> NewGrowth Path (NGP). The NGP places employment creation <strong>and</strong> decent workon <strong>the</strong> leading edge in relation to growth.d. The NDP makes no reference to <strong>and</strong> essentially undermines <strong>the</strong> IndustrialPolicy Action Plan (IPAP) or industrialisation. For instance <strong>the</strong> NDP favours<strong>the</strong> domestic oriented sectors. In turn <strong>the</strong> NDP does not link <strong>the</strong>se sectors tomanufacturing or industrialisation (e.g. <strong>the</strong>re are equipment, tools <strong>and</strong>materials used during <strong>the</strong> productive activity in <strong>the</strong> domestic orientedsectors; <strong>the</strong> NDP does not think about <strong>the</strong> manufacture <strong>of</strong> <strong>the</strong>se means <strong>of</strong>production).e. The economic policy epicentre <strong>of</strong> <strong>the</strong> NDP is not in line with both <strong>the</strong>latest consensus <strong>of</strong> a radical second phase <strong>of</strong> transition, nei<strong>the</strong>r does itreflect any new content to shift away from, by taking advantage <strong>of</strong> <strong>the</strong> spaceYCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 10 <strong>of</strong> 40

Based at least on this ground <strong>the</strong> NDP, inparticular its economic epicentre <strong>the</strong>refore needs to be reviewed.f. I consensus <strong>of</strong> a radical second phase <strong>of</strong> transition.g. A menu <strong>of</strong> several objectives <strong>and</strong> targets relating to <strong>the</strong> youth in what <strong>the</strong>NDP calls a youth lenswhich in our view was more likely developed as anafterthought arising out <strong>of</strong> browsing <strong>the</strong> NDP once it was completed.1.1.3. Thus resolveda. We endorse <strong>and</strong> shall advance <strong>the</strong> broad thrust <strong>of</strong> <strong>the</strong> recommendations in<strong>the</strong> SACP intervention , <strong>and</strong> ourdiscussion document <strong>National</strong> Development Planb. We must use this process <strong>and</strong> site <strong>of</strong> struggle (i.e. national developmentplanning) to turn chief attention in development policy towards defining <strong>the</strong> transition with which development policy must be realigned.c. Basically, <strong>the</strong> second phase <strong>of</strong> our transition must be characterised not onlyby a radical, but also by a revolutionary advance in <strong>the</strong> pursuit <strong>of</strong> <strong>the</strong>completion <strong>of</strong> <strong>the</strong> national democratic revolution. It must:i. rollback <strong>the</strong> compromises <strong>of</strong> our first phase <strong>of</strong> transition <strong>and</strong> gobeyond <strong>the</strong>m;ii. eliminate <strong>the</strong> triple legacy <strong>of</strong> colonial, apar<strong>the</strong>id <strong>and</strong> patriarchal socioeconomic<strong>and</strong> political relations <strong>of</strong> production <strong>and</strong> in <strong>the</strong>ir steadestablish <strong>and</strong> develop new once at least in line with <strong>the</strong> FreedomCharter;iii.iv.help us achieve an advance towards freedom from imperialism;rollback neoliberalism from our macroeconomic policy <strong>and</strong> moveforward on <strong>the</strong> basis <strong>of</strong> new macroeconomic policy fundamentalsaimed at supporting industrialisation <strong>and</strong> exp<strong>and</strong>ing access toproductive work to <strong>the</strong> millions <strong>of</strong> <strong>the</strong> unemployment <strong>and</strong> <strong>the</strong> poor.d. What we want <strong>the</strong> national democratic revolution <strong>and</strong> <strong>the</strong> struggle forsocialism in <strong>the</strong>ir interconnection to achieve in particular in <strong>the</strong> sphere <strong>of</strong> <strong>the</strong>economy, in terms <strong>of</strong> ownership <strong>and</strong> control, are, at least,i. <strong>the</strong> restoration <strong>of</strong> <strong>the</strong> wealth <strong>of</strong> our l<strong>and</strong> <strong>and</strong> labour back in <strong>the</strong> h<strong>and</strong>s<strong>of</strong> <strong>the</strong> people as a whole, majority <strong>of</strong> whom is <strong>the</strong> working classii.an advance towards <strong>the</strong> realisation <strong>of</strong> socialisation <strong>and</strong> <strong>the</strong>replacement <strong>of</strong> <strong>the</strong> existing despotic market control <strong>and</strong> dominancewith democratic control <strong>and</strong> accountability.e. We must <strong>the</strong>refore build an economy that is characterised by <strong>the</strong> prevalence<strong>of</strong> an effective <strong>and</strong> thriving public sector with socialised ownership <strong>and</strong>control emerging as a leading form <strong>of</strong> economic organisation. This must findpr<strong>of</strong>ound expression in <strong>the</strong> policy content <strong>of</strong> <strong>the</strong> second phase <strong>of</strong> ourtransition.f. Accordingly, we must intensify our struggle <strong>and</strong> embark on a decisive pathto de-tenderise <strong>the</strong> state, build an efficient, effective <strong>and</strong> capable democraticdevelopmental state with <strong>the</strong> capacity to deliver public goods <strong>and</strong> socialservices. <strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong> <strong>of</strong> <strong>the</strong> 2 nd <strong>National</strong> <strong>Council</strong>, FNL, 2528 July 2013i. <strong>the</strong> in-sourcing back in <strong>the</strong> public service <strong>of</strong> all strategic functions thathave been outsourced (e.g. <strong>the</strong> development <strong>and</strong> maintenance <strong>of</strong>public infrastructure, roads, schools, clinics, hospitals, etc.; <strong>the</strong>delivery <strong>of</strong> books <strong>and</strong> learning materials, scholar transport, <strong>the</strong>delivery <strong>of</strong> social services; etc.);ii.fur<strong>the</strong>r development <strong>and</strong> expansion <strong>of</strong> <strong>the</strong> public enterprises sectorcoupled with a vibrant co-operatives sector as a supply base where<strong>the</strong> state does not directly produce <strong>the</strong> goods <strong>and</strong> services requiredfor public delivery.g. As an integral part <strong>of</strong> <strong>the</strong> Communist Party, our engagement in this process(i.e. national development planning) <strong>of</strong> <strong>the</strong> national democratic revolutionmust be guided by its connection with our vision <strong>of</strong> socialism in itsinterconnection with <strong>the</strong> ultimate goal <strong>of</strong> communism, <strong>and</strong> <strong>the</strong>refore ourstrategic slogan <strong>of</strong> must provide central guidance.h. Our struggle must <strong>the</strong>refore streamline a fight to achieve <strong>the</strong> strategicobjective <strong>of</strong> winning control over productive forces from <strong>the</strong> capitalists <strong>and</strong> at<strong>the</strong> highest level from <strong>the</strong>ir system <strong>of</strong> imperialism <strong>and</strong> its latest forms <strong>of</strong>manifestations. Our goal must be to free, release <strong>and</strong> develop productiveforces as rapidly as possible in order to advance towards complete politicalliberation <strong>and</strong> socio-economic emancipation.i. The YCLSA must fight for <strong>the</strong> development, expansion <strong>and</strong> diversification <strong>of</strong>our productive capacity. In particular we must build, develop, exp<strong>and</strong> <strong>and</strong>diversify manufacturing <strong>and</strong> vigorously advance <strong>and</strong> deepen <strong>the</strong>beneficiation <strong>of</strong> our primary, natural <strong>and</strong> mineral resources. In terms <strong>of</strong> skills<strong>and</strong> knowledge base, this would require <strong>the</strong> development <strong>of</strong> adequateintellectual capacity, on a technical basis at least artisans, technicians,engineers <strong>and</strong> scientists.j. We must <strong>the</strong>refore press for upgrading from strategies concerned with mereinvolvement in execution (i.e. manual labour process) which is <strong>of</strong>ten linkedwith <strong>the</strong> recruitment <strong>of</strong> <strong>and</strong> strategies to attract foreign direct investmentwithout repositioning our economy to be involved in conception (i.e. process<strong>and</strong> product Research & Development). Instead we must shift <strong>the</strong> character<strong>of</strong> our economic activity towards a combination <strong>of</strong> more involvement in bothmanufacturing labour process <strong>and</strong> Research <strong>and</strong> Development for products<strong>and</strong> production processes.k. The YCLSA must <strong>the</strong>refore campaign for increased resources to beallocated to post-graduate studies, Research <strong>and</strong> Development, <strong>and</strong> <strong>the</strong>rebyreposition our economy to participate in process <strong>and</strong> product inventions,discoveries, designs, innovations <strong>and</strong> in breaking new grounds. This shouldcontribute in altering property relations <strong>and</strong> must involve pressure oninvestments to increase resources towards Research <strong>and</strong> Development aswell as associated skills transfer <strong>and</strong> knowledge imparting on all functions<strong>and</strong> layers <strong>of</strong> <strong>the</strong> production process as a whole.l. We must link <strong>the</strong> service sectors where manufactured products, tools <strong>and</strong>equipment are used with localisation through manufacturing as part <strong>of</strong> ourstrategies to develop our productive capacity, advance <strong>and</strong> diversifymanufacturing towards high value added products <strong>and</strong> industrialisation.m. Pressing for our economy to advance <strong>and</strong> diversify in <strong>the</strong> field <strong>of</strong>manufacturing must not mean that our economy should take a back seat ono<strong>the</strong>r productive activities. Therefore we must press for <strong>the</strong> broadening <strong>and</strong>YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 12 <strong>of</strong> 40

The proposals discussed in <strong>the</strong> Party for <strong>the</strong> role <strong>of</strong> <strong>the</strong> state <strong>and</strong> itsintervention <strong>and</strong> involvement in <strong>the</strong> economy, including but not limited tostate ownership, control including regulation in <strong>the</strong> mining, energy <strong>and</strong>financial sectors must be enhanced, find pr<strong>of</strong>ound expression in nationaldevelopment planning <strong>and</strong> implemented decisively.o. The YCLSA must take active involvement in <strong>the</strong> Party-led Financial SectorCampaign aimed at achieving transformation in <strong>the</strong> financial sector. Theobjectives that this campaign seeks to achieve must find pr<strong>of</strong>oundexpression in national development planning.p. We must campaign for <strong>the</strong> adoption <strong>and</strong> enforcement <strong>of</strong> local contentrequirements based on a strategic assessment <strong>of</strong> development objectives<strong>and</strong> priorities <strong>and</strong> <strong>the</strong> need to attend to <strong>the</strong> challenges facing our people <strong>and</strong><strong>the</strong>ir participation in economic activity.q. As a youth formation we must, without being sectarian, maintain focus onyouth development within <strong>the</strong> general framework <strong>of</strong> a political <strong>and</strong>ideological guidance from <strong>the</strong> fundamental principles <strong>of</strong> <strong>the</strong> Party <strong>and</strong> itsprogramme. We need to develop ourselves to play a leading role inconfronting <strong>the</strong> challenges facing young people <strong>and</strong> mobilising <strong>the</strong>m to seizeavailable opportunities while bringing it to <strong>the</strong> front on all occasions that abetter life for all is not possible under capitalism but can only be realisedmore progressively under socialism <strong>and</strong> fully under communism. We must<strong>the</strong>refore develop ourselves to become a leading force <strong>of</strong> young peopleagainst <strong>the</strong> system <strong>of</strong> capitalism.r. Our immediate tasks arising out <strong>of</strong> this <strong>National</strong> <strong>Council</strong> must include <strong>the</strong>advancement <strong>of</strong> a long range <strong>and</strong> far-sighted planning (e.g. Where must oursociety be by <strong>the</strong> centenary <strong>of</strong> <strong>the</strong> Freedom Charter <strong>and</strong> <strong>the</strong> 1994democratic breakthrough <strong>and</strong> what must be done every decade <strong>and</strong> everyfive years articulated annually through short term Programmes <strong>of</strong> Action inorder to arrive <strong>the</strong>re successfully?).i. this must integrate youth development;ii.similarly, <strong>the</strong> review <strong>of</strong> <strong>the</strong> <strong>National</strong> Youth Policy which must beunderway <strong>and</strong> <strong>the</strong> development <strong>of</strong> Integrated Youth DevelopmentStrategy/Plan which <strong>the</strong> <strong>National</strong> Youth Development Agency (NYDA)failed to produce in its first term <strong>of</strong> <strong>of</strong>fice must reflect <strong>the</strong> principle <strong>of</strong>long range <strong>and</strong> far-sighted planning <strong>and</strong> be realigned with <strong>the</strong> <strong>the</strong>ory<strong>of</strong> <strong>the</strong> second phase <strong>of</strong> transition.s. The NYDA must <strong>the</strong>refore engage in fresh <strong>and</strong> this time around meaningfulconsultation <strong>and</strong> develop such an Integrated Youth DevelopmentStrategy/Plan along with <strong>the</strong> work to review <strong>the</strong> <strong>National</strong> Youth Policy.t. W commission which must in our view have structural links with governmentdepartments <strong>and</strong> lower spheres, <strong>and</strong> in addition its composition must caterfor youth representation. The planning work <strong>of</strong> <strong>the</strong> commission as such mustcover youth development, <strong>and</strong> <strong>the</strong>nceforth be carried out in a collaborativemanner with <strong>the</strong> NYDA.u. A nutrition intervention for pregnant women <strong>and</strong> young children.ii. Universal access to two years <strong>of</strong> early childhood development.iii. Improving <strong>the</strong> school system, including increasing <strong>the</strong> number <strong>of</strong>students achieving above 50 percent in literacy <strong>and</strong> ma<strong>the</strong>matics,increasing learner retention rates to 90 percent <strong>and</strong> bolsteringteacher training.iv. Streng<strong>the</strong>ning youth service programmes <strong>and</strong> introduce new,community-based programmes to <strong>of</strong>fer young people life-skillstraining, entrepreneurship (including co-operatives) training <strong>and</strong>opportunities to participate in community development programmes.v. Streng<strong>the</strong>ning <strong>and</strong> exp<strong>and</strong>ing <strong>the</strong> number <strong>of</strong> FET colleges to increase<strong>the</strong> participation rate (but <strong>the</strong> NDP target <strong>of</strong> 25 percent must bevi.reviewed).Increasing <strong>the</strong> graduation rate <strong>of</strong> FET colleges to above 75 percenttowards 100%.vii. Providing full funding assistance covering tuition, books,accommodation <strong>and</strong> living allowance to students, with initial focus on<strong>the</strong> needy while advancing <strong>the</strong> strategic objective <strong>of</strong> free qualityeducation.viii. Developing community safety centres to prevent crime <strong>and</strong> includeyouth in <strong>the</strong>se initiatives.ix. Exp<strong>and</strong>ing learnerships, in addition apprenticeships, internships <strong>and</strong>experiential training, <strong>and</strong> make training vouchers directly available tothose who are looking for work.x. Formalising <strong>the</strong> graduate recruitment scheme for <strong>the</strong> public service toxi.attract high level skills.Exp<strong>and</strong>ing <strong>the</strong> role <strong>of</strong> state-owned enterprises in training artisans <strong>and</strong>technical pr<strong>of</strong>essionals.xii. Making education compulsory up to Grade 12 or equivalent levels invocational education <strong>and</strong> training.v. We must continue <strong>and</strong> intensify our struggle for <strong>the</strong> banning <strong>of</strong> labourbrokers; <strong>the</strong> struggle against a two- or multi-tier labour market in favour <strong>of</strong> asingle employment contract; <strong>the</strong> struggle against a youth wage subsidy; <strong>the</strong>struggle against exploitation in general <strong>and</strong> strategies that deepenexploitation.w. The resources that were reserved by <strong>the</strong> <strong>National</strong> Treasury for its agenda <strong>of</strong>a youth wage subsidy must be enhanced <strong>and</strong> redirected towards investmentin skills development for young people in <strong>the</strong> form <strong>of</strong> bursaries <strong>and</strong>scholarships both in colleges <strong>and</strong> universities here at home <strong>and</strong> abroad withfocus on scares <strong>and</strong> critical skills, apprenticeships, learnerships, internships<strong>and</strong> experiential training.x. We must devote our development policy capacity in developing, elaborating<strong>and</strong> articulating a scientific outlook on development. We must study policypropositions using class analysis based on dialectical <strong>and</strong> historicalmaterialism. Those areas in <strong>the</strong> NDP that are progressive <strong>and</strong> fit with <strong>the</strong> tasks facing <strong>the</strong>national democratic revolution must be preserved <strong>and</strong> redeveloped in linewith <strong>the</strong> new alliance consensus <strong>of</strong> a radical second phase <strong>of</strong> our transitiontowards a complete revolution while those areas that are <strong>of</strong>fline must bediscarded <strong>and</strong> replaced accordingly; as <strong>the</strong> YCLSA, we must take a lead indeveloping clarity about all <strong>the</strong>se areas with focus on <strong>the</strong> youth as we havealready started through our engagements with <strong>the</strong> NDP <strong>and</strong> resolutionsarising out <strong>of</strong> our deliberations in our Second <strong>National</strong> <strong>Council</strong>.z. We must consolidate <strong>and</strong> lead this strategic development planning agendaamong young people in all key sites <strong>of</strong> struggle <strong>and</strong> power as we advance,deepen, defend <strong>and</strong> take responsibility for <strong>the</strong> national democratic revolutionas <strong>the</strong> shortest <strong>and</strong> most suitable route to socialism in <strong>the</strong> specific conditions<strong>of</strong> our society.aa. Instead <strong>of</strong> <strong>the</strong> polar opposites <strong>of</strong> totalitarian rejectionists <strong>and</strong> embracers <strong>of</strong>development policy:i. we must on <strong>the</strong> contrary be specific about, <strong>and</strong> distinguish between,what is fitting with <strong>the</strong> tasks facing <strong>the</strong> national democratic revolutionon <strong>the</strong> one h<strong>and</strong> <strong>and</strong> what must be scrapped on <strong>the</strong> o<strong>the</strong>r h<strong>and</strong>;ii. in line with <strong>the</strong> character <strong>of</strong> <strong>the</strong> Communists as <strong>the</strong> most advanced<strong>and</strong> resolute section <strong>of</strong> <strong>the</strong> working class we must at all times strive totake a lead <strong>and</strong> put forward development policy alternatives insteadiii.<strong>of</strong> waiting to critique state policy propositions;we must as such develop our capacity organisationally to engage inleading policy research <strong>and</strong> development, advocacy <strong>and</strong>campaigning.bb. The YCLSA must engage with, <strong>and</strong> its cadres in, <strong>the</strong> Party about <strong>the</strong>seperspectives as it must be with, <strong>and</strong> in, all centres <strong>of</strong> power, including ourbroader movement <strong>and</strong> <strong>the</strong> Progressive Youth Alliance (PYA).1.2. Tackling Youth Unemployment in South Africa1.2.1. Notinga. That <strong>the</strong> youth make up <strong>the</strong> overwhelming majority <strong>of</strong> <strong>the</strong> unemployed.b. The Youth Employment Accord.c. That <strong>the</strong> private sector commitments in <strong>the</strong> Youth Employment Accord areweak.d. ce onnational development objectives <strong>and</strong> rollback its dominance.e. A .f. That <strong>the</strong>re are young people who do not have a <strong>National</strong>/Senior Certificateor equivalent qualification in vocational education <strong>and</strong> training.g. That <strong>the</strong>re are many young people who do not have access to skills trainingopportunities, apprenticeships, learnerships, internships <strong>and</strong> experientialtraining, <strong>and</strong> that this number consists <strong>of</strong> those who have met academicrequirements in colleges, universities <strong>of</strong> technology <strong>and</strong> universities.1.2.2. Believinga. If it persists <strong>and</strong> remains consistently high youth unemployment representsnot only a socio-economic challenge but also a political threat, <strong>and</strong> <strong>the</strong>reforeneeds to be tackled decisively.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 15 <strong>of</strong> 40

Education, skills training <strong>and</strong> development are, though not <strong>the</strong> only strategicobjectives, vital in dealing with youth unemployment.c. If transformed, fur<strong>the</strong>r developed <strong>and</strong> diversified <strong>the</strong> college sector can playa vital role <strong>and</strong> contribute meaningfully towards skills development <strong>and</strong>reducing unemployment.1.2.3. We thus resolveda. Our immediate tasks following this <strong>National</strong> <strong>Council</strong> must include acampaign directed at <strong>the</strong> big conglomerates <strong>and</strong> multinational corporationsas well as <strong>the</strong> private sector in general. We must lead a mass mobilisationprogramme to <strong>the</strong> <strong>of</strong>fices <strong>of</strong> <strong>the</strong>se companies in all sectors <strong>of</strong> <strong>the</strong> economy<strong>and</strong> to <strong>the</strong> various sector organisations that <strong>the</strong>y belong to. Our dem<strong>and</strong>smust include <strong>the</strong> adoption <strong>of</strong> youth graduate developmentprogrammes <strong>and</strong> compulsory skills development targets forapprenticeships, learnerships, internships <strong>and</strong> experiential trainees,covering scarce <strong>and</strong> critical skills as well as o<strong>the</strong>r strategic areas.b. We must campaign for <strong>the</strong> adoption <strong>and</strong> enforcement <strong>of</strong> youth skillsdevelopment targets for <strong>the</strong> state (i.e. state owned enterprises, entities<strong>and</strong> agencies as well as public institutions)c. We must press for <strong>the</strong> state to adopt compulsory skills developmenttargets for both <strong>the</strong> public <strong>and</strong> private sector.d. We must enforce <strong>the</strong> youth employment targets that have beenachieved in <strong>the</strong> Youth Employment Accord <strong>and</strong> embark on a campaignto exp<strong>and</strong> <strong>the</strong>se targets.e. We must continue with <strong>and</strong> intensify <strong>the</strong> mobilisation for students to choosevocational education <strong>and</strong> training streams <strong>and</strong> start with <strong>the</strong>se as early asGrade 10. This must be coupled with a drive to achieve <strong>the</strong> transformation <strong>of</strong><strong>the</strong> Fur<strong>the</strong>r Education <strong>and</strong> Training (FET) sector into a vibrant VocationalEducation <strong>and</strong> Training sector which <strong>of</strong>fers cutting edge qualifications.This must <strong>the</strong>refore involve curriculum transformation <strong>and</strong>diversification <strong>of</strong> education <strong>and</strong> training programmes to cover <strong>the</strong> widerange <strong>of</strong> productive economic activities, scares <strong>and</strong> critical skills aswell as talent development.f. We must campaign for <strong>the</strong> reduction in <strong>and</strong> ultimately <strong>the</strong> elimination <strong>of</strong><strong>the</strong> challenge <strong>of</strong> <strong>the</strong> high rate <strong>of</strong> NEET among young people.g. Amongst o<strong>the</strong>rs, confronting <strong>the</strong> challenge <strong>of</strong> <strong>the</strong> high rate <strong>of</strong> NEETincluding:i. a review <strong>of</strong> assessment policy, particularly <strong>the</strong> consolidation <strong>of</strong> a newpolicy direction that allows for second chances in <strong>the</strong> schoolingsystem;ii. this must be coupled with a campaign to achieve full development<strong>and</strong> adequate resourcing <strong>of</strong> ABET <strong>and</strong> Community centres;iii. <strong>the</strong> capacity <strong>of</strong> ABET <strong>and</strong> Community centres must be developed <strong>and</strong>iv.enhanced to serve <strong>the</strong> needs <strong>of</strong> skills development for young people;<strong>the</strong> state must commission research into <strong>and</strong> deal with <strong>the</strong> causes<strong>and</strong> drivers <strong>of</strong> <strong>the</strong> challenge <strong>of</strong> a persisting dropout rate in schools,colleges <strong>and</strong> universities.h. The NYDA must be adequately resourced to boost its capacity on dealingwith youth unemployment. The NYDA must be accessible, <strong>and</strong> <strong>the</strong> YCLSAmust impact meaningfully on <strong>the</strong> NYDA <strong>and</strong> its legislative development <strong>and</strong>YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 16 <strong>of</strong> 40


<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong> <strong>of</strong> <strong>the</strong> 2 nd <strong>National</strong> <strong>Council</strong>, FNL, 2528 July 2013provide it proper direction. This should involve engagement with <strong>the</strong>Progressive Youth Alliance (PYA).i. The structure <strong>of</strong> our economy needs to be fundamentally restructured <strong>and</strong>transformed in order to deal with <strong>the</strong> challenge <strong>of</strong> a persisting high rate <strong>of</strong>unemployment which affects mostly young people. Amongst o<strong>the</strong>rs, thiswould require <strong>the</strong> elimination <strong>and</strong> inverting <strong>of</strong> <strong>the</strong> semi-colonial legacy whichis partly characterised by more reliance on <strong>the</strong> export <strong>of</strong> raw materials <strong>and</strong>primary goods coupled with varyingly undeveloped, under- <strong>and</strong> leastdevelopedmanufacturing <strong>and</strong> excessive reliance on <strong>the</strong> import <strong>of</strong> high valueadded manufactured products.j. The discussion on <strong>the</strong> retirement age must be revived with a detailedassessment <strong>and</strong> evaluation <strong>of</strong> both advantages <strong>and</strong> disadvantages <strong>of</strong> early<strong>and</strong> late retirement vis-à-vis youth un/employment <strong>and</strong> <strong>the</strong> conditions <strong>of</strong>early retirees.1.3. Cooperatives1.3.1. Noting:a. Cooperatives are a site <strong>of</strong> fighting youth unemployment on <strong>the</strong> ground <strong>and</strong>have <strong>the</strong> potential <strong>of</strong> meaningfully contributing in transforming <strong>the</strong> socialrelations <strong>of</strong> production, including ownership <strong>and</strong> control, <strong>and</strong> dealing withinequality <strong>and</strong> poverty.1.3.2. Therefore resolveda. Sufficient funding, support, capacity building <strong>and</strong> preferential treatment,including but not limited to constant legislative <strong>and</strong> regulatory review mustbe pursued to advance cooperatives development. This must incorporate adedicated focus on youth cooperatives.b. Each YCLSA province <strong>and</strong> district must mobilise, develop capacity <strong>and</strong>support young people to establish sustainable cooperatives by takingadvantage <strong>of</strong> <strong>the</strong> opportunities that exist in <strong>the</strong> respective provinces <strong>and</strong>municipalities as well as in response to <strong>the</strong>ir challenges.c. The YCLSA must develop <strong>and</strong> provide guidance to <strong>the</strong> youth cooperativemovement, including consolidating <strong>the</strong> apex body <strong>of</strong> youth cooperatives,work with <strong>and</strong> lead it towards developing a vibrant youth cooperative sector.d. The YCLSA must become a leading political force <strong>and</strong> voice for youthcooperatives, <strong>and</strong> thus nationally mobilise <strong>and</strong> build <strong>the</strong> capacity <strong>of</strong> youngpeople to form sustainable cooperatives.e. As part <strong>of</strong> building <strong>the</strong> capacity <strong>of</strong> <strong>the</strong> YCLSA on cooperatives <strong>the</strong> <strong>National</strong>Committee should consider establishing a dedicated cooperativesdevelopment unit for youth cooperatives modelled around Tora TamanaCooperatives Centre.f. We must ensure that government departments <strong>and</strong> lower spheres <strong>and</strong>related agencies including <strong>the</strong> NYDA each have a sound programme <strong>of</strong> <strong>and</strong>capacity including dedicated directorates if necessary <strong>and</strong> viable fordeveloping <strong>and</strong> sustaining cooperatives with youth cooperatives as integralpart.g. The YCLSA must campaign for systematic cooperative capacity building <strong>and</strong>training through colleges <strong>and</strong> universities as well as short courses,workshops <strong>and</strong> seminars.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 17 <strong>of</strong> 40

The mining sector1.4.1. We note that:a. The current regime <strong>of</strong> ownership <strong>and</strong> control in <strong>the</strong> mining sector, labourexploitation by capital, <strong>the</strong> extraction <strong>and</strong> export <strong>of</strong> our mineral resources asraw materials instead <strong>of</strong> local beneficiation, environmental <strong>and</strong> socialdegradation, are all not sustainable.1.4.2. Believing that:a. If left uninterrupted, untransformed <strong>and</strong> <strong>the</strong>refore to go on as it is <strong>the</strong> currentmining regime is inevitably leading to a cul-de-sac where South Africa wouldhave been hollowed out <strong>and</strong> ruined <strong>of</strong> its mineral resources that would bedepleted without any sustainable development already <strong>the</strong>re are areas in<strong>the</strong> former mining capital <strong>of</strong> Johannesburg that are characterised by manyruins that reflect depleted mineral resources, holes <strong>and</strong> acid contaminatedwater without any accountability by <strong>the</strong> mining companies that caused <strong>the</strong>problems.1.4.3. We <strong>the</strong>refore resolveda. Mining houses must contribute towards development in mining areas <strong>and</strong> beheld accountable for environmental <strong>and</strong> social degradation (which must bereversed).b. We support increased role <strong>of</strong> <strong>the</strong> state in <strong>the</strong> mining sector, throughlegislative <strong>and</strong> regulatory interventions, direct ownership <strong>and</strong> control <strong>and</strong>, tothis end, <strong>the</strong> state must expedite <strong>the</strong> process <strong>of</strong> consolidating <strong>and</strong> propelling<strong>the</strong> operation <strong>of</strong> a state owned mining enterprise. In our view, new mininglicenses must be channelled towards <strong>the</strong> state owned mining enterprise aspart <strong>of</strong> <strong>the</strong> strategies to roll back <strong>the</strong> entrenched private interests in <strong>the</strong>mining sector <strong>and</strong> to return back <strong>the</strong> wealth <strong>of</strong> our country back to <strong>the</strong>people as a whole.c. The mining licence framework must be reviewed to maximise public benefitfrom our mineral resources as opposed to <strong>the</strong> dominant regime <strong>of</strong> privatecapital accumulation. This must include but not limited to:i. <strong>the</strong> erection <strong>and</strong> development <strong>of</strong> new structures <strong>of</strong> royalties <strong>and</strong>progressive taxation;ii. review <strong>of</strong> mining licenses to give effect to beneficiation as opposed to<strong>the</strong> currently dominant trend involving <strong>the</strong> extraction <strong>and</strong> export <strong>of</strong> ourmineral resources as raw materials.h. The mining sector must be streamlined to benefit cooperatives.1.5. L<strong>and</strong> Question1.5.1. Notinga. The centenary <strong>of</strong> <strong>the</strong> 1913 Native L<strong>and</strong> Act which legislatively expropriatedour people <strong>of</strong> <strong>the</strong>ir l<strong>and</strong> <strong>and</strong> paved way to fur<strong>the</strong>r violent expropriationsagainst <strong>the</strong>m.b. Unless <strong>the</strong> l<strong>and</strong> question is settled our revolution would not achieve one <strong>of</strong>its fundamental objectives <strong>of</strong> restoring <strong>the</strong> wealth <strong>of</strong> our l<strong>and</strong> back to <strong>the</strong>people as a whole.c. L<strong>and</strong> reform <strong>and</strong> restitution that culminate in <strong>the</strong> l<strong>and</strong> h<strong>and</strong>ed over back inprivate h<strong>and</strong>s regardless <strong>of</strong> race will plunge <strong>the</strong> country into an endlessprocess <strong>of</strong> unresolved l<strong>and</strong> question.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 18 <strong>of</strong> 40

Therefore resolveda. The state must expedite <strong>the</strong> process <strong>of</strong> returning back <strong>the</strong> l<strong>and</strong> in <strong>the</strong> h<strong>and</strong>s <strong>of</strong><strong>the</strong> people as a whole.b. The YCLSA must campaign for l<strong>and</strong> restitution to be accompanied by supportto <strong>the</strong> people as stipulated in <strong>the</strong> Freedom Charter <strong>and</strong> facilitate both capacitybuilding <strong>and</strong> training in order to achieve productive l<strong>and</strong> use.c. We must campaign for <strong>the</strong> abolishing <strong>of</strong> private ownership <strong>of</strong> l<strong>and</strong> as a naturalresource in more <strong>of</strong> less a similar way as we have done with mineralresources. This must be regarded to be <strong>the</strong> most sustainable form <strong>of</strong> l<strong>and</strong>restitution in order to give effect to <strong>the</strong> principle that South Africa belongs to allwho live in it.d. Therefore we must campaign for a shift away from <strong>the</strong> private-to-privateh<strong>and</strong>s l<strong>and</strong> redistribution regardless <strong>of</strong> race.e. Coupled with <strong>the</strong> above <strong>the</strong> democratic developmental <strong>and</strong> socialist statessuccessively as <strong>the</strong> custodians <strong>of</strong> <strong>the</strong> people must apportion <strong>and</strong> regulateproductive l<strong>and</strong> use.f. L<strong>and</strong> must not be apportioned to <strong>the</strong> h<strong>and</strong>s that do not use it productively, <strong>and</strong><strong>the</strong> democratic developmental <strong>and</strong> socialist states in <strong>the</strong>ir successive ordermust guide l<strong>and</strong> use by among o<strong>the</strong>rs defining appropriate developmentpriorities.g. The YCLSA must campaign for <strong>the</strong> amendment <strong>of</strong> <strong>the</strong> Constitution <strong>of</strong> <strong>the</strong>Republic <strong>of</strong> South Africa to abolish all barriers to l<strong>and</strong> restitution <strong>and</strong> <strong>and</strong> market based models.h. Ultimately, l<strong>and</strong> must be appropriated without compensation as <strong>and</strong> when itbecomes necessary in <strong>the</strong> interest <strong>of</strong> <strong>the</strong> people as a whole.2. The 2014 General Elections, Progressive Youth Alliance, <strong>the</strong> Party <strong>and</strong>State Power2.1. Notinga. The South African population is significantly made up by <strong>the</strong> youth.b. More <strong>and</strong> more youth vote is becoming fiercely contested, resulting in allsorts <strong>of</strong> manoeuvres by negative forces to capture young people politically,ideologically <strong>and</strong> de-educate <strong>the</strong>m about <strong>the</strong> South African history <strong>and</strong> <strong>the</strong>irrole in it.c. Reformist notions such as <strong>the</strong> so-called born-frees, <strong>the</strong> opposition <strong>and</strong> anessentially racist liberal agenda aimed at delegitimising apportionment <strong>of</strong>blame for <strong>the</strong> many economic, social <strong>and</strong> political ills that <strong>the</strong> South Africansociety is faced with as an outcome <strong>of</strong> historical realities might prevail if leftunchallenged.d. The political l<strong>and</strong>scape has for some times been restructuring through avariety <strong>of</strong> strategies <strong>and</strong> tactics, involving but not limited to:i. some opposition parties placing young people within <strong>the</strong>ir leadershipranks (in <strong>and</strong> outside parliament) <strong>and</strong> fronting <strong>the</strong>m against <strong>the</strong> ANC <strong>and</strong>our alliance in a manner that undermines <strong>the</strong> leadership <strong>of</strong> ourmovement;ii. <strong>the</strong> formation <strong>of</strong> political organisations in which leadership ranks areyoung people who, similarly, behave in a manner that undermines <strong>the</strong>leadership <strong>of</strong> our movement.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 19 <strong>of</strong> 40

Believing that:a. The task <strong>of</strong> politically <strong>and</strong> o<strong>the</strong>rwise tackling <strong>the</strong> young people in oppositionparties or organisations <strong>and</strong> responding to <strong>the</strong>ir attacks against <strong>the</strong>leadership <strong>and</strong> programmes <strong>of</strong> our movement is best suited to <strong>the</strong> YCLSA,<strong>the</strong> Progressive Youth Alliance (PYA) <strong>and</strong> its independent formations.b. The task as such must be carried out in ways that are consistent <strong>and</strong>characteristic <strong>of</strong> engagements between young people while steeled inrevolutionary content, <strong>and</strong> <strong>the</strong>refore cannot be left to <strong>the</strong> ANC, SACP <strong>and</strong><strong>the</strong> alliance as if <strong>the</strong>y were youth formations or <strong>the</strong>y were without aprogressive youth movement.2.3. Resolveda. particular <strong>the</strong> electoral platform <strong>of</strong> a unified ANC-led alliance as <strong>the</strong> mostsuited strategy for a revolutionary <strong>National</strong> Liberation Movement i in <strong>the</strong>specific conditions <strong>of</strong> our country in contrast to a separatist, disuniting <strong>and</strong>fragmenting approach which can only unravel not only <strong>the</strong> unity <strong>of</strong> ourshared electoral base but also <strong>the</strong> prospects <strong>of</strong> success in <strong>the</strong> pursuit <strong>of</strong> ashared perspective <strong>of</strong> a national democratic revolution.b. The YCLSA must streng<strong>the</strong>n <strong>and</strong> unite <strong>the</strong> PYA <strong>and</strong> its individual formationsorganisationally, ideologically <strong>and</strong> politically, into a leading force <strong>of</strong> youngpeople, <strong>and</strong> orientate it towards defending our movement, its programme <strong>of</strong><strong>the</strong> national democratic revolution <strong>and</strong> <strong>the</strong> leadership when <strong>the</strong>y come underattack from.c. In particular, <strong>the</strong> YCLSA must engage with <strong>the</strong> ANC Youth League (ANCYL)<strong>and</strong> its cadres in <strong>the</strong>ir own right as ANCYL members must actively getinvolved in a process that is underway to rebuild <strong>the</strong> ANCYL organisationally<strong>and</strong> politically <strong>and</strong> calibrate it as an integral part <strong>of</strong> <strong>the</strong> ANC following <strong>the</strong>turmoil it has experienced from a wave <strong>of</strong> demagoguery that was correctlyalthough not yet completely deflated.d. It is necessary that destructive <strong>and</strong> disruptive political <strong>and</strong> sub-culturalwaves such as demagoguery are deflated completely in our movement <strong>and</strong>combated in <strong>the</strong> rest <strong>of</strong> our society. Similarly, <strong>the</strong> YCLSA must take a leadamong <strong>the</strong> youth in confronting tendencies, sub-cultures <strong>and</strong> prejudicessuch as <strong>the</strong> new tendency isikhothane - <strong>and</strong> left-wing , discrimination <strong>and</strong> violenceagainst gays, lesbians, bisexuals <strong>and</strong> transsexuals.e. Notions such as -dawn<strong>of</strong> <strong>the</strong> transition to democracy in 1994 <strong>the</strong> struggle is over must beexposed for what <strong>the</strong>y are (i.e. misleading <strong>and</strong> de-educational). Suchnotions must be fiercely combated. The YCLSA must mobilise <strong>and</strong>place emphasis on <strong>the</strong> fact that our struggle for national liberation <strong>and</strong>socio-economic emancipation did not end when political prisonerswere released, exiles returned, <strong>the</strong> first democratic elections were held<strong>and</strong> transition to democracy started but instead continued on anuninterrupted <strong>and</strong> constant basis in a changing context <strong>and</strong> willcontinue until <strong>the</strong> goals <strong>of</strong> <strong>the</strong> national democratic revolution <strong>and</strong> <strong>the</strong>struggle for socialism are completely achieved.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 20 <strong>of</strong> 40

The YCLSA must combine <strong>the</strong> electoral content in <strong>the</strong> forthcoming electionswith an intensified ideological <strong>and</strong> <strong>the</strong>oretical struggle.g. We must engage with <strong>and</strong> within our movement for our electoral content (i.e.<strong>the</strong> manifesto) to include an orientation towards <strong>the</strong> youth <strong>and</strong> be responsivetowards <strong>the</strong> challenges <strong>and</strong> opportunities that <strong>the</strong>y face.h. We must engage with <strong>and</strong> within our movement to ensure that resources in<strong>the</strong> forthcoming elections are optimised <strong>and</strong> sufficiently allocated towardsyouth campaigning through <strong>the</strong> PYA <strong>and</strong> its independent formations.i. Our electoral content must include:i. a fight against crime <strong>and</strong> corruption;ii. reaffirm <strong>the</strong> continued relevance <strong>of</strong> <strong>the</strong> o<strong>the</strong>r priorities <strong>of</strong> our alliance,i.e. employment <strong>and</strong> decent work, education <strong>and</strong> training, qualityhealth care, <strong>and</strong> rural development;iii. <strong>the</strong> resolution <strong>of</strong> <strong>the</strong> l<strong>and</strong> question;iv. transformation in property relations.j. We must mobilise <strong>the</strong> youth in all communities <strong>and</strong> sectors, includingchurches, <strong>and</strong> continue to advance a broad unity <strong>of</strong> progressive <strong>and</strong>democratic forces. We need to integrate exemplary people in sports <strong>and</strong>performing arts among o<strong>the</strong>rs.k. We must refrain in our electoral campaign from making references to <strong>the</strong>names <strong>of</strong> opposition <strong>and</strong> o<strong>the</strong>r hostile parties as this might unwittingly have<strong>the</strong> effect <strong>of</strong> promoting <strong>the</strong>m into awareness where <strong>the</strong>y are not evennoticed. This might be different for areas where those opposition parties aredominant but such reference must be tactically calculated <strong>and</strong> not openended.l. The first plenary sessions <strong>of</strong> <strong>the</strong> Political Commission <strong>and</strong> <strong>the</strong> <strong>National</strong>Committee following this <strong>National</strong> <strong>Council</strong> must consolidate our approach<strong>and</strong> campaign programme towards <strong>the</strong> forthcoming elections <strong>and</strong> streamlinea process <strong>of</strong> engagement with <strong>the</strong> youth in developing our contribution tom. The YCLSA must campaign for an overwhelming ANC-led electoral victoryin all provinces <strong>and</strong> all centres <strong>of</strong> power, including institutions <strong>of</strong> learning<strong>and</strong> knowledge production such as research, <strong>and</strong> work very closely withstudent formations in <strong>the</strong> PYA <strong>the</strong> Congress <strong>of</strong> South African Students(COSAS) <strong>and</strong> South African Student Congress (SASCO). There must bespecial attention on strategies to reclaim back <strong>the</strong> Western Cape.n. <strong>Young</strong> Communists in <strong>the</strong>ir independent right as ANC members must be exercising <strong>the</strong>ir right to be nominated <strong>and</strong> elected in <strong>the</strong> lists <strong>of</strong> publicrepresentatives. While acknowledging <strong>and</strong> appreciating <strong>the</strong> notable progressin relation to <strong>the</strong> presence <strong>of</strong> Communist cadres in <strong>the</strong> cabinet <strong>the</strong> YCLSAmust advocate for similar <strong>and</strong> o<strong>the</strong>r deployments to include <strong>Young</strong>Communists as part <strong>and</strong> parcel <strong>of</strong> developing <strong>and</strong> recognising <strong>the</strong> capacity<strong>of</strong> highly disciplined young people within our movement <strong>and</strong> preparing <strong>the</strong>mthrough practical involvement as <strong>the</strong> future leaders <strong>of</strong> both our movement<strong>and</strong> society.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 21 <strong>of</strong> 40

International context <strong>and</strong> solidarity3.1. The African Union3.1.1. Noting that:a. The geo-political context <strong>of</strong> African Union (AU) indicates that mostgovernments are unlikely or may not radically tackle issues that leverage <strong>the</strong>working class struggle.3.1.2. Resolved that:a. The YCLSA must conduct an assessment with focus on young people <strong>of</strong> <strong>the</strong>extent <strong>of</strong> working class influence <strong>and</strong> hegemony in institutions such as <strong>the</strong>AU, BRICS <strong>and</strong> o<strong>the</strong>r multilateral institutions.b. There is a need to re-define <strong>the</strong> role <strong>of</strong> <strong>the</strong> AU in policy discourse <strong>and</strong> <strong>the</strong>unity <strong>of</strong> African states. The YCLSA must actively build continental left <strong>and</strong>progressive <strong>and</strong> socialist youth movements in <strong>the</strong> continent as part <strong>of</strong> takingforward this agenda.c. In particular, <strong>the</strong> AU must contribute meaningfully in <strong>the</strong> betterment <strong>of</strong> <strong>the</strong>living conditions <strong>of</strong> <strong>the</strong> working class <strong>and</strong> must become activist in <strong>the</strong>struggle against imperialism.3.2. International solidarity3.2.1. Noting that:a. Our international work is not satisfactory.b. There is a tendency among some <strong>of</strong> our comrades not to take ourinternational work seriously.c. In certain circumstances, albeit few, we are materially not visible in relationto <strong>the</strong> international work <strong>and</strong> programmes that <strong>the</strong> organisation mustundertake.3.2.2. Believing that:a. The YCLSA has a pr<strong>of</strong>ound role to play in a number <strong>of</strong> importantinternational aspects <strong>and</strong> solidarity, for example Swazil<strong>and</strong>, Palestine,Zimbabwe, China, Cuba, Vietnam, Western Sahara <strong>and</strong> indeed elsewhere.3.2.3. Resolved3.2.3.1. Political education on international worka. Political education <strong>and</strong> ideological training must be intensified in respect <strong>of</strong> as must be <strong>the</strong> case with all o<strong>the</strong>r areas <strong>of</strong>YCLSA work.b. Curriculum for YCLSA political education <strong>and</strong> ideological training must<strong>the</strong>refore include international context <strong>and</strong> solidarity with well-developedtraining materials covering but not limited to <strong>the</strong> subjects <strong>of</strong>:i. imperialism as <strong>the</strong> highest stage <strong>of</strong> capitalism, its latest forms <strong>of</strong>manifestation <strong>and</strong> actions;ii. proletariat internationalism <strong>and</strong> solidarity;iii. an analysis <strong>of</strong> <strong>the</strong> international <strong>and</strong> selected country contexts;YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 22 <strong>of</strong> 40

Swazil<strong>and</strong>a. The YCLSA must be involved in ensuring that <strong>the</strong> Swazil<strong>and</strong> SolidarityNetwork (SSN) is streng<strong>the</strong>ned <strong>and</strong> must support its activities.b. Similarly, <strong>the</strong> YCLSA must work with <strong>the</strong> Communist Party <strong>of</strong> Swazil<strong>and</strong> <strong>and</strong>engage with it about <strong>the</strong> organisation <strong>of</strong> Communist youth <strong>and</strong> young peoplewho aspire to become Communists.c. We must advocate for a radical programme for democratisation in Swazil<strong>and</strong><strong>and</strong> for <strong>the</strong> people <strong>of</strong> Swazil<strong>and</strong> to determine its content in a democraticmanner, free from national <strong>and</strong> imperialist dictatorships. This needs to beaccompanied by a conscious effort to raise <strong>the</strong> level <strong>of</strong> politicalconsciousness <strong>of</strong> <strong>the</strong> toiling masses <strong>of</strong> <strong>the</strong> working class <strong>and</strong> <strong>the</strong> poor inSwazil<strong>and</strong>.d. The elections that are scheduled to take place next month, August, do notreflect any content to advance <strong>the</strong> betterment <strong>of</strong> working class conditionsbecause <strong>the</strong>y are taking place in an undemocratic environmentcharacterised by <strong>the</strong> dictatorship <strong>of</strong> an absolute <strong>the</strong> monarchy, <strong>the</strong> arrest<strong>and</strong> banning <strong>of</strong> potentially progressive political parties, particularly thosefighting for a genuine democracy. These elections cannot <strong>the</strong>refore beconsidered to be free, credible <strong>and</strong> fair.e. A shift <strong>of</strong> focus involving both analysis <strong>and</strong> action must be adopted i.e.picketing, marching etc., as well as o<strong>the</strong>r necessary actions that can begreater in both magnitude <strong>and</strong> effect towards achieving democracy.f. Lobby <strong>and</strong> campaign for <strong>the</strong> release <strong>of</strong> Amos Mbedzi who was sentenced to85 years in 2012.g. Explore sanctions, provided this would not have adverse effects on <strong>the</strong>working class.3.2.3.3. Palestinea. Adopt Israel Apar<strong>the</strong>id Week during which our campaign for <strong>the</strong> freedom <strong>of</strong><strong>the</strong> Palestinians <strong>and</strong> restoration <strong>of</strong> <strong>the</strong>ir l<strong>and</strong> back <strong>and</strong> <strong>the</strong> campaign againstapar<strong>the</strong>id Israel must be intensified.b. Advocate for <strong>the</strong> speedy <strong>and</strong> immediate implementation <strong>of</strong> ANC 2012Mangaung Conference resolution that <strong>the</strong> AU must investigate Israelracism <strong>and</strong> persecution <strong>of</strong> Africans.c. Deepen <strong>the</strong> campaigns for <strong>the</strong> boycott, divestment <strong>and</strong> sanctions againstIsrael <strong>and</strong> for <strong>the</strong> banning <strong>and</strong> excommunication <strong>of</strong> Israeli goods in SouthAfrica.d. The YCLSA must develop a database <strong>of</strong> all Israel companies operating inSA <strong>and</strong> coordinate action against <strong>the</strong>m <strong>and</strong> <strong>the</strong>ir products.3.2.3.4. Zimbabwe3.2.3.4.1. Noting:a. There are elections scheduled to take place next week in Zimbabwe.b. Against Imperialism3.3.1. Notinga. The fall <strong>of</strong> <strong>the</strong> Soviet Union in <strong>the</strong> late 1980s <strong>and</strong> early 1990s led tointernational capitalist triumphalism.b. The present conjuncture in <strong>the</strong> international political economy is dominated byimperialist relations <strong>of</strong> production.c. South Africa is not immune from imperialist influence <strong>and</strong> dominantideological <strong>of</strong>fensives including neoliberalism.3.3.2. Resolved:a. The YCLSA must pronounce its disquiet over former South African based-s whichmake business in <strong>the</strong> country but have relocated <strong>the</strong>ir listings <strong>and</strong> massivecapital elsewhere. These companies need to be disciplined. The YCLSAmust call for a set <strong>of</strong> measures <strong>and</strong> intensify <strong>the</strong> struggle to achieve thisminimum objective.b. Encourage members <strong>of</strong> <strong>the</strong> YCLSA to write about <strong>and</strong> constantly studydevelopments in international affairs.c. The must be cascaded to sub-nationalstructures. We must accordingly establish international commissions in <strong>the</strong>Provincial Committees.d. We must deploy selected comrades in o<strong>the</strong>r countries who, in turn, mustgive feedback on <strong>the</strong> related situations.e. The YCLSA must spearhead <strong>the</strong> formation or establishment <strong>of</strong> <strong>Young</strong>Communist Leagues across <strong>the</strong> world wherever <strong>the</strong>re is a Communist Party.f. Proletariat internationalism, <strong>the</strong> international trade union movement3.4.1. Noting that:a. The World Federations <strong>of</strong> Trade Unions (WFTU) is consistently antiimperialist.3.4.2. We <strong>the</strong>refore resolve that:a. We must develop a systematic campaign to encourage <strong>the</strong> Congress <strong>of</strong>South African Trade Unions (COSATU) <strong>and</strong> its affiliates to take a decisiveaction <strong>and</strong> join <strong>the</strong> WFTU which is anti-imperialist in character.b. We must work very closely with <strong>and</strong> take active part in <strong>the</strong> activities <strong>of</strong> <strong>the</strong>WFTU.4. Official inquest into <strong>the</strong> assassination <strong>of</strong> comrade Chris Hania. We must intensify our campaign for an <strong>of</strong>ficial inquest into <strong>the</strong> assassination<strong>of</strong> former SACP General Secretary comrade Chris Hani <strong>and</strong> <strong>the</strong>reby makesure that his assassinators do not only rod in jail but <strong>the</strong> whole truth thataccording to <strong>the</strong> Truth <strong>and</strong> Reconciliation Commission has not beendisclosed is set free <strong>and</strong> disclosed.b. O<strong>the</strong>r people who were involved in <strong>the</strong> assassination <strong>of</strong> Chris Hani must bebrought to book.5. Education <strong>and</strong> Health5.1. Basic Education5.1.1. Notinga. Education issues are affecting <strong>the</strong> child <strong>of</strong> <strong>the</strong> working class.b. The book on <strong>the</strong> logo <strong>of</strong> <strong>the</strong> YCLSA indicates <strong>the</strong> centrality <strong>of</strong> education aspart <strong>and</strong> parcel <strong>of</strong> our struggle for national liberation <strong>and</strong> socio-economicemancipation.c. The importance <strong>of</strong> promoting <strong>the</strong> use <strong>of</strong> public facilities, not least schools,clinics <strong>and</strong> hospitals coupled with a thoroughgoing programme to achievecontinuous improvement in respect <strong>of</strong> efficiency, effectiveness <strong>and</strong> quality.d. A backlog on schools infrastructure partly indicated by instances <strong>of</strong> <strong>the</strong>continued existence <strong>of</strong> mud schools.e. The tender system is stifling <strong>the</strong> development <strong>of</strong> public infrastructure whichaffects schools infrastructure development <strong>and</strong> maintenance.f. Progress by Department <strong>of</strong> Higher Education <strong>and</strong> Training (DHET) inreopening teacher education colleges.g. The existence <strong>and</strong> rise <strong>of</strong> a tendency whereby schools <strong>and</strong> <strong>the</strong> learning <strong>and</strong>teaching process are disrupted when <strong>the</strong>re are disputes communities.5.1.2. Resolveda. The YCLSA must initiate structured <strong>and</strong> periodically articulatedengagements with <strong>the</strong> Minister <strong>of</strong> Basic Education. These engagementsmay involve <strong>the</strong> PYA. As part <strong>of</strong> <strong>the</strong> schools infrastructure development programme, norms <strong>and</strong>st<strong>and</strong>ards for a model school at least:i. <strong>the</strong>re needs to be adequately resourced library <strong>and</strong> laboratory inevery school for learners;ii. schools must serve as centres for a comprehensive development <strong>of</strong>iii.learner potentials <strong>and</strong> talent;<strong>the</strong>refore school infrastructure must include sports, arts <strong>and</strong>recreational facilities with associated activities properly streamlinedas part <strong>of</strong> <strong>the</strong> curriculum.c. YCLSA branches, districts, provinces <strong>and</strong> <strong>National</strong> Committee Membersmust adopt schools to work with as part <strong>and</strong> parcel <strong>of</strong> <strong>the</strong> Joe Slovo Right toLearn Campaign. This must include a focus on achieving improvements in<strong>the</strong> quality <strong>of</strong> learning <strong>and</strong> teaching, learner <strong>and</strong> teacher performanceoutcomes.d. The department <strong>of</strong> Public Works must become <strong>the</strong> custodian <strong>of</strong> publicschools infrastructure development <strong>and</strong> maintenance, <strong>and</strong> <strong>the</strong>se tasks mustnot be tenderised. Similarly, learner transport must be de-tenderised <strong>and</strong> <strong>the</strong>provision <strong>and</strong> use <strong>of</strong> alternative transport such as bicycles must be explored.e. Curriculum transformation is a necessary condition for <strong>the</strong> success <strong>of</strong> ourbasic education system. This must include:i. transformations in all spheres <strong>of</strong> curriculum l<strong>and</strong>scape, i.e. <strong>the</strong>content <strong>of</strong> learning <strong>and</strong> teaching, strategies <strong>of</strong> learning <strong>and</strong> teaching,learning <strong>and</strong> teaching materials <strong>and</strong> resources for learning <strong>and</strong>teaching, quality assurance <strong>and</strong> forms <strong>and</strong> strategies <strong>of</strong> assessment;<strong>the</strong> nature <strong>and</strong> character <strong>of</strong> learning <strong>and</strong> teaching environment; aspart <strong>of</strong> this transformation;ii.iii.iv.<strong>the</strong> YCLSA must campaign for <strong>the</strong> elimination <strong>of</strong> <strong>the</strong> history that wastaught under apar<strong>the</strong>id <strong>and</strong> for a correct history, inclusive <strong>of</strong>Materialist Conception <strong>of</strong> History, to be taught as a compulsorysubject up to Grade 9;<strong>the</strong> Freedom Chart<strong>and</strong> respect <strong>the</strong>ir people <strong>and</strong> in addition <strong>the</strong>ir health <strong>and</strong> <strong>the</strong>environment must be integrated in <strong>the</strong> content <strong>of</strong> learning <strong>and</strong>teaching;Additional appointments <strong>of</strong> qualified <strong>and</strong> competent personnel in <strong>the</strong>fields <strong>of</strong> sports <strong>and</strong> arts must be explored as part <strong>and</strong> parcel <strong>of</strong>making schools development centres <strong>of</strong> learner potentials <strong>and</strong> talent.f. The government needs to move faster in reopening teacher colleges <strong>of</strong>education, <strong>and</strong> ensure that this is used to build adequate capacity ingateway subjects such as Ma<strong>the</strong>matics, Natural <strong>and</strong> Life Sciences,Accounting <strong>and</strong> Technical Subjects as part <strong>and</strong> parcel <strong>of</strong> a programme toaddress poor performance in <strong>the</strong>se subjects from <strong>the</strong> foundation phasevertically upwards in every Grade <strong>and</strong> Level.g. The YCLSA supports a review <strong>of</strong> teacher remuneration <strong>and</strong> should supportefforts to ensure that teachers are adequately paid. Accordingly, <strong>the</strong> workingconditions <strong>of</strong> teachers must be reviewed as part <strong>of</strong> curriculum transformationtowards achieving conducive learning <strong>and</strong> teaching environment.h. There must be continuous capacity building with emphasis on <strong>the</strong> role <strong>of</strong>educators as public servants <strong>and</strong> education as both public service <strong>and</strong> aright that must be cherished <strong>and</strong> protected.j. The YCLSA must accordingly engage with <strong>the</strong> progressive teacher unionSouth African Democratic Teachers Union (SADTU) about upping <strong>the</strong>stakes in <strong>the</strong> mobilisation <strong>and</strong> motivation <strong>of</strong> teachers to ensure that <strong>the</strong>teaching process is incrementally productive.k. It is important to streng<strong>the</strong>n monitoring <strong>and</strong> evaluation on a constant basis inorder to ensure that intended learning <strong>and</strong> teaching outcomes live up tost<strong>and</strong>ard.l. Similarly, parents must be seen playing <strong>the</strong> role expected <strong>of</strong> <strong>the</strong>m in <strong>the</strong>education <strong>of</strong> <strong>the</strong>ir children including participation in <strong>the</strong> learning <strong>and</strong>teaching process.m. The YCLSA must initiate a debate about Ma<strong>the</strong>matics Literacy vis-à-visMa<strong>the</strong>matics in favour <strong>of</strong> streamlining Ma<strong>the</strong>matics from <strong>the</strong> foundationphase up to at least Grade 9 <strong>and</strong> equivalent as a compulsory subject whereafter ei<strong>the</strong>r Ma<strong>the</strong>matics or Ma<strong>the</strong>matical Literacy may be chosen ifMa<strong>the</strong>matical Literacy is not phased out.n. There must be systematic career guidance <strong>of</strong> learners in schools to assist<strong>the</strong>m make informed choices.o. The objects for Life Orientation must be properly spelled out <strong>and</strong> its contentaccordingly streamlined because this subject runs <strong>the</strong> risk <strong>of</strong> becoming awaste <strong>of</strong> time.p. The role <strong>of</strong> Schools Governing Bodies (SGBs) needs to be visible <strong>and</strong>productive. YCLSA cadres must become more active in SGBs as part <strong>of</strong> <strong>the</strong>Joe Slovo Right to Learn Campaign. Corrupt tendencies such as SGBmembers signing blank cheques must be dealt with decisively. SGBs mustbe properly capacitated to carry out <strong>the</strong> functions expected <strong>of</strong> <strong>the</strong>m.q. The funding models <strong>of</strong> public schools, in particular <strong>the</strong> Quintile System, must progressively deliver universal access to basic education, including asustainable <strong>and</strong> de-tenderised schools nutrition programme.r. There must be increased attention paid to early childhood development.Accordingly <strong>the</strong> state must play an increased role in ensuring <strong>the</strong> availability<strong>of</strong> adequately resourced (both in terms <strong>of</strong> materials <strong>and</strong> human resources)<strong>and</strong> supported child care day centres in communities with increasedinvestment in Grade R. This must contribute meaningfully in building strongfoundation phase in our education system.s. The YCLSA must work with <strong>and</strong> build <strong>the</strong> Congress <strong>of</strong> South AfricanStudents (COSAS) <strong>and</strong> assist <strong>the</strong> student formation with capacity building<strong>and</strong> leadership development based on <strong>the</strong> tasks facing <strong>the</strong> nationaldemocratic revolution in basic education. This capacity building must includejoint political education <strong>and</strong> ideological training programmes. The YCLSAmust recruit its members who are in <strong>the</strong> schools system to join COSAS <strong>and</strong>to achieve a proper balance between <strong>the</strong>ir political responsibilities <strong>and</strong> <strong>the</strong>need to achieve academic excellence which is extremely important for everyleaner.t. The YCLSA must conduct community education <strong>and</strong> mobilise againstdisruptions <strong>of</strong> schools, learning <strong>and</strong> teaching, <strong>and</strong> actively drive <strong>the</strong> JoeSlovo Right to Learn Campaign towards ensuring that all children <strong>of</strong> aYCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 27 <strong>of</strong> 40

This must contributeNEET).u. The Joe Slovo Right to Learn Campaign must be intensified as one <strong>of</strong> <strong>the</strong>st<strong>and</strong>ing, all year round programmes <strong>of</strong> <strong>the</strong> YCLSA with its objective (e.g.closing liquor outlets that are next to schools, ensuring that communitiesbecome a conducive learning environment, achieving free quality education,improving learning <strong>and</strong> teaching performance, fighting against financial <strong>and</strong>academic exclusion, addressing learner <strong>and</strong> early childhood pregnancy,fighting crime including alcohol <strong>and</strong> drug abuse <strong>and</strong> corruption in education,etc.) radically pursued.5.2. Post-school education <strong>and</strong> training5.2.1. Notinga. The democratic government has achieved important milestones in respect <strong>of</strong>exp<strong>and</strong>ing access to post-school education since 1994 but more s<strong>of</strong>ollowing <strong>the</strong> 2009 elections although <strong>the</strong>re remains organised <strong>and</strong>coordinated resistance to transformation in particular in universities.b. The resistance is partly driven by racist <strong>and</strong> liberal elements who have foundspace in management structures <strong>and</strong> councils <strong>and</strong> some <strong>of</strong> who are actually<strong>the</strong> remnants <strong>of</strong> apar<strong>the</strong>id <strong>and</strong> are particularly concentrated campuses or 5.2.2. Resolveda. The YCLSA applauds <strong>and</strong> supports <strong>the</strong> establishment <strong>of</strong> an oversightcommittee on transformation in South African universities.b. We support <strong>and</strong> must lead a campaign among <strong>the</strong> youth aimed at decisivelytackling <strong>the</strong> use, disuse <strong>and</strong> abuse <strong>of</strong> <strong>the</strong> so-called institutional autonomy asa tendency within universities to derail <strong>and</strong> block transformation <strong>and</strong>undermine public accountability.c. In principle <strong>the</strong> YCLSA supports <strong>the</strong> central thrust <strong>of</strong> <strong>the</strong> recently enactedHigher Education <strong>and</strong> Training Laws Amendment Act.d. The YCLSA must campaign for <strong>the</strong> transformation <strong>of</strong> fur<strong>the</strong>r education <strong>and</strong>training, <strong>the</strong> repeal <strong>of</strong> <strong>the</strong> concept <strong>and</strong> its replacement by a vibrantVocational Education <strong>and</strong> Training characterised by high qualityst<strong>and</strong>ards, exp<strong>and</strong>ed <strong>and</strong> diversified programmes <strong>and</strong> qualifications toprovide access to productive work <strong>and</strong> continued student developmentthrough seamless vertical articulation with qualifications <strong>of</strong>fered inuniversities.e. There is no reason in principle why colleges transformed as such cannot beleveraged <strong>and</strong> <strong>of</strong>fer access to first national diplomas <strong>and</strong> degrees <strong>and</strong> ifnecessary through centralised quality assurance <strong>and</strong> assessment systems.Therefore colleges should as such serve as vehicles to exp<strong>and</strong> <strong>and</strong> provideaccess to higher qualifications with focus on vocational education <strong>and</strong>training in addition to universities. The YCLSA must <strong>the</strong>refore campaign for<strong>the</strong> realisation <strong>of</strong> this strategic objective in post-school education <strong>and</strong>training transformation.f. We must build <strong>and</strong> streng<strong>the</strong>n YCLSA branches in colleges <strong>and</strong> universities<strong>and</strong> leverage <strong>the</strong>se institutional branches as a strategic resource.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 28 <strong>of</strong> 40

Our branches in colleges <strong>and</strong> universities must transcend conventionalcampus politics by adopting <strong>and</strong> mobilising students <strong>and</strong> supporting <strong>the</strong>macademically to complete <strong>the</strong>ir studies with outst<strong>and</strong>ing achievements inrecord time. This will contribute meaningfully in exp<strong>and</strong>ing access.h. The YCLSA supports government investment in student accommodation incolleges <strong>and</strong> universities, <strong>and</strong> supports an increase in <strong>the</strong> number <strong>of</strong>colleges <strong>and</strong> universities. In particular <strong>the</strong> YCLSA must advocate for at leastone college in every municipality (district level) <strong>and</strong> <strong>the</strong> implementation <strong>of</strong>i. YCLSA colleges <strong>and</strong> universities based branches must nei<strong>the</strong>r be limited tostudents:i. They must <strong>the</strong>refore be geared towards attracting into <strong>the</strong> rank <strong>and</strong>file <strong>of</strong> <strong>the</strong> organisation young workers found in <strong>the</strong>se institutions <strong>and</strong>be responsive to <strong>the</strong>ir conditions.ii. These branches must link with o<strong>the</strong>r workers, non-academic <strong>and</strong>academic <strong>and</strong> leverage <strong>the</strong>ir capacity as a strategic resource iniii.taking forward <strong>the</strong> activities <strong>and</strong> programmes <strong>of</strong> <strong>the</strong> YCLSA.The YCLSA must build strong programme based relations with <strong>the</strong><strong>National</strong> Health, Education <strong>and</strong> Allied Workers Union (NEHAWU) ingeneral <strong>and</strong> in particular in regions <strong>and</strong> campuses in pursuit <strong>of</strong> <strong>the</strong>objectives <strong>of</strong> <strong>the</strong> national democratic revolution <strong>and</strong> <strong>the</strong> struggle forsocialism in <strong>the</strong> sphere <strong>of</strong> post-school education.j. The YCLSA must among o<strong>the</strong>rs through its branches in colleges <strong>and</strong>universities intensify its campaign for transformation in curriculum to combatbourgeois biased curriculum content <strong>and</strong> replace it by a curriculum contentk. We must <strong>the</strong>refore ensure that dialectical <strong>and</strong> historical materialism isincluded in curriculum content. It is at least in this context that we support<strong>the</strong> efforts by <strong>the</strong> government to revive <strong>the</strong> centrality <strong>of</strong> social sciences <strong>and</strong><strong>the</strong>refore to establish <strong>the</strong> social sciences institute. Those who are opposedto this direction must not only find <strong>the</strong>mselves faced with <strong>the</strong> government butwith us in particular.l. The YCLSA must continue with its programme <strong>of</strong> annual universities <strong>and</strong>colleges based branches summit to analyse <strong>the</strong> state <strong>of</strong> <strong>the</strong> post-schooleducation system <strong>and</strong> develop recommendations <strong>of</strong> a Programme <strong>of</strong> Action(POA) for consideration by <strong>the</strong> <strong>National</strong> Committee.m. The YCLSA must recruit its members in campuses who are students inparticular <strong>and</strong> o<strong>the</strong>r students in general to join <strong>and</strong> take activist involvementin <strong>the</strong> South African Student Congress (SASCO) <strong>and</strong> provide <strong>the</strong>m withideological <strong>and</strong> political guidance. This must be coupled with a strategicprogramme to build SASCO politically, ideologically <strong>and</strong> organisationallystronger <strong>and</strong> mightier as our Mass Democratic Movement (MDM) studentformation in <strong>the</strong> post-school education system <strong>and</strong> orientate it towards <strong>the</strong>best traditions <strong>of</strong> our national liberation movement <strong>and</strong> socio-economicemancipation struggles.n. The YCLSA must campaign for <strong>the</strong> establishment <strong>of</strong> <strong>the</strong> centralisedapplication system to be expedited along with central administration <strong>of</strong> <strong>the</strong><strong>National</strong> Student Financial Aid Scheme (NSFAS). The YCLSA must push for<strong>the</strong> regulation <strong>of</strong> college <strong>and</strong> university fees towards st<strong>and</strong>ardisation in <strong>the</strong>YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 29 <strong>of</strong> 40

Adult Basic Education <strong>and</strong> Training (ABET) Centres <strong>and</strong> CommunityTraining Centres must be developed <strong>and</strong> adequately capacitated <strong>and</strong> wellresourcedin terms <strong>of</strong> infrastructure, material <strong>and</strong> qualified human resourcesto serve <strong>the</strong> needs <strong>of</strong> out <strong>of</strong> school youth <strong>and</strong> must be leveraged as centresfor skills development in conjunction with Sector Education <strong>and</strong> TrainingAuthorities (SETAs) <strong>and</strong> colleges.5.3. Health5.3.1. Notingc. Our country has strategic capacity in <strong>the</strong> field <strong>of</strong> medicine, but this has beendistorted through privatisation in <strong>the</strong> health sector, reduced publicinvestment in public health care as a result <strong>of</strong> policies such as GEAR <strong>and</strong>HIV/AIDS denialism under <strong>the</strong> 1996 class project.d. More focus was previously placed on <strong>the</strong> curative end or <strong>the</strong> tertiary healthsector (which is good for <strong>the</strong> capitalists because <strong>of</strong> <strong>the</strong> pr<strong>of</strong>it motive but badfor public resources as well as <strong>the</strong> health <strong>and</strong> wellbeing <strong>of</strong> our people)instead <strong>of</strong> <strong>the</strong> preventive beginning or primary health sector (which is goodfor public resources, <strong>the</strong> health <strong>and</strong> wellbeing <strong>of</strong> our people).e. The result included deteriorating health <strong>and</strong> wellbeing among our people,massive expenditure for health care for a few coupled with more <strong>and</strong> moreresources accumulated by <strong>the</strong> private sector <strong>and</strong> lack <strong>of</strong> access tointensive, lifesaving health care in a number <strong>of</strong> areas.f. at our 2 nd <strong>National</strong> <strong>Council</strong> whichamong o<strong>the</strong>rs exposed <strong>the</strong> counterrevolutionary character <strong>of</strong> smoking <strong>and</strong>its high cost to safety, health <strong>and</strong> wellbeing among our people.g. Contrary to <strong>the</strong> claims about <strong>the</strong> so-called economic contribution, smoking isharmful <strong>and</strong> toge<strong>the</strong>r with <strong>the</strong> way alcohol has penetrated in manycommunities <strong>and</strong> households <strong>and</strong> is abused have a high cost to <strong>the</strong>economy.h. Progress <strong>and</strong> <strong>the</strong> challenges in particular an attempt <strong>of</strong> private accumulationcapture facing <strong>the</strong> <strong>National</strong> Health Insurance (NHI).5.3.2. Resolved:a. To reaffirm our support for <strong>the</strong> <strong>National</strong> Health Insurance (NHI).b. The YCLSA must campaign to ensure that <strong>the</strong> NHI does not get hijacked byprivate accumulation interests <strong>and</strong> does not get tenderised in any particularaspect.c. The YCLSA adopts <strong>the</strong> campaign against smoking as a counterrevolutionarypractice which causes or expedites death in its character as a process <strong>and</strong>consumes resources unnecessarily from <strong>the</strong> national revenue. The YCLSAmust go all out to dissuade young people from smoking, <strong>the</strong>reby joiningh<strong>and</strong>s with <strong>the</strong> department <strong>of</strong> health.d. We <strong>the</strong>refore support <strong>the</strong> move by <strong>the</strong> department <strong>of</strong> health to ban <strong>and</strong>regulate alcohol advertisement on television, radio <strong>and</strong> in <strong>the</strong> mass media.e. The YCLSA must intensify its campaigns to close alcohol outlets that arelocated close to schools <strong>and</strong> a fight against alcohol <strong>and</strong> drug abuse.f. To work with progressive trade unions in <strong>the</strong> health sector, <strong>the</strong> government<strong>and</strong> o<strong>the</strong>r stakeholders in promoting a healthy <strong>and</strong> safer lifestyle.6. Policy, research <strong>and</strong> Gender related issues6.1. Policy <strong>and</strong> research6.1.1. Notinga. With concern <strong>the</strong> absence <strong>of</strong> a policy <strong>and</strong> research unit in <strong>the</strong> YCLSA butwith relief <strong>the</strong> efforts since <strong>the</strong> 19 th Plenary Session <strong>of</strong> <strong>the</strong> 3 rd Congress<strong>National</strong> Committee to consolidate a policy <strong>and</strong> research unit.b. We have been struggling on issues <strong>of</strong> research as we do not have dedicatedresearchers.c. Lack <strong>of</strong> consolidation <strong>and</strong> updating <strong>of</strong> YCLSA policies <strong>and</strong> guidelines.d. The challenges that were <strong>the</strong>re in <strong>the</strong> period when <strong>the</strong> YCLSA was reestablishedhave now evolved.e. With concern <strong>the</strong> limitation (lack <strong>of</strong>) we experience in terms <strong>of</strong> writers tocontest <strong>the</strong> battle <strong>of</strong> ideas in <strong>the</strong> public domain <strong>and</strong> at all levels.f. The youth remain vulnerable strata in society are <strong>the</strong> most hard hit by <strong>the</strong>effects <strong>of</strong> capitalist production, such as <strong>the</strong> high rates <strong>of</strong> unemployment,substance <strong>and</strong> alcohol abuse, poverty <strong>and</strong> inequality.6.1.2. Resolved:a. The move to establish a policy <strong>and</strong> research unit must be expedited.b. The policy <strong>and</strong> research unit must carry out <strong>the</strong> research commissioned by<strong>the</strong> <strong>National</strong> Committee or <strong>the</strong> Political Commission or <strong>National</strong>Congress/<strong>Council</strong> or as requested by lower structures. The unit must beable to conduct policy review, monitoring <strong>and</strong> evaluation <strong>and</strong> advised <strong>the</strong><strong>National</strong> Committee or Political Commission through research reports.c. The YCLSA must recruit post graduate students in <strong>the</strong> relevant field <strong>of</strong>research <strong>and</strong> engage <strong>the</strong>m as internships in conjunction with relevant SectorEducation <strong>and</strong> Training Authorities as part <strong>of</strong> building <strong>the</strong> capacity <strong>of</strong> <strong>the</strong>research <strong>and</strong> policy unit <strong>and</strong> endeavour to have full time researcher/s aswell as part <strong>of</strong> exposing students to practical work experience.d. Fundraising must cover research <strong>and</strong> policy development.e. In <strong>the</strong> light <strong>of</strong> continually changing conditions <strong>the</strong> YCLSA must alwaysexplore new ways <strong>of</strong> doing things, innovate <strong>and</strong> keep pace with <strong>the</strong> times<strong>and</strong> develop new approaches, <strong>and</strong> <strong>the</strong> research <strong>and</strong> policy unit mustcontribute meaningfully in <strong>the</strong> execution <strong>of</strong> this task.f. The YCLSA must develop <strong>the</strong> following policies but not limited to an internalhuman resource policy, sexual harassment policy which must be read outloudly at all congresses <strong>and</strong> councils <strong>of</strong> <strong>the</strong> YCLSA as part <strong>of</strong> <strong>the</strong> rules <strong>of</strong>proceedings <strong>and</strong> <strong>the</strong> conduct expected from delegates <strong>and</strong> leadership,communication policy, social media policy to regulate all social mediaplatforms opened in <strong>the</strong> name <strong>of</strong> <strong>the</strong> organisation, media policy, finance <strong>and</strong>fundraising policy.g. Gender6.2.1. Notinga. The YCLSA is a Marxist-Leninist youth formation that is pursuing <strong>the</strong> goal <strong>of</strong>a classless society <strong>and</strong> <strong>the</strong> elimination <strong>of</strong> all forms <strong>of</strong> oppression <strong>and</strong>exploitation, patriarchy being but one.b. Notwithst<strong>and</strong>ing <strong>the</strong> achievements <strong>of</strong> <strong>the</strong> 1994 democratic breakthrough interms <strong>of</strong> which women have also benefited from <strong>the</strong> progress made <strong>the</strong>re isstill lot more to be done as <strong>the</strong>re remains many women, black in general <strong>and</strong>Africans in particular, who continue to suffer <strong>the</strong> triple brunt <strong>of</strong> patriarchal,class <strong>and</strong> racial contradictions.c. The capitalist system <strong>and</strong> <strong>the</strong> superstructures such as tradition <strong>and</strong> religionhave contributed immensely in <strong>the</strong> development <strong>and</strong> enforcement <strong>of</strong>patriarchy.d. The pace <strong>of</strong> transformation in gender relations in general <strong>and</strong> moreparticularly in rural areas is slow.e. With concern <strong>the</strong> manner in which <strong>the</strong> state apparatus, namely <strong>the</strong> judiciary,<strong>the</strong> police <strong>and</strong> <strong>the</strong> prosecution are managing <strong>the</strong> cases <strong>of</strong> women <strong>and</strong> childabuse.f. The Constitutional amendment adopted by this, <strong>the</strong> 2 nd <strong>National</strong> <strong>Council</strong>,raising <strong>the</strong> minimum quota <strong>of</strong> female representation in <strong>the</strong> leadingcommittees <strong>and</strong> decision making structures <strong>of</strong> <strong>the</strong> YCLSA from 30% to 40%,supporting <strong>and</strong> welcoming it.6.2.2. Resolved:a. The YCLSA must through its Gender Commissions at all levels establishbroader Gender Transformation Forums as campaign structures on gendertransformation issues.b. Political education <strong>and</strong> ideological training curriculum <strong>of</strong> <strong>the</strong> YCLSA mustinclude, as a component part, <strong>the</strong> building <strong>and</strong> development <strong>of</strong> <strong>the</strong> capacityfor both men <strong>and</strong> women on gender related issues. Training materials must<strong>the</strong>refore be developed <strong>and</strong> continually updated to that effect.c. We condemn <strong>the</strong> acts <strong>of</strong> violence against gays, lesbians, transsexuals <strong>and</strong>bisexuals as well as all o<strong>the</strong>r forms <strong>of</strong> sexual abuse including rape. TheYCLSA must develop a campaign to confront all forms <strong>of</strong> sexism <strong>and</strong> sexualviolence <strong>and</strong> establish relations with o<strong>the</strong>r progressive organisations in <strong>the</strong>interest <strong>of</strong> eliminating <strong>the</strong>se crimes, prejudices <strong>and</strong> stereotypes.d. The YCLSA is opposed to commoditisation as one <strong>of</strong> <strong>the</strong> cornerstones <strong>of</strong><strong>the</strong> capitalist mode <strong>of</strong> production <strong>and</strong> exploitation, <strong>and</strong> must <strong>the</strong>reforecreatively find a way to engage with sex workers about <strong>the</strong> social relations <strong>of</strong><strong>the</strong>ir activity in order to find an amicable way forward.e. Traditional, customary, religious, legal <strong>and</strong> o<strong>the</strong>r superstructures must beplaced on a negation path <strong>of</strong> evolution in which <strong>the</strong>y must be rid <strong>of</strong> allgender-biased practices.f. The YCLSA must fiercely campaign for <strong>the</strong> realisation <strong>of</strong> <strong>the</strong> goals that <strong>the</strong>Employment Equity Act (EEA) seek to achieve. More focus must be placed<strong>of</strong> <strong>the</strong> designated groups that have least benefited since <strong>the</strong> promulgation <strong>of</strong><strong>the</strong> Act.g. The new minimum quota <strong>of</strong> 40% <strong>of</strong> female representation in leadingcommittees <strong>and</strong> decision making structures <strong>of</strong> <strong>the</strong> YCLSA must be coupledwith an intensive qualitative programme <strong>of</strong> capacity building for both malesYCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 32 <strong>of</strong> 40

League Building, Finance <strong>and</strong> Relations with <strong>the</strong> SACP7.1. League building <strong>and</strong> SACP-YCLSA relations7.1.1. We note:a. The YCLSA Constitutional amendment adopted in <strong>the</strong> 3 rd <strong>National</strong> Congressprovided <strong>the</strong> organisation a strategic platform to flexibly organise <strong>and</strong>reorganise <strong>the</strong> composition <strong>and</strong> compliment <strong>of</strong> full time national committeemembers based on <strong>the</strong> tasks at h<strong>and</strong>, skills <strong>and</strong> capacity required.b. The importance <strong>of</strong> adopting a similar approach <strong>and</strong> introduce full timeProvincial <strong>and</strong> District committee members by resolution as part <strong>of</strong> building<strong>the</strong> capacity <strong>of</strong> <strong>the</strong> organisation to st<strong>and</strong> up to <strong>the</strong> tasks at h<strong>and</strong>.c. A decline in <strong>the</strong> YCLSA membership partly as a result <strong>of</strong> a calibrationfollowing our 3 rd <strong>National</strong> Congress in <strong>the</strong> run up to which <strong>the</strong> YCLSAexperienced a tendency in some respects involving mushrooming in <strong>the</strong>launch <strong>of</strong> new branches <strong>and</strong> ballooning in <strong>the</strong> recruitment <strong>of</strong> new memberswithout induction, political education <strong>and</strong> ideological training <strong>and</strong> systematiccadre development for <strong>the</strong> recruits to appreciate what it means to be, <strong>and</strong> tobecome, a Communists.d. The above tendency was partly fuelled by contest <strong>of</strong> YCLSA leadership thatloomed in <strong>the</strong> run up to <strong>the</strong> 3 rd <strong>National</strong> Congress <strong>and</strong> a spill in <strong>the</strong>challenges that were experienced in some <strong>of</strong> <strong>the</strong> formations <strong>of</strong> <strong>the</strong>Progressive Youth Alliance (PYA) in particular <strong>the</strong> ANCYL as well asexternal interests that sought to capture <strong>the</strong> YCLSA <strong>and</strong> turn it as an internalweapon against <strong>the</strong> Party in <strong>the</strong> same way as <strong>the</strong> ANCYL nationalleadership acted against <strong>the</strong> ANC in that period.e. That this resulted in certain levels <strong>of</strong> entryism in our ranks <strong>and</strong> collaborationby some with external elements from different walks <strong>of</strong> <strong>the</strong> political spectrumincluding foreign organisations <strong>and</strong> some factional elements from <strong>the</strong> tradeunion movement as well as <strong>the</strong> new tendency.f. The success <strong>of</strong> <strong>the</strong> YCLSA in defending itself in its 3 rd <strong>National</strong> Congressagainst factional <strong>and</strong> outside capture <strong>and</strong> <strong>the</strong>reby in defending <strong>the</strong> Party <strong>and</strong><strong>the</strong> need to consolidate <strong>and</strong> deepen <strong>the</strong> programmatic content <strong>of</strong> thissuccessful defence.g. There is a need to set guidelines on <strong>the</strong> launch <strong>of</strong> new branches <strong>and</strong> <strong>the</strong>recruitment <strong>of</strong> new members, in particular <strong>the</strong> combating <strong>of</strong> wrongtendencies such as genuine YCLSA branches <strong>and</strong> members.h. That <strong>the</strong>re is a need to set guidelines on relations with internationalorganisations.i. The need to combine <strong>and</strong> strike a balance between membership quantitativegrowth (i.e. new branches <strong>and</strong> recruitment <strong>of</strong> new members) <strong>and</strong> qualitativegrowth (i.e. Marxist-Leninist capacity <strong>and</strong> activist involvement inorganisational, ideological <strong>and</strong> political activities), <strong>and</strong> in this context tointensify Operation Khula.j. Marxist-Leninist political education <strong>and</strong> ideological training aimed atachieving qualitative growth is a guided process <strong>and</strong> cannot be looselystructured.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 33 <strong>of</strong> 40

The YCLSA Constitutional amendment adopted by this, 2 nd <strong>National</strong><strong>Council</strong>, to increase a minimum quota <strong>of</strong> females in leading committees <strong>and</strong>decision making structures from 30% to 40% <strong>and</strong> <strong>the</strong> need to consolidate<strong>and</strong> deepen this as a correct direction <strong>and</strong> contribution in <strong>the</strong> transformation<strong>of</strong> gender relations.l. The rise <strong>of</strong> a politics <strong>of</strong> <strong>the</strong> new tendency, demagoguery <strong>and</strong> populism in <strong>the</strong>ranks <strong>of</strong> <strong>the</strong> political l<strong>and</strong>scape <strong>of</strong> youth formations or formations that are ledby young people <strong>and</strong> <strong>the</strong> large media coverage that <strong>the</strong>se politics have been<strong>and</strong> are showered with as opposed to progressive <strong>and</strong> revolutionary politics.m. The need for <strong>the</strong> YCLSA to contest <strong>the</strong> space <strong>and</strong> time <strong>and</strong> <strong>the</strong>refore tobuild its capacity to do so successfully.n. Relations between <strong>the</strong> SACP <strong>and</strong> <strong>the</strong> YCLSA are generally strong.However, in <strong>the</strong> recent period relations between <strong>the</strong> YCLSA <strong>and</strong> <strong>the</strong> SACPin <strong>the</strong> Western Cape Province <strong>and</strong> in <strong>the</strong> Eastern Cape Province <strong>and</strong>Skenjana Roji district derailed <strong>and</strong> drifted from <strong>the</strong> principles governingSACP-YCLSA relations <strong>and</strong> in some instances resulted in <strong>the</strong> authority <strong>of</strong><strong>the</strong> higher structures <strong>of</strong> <strong>the</strong> YCLSA being undermined.o. A deeper analysis from <strong>the</strong> surface into <strong>the</strong> details <strong>of</strong> <strong>the</strong> instances where<strong>the</strong> SACP-YCLSA relations derailed <strong>and</strong> drifted from <strong>the</strong>ir governingprinciples reveals that <strong>the</strong> actual problem is not necessarily with or in <strong>the</strong>SACP-YCLSA relations, but lies in certain personalities <strong>and</strong> individualsstifling leadership positions to pursue at least factional <strong>and</strong> at most personaleconomic interests.p. While <strong>the</strong> YCLSA has voting rights in every respective SACP congress <strong>and</strong>council <strong>and</strong> is <strong>the</strong>refore directly involved in <strong>the</strong> nomination <strong>and</strong> election <strong>of</strong>Party leadership at every respective sphere, <strong>the</strong> Party does not have <strong>and</strong>has deliberately not given itself <strong>the</strong> same right in respect <strong>of</strong> YCLSAleadership nomination <strong>and</strong> election.q. The fact that <strong>the</strong> YCLSA has voting rights in SACP congresses <strong>and</strong> councils<strong>and</strong> <strong>the</strong> secretaries <strong>and</strong> chairpersons <strong>of</strong> <strong>the</strong> YCLSA are ex-<strong>of</strong>ficio members<strong>of</strong> <strong>the</strong> leading organs <strong>of</strong> <strong>the</strong> Party at relevant levels gives effect to <strong>the</strong>YCLSA being involved in <strong>the</strong> determination <strong>of</strong> Party policies <strong>and</strong> resolutions in terms <strong>of</strong> <strong>the</strong> SACP this duty is dialectically inherent in its character as avanguard Party from which <strong>the</strong> YCLSA derives its existence <strong>and</strong> enjoyspolitical <strong>and</strong> ideological guidance.r. In addition, <strong>the</strong> SACP in its Constitution confers to <strong>the</strong> YCLSA <strong>the</strong> status <strong>of</strong>being autonomous, <strong>and</strong> reserves to <strong>the</strong> YCLSA <strong>the</strong> duty to make its owndecisions <strong>and</strong> shape its own policies <strong>and</strong> programmes provided <strong>the</strong>se arenot in conflict with <strong>the</strong> major policies <strong>of</strong> <strong>the</strong> Party (this emphasis, or <strong>the</strong>italicised, reflects <strong>the</strong> basic organisational mechanism through which <strong>the</strong>SACP provides guidance to <strong>the</strong> YCLSA).s. O<strong>the</strong>r than <strong>the</strong> above two points <strong>the</strong> YCLSA derives guidance from <strong>the</strong>SACP through <strong>the</strong> Party principles are clearlystipulated in <strong>the</strong> SACP Constitution.7.1.2. Therefore resolveda. To engage with <strong>the</strong> SACP for support to <strong>the</strong> YCLSA for an incrementalapproach on <strong>the</strong> complement <strong>of</strong> full time <strong>National</strong> Committee membersbased on <strong>the</strong> tasks at h<strong>and</strong>, skills <strong>and</strong> capacity required to live up to <strong>the</strong>purpose for which <strong>the</strong> YCLSA was re-established.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 34 <strong>of</strong> 40

The engagement with <strong>the</strong> SACP should include an exploration for <strong>the</strong>YCLSA head <strong>of</strong>fice to appoint full time provincial <strong>and</strong> district organisers <strong>and</strong>to have at least one member in <strong>the</strong> Provincial <strong>and</strong> District committeesserving on a full time basis.c. No YCLSA branch must be launched without first:i. members receiving induction;ii.iii.at least one branch political school;records <strong>of</strong> both <strong>of</strong> <strong>the</strong> above being kept for reference, including ifnecessary consideration during audit processes.d. The <strong>National</strong> Committee must set up <strong>and</strong> elaborate a comprehensive set <strong>of</strong>guidelines relating to <strong>the</strong> establishment <strong>of</strong> new branches <strong>and</strong> ensuring thatexisting branches are constantly active.e. By <strong>the</strong> next <strong>National</strong> Congress <strong>the</strong> <strong>National</strong> Committee must draw up apolicy framework or guidelines for <strong>the</strong> determination <strong>of</strong> <strong>the</strong> boundaries <strong>of</strong>branches, taking into account <strong>the</strong> provisions <strong>of</strong> SACP constitution relating to<strong>the</strong> boundaries <strong>of</strong> <strong>and</strong> <strong>the</strong> Party programme <strong>the</strong> South African Road toSocialism on branches.f. All members who are newly elected or re-elected or elected by co-option in<strong>the</strong> leading committees <strong>of</strong> <strong>the</strong> YCLSA must, regardless whe<strong>the</strong>r <strong>the</strong>y havebefore, attend <strong>and</strong> receive induction covering among o<strong>the</strong>rs:i. <strong>the</strong> duties, functions, roles <strong>and</strong> behaviour expected <strong>of</strong> <strong>the</strong>m as wellas from <strong>the</strong> respective committees;ii.iii.iv.<strong>the</strong> existing decisions <strong>and</strong> resolutions <strong>of</strong> those <strong>and</strong> higher leadingcommittees <strong>and</strong> structures;major YCLSA <strong>and</strong> SACP policies <strong>and</strong> <strong>the</strong>ir stances on variousquestions as well as Marxist-Leninist principles on discipline <strong>and</strong>Party organisation;Marxist-Leninist method <strong>of</strong> inquiry into reality <strong>and</strong> fundamental<strong>the</strong>oretical tenets.g. The <strong>National</strong> Committee commission responsible for political education <strong>and</strong>ideological training must develop <strong>and</strong> constantly update YCLSA induction<strong>and</strong> leadership development manuals for presentation by way <strong>of</strong> a workshopor political school to <strong>the</strong> <strong>National</strong> Committee for consideration <strong>and</strong> adoptionfor use by lower structures.h. Similarly, <strong>the</strong> commission must develop a comprehensive curriculum forpolitical education <strong>and</strong> ideological training <strong>and</strong> leadership development in<strong>the</strong> YCLSA <strong>and</strong> ensure that:i. political education <strong>and</strong> ideological training are not limited toworkshops, seminars <strong>and</strong> courses, but combine <strong>the</strong>ory <strong>and</strong> practiceby way <strong>of</strong> mass education in <strong>the</strong> form among o<strong>the</strong>rs <strong>of</strong> mobilisingmembers to take active involvement in YCLSA campaigns, political<strong>and</strong> ideological work.i. YCLSA campaigns must find pr<strong>of</strong>ound expression in action. Increased <strong>and</strong>streng<strong>the</strong>ned <strong>National</strong> Secretariat coordination will <strong>the</strong>refore be required.j. The <strong>National</strong> Committee commission responsible for political education <strong>and</strong>ideological training must streamline curriculum for YCLSA political schools forapproval by <strong>the</strong> <strong>National</strong> Committee updated on an annual basis <strong>and</strong> ensurethat YCLSA political schools are properly coordinated <strong>and</strong> synchronised.l. responsible for political educationafter consultation with <strong>the</strong> <strong>National</strong> Committee must accredit <strong>and</strong> develop adatabase <strong>of</strong> accredited presenters <strong>and</strong> facilitators (i.e. The Commissariat) inYCLSA political education <strong>and</strong> ideological training activities with lowerstructures through Provincial Committees allowed to recommend presenters<strong>and</strong> facilitators for accreditation.m. The Commissariat may include:i. current <strong>and</strong> former SACP Central Committee members, current <strong>and</strong>former leaders <strong>and</strong> members <strong>of</strong> <strong>the</strong> SACP at lower levels, provided<strong>the</strong>y are all invited in <strong>the</strong> database <strong>and</strong> to YCLSA political education<strong>and</strong> ideological training activities through proper SACP channels <strong>and</strong>protocols;ii.based in similar principles relating to proper channels <strong>and</strong> protocols,YCLSA current <strong>and</strong> former <strong>National</strong> Committee members, current<strong>and</strong> former leaders <strong>and</strong> members <strong>of</strong> <strong>the</strong> YCLSA at lower levels <strong>and</strong>outst<strong>and</strong>ing leaders, members <strong>and</strong> contributors from <strong>the</strong> PYA,alliance formations <strong>and</strong> international Communist or revolutionaryformations.n. To be in <strong>the</strong> database <strong>of</strong> <strong>the</strong> YCLSA Commissariat one must be wellconversant, steeled in <strong>and</strong> committed to Marxist-Leninist <strong>the</strong>ory, practice<strong>and</strong> discipline, or be a revolutionary who is well conversant <strong>and</strong> steeled in<strong>and</strong> committed to <strong>the</strong> national democratic revolution with a proven trackrecord <strong>of</strong> being a disciplined cadre <strong>of</strong> <strong>the</strong> left.o. political education <strong>and</strong> ideological training after consultation with <strong>the</strong><strong>National</strong> Committee or after <strong>National</strong> Committee consultation with <strong>the</strong> SACPreserves <strong>the</strong> right to strike a name <strong>of</strong>f <strong>the</strong> Commissariat database.p. Progressively <strong>and</strong> ultimately, unless permission is obtained, only those whoare in <strong>the</strong> Commissariat may be invited to facilitate or make an input orpresentation in YCLSA political education <strong>and</strong> ideological training activity.q. The YCLSA must develop systematic relations, work with <strong>and</strong> establish anetwork <strong>of</strong> its panel <strong>of</strong> progressive academics as part <strong>of</strong> building itsorganisational capacity.r. The YCLSA <strong>National</strong> Committee commission responsible for politicaleducation <strong>and</strong> ideological training must develop <strong>the</strong> governing policies <strong>and</strong>among o<strong>the</strong>rs clarify <strong>the</strong> composition <strong>and</strong> functions <strong>of</strong> <strong>the</strong> governing council<strong>of</strong> <strong>and</strong> after consideration <strong>and</strong> adoption by <strong>the</strong> <strong>National</strong> Committee launch<strong>the</strong> Ruth First Institute (RFI) by <strong>the</strong> end <strong>of</strong> <strong>the</strong> first quarter <strong>of</strong> 2014.s. Without serving as a substitute for internal political education <strong>and</strong> ideologicaltraining, policy research <strong>and</strong> development, we endorsed <strong>the</strong> RFI:i. as an autonomous but integral part <strong>of</strong> <strong>the</strong> YCLSA functioning under<strong>the</strong> guidance <strong>of</strong> <strong>the</strong> <strong>National</strong> Committee;ii.<strong>and</strong> entrusted it with <strong>the</strong> technical functions <strong>of</strong> facilitating <strong>the</strong>intellectual development <strong>of</strong> <strong>Young</strong> Communists including bydeveloping <strong>and</strong> <strong>of</strong>fering courses <strong>and</strong> seminars <strong>and</strong> establishing suchYCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 36 <strong>of</strong> 40

All YCLSA Provinces must:i. at least double <strong>the</strong>ir membership by <strong>the</strong> 4 th <strong>National</strong> Congress;ii. exp<strong>and</strong> through new branches in areas where <strong>the</strong> YCLSA does nothave branches;iii. <strong>and</strong> work towards achieving membership targets <strong>of</strong> at least 50 000 inbetween <strong>National</strong> Congresses.u. All YCLSA provinces must establish branches in all public colleges <strong>and</strong>universities by <strong>the</strong> end <strong>of</strong> <strong>the</strong> first quarter 2014 <strong>and</strong> <strong>the</strong>nceforth <strong>the</strong>re mustbe no public college or university without an active YCLSA branch.v. There must be constant membership audit every quarter <strong>and</strong> <strong>the</strong> process <strong>of</strong>membership cards must be finalised once for all.w. Membership forms <strong>and</strong> fees must be submitted to branches or districts in<strong>the</strong> case <strong>of</strong> totally new branches <strong>and</strong> in order to avoid <strong>the</strong> negative impact <strong>of</strong>bank charges <strong>the</strong> fees must be combined when deposited into a recognisedYCLSA bank account.i. All branches must submit membership forms <strong>and</strong> pro<strong>of</strong> <strong>of</strong> payment todistricts <strong>and</strong> keep <strong>the</strong>ir own copies;ii. if necessary, all <strong>the</strong> fees from branches must be h<strong>and</strong>ed over to <strong>the</strong>irrespective districts which shall in order to avoid <strong>the</strong> negative impact<strong>of</strong> bank charges make combined deposits into a recognised YCLSAbank account;iii. <strong>the</strong> districts shall keep <strong>the</strong>ir copies <strong>of</strong> membership forms <strong>and</strong> pro<strong>of</strong> <strong>of</strong>iv.payment <strong>and</strong> h<strong>and</strong> over originals to <strong>the</strong> provinces;provinces must do likewise <strong>and</strong> h<strong>and</strong> over <strong>the</strong> originals to <strong>the</strong> head<strong>of</strong>fice.x. The <strong>National</strong> Secretariat <strong>and</strong> <strong>the</strong> Political Commission must streng<strong>the</strong>n <strong>the</strong>irh<strong>and</strong>s <strong>and</strong> ensure improved coordination <strong>of</strong> <strong>the</strong> YCLSA programme <strong>and</strong>activities. To this end:i. <strong>the</strong>re must be a four year strategic plan in between nationalcongresses streamlining <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> m<strong>and</strong>ate <strong>of</strong> <strong>the</strong>YCLSA <strong>and</strong> its resolutions;ii.iii.similarly provinces <strong>and</strong> districts must take <strong>the</strong>ir cue from <strong>the</strong> four yearstrategic plan with provincial <strong>and</strong> district committees developingstrategic plans for <strong>the</strong>ir terms <strong>of</strong> <strong>of</strong>fice;<strong>the</strong>re must be annual Programmes <strong>of</strong> Action (POA) taking <strong>the</strong>ir cuefrom <strong>the</strong> four year strategic plan <strong>and</strong> an annual year planner thatfactors in provincial councils, provincial committee meetings, districtcouncils <strong>and</strong> district committee meetings as well as key activitiessuch as political schools etc.y. The new minimum quota <strong>of</strong> 40% <strong>of</strong> female representation in YCLSA leadingcommittees <strong>and</strong> decision making structures must be buttressed by athoroughgoing qualitative programme to build <strong>the</strong> capacity <strong>of</strong> both male <strong>and</strong>female comrades through which <strong>the</strong> organisation must work towardsachieving <strong>the</strong> goal <strong>of</strong> gender balance in both qualitative <strong>and</strong> quantitativeYCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 37 <strong>of</strong> 40

This programme must be intensified <strong>and</strong> must transcend incommunities <strong>and</strong> gain hegemony in communities <strong>and</strong> <strong>the</strong> society at largethrough YCLSA cadres.z. The tendencies in <strong>the</strong> SACP-YCLSA relations whereby:i. SACP <strong>of</strong>fice bearers or working or executive committees orindividual leader/s in a province or at lower levels decide todissolve or not recognise a YCLSA committee or structure whichis recognised <strong>and</strong> not dissolved by <strong>the</strong> YCLSA or take a decision for<strong>the</strong> YCLSA <strong>and</strong> <strong>the</strong>reby undermine YCLSA higher structuresconstitute a violation <strong>of</strong> <strong>the</strong> provisions <strong>of</strong> <strong>the</strong> SACP constitutionrelating to SACP-YCLSA relations;ii.<strong>and</strong> must <strong>the</strong>refore be decisively tackled through engagements with<strong>the</strong> Politburo <strong>and</strong> if necessary with <strong>the</strong> Central Committee <strong>and</strong> mustbe completely eliminated by whatever means necessary unless <strong>the</strong>purpose for which <strong>the</strong> YCLSA was re-established is liquidated.aa. To <strong>the</strong> extent particular personalities are consistently disrupting <strong>the</strong> SACP-YCLSA relations <strong>and</strong> action is finally not taken to bring <strong>the</strong>m to order <strong>the</strong>YCLSA must address <strong>the</strong>ir behaviour politically.bb. The derailing <strong>and</strong> drifting <strong>of</strong> SACP-YCLSA relations in <strong>the</strong> few cases wherethis has happened necessitate that <strong>the</strong> Central Committee develop <strong>the</strong>guidelines provided for in <strong>the</strong> SACP Constitution (Sec. 7) to give play <strong>and</strong> anenabling effect to <strong>the</strong> YCLSA making its own decisions <strong>and</strong> shaping its ownpolicies <strong>and</strong> programmes which may not be in conflict with <strong>the</strong> major policies<strong>of</strong> <strong>the</strong> Party. The YCLSA must take <strong>the</strong> initiative <strong>and</strong> develop a draftpaper on <strong>the</strong> guidelines for consideration by <strong>the</strong> Central Committee.cc. The YCLSA must recruit its members in particular <strong>and</strong> young people ingeneral from <strong>the</strong> age <strong>of</strong> 16 to join <strong>and</strong> take active involvement in <strong>the</strong> SACP.The YCLSA must participate <strong>and</strong> mobilise its members to participate <strong>and</strong>rally young people in general behind <strong>the</strong> programmes <strong>and</strong> activities <strong>of</strong> <strong>the</strong>Party <strong>and</strong> invite <strong>the</strong> Party to YCLSA activities.7.2. Finance <strong>and</strong> fundraising7.2.1. Notinga. There are several accounts at lower levels <strong>of</strong> <strong>the</strong> organisation which wereclosed due to lack <strong>of</strong> funds <strong>and</strong> <strong>the</strong>se accounts were not linked to <strong>the</strong>national account.b. The steps that head <strong>of</strong>fice has put in place to intervene in sorting out <strong>the</strong>above mentioned challenge.c. It is extremely difficult to raise funds for a Communist organisation that isconducting a struggle against <strong>the</strong> capitalist system <strong>of</strong> a minority whocomm<strong>and</strong> centralisation <strong>of</strong> resources.d. A monthly levy system for YCLSA members could be costly as <strong>the</strong>y areexpected to honour <strong>the</strong>ir levy commitments in <strong>the</strong>ir capacity as SACPmembers7.2.2. Resolveda. The head <strong>of</strong>fice intervention to ensure that YCLSA accounts at lower levelsare directly linked to <strong>the</strong> national account <strong>and</strong> cannot be closed must beexpedited.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 38 <strong>of</strong> 40

Following this, <strong>the</strong> 2 nd <strong>National</strong> <strong>Council</strong>, a Fin Com meeting that isaugmented with additional skills must be convened to reflect in detail about<strong>the</strong> mobilisation <strong>of</strong> resources <strong>and</strong> fund raising strategies.c. The YCLSA must build strong branches in colleges <strong>and</strong> universities <strong>and</strong>leverage <strong>the</strong>se branches as a strategic source <strong>of</strong> support for resourcescoupled with decisive action against corruption.d. s, a cooperative bank<strong>and</strong> a non-exploitative investment vehicle to raise funds must be expedited.e. We must streng<strong>the</strong>n relations with COSATU <strong>and</strong> its affiliates <strong>and</strong> creativelyexplore with <strong>the</strong>m <strong>the</strong> various forms <strong>of</strong> support that could be leveragedcreatively to support <strong>the</strong> YCLSA with resources.f. The YCLSA must engage with <strong>the</strong> SACP <strong>and</strong> explore <strong>the</strong> establishment <strong>of</strong> amonthly levy system for <strong>the</strong> YCLSA based on its members who areemployed or deployed, or alternatively explore a new funding or grantformula based on <strong>the</strong> monthly levies paid by YCLSA members to <strong>the</strong> SACPin <strong>the</strong>ir capacity as SACP members.8. Media <strong>and</strong> <strong>the</strong> battle <strong>of</strong> ideas8.1. Notinga. Most mass media is controlled by private <strong>and</strong> corrupt white monopolycapital.b. Media ownership in <strong>the</strong> last nineteen years has had no majortransformation.c. The growth <strong>of</strong> social media network platforms <strong>and</strong> <strong>the</strong> importance <strong>of</strong> using<strong>the</strong>se platforms as an instrument <strong>of</strong> organising, campaigning <strong>and</strong>communication.d. The negative influence that advertising by big corporations such as tobaccocompanies, breweries, <strong>and</strong> SMS porn services on TV <strong>and</strong> cell phones haveon our society, especially young people.e. The serious challenges that engulfed <strong>the</strong> SABC most notably <strong>the</strong> board <strong>and</strong>o<strong>the</strong>r levers <strong>of</strong> operations.f. The funding model <strong>of</strong> <strong>the</strong> SABC partly contributes to its lack <strong>of</strong>independence.g. The resolutions <strong>of</strong> <strong>the</strong> 13 th Congress <strong>of</strong> <strong>the</strong> SACP on <strong>the</strong> battle <strong>of</strong> ideas.8.2. Resolveda. To reaffirm <strong>the</strong> 13 th <strong>National</strong> Congress <strong>Resolutions</strong> <strong>of</strong> <strong>the</strong> SACP on <strong>the</strong>Battle <strong>of</strong> ideas <strong>and</strong> adopt <strong>the</strong> broader framework contained in <strong>the</strong> SouthAfrican Road to Socialism.b. To convene a national media workshop following this <strong>National</strong> <strong>Council</strong> totrain comrades <strong>and</strong> develop a coherent media strategy which must includesetting guidelines on YCLSA social media platforms <strong>and</strong> regulating <strong>the</strong>iruse. The guidelines must be presented to <strong>National</strong> Committee as YCLSApolicy on its social media platforms for consideration <strong>and</strong> ratification.c. To encourage all YCLSA members to open social network accounts <strong>and</strong>contest in <strong>the</strong> battle <strong>of</strong> ideas on social media platforms.d. YCLSA provinces <strong>and</strong> districts must convey perspectives in <strong>the</strong> battle <strong>of</strong> ideas by among o<strong>the</strong>rs printing YCLSA material<strong>and</strong> distributing it to lower structures, individual members <strong>and</strong> young peoplein general including at mass actions <strong>and</strong> activities.YCLSA/2 nd <strong>National</strong> <strong>Council</strong>/25-28 July 2013/<strong>Declaration</strong> <strong>and</strong> <strong>Resolutions</strong>/2013 Policy Documents/ Page 39 <strong>of</strong> 40

Our media work must not serve as a substitute <strong>of</strong> our internal organisationalcommunication processes, <strong>and</strong> <strong>the</strong>refore our structures must continueconvening <strong>the</strong>ir respective meetings <strong>and</strong> councils to communicateresolutions taken in higher structures <strong>and</strong> to receive guidance.f. The YCLSA must work with trade unions organising in <strong>the</strong> media sector,identify <strong>and</strong> recruit progressive journalists <strong>and</strong> establish associatednetworks.g. Lower structures <strong>of</strong> <strong>the</strong> YCLSA must communicate on matters within <strong>the</strong>irjurisdiction <strong>and</strong> not on matters that fall within <strong>the</strong> jurisdiction <strong>of</strong> higherstructures unless duly coordinated to do so by <strong>the</strong> <strong>National</strong> Committee inaccordance with <strong>the</strong> content <strong>of</strong> <strong>the</strong> coordination.h. We support <strong>the</strong> government (Department <strong>of</strong> Health) in its efforts to ban <strong>and</strong>regulate alcohol <strong>and</strong> tobacco advertising, <strong>and</strong> we will campaign for this ban<strong>and</strong> regulation to be extended to gambling, pornography <strong>and</strong> genderinsensitive advertisement.i. To intensify political education in all YCLSA structures.j. To support <strong>the</strong> SACP in campaigning for a shared underst<strong>and</strong>ing <strong>of</strong> <strong>the</strong> role<strong>of</strong> <strong>the</strong> SABC, to protect <strong>and</strong> defend <strong>the</strong> Public Broadcasting Services thatmust serve <strong>the</strong> interests <strong>of</strong> our people <strong>and</strong> promote public participation.k. To reaffirm <strong>the</strong> resolution <strong>of</strong> a minimum <strong>of</strong> 60% public funding for <strong>the</strong> publicbroadcaster.l.
