The <strong>City</strong> <strong>of</strong> <strong>Hartford</strong> has implementedan Assistant Build<strong>in</strong>g Official (ABO) systemas a means to <strong>in</strong>crease productivity and efficiency.The Inspectors obta<strong>in</strong>ed the ABO certificationand now have the ability to performall trade <strong>in</strong>spections.Adm<strong>in</strong>istrative OperationsUnder the supervision <strong>of</strong> the1-Adm<strong>in</strong>istrative Operations Manager,1-Project Manager,The adm<strong>in</strong>istrative staff consists <strong>of</strong>2-Adm<strong>in</strong>istrative Assistants,4-Adm<strong>in</strong>istrative Clerks,1-General Clerk,This area supports the activities <strong>of</strong> build<strong>in</strong>gand trades, hous<strong>in</strong>g code enforcement, adm<strong>in</strong>istrationand is also responsible for the process<strong>in</strong>gand issuance <strong>of</strong> bus<strong>in</strong>ess licenses, vendorlicenses, etc. Four clerical staff members aremostly responsible for accept<strong>in</strong>g and process<strong>in</strong>gpermit and license applications, <strong>in</strong>clud<strong>in</strong>gaccept<strong>in</strong>g payment. Three others support theadm<strong>in</strong>istration and other operations <strong>of</strong> the division.Hous<strong>in</strong>g Code EnforcementThe hous<strong>in</strong>g code sub-division is responsiblefor the enforcement <strong>of</strong> the municipal hous<strong>in</strong>gcode and is under the supervision <strong>of</strong> oneHous<strong>in</strong>g Code Enforcement Supervisor and isstaffed by five Hous<strong>in</strong>g Code Inspectors.Staff is responsible for respond<strong>in</strong>g to compla<strong>in</strong>ts,perform<strong>in</strong>g Certificate <strong>of</strong> ApartmentOccupancy (CAO) <strong>in</strong>spections and room<strong>in</strong>ghouse/hotel licenses. Compla<strong>in</strong>ts and servicerequests are generated through the 311 callcenter <strong>in</strong> addition to requests made directly tothe division.Weights and MeasuresThe <strong>City</strong> <strong>of</strong> <strong>Hartford</strong> is also required bystatute to have a sealer <strong>of</strong> weights and measures.It is staffed by one Sealer <strong>of</strong> Weights andMeasures.The duties <strong>in</strong>clude verify<strong>in</strong>g the accuracy <strong>of</strong>Scales from 0lbs to +1000lbs, Timers for Carwashes-laundry dryers-park<strong>in</strong>g lots, Gasol<strong>in</strong>epump nozzles, Taxi cab meters. The sealer alsoworks with Sealers from the State <strong>of</strong>Connecticut as may be requested.Zon<strong>in</strong>g EnforcementIn July 2011 zon<strong>in</strong>g enforcement activitieswere relocated from the Plann<strong>in</strong>g Divisionback to the License and Inspections Division.It is currently staffed by one Zon<strong>in</strong>gAssistant.Typical duties <strong>of</strong> the Zon<strong>in</strong>g Assistant<strong>in</strong>clude research <strong>of</strong> property history, <strong>in</strong>spections,compos<strong>in</strong>g and draft<strong>in</strong>g violation andnotice letters to property owners, document<strong>in</strong>g<strong>in</strong> MUNIS actions taken, re <strong>in</strong>spections, consult<strong>in</strong>gwith Plann<strong>in</strong>g on issues, etc.Livable and Susta<strong>in</strong>ableNeighborhoods Initiative,(LSNI)Inspector II’sIn concert with Mayor Segarra’s “Livableand Susta<strong>in</strong>able Neighborhoods Initiative” theLicenses and Inspections Division has on stafffor support and field <strong>in</strong>spections one SeniorProject Manager and four (LSNI) InspectorII’s.
