It is an attractivereformatory concept of policingin conformity with the currentparticipatory approach in governance.But, the western systemcannot be transplanted wholesaleas our needs and purposes andmore than that, our preparednessare different. We have to createan Indian model suited to ourfacilities and conditions.First of all, community policingis a philosophy that promotesorganizational strategies that usepolice-public partnership inpolicing and adopts problemsolvingtechniques to addressground situations that give rise tocrimes and threaten public safety.In the present Indian conditions,even when the police at thelower levels need to be educatedon law, rights, and justice, such apartnership may not be feasibleor desirable in many areas.However, this philosophy,which shifts emphasis from statisticsto problems, may beadopted to the extent that crimesare to be treated not in isolationand as incidents, but one inwhich they occur, and crime preventionshould address the problemsbehind the crimes. Thisaspect of crime prevention canbe efficacious if public participationis available to provide theinputs necessary to police functioning.The mode of public participationis not to be restricted toindividual participation though itis not ruled out. Police can obtainvast information from groupsand organisations includingschools, hospitals, temples andother places of worship, commercialplaces, etc., which attractpeople with different background.Systematic collection ofdata about an area and its residentsand constant updating canbe an essential part of communitypolicing. This will increasepolice-public contact and communicationand lessen routinebureaucratic notings within thepolice hierarchy.This strategy is likely totransform policing which ispresently a reactive force into aproactive one of problem-solvingservice. Crimes such as drugaddiction, female foeticide andinfanticide, molestation ofwomen, domestic violence, childlabour, bonded labour, possessionof bogus ration cards etc.,can be better tackled in partnershipwith the residents of the areaof crime.In India, as revealed in severalincidents, there is need to protectthe public from policeexcesses and brutalities on thestreets and inside police stations.For policing the police, andchecking police inaction, delayand unfriendly behaviour, therecannot be a better instrumentthan people themselves. The primaryresponsibility of communitypolicing, if it were to emergein an organised form, will besafeguarding the rights of thepublic, and preventing thedegeneration of law and order inthe course of maintaining orderby force. To discharge theseresponsibilities, there must be amechanism for police-publicinteraction in a spirit of cooperationand positive approach. In particular, Pakistani violationsof the agreement have taken place in Krishna Ghatiarea in Poonch sector and a few more places along LoC.By and large, Pakistan's selection of strategic points forbreach of ceasefire agreement and firing have beenmade keeping in view the feasibility of infiltration of jihadisinto India side. These sites give them some tacticaladvantage to facilitate infiltration. In that sense, it is alocalized affair and not a rule. In other words, prior toPakistan embarking on the strategy of giving fire cover forinfiltration into our side, cease fire agreement betweenthe two sides was holding.There are two reasons for Pakistani Army to escalatetension on the LoC. One is that the terrorist groups inKashmir are faced with depleting manpower becauseKashmiri youth have understood how Pakistan is exploitingthem for selfish aggrandizement. So the ISI wantsPakistani jihadis to infiltrate into our part of Kashmir.These jihadis are churned out in the rabidly fanatical religiousseminaries in Pakistan. If they are not diverted toKashmir willy-nilly, they are likely to join the rank and fileof home-grown Theo-fascists and thus reinforce the TTPmilitia. By an irony of fate, once godfathered by PakistanArmy and ISI, the TTP is now poised against its mastersand sponsors in the hope of realizing the dream of largeIslamic Caliphate about which they have been robustlyindoctrinated in the seminaries.The second reason for pushing the jihadis across theLoC is that Pakistan Army and ISI want to convey a messageto the civilian regime in Islamabad that Kashmirchapter remains its exclusive domain and the talks goingon between the two countries for peaceful resolution ofoutstanding issues including Kashmir will not be allowedto force a change in the long established policy of theArmy in regard to India in general and Kashmir issue inparticular. For some time in recent past, Pakistan Armyhas been feeling that an understanding of sorts is growingbetween the two Governments. It has the compulsionof sending a message to the civilian Government inIslamabad that it is not prepared to compromise its longstanding policy on India in general but Kashmir disputein particular. In other words, it wants to tell Islamabadregime that its talks with India have to be within theparameters of Army's frame. Intermittent and unprovokedfiring on the LoC is the instrument through whichPakistan Army wants to alert the more adventurous politicalclass at the helm of affairs in Islamabad.Apart from the two factors of Army and civilianGovernment, there has appeared a third stakeholder inPakistan, a by-product of Pakistan Army and ISI perceptionof Indian-oriented policy. It is the sponsoring ofTheo-fascist militias under different names and varyingnomenclatures. They adopted <strong>new</strong> skin after some ofthem were banned either by Islamabad regime or by theUS or the UN. The civilian as well as military circles havegiven them the name of "non-state actors", a nomenclaturewhich, on the face of it, would absolve theGovernment of the responsibility of containing them.But the Army, in its planning, has almost formalizedtheir status so much so that the organizations proudlycall themselves as the vanguard of Pakistani offensivearm along her eastern border with India. Indoctrinated inaggressive Theo-fascist ideology to the extent of committingsuicide most willingly, these jihadis vow to struggleand strive for their one-point programme of "crushIndia". Therefore Pakistani troops along the LoC havebeen given the task of facilitating infiltration of the jihadiswho aim at carrying forward anti-India subversion oncethey plant their foot on Indian soil. Hence we find recurrentviolation of cease fire by Pakistani troops along theLoC.Another aspect of escalation of tension along theLoC is growing political and economic instability inPakistan. The Army would have intervened and thrownout the civilian Government but for a couple of reasons itcould not. One is that Pakistani public has somehow lostits traditional trust in the Army first by Army accepting tobe a partner of the US-NATO military action against terrorism.The second is the impact of dramatic liquidationof Osama bins Laden and its aftermath. Pakistani peopleare increasingly feeling that Pakistan Army is not able toensure the security of the country and its bordersbecause of its dubious policy towards India, Afghanistan,USA and the Islamic world. Thirdly Theo-fascist organizations,once the brain-children of ISI, have become sopowerful as to dictate terms to the Government as wellas the Army. Anti-American and anti-Indian hate feverhas made these organizations blind to the fact thatPakistan has the compulsions of maintaining her profileas a responsible member of the Untied Nations andneeds to observe compendium of international laws andprove to be a reasonable and genuine State. It has to benoted that Pakistan is increasingly dependent on financialsupport in the shape of loans and aid from big internationalfinancial organizations that are controlled by therich western countries. In a populist approach, while Congress MinisterShashi Tharoor has suggested that the <strong>new</strong> law to be enacted to dealwith sexual crimes be named after the Delhi gang-rape victim, BJPhas demanded honoring her with the highest civilian recognition ofAshok Chakra. Similarly Delhi Chief Minister Sheila Dixit hasannounced a cash compensation of Rs. 15 lakh to the family of thevictim, with a Govt. job to one member of the family. All other victims,the tragedy of some of whom is more poignant and who aremuch more brutalized, is ignored. This is discriminatory and a populistapproach.With growing voices of gender equality and more and morewomen coming out of four walls of the houses, competing withmen folk in all the fields, with good performance, coupled withgrowing influence of western culture, has given rise to an upheavaland imbalance in the society. The men folk by and large are notadjusting to the <strong>new</strong> realities, despite lip sympathy being paid bythe men folk to empowerment of women. This gender bias is notconfined to the males. Even the conservative women folk havebeen opposing these <strong>new</strong> trends. It is often found that women arethemselves the enemies of their own sex mates, sharply criticizingmodernity among the girls and their taking part in the fields whichin the past were exclusive domains of men. In several cases of sexualassaults by men on women, the women with conservative thinkinghave been blaming the women more. This attitude of womengenerally leads to the women victims of rape and other sexualoffences not coming forward to lodge complaints.The remedy lies in bringing a revolutionary change in the mindsets of the society including both men and women. Along with thisthere is dire need for moral education to be imported to both boysand girls, more so to the former, right from their attaining adulthood,by the parents at home, in schools, colleges and even at workplaces. Since the cross LoC firingcontinued, as per the existingpractice, LoC domination wasincreased to prevent infiltration.While one such patrol of13 RR was patrolling the areabetween Chatri and Amrit poston 8th January, it wasambushed by Pakistani commandoswho had infiltratedbefore and lying in wait. In thefire fight two Indian soldiersout of five got killed while twoother were wounded. Pak commandosbeing more in numberbeheaded the dead soldiers andcarried away the head of one ofthe soldiers and two AK 47Rifles. This is worst kind ofviolation of ceasefire agreementand Geneva Conventionbesides being a heinous crime.This act of aggression is highlyprovocative and mutilating soldiersis potentially explosive.What is the motive of PakArmy when peace process isgaining momentum? What had brought theValley in the vortex of militancyin late 90s was a political andgeographical trap laid by GenZia Ul Haq. It was his plan totrain Kashmiri youths to launchan armed crusade in the Valleyafter Sheikh Abdullah's death. Itremained at a very low key initially.It grew in extent when ISIgot involved. Extensive andporous LoC, safe heavens inPoK and monetary support fromArab world were the other catalysts.Logistic support fromlocal secessionists outfits andnetworking with potential militantoutfits attracted foreign militantswhich destablisedKashmir.
