NSP isdesigned to stabilize neighborhoodsaffected by foreclosure,blight and overall dis<strong>in</strong>vestment.The <strong>City</strong> is help<strong>in</strong>g supportour neighborhoods by creat<strong>in</strong>gnew affordable, susta<strong>in</strong>ablehomeownership opportunitiesthroughout the <strong>City</strong>.Hous<strong>in</strong>g Preservation LoanFund (HPLF)This program makes availablehomes repairs to owner-occupantlow and moderate-<strong>in</strong>comefamilies, and to <strong>in</strong>vestor-ownerswith low and moderate-<strong>in</strong>cometenants, as well as no-<strong>in</strong>terestand low-<strong>in</strong>terest loans t<strong>of</strong><strong>in</strong>ance home improvementsand repairs <strong>of</strong> one-to-six familyhomes. General repairs, energyconservation and adaptabilityupgrades are available. “Revol-v<strong>in</strong>g loan” methodology susta<strong>in</strong>sfund<strong>in</strong>g for future propertyowners.national banks, and homebuyercounsel<strong>in</strong>g agencies as programpartners. Fund<strong>in</strong>g commitmentsto developers. Home -owner ship opportunities forlow/moderate <strong>in</strong>come familieswhen Federally funded, andavailable to all families if Statefunded. Deferred loans to homebuyersat time <strong>of</strong> home purchase.Primary residency requirement.Porches ProgramProvides zero-<strong>in</strong>terest, deferredloans to f<strong>in</strong>ance front façaderepairs and improvements <strong>of</strong>one-to-six family residentialhomes. Improvements <strong>in</strong>cludefront porches and entry doors,walks, driveways, fenc<strong>in</strong>g, landscap<strong>in</strong>gand other improvementsto enhance the appearance<strong>of</strong> residential facades.Features an aggressive “loanforgiveness” feature whichmakes allowable repairs moreaffordable. Available to owneroccupantlow and moderate<strong>in</strong>comefamilies, and to<strong>in</strong>vestor-owners with low andmoderate-<strong>in</strong>come tenants.Home InvestmentPartnerships ProgramSupports development <strong>of</strong> af ford -able homeownership and multifamilyrental hous<strong>in</strong>g. Low <strong>in</strong>terestloans or grants to developers.Available for very-low and low<strong>in</strong>cometenants, or low and moderate<strong>in</strong>come homebuyers. Longterm (5 to 20 years) occupancyand rent restrictions to ensurecont<strong>in</strong>ued affordability. Primaryresidency requirement for homebuyers.HOME resale provision toensure susta<strong>in</strong>able affordablehomeownership, and HOME re -capture provision for rental properties.Fair Hous<strong>in</strong>g Program -Promot<strong>in</strong>g Equal Hous<strong>in</strong>gOpportunityThe goal <strong>of</strong> the <strong>City</strong> <strong>of</strong><strong>Hartford</strong>'s Fair Hous<strong>in</strong>g Assis -tance Program is to assuredecent and suitable liv<strong>in</strong>g conditionsfor every citizen, and toprevent discrim<strong>in</strong>ation <strong>in</strong> thesale or rental <strong>of</strong> hous<strong>in</strong>g. In aneffort to accomplish this goal,the <strong>City</strong> <strong>of</strong> <strong>Hartford</strong> has adoptedthe Fair Hous<strong>in</strong>g Policywhich prohibits discrim<strong>in</strong>ation<strong>in</strong> hous<strong>in</strong>g.
