On the other hand social interaction, and actually social, are created bycommunication. Its general f<strong>or</strong>m is knowledge relation in different f<strong>or</strong>ms <strong>of</strong>knowledge transferability.Social action is a relationship <strong>of</strong> risk and probability. These dimensions constitutedimensions global and hist<strong>or</strong>y <strong>of</strong> social. Social interaction, which knowledgemediates, is constituted <strong>of</strong> continuum <strong>of</strong> these dimensions. Genuine ‘Global’ is anevent having a risk probability 1. Hist<strong>or</strong>ical event is unique and certain. Socialrelation is some management <strong>of</strong> global risk giving it a social meaning. Dependingon probability basis <strong>of</strong> social relation, knowledge has different types <strong>of</strong> meaning.Logical netw<strong>or</strong>k layers in global netw<strong>or</strong>k constitute <strong>of</strong> social relations based onhist<strong>or</strong>ically developed f<strong>or</strong>ms <strong>of</strong> risk management. Netw<strong>or</strong>k is a principal unit <strong>of</strong>social interaction. Its constitution in <strong>or</strong>ganization and co-operation between them,is a secondary f<strong>or</strong>m on foundation <strong>of</strong> social division <strong>of</strong> labour.Internet fulfils requirements <strong>of</strong> concepts ‘Risk <strong>Society</strong>’ and ‘Risk Netw<strong>or</strong>k’. Internethas no inf<strong>or</strong>mation security <strong>or</strong> any other kind <strong>of</strong> service level. This depends on theprincipal properties <strong>of</strong> Internet, rationality <strong>of</strong> local social division <strong>of</strong> labour incoherent global environment.This kind <strong>of</strong> netw<strong>or</strong>k can be characterized ‘chaotic’. There however exist relationswhich are required to the f<strong>or</strong>mation <strong>of</strong> a limiting case <strong>of</strong> social and knowledgemediating it. Chaotic netw<strong>or</strong>k is a social f<strong>or</strong>mation <strong>of</strong> risk approaching up to Oneand social continuity approachig down to Zero.<strong>Knowledge</strong> development icludes processes <strong>of</strong> tacit and conceptual knowledge anddevelopment <strong>of</strong> netw<strong>or</strong>k inf<strong>or</strong>mation. It is essentially dependent on change <strong>of</strong>inf<strong>or</strong>mation security. By change <strong>of</strong> social rationality inf<strong>or</strong>mation security is anelement in development <strong>of</strong> meaningful knowledge to fulfil the requirements <strong>of</strong> socialaction.Concept ‘Inf<strong>or</strong>mation <strong>Society</strong>’ is required f<strong>or</strong> definition <strong>of</strong> social constructions f<strong>or</strong>all situations where inf<strong>or</strong>mation exists. In services <strong>or</strong> economy is a rationalityattached with them. Then is also determined social probability, continuity andknowledge with a specific meaning. Services and economy are kServices andkEconomy from inception.In global netw<strong>or</strong>k social component <strong>of</strong> inf<strong>or</strong>mation security is composed <strong>of</strong> security<strong>of</strong> kServices, ‘Inf<strong>or</strong>mation <strong>Society</strong> Services’. This makes possible rational social action having hist<strong>or</strong>icalcontinuity by a certain probability (Mäkinen, 2008, 12, Mäkinen, 2008/13).Depending on probability basis <strong>of</strong> social relation, knowledge has different types <strong>of</strong>meaning. Meaning in tacit knowledge is connected to immediate action, inconceptual inf<strong>or</strong>mation to continual social f<strong>or</strong>mations, and in netw<strong>or</strong>k inf<strong>or</strong>mationon a probability based risk management. Meaning <strong>of</strong> knowledge requires continuityin social relationships based on managed risks.There exist a non-trivial connection between knowledge, interactive processes andcommunications netw<strong>or</strong>ks which carry these processes. They are global-hist<strong>or</strong>yenvironments specified by managed risks. Inf<strong>or</strong>mation may be deliveredconcurrently into several knowledge assets in different processes. It is possible todeliver even in a way where it has no social meaning. This creates ‘Risk Netw<strong>or</strong>k’(Mäkinen, 2008/3). Foundation <strong>of</strong> communications netw<strong>or</strong>k, transmission path,too can be delivered into separate netw<strong>or</strong>ks, processes and services concurrently,like inf<strong>or</strong>mation. Without a specified inf<strong>or</strong>mation security structure, riskmanagement, global netw<strong>or</strong>k creates contingency <strong>of</strong> social risks (Mäkinen, 2008,222 – 224, Mäkinen, 2008/13).2. Communications Netw<strong>or</strong>k’s Service ArchitectureNetw<strong>or</strong>k cannot in connection with social interaction be considered as a general,comprehensive totality; such ‘absolute’ totalities exist only as risks. Netw<strong>or</strong>k mustbe defined by meaningful social relations. Acc<strong>or</strong>ding to characteristics <strong>of</strong> servicesnetw<strong>or</strong>k <strong>of</strong>fers to users, service architecture, netw<strong>or</strong>k is divided into three layers(Mäkinen, 2008, 224 – 228, Mäkinen, 2008/13).Foundation <strong>of</strong> communicatons netw<strong>or</strong>k is Transmission Path, physical structure <strong>of</strong>netw<strong>or</strong>k and its objects. Transmission path is global, comprehensive andconcurrently deliverable between <strong>or</strong>ganisations and services. Internet has no inf<strong>or</strong>mation security<strong>or</strong> any other kind <strong>of</strong> service level; it has a zero-level service and security (Mäkinen,2008/3). Social is based on coincidents.In risk netw<strong>or</strong>k this is striven to be a virtue. Result is probably globaltotalitarianism.It would be a rather terrible situation if it would be possible to say that here socialceases and some other kind <strong>of</strong> co-existence – f<strong>or</strong> example ‘inf<strong>or</strong>mationality’ (Lash,2002, 75) - begins. Transmission path and inf<strong>or</strong>mation, which exist in netw<strong>or</strong>k asobjects, have no social global-hist<strong>or</strong>y dimensions. When a social relation isdeveloped, is it chaotic <strong>or</strong> not, knowledge and social relationship are created.Chaotic netw<strong>or</strong>k is not useless netw<strong>or</strong>k and people <strong>or</strong> social events are not dividedinto categ<strong>or</strong>ies.Social relations in netw<strong>or</strong>k are built on several levels. Risk Netw<strong>or</strong>k is level zero.This does not depend on technical properties <strong>of</strong> Internet but the social f<strong>or</strong>mationsthere are functioning. Global netw<strong>or</strong>k requires rationality based on individuals andtheir services, not on division <strong>of</strong> labour and <strong>or</strong>ganizations. It should accessindividual and his requirements in a whole. The global market is a risk managementsystem <strong>of</strong> economic relations – although it collapses on regular intervals. The riskmanagement system <strong>of</strong> general social relations based on interaction in netw<strong>or</strong>kcannot be developed on rationality dependent <strong>of</strong> social division <strong>of</strong> labour.4. Inf<strong>or</strong>mation <strong>Society</strong>, Netw<strong>or</strong>k <strong>Society</strong>, Risk <strong>Society</strong>Social is constituted <strong>of</strong> relations in action, risk and probability, global and hist<strong>or</strong>y;not on existence in society, global netw<strong>or</strong>k <strong>or</strong> any other predetermined totalitywhere interaction exists. Properties connected with inf<strong>or</strong>mation, netw<strong>or</strong>k (Castells)<strong>or</strong> risk society (Beck, Giddens) are relations in action, mediated by knowledge. The‘extensions’ and ‘temp<strong>or</strong>al intervals’ they create are determined by meaning <strong>of</strong>action (Mäkinen, 2008, 1, 28 – 29, Mäkinen, 2008/12, Mäkinen, 2008/13).Netw<strong>or</strong>k inf<strong>or</strong>mation is an object, an ‘inf<strong>or</strong>mation asset’, f<strong>or</strong> rational action. F<strong>or</strong>‘knowledge’ is needed a subject which binds itself with inf<strong>or</strong>mation. Theninf<strong>or</strong>mation has a meaning. Technically this requires identification andauthentication <strong>of</strong> subject and object, and non-repudiation <strong>of</strong> their connection –Binding (CommonCriteria 3.0, Mäkinen, 2008, 91 – 96). Socially it depends oninteractive processes and netw<strong>or</strong>k environments carrying them.Netw<strong>or</strong>k inf<strong>or</strong>mation mediates inf<strong>or</strong>mation, netw<strong>or</strong>k <strong>or</strong> risk society. Connections innetw<strong>or</strong>k, which f<strong>or</strong>m transmission path, do not imply a service which has security<strong>or</strong> social content. This requires social meaning and processes. Concept ‘Netw<strong>or</strong>k<strong>Society</strong>’ as such does not imply an inf<strong>or</strong>mation <strong>or</strong> knowledge content. By change<strong>of</strong> social rationality the function <strong>of</strong> inf<strong>or</strong>mation security in protection <strong>of</strong><strong>or</strong>ganizations’ inf<strong>or</strong>mation becomes recessive. Inf<strong>or</strong>mation security is rather anelement in development <strong>of</strong> meaningful knowledge to fulfil the requirements <strong>of</strong> socialaction.6. <strong>Knowledge</strong> <strong>Society</strong> <strong>or</strong> Inf<strong>or</strong>mation <strong>Society</strong>?Modern societies have been inf<strong>or</strong>mation societies since their inception (Giddens,1985, 178), and perhaps even the pre-modern societies. As clear is that societiesare f<strong>or</strong>med around netw<strong>or</strong>ks. And clear is too, that the social development haschanged in a remarkable way in recent years.Concept ‘Inf<strong>or</strong>mation <strong>Society</strong>’ is required f<strong>or</strong> definition <strong>of</strong> social constructions f<strong>or</strong>all situations where inf<strong>or</strong>mation exists, even those where risk is approaching up toOne and social continuity approachig down to Zero. On the global dimension <strong>of</strong>transferable inf<strong>or</strong>mation exist not knowledge based on social and security but theseare developed hist<strong>or</strong>ically.In the same way it is necessary to define transmission path without any securitystructure. But when services <strong>or</strong> economy exist, there is rationality attached withthem. Then is also determined social probability, continuity and knowledge with aspecific meaning. Services and economy are kServices and kEconomy frominception. <strong>Society</strong> as a common hist<strong>or</strong>ical and cultural environment <strong>of</strong> people isbuilt around them.<strong>Knowledge</strong> based service and economy are always social relationships in netw<strong>or</strong>khaving inf<strong>or</strong>mation security specified at kService. Its special cases are<strong>or</strong>ganizational processes. Inf<strong>or</strong>mation is not scarce, but knowledge is because it isattached with the human interaction. It has specified global-hist<strong>or</strong>y dimension.In global netw<strong>or</strong>k social component <strong>of</strong> inf<strong>or</strong>mation security is composed <strong>of</strong> security<strong>of</strong> kServices, <strong>or</strong> ‘Inf<strong>or</strong>mation <strong>Society</strong> Services’. The totality <strong>of</strong> these netw<strong>or</strong>krequirements – service level and security included – is called Globalnet (Mäkinen,2008, 282 – 338).Globalnet will be much larger economic and social upswing than Internet ever was.Distinction is that in Globalnet the biggest expansion rests on social innovations.Technical innovations are required, but they have only an auxiliary role.
