NORTHERN IRELAND PHOTOGRAPHIC ASSOCIATIONCONSTITUTION(1) The Association shall be called,the NORTHERN IRELAND PHOTOGRAPHIC ASSOCIATION(hereinafter called the Association).(2) The object of the Association is the advancement of photographyin all its aspects.(3) Membership of Photographic Association, shall be open to all Societiesin Northern Ireland whose constitution is approved by the Council ofthe Association and which have a minimum of fifteen <strong>member</strong>s, or alesser number if so approved by the Council.(a)(b)(i)(ii)(iii)(iv)Affiliation to the Association shall be open to groups of two or more clubs.Such a group will be known as an affiliated group, and will be entitled touse the wording ‘Affiliated to the Northern Ireland PhotographicAsociation’ on group stationery.The following conditions must be fulfilled by an affiliated group:It must have a constitution approved by the Council of the Association.Such Constitution must contain a dissolution clause.The group must maintain Public Liability insurance at all times.The group must have a written Child protection Policy.An affiliation fee must be paid to the Honorary Treasurer of theAssociation. The time payment is due and the penalty for late paymentshall be a set-out in rule 30. There will be no reduction for new groups.(v) The Council may, at it’s sole discretion, suspend an affiliated group fromaffiliation. Any suspended group will have the right of appeal to a GeneralMeeting of the Association. Such an appeal will succeed if the group gains asimple majority in favour of ending such suspension.53. .


(4) The Association shall be managed by a Council, consisting of thefollowing Officers:-The President, The Vice-President, The Immediate Past-President, TheHonorary Secretary, The Honorary Assistant Secretary,The HonoraryTreasurer, The Member from the Association on the ExecutiveCommittee of the Photographic Alliance of Great Britain, one CouncilMember from each Member Society, Past-presidents for a period of fiveconsecutive years following their term as Immediate Past president.Honorary Life Vice presidents, and any co-opted <strong>member</strong>s as stipulated inrule 15(g).(5) The Officers and Past-Presidents stipulated in Rule (4) may not beappointed as Council Members from Member Societies.(6) All Past-Presidents may attend and speak at all general meetings of theAssociation.(7) At Council Meetings and Annual General Meetings a quorum shallconsist of seven Council Members which number must include at leastfive Council Members who have been elected to the Council by MemberSocieties.(8) The President shall preside at all Meetings. In his absence the Vice-President shall preside. If both are absent the Council Members presentshall appoint a chairman from their number.(9) Each Council Member shall have one vote, except that the Presidentshall also have a casting vote.(10) Persons being proposed as <strong>officers</strong> of the Association shall benominated, in writing, by a Secretary of a Member Society or a CouncilMember, not less than thirty days before the date ofthe Annual General Meeting, provided the nominee has given hisprior consent. The names of those so nominated shall bestated on the notice convening the Annual General Meeting.(11) Each officer of the Association must be a bona-fide <strong>member</strong> of a MemberSociety, and is to be elected annually at the Annual General Meeting.(12) At least twenty-one. days notice of the venue, date and agenda of theAnnual General Meeting shall be given to the secretary of each MemberSociety and to each Council Member.54. .


(13) The Association shall hold an Annual General Meeting between thetwenty-first day of March and the twenty-first day of April of each year, atwhich Council Members plus two representatives from each MemberSociety shall be present, to speak and to vote, and at which it shall:-(a)(b)(c)(d)(e)(f)(g)(h)(i)(j)Receive the Hon. Secretary’s Report.Receive the Honorary Treasurer's Report, and adopt theaccounts, if passed.Determine the subscription for the incoming year.Elect a President, which office may not be held for more than twoconsecutive years by any one person.Elect the other <strong>officers</strong> stipulated in Rule (4) with the exceptionof the Member from Association on the Executive Committeeof Photographic Alliance of Great Britain.Nominate a Council <strong>member</strong> for election to the ExecutiveCommittee of the Photographic Alliance of Great Britain at theAnnual General Meeting of the Photographic Alliance of GreatBritain, held in the year following the Association’s AnnualGeneral Meeting.Appoint two auditors, who must have no involvement of anydescription with the Association’s finances.Debate any motions on the agenda, and subsequently,any motion arising in the course of the meeting.Determine the Affiliation Fee for affiliated groups.Attend to any other necessary business.(14) If an officer resigns, or cannot execute his duties, the Council shall haveauthority to co-opt an officer in his place.(15) The Council shall have authority to:-(a)(b)(c)Determine its own procedure.Make bye-laws.Appoint committees for special duties, with powers to bedefined at the time of appointment. Members of such. .


committees need neither be Council Members nor <strong>member</strong>s ofMember Societies.(d)(e)(f)(g)(h)Elect <strong>societies</strong> to the Association or suspend Member Societiesfrom the Association. In the case of suspension notice. must begiven to the secretary of the Member Society concerned, whichshall have the right of appeal to an Extra-OrdinaryGeneral Meeting called for that purpose.Recommend to the Annual General Meeting the subscriptionpayable to the Association by Member Societies for thesucceeding year.Invite any person to attend and speak at Council meetings, forsuch a period of time, and with such limitations, as may bedetermined by the Council.Co-opt not more than two persons as Council <strong>member</strong>s forspecified purposes.Admit, or suspend, affiliated groups to, or from, affiliation.(16) The President, Honorary Treasurer, Honorary Secretary andHonorary Assistant Secretary shall have the right to attend allcommittee meetings.(17) The Council shall meet as often as the affairs of the Associationrequire, on dates fixed at a previous Council Meeting, or ondates fixed by the Honorary Secretary in consultation with thePresident.(18) The Honorary Secretary shall give at least seven days notice, inwriting, of all Council Meetings, to Council Members, andSecretaries of Member Societies. The notice shall include theagenda for the meeting.(19) Each Council <strong>member</strong> from a <strong>member</strong> society, as stated in Rule(4), shall be appointed by the <strong>member</strong> society of whichhe or she is a <strong>member</strong>, but subsequently must exercise his or herpersonal judgement in respect of all Council business.56. .


He or she shall -(a) Attend all meetings as notified by the Honorary Secretary.(b) Ensure that a deputy attends the Council in his absence. Inthe case of a Member Society situated more than fifty milesfrom the venue of the meeting the Member Societyconcerned may authorise the Honorary Secretary to vote onits behalf, but must so inform the Honorary Secretary, inwriting, and state the specific business on which. he/she mayvote.(c) Ensure that his/her Member Society is fully informed of allbusiness transacted by the Council.(20) If a Member Society wishes to have a motion put on the agenda for aCouncil Meeting the Honorary Secretary of such a Member Society mustso inform the Honorary Secretary of the Association, in writing, at leastfourteen days before the appropriate. meeting.(21) Any motion before a Council Meeting must receive a seconder at themeeting.(22) All motions before the Council shall be decided by a simple majority vote,except as otherwise stated in these Rules.(23) Admission of Societies to the Association or suspension of MemberSocieties from the Association, can only be passed if at least two-thirdsof the voters present at the meeting are in favour of such admission orsuspension.(24) An appeal against any decision by the Council may made at the AnnualGeneral Meeting, or at Extra-Ordinary General Meeting called for aspecific purpose.(25) The Honorary Secretary shall:(a)(b)Keep the Minutes of all Council Meetings.Read the Minutes of the previous meeting, which, if accepted as atrue record by shall be signed by the Chairman.57. .


(c)(d)Convene all Council Meetings, as stated in these Rules.Prepare a formal report of the Association’s activities for theAnnual General Meeting.(26) The Honorary Assistant Secretary shall assist the Honorary Secretary asrequested by him, and as necessary, deputise for the Honorary Secretary.(27) The Honorary Treasurer shall have authority, subject only to theCouncil's over-riding authority to conduct all financial transactions onbehalf of the Association, except that the Council must give prior consentfor any form of investment of funds.The Honorary Treasurer shall:-(a)(b)(c)(d)(e)(f)(g)Receive all monies payable to the Association.Keep proper accounts, and see that such are kept by thetreasurers of all committees appointed by the Council.Prepare an Annual Income and Expenditure Account andBalance Sheet, and see that these are' prepared by thetreasurers of all committees appointed by the Council.See that all accounts are audited.Prepare audited copies of the main accounts, and those of suchcommittees as he or she may decide, to be issued seven daysprior to the Annual general meeting, or an Extraordinary generalmeeting when required, to all <strong>member</strong>s of the meeting. In thecase of Society representatives to General meetings two copiesshall be sent to the Secretary of each <strong>member</strong> Society to beforwarded to it’s representatives.Be a signatory to all the Association’s bank and investmentaccounts.Issue, to the Honorary Treasurer of each <strong>member</strong> society oraffiliated group, a request for payment of the annual subscription,or affiliation fee. This request to be issued at such time asensures that it will be received by the thirtieth day of Novemberin the current year.58. .


(28) The Financial Year shall end on the thirty-first day of December.(29) The funds of the Association shall be deposited in a bank account, orinvested as agreed by the Council. Cheques shall be signed by onesignatory out of three appointed by the Council.(30) The Annual Subscription and affiliation fee shall be due on the thirtiethday of December in the current year.Any society or affiliated group whose subscription or fee is not received bythe Honorary Treasurer by this date will be suspended from <strong>member</strong>shipof, or affiliation to, the Association. Such suspension will apply until theannual subscription or affiliation fee is received.New <strong>member</strong> clubs, or former <strong>member</strong> clubs being re-admitted to<strong>member</strong>ship after an absence in excess of three years, will pay a reduced<strong>member</strong>ship fee. This reduced fee will be one third of the full <strong>member</strong>shipfee for the first year, and two thirds of the full fee for the second year of<strong>member</strong>ship.(31) All motions concerning finance can only be passed if at least two-thirdsof the Voters present at the meeting are in favour of the motion.(32) Alterations or amendments to this constitution can only be made at anAnnual General Meeting or an Extraordinary General Meeting calledfor that purpose. Such an alteration or amendment can only be passed ifat least two-thirds of the voters present at the meeting are in favour of themotion.(33) At an Extra-Ordinary General Meeting, Council plus two representativesfrom each Member should be present, to speak and to vote.(34) Member Societies must receive at least twenty-one days notice of anExtra-Ordinary General Meeting, and such notice must state the specificbusiness for which the meeting is called.(35) An Extra-Ordinary General Meeting must be called by the HonorarySecretary upon receipt of a written request for such a meeting signedby the Chairmen, Secretaries and Council Members from not less thanfour Member Societies, except as stated in Rule (36).Such a request must state the business for which the meeting is to becalled, and must be received by the Honorary Secretary at least thirtydays before the proposed date of the meeting.59. .


(36) An Extraordinary General Meeting called to consider an appeal againstthe suspension of a Member Society must be called by the HonorarySecretary upon receipt of a written request for such a meeting signed bythe Chairman, Secretary and Council Member from the Member Societyconcerned.(37) At an Extraordinary General Meeting called to consider an appealagainst suspension of a Member Society the appeal shall be upheld ifthe Member Society concerned receives a simple majority in its favour.(38) Any Member Society resigning from the Association must so inform theHonorary Secretary, in writing, and receipt of such a letter ofresignation must be acknowledged by the Honorary Secretary.(39) Member Societies will normally be liable for all subscriptions prior to andon the date of receipt of a letter of resignation.(40) Should the Association be wound up then each Member Society shallcontribute equally to defray the winding-up costs, including the paymentof any outstanding creditors. Monies realised through the realisation ofassets shall be set against such debts and winding-up costs and anyremaining balance shall be divided equally amongst the MemberSocieties.(41) The Council shall have power to appoint from time to time Honorary LifeVice-Presidents. Those so appointed shall have the right to attend andspeak at all general meetings and Council meetings.(42) The Association will support and apply the Child Protection Policy,adopted by the 38 th Annual General Meeting, together with anysubsequent amendments approved by Council in order to ensure that thepolicy continues to conform to any changes in the Child protection Actlegislation. Each <strong>member</strong> society must have a Child Protection Policy andappoint a Child Protection Officer.April 201060. .


Northern Ireland Photographic Association Child Protection PolicyThe Northern Ireland Photographic Association (the Association) is committed topolicies which promote good practice and protect children from harm. A child, forthese purposes, is defined as a young person aged 16 years and below.The Association is committed to making sure that children are protected and keptsafe from harm while they are engaged in all formal or informal activitiesorganised by affiliated clubs.Members of clubs which are affiliated to the Association accept and recognisetheir responsibilities to develop awareness of the issues which may cause childrenharm.AIMS OF THE CHILD PROTECTION POLICYTo demonstrate the commitment of the Association, and its affiliated clubs, toprovide and maintain an environment that protects children from harm, as well asprotecting the Association, and its <strong>member</strong>s from potential allegations.To ensure that affiliated clubs, and their <strong>member</strong>s, are familiar with theAssociation’s Child Protection Policy.To ensure affiliated clubs, and their <strong>member</strong>s, adopt child protection guidelines,through a code of behaviour, detailed in appendix 1 of this document.To share information about concerns with agencies which may require to knowand involving parents and children appropriately.To take appropriate action in response to child protection issues which mayinvolve affiliated clubs or their <strong>member</strong>s.DEFINITIONS OF ABUSEAll <strong>member</strong>s of affiliated clubs should be aware that ‘child abuse’ may occur whenthe behaviour of someone in a position of greater power than a child causes harm.The common denominator of all forms of abuse is that it makes the child feel badand worthless. Because children may be abused in a number of ways, the harmcaused cannot always be easily categorised.61. .


NEGLECTThe actual or likely persistent or significant neglect of a child, or the failure toprotect a child from exposure to any kind of danger.PHYSICALActual or likely deliberated physical injury to a child, or wilful or neglected failure toprevent physical injury or suffering to a child.SEXUALActual or likely sexual exploitation of a child. The involvement of children oradolescents in sexual activities they do not truly comprehend.EMOTIONALActual or likely significant or persistent emotional ill-treatment or rejection,resulting in severe adverse effects on the emotional, physical and/or behaviouraldevelopment of a child.BULLYINGA child who is bullied may be suffering from any type of abuse. Bullying may takemany forms, but the main types are; physical (e.g. hitting, kicking, theft), verbal(e.g. sectarian/racist remarks, name-calling) and indirect, such as spreadingrumours.62. .


APPENDIX 1CODE OF BEHAVIOUR ON CHILD PROTECTION1.1 The Northern Ireland Photographic Association recognises that it is notpractical to provide definitive instructions that would apply to all situations atall times whereby <strong>member</strong>s of affiliated clubs come into contact with childrenand to guarantee the protection of children and staff.1.2 However, below are the standards of behaviour required of affiliated club<strong>member</strong>s in order to fulfill their role in the application of a Child ProtectionPolicy. This code should assist in the protection of both children and club<strong>member</strong>s.1.3 Members of affiliated clubs MUST implement the Child Protection Policy andprocedures at all times.1.4 Members of affiliated clubs must not:Have children/young people in their own vehicle. Where circumstancesrequire the transportation of children/young people in their vehicle, anotheradult/parent must also travel in the vehicle.It is essential that here is adequate insurance for the vehicle to covertransporting children/young people in connection with the activities of theclub. In extreme emergencies (for medical purposes) where it is required totransport a child/young person on their own, it is essential that the parent isnotified immediately.Take a child to the toilet unless another adult is present or has been madeaware (this should include a parent, if present)Spend time alone with a child on his or her own. If <strong>member</strong>s findthemselves in this situation, make sure that they may be clearly observedby others.63. .


1.5 Members of affiliated clubs must never:Engage in rough, physical games including horseplay with children.Allow or engage in inappropriate touching of any kind.The main principles of touch are:Touch should always be in response to the child's need.Touch should always be appropriate to the age and stage of developmentof the child.Touch should always be with a child's permissionDo things of a personal nature for children that they can do for themselvesor that their parent can do for them.Physically restrain a child/young person unless the restraint is to:prevent physical injury of the child/other children /visitors/other club <strong>member</strong>s or yourself. In all circumstancesphysical restraint must be appropriate and reasonable,otherwise the action can be defined as assault.Make sexually suggestive comments to or within earshot of a child.The Northern Ireland Photographic Association has final discretion as towhether or not a accept an entry if that entry may be deemed offensive.The Northern Ireland Photographic Association may, from time-to-time,amend the above policy, to take account of the wishes of the Annual GeneralMeeting.Amended 4 th April 200564. .

INTER-CLUB MONOCHROME PRINT, COLOUR PRINT AND PROJECTEDDIGITAL IMAGE COMPETITIONS1. There will be three competitions, one for monochrome prints, one for colourprints and one for projected digital imagesThe competitions will each incorporate a Principal section and a Novicesection.The definition of a Novice is provided at the end of these rules.2. There will be five rounds in each competition.3. In all rounds of the competitions, a club may submit up to 4 prints or 4projected digital images, any number of which may be by novices, but notmore than 3 of which may be by advanced photographers.In four of these rounds, prints should be on a mount of 30cm x 40cm, orsmaller.In one of the five rounds of the competitions, each club may enter prints upto 50cm x 40cm, on a maximum mount of 50cm x 40cm.In all cases the print size must be equal to, or smaller than, the mount size.4. In each round, a minimum of six placed prints and projected images willeach be awarded "Stars".5. All trophies will be held from the date of the presentation until their return isrequested by Council.6. Entries of prints and CD’s containing digital images, plus relevant entryforms must be brought, or forwarded to the appropriate Council meeting, asnotified annually in the NIPA competition timetable.7. Each print must show on the back of the mount:(a) Name of Club(b) Author's Name(c) Title of print (untitled is not acceptable as a title)(d) Subject of round(e) Number and Year of round(f) Reference letter on NIPA entry forms as follows :1.. .

Projected Digital Images must be submitted on a CD, which contains onlythose images and which will not be returnedAll images on the CD must conform to the following:(a)(b)(c)Be in jpeg format and sRGB colour spaceBe sized to a maximum of 1400 pixels wide and a maximum of1050 pixels high.Each image must be titled with the following information, in thisorder-Image title_club id_image letter (A, B, C, N or AN etc)The club ID code will be provided by NIPA before the competition round.The name of the club and the date and round number should be written orstamped on the blank surface of the CD. Do not use self-adhesive labels.In all cases images will be projected as presented on the CD.9. All starred prints will be retained by NIPA to form a portfolio which will beavailable on loan to <strong>member</strong> clubs.10. Non-starred prints will be available for collection at the Council meetingfollowing the round for which they were entered. Entries cannot bereturned at Inter-Club evenings. Clubs are asked to ensure thatpacking of entries is adequate. A signature to verify receipt of returnedentries may be required upon collection.11. No image may be entered which is essentially the same, or so similar as tobe essentially the same, as any previous entry in any section of any interclubcompetition round.2.. .

MONOCHROME prints:1. All black and white and monochrome images are included.2. A black and white image which has been modified by the additionof a single tone to the entire image is defined as a monochromeprint.COLOUR prints:1. All images, other than those defined above are defined as colourimages.2. A black and white image which has been modified by the additionof partial toning, or by the addition of one colour to any part ofthe image is defined as a colour print.INTER-CLUB COMPETITIONS – MARKING SYSTEMJudging of entries is undertaken by three judges, using an anonymous andconfidential computer-scoring system.If one of the entries being judged has been submitted by a <strong>member</strong> of the judges’club, the score from that judge, for that entry, is ignored by the marking system.The computer then allocates a score to that judge, which is the average of thescore from the other two judges.Each judge will score an entry with 1 mark if the entry is poor, 2 marks if the entryis below average, 3 marks if it is average, 4 marks if above average, and 5 ifoutstanding.After this initial judging, each judge is again shown their entries which they havescored with 5, and asked to select one entry which they award a 6. If a judge doesnot award a 5, they will award a 6 to one of the entries which scored 4.The maximum score for an entry is thus 18, but is more often 14-16.The top approximately 6 images are awarded ‘stars’, and qualify for the Top Printand Projected Image Competition.4.. .


ANNUAL NOVICE MONOCHROME PRINT, COLOUR PRINT ANDPROJECTED DIGITAL IMAGE COMPETITIONS (Individual entry)1. There are three competitions, one each for Monochrome Prints, ColourPrints and Projected Digital Images.2. The Novices Competitions are to encourage genuine novices to submitwork at a competitive level. 4. Prints must be mounted. The mounts may be of any colour, but must notexceed 40cm x 30cm in size. The print size must be equal to, or smallerthan the mount size. The back of the mount must show(a) Author's Name(b) Name of Club(c) Title of print (Untitled is not acceptable as a title)5. Projected Digital Images will be submitted on a CD, which contains onlythose images and which will not be returnedAll images on the CD must conform to the following:(a)(b)(c)Be in jpeg format and sRGB colour spaceBe sized to a maximum of 1400 pixels wide and a maximum of1050 pixels high.Each image must be titled with the following information, in thisorder-Image title_name of author_clubThe name of author, and <strong>member</strong> club, as well as the year of thecompetition should be written or stamped on the blank surface of the CD.Do not use self-adhesive labels.In all cases images will be projected as presented on the CD.6. The competitions will be judged by three judges nominated by NIPACouncil.7. The judges will decide the 1st, 2nd and 3rd places and may commend anyentry which they deem worthy.8. Entries are due on the date stipulated in the NIPA competition timetable.9. The prints and Projected Images will be displayed at a Novices evening,when the results, with judges comments, will be announced.10. The author of the winning monochrome print will be awarded the NIPANovice's Shield.11. The author of the winning colour print will be awarded the NIPA NovicesColour Print Trophy.6.. .


12. The author of the winning Projected Digital Image will be awarded the NIPANovice Projected Image Trophy.13. Trophies will be held from the date of their presentation until their return isrequested by Council.14. The prints entered by <strong>member</strong>s of any one Club will be available forcollection as an integral unit at the Council meeting following thecompetitions.15. Unless the author states otherwise in writing, it will be assumed that anyprint or projected digital image may be used for publicity or competitionpurposes to promote or represent NIPA.16. Submission of an entry confirms acceptance of these rules.7.. .


THE ROY FINLAY MEMORIAL NATURAL HISTORY COMPETITION1) An entry shall consist of prints, on a mount whose maximum dimensions are40cm x 30cm, or digital files in jpg format, sRGB colour space, with a maximumwidth of 1400 pixels and a maximum height of 1050 pixels.2) The copyright must belong to the entrant.3) The subject may be any natural object or organism in the wild and unrestrainedand unconfined. Domestic, Zoo, Feral or escaped animals or those in collectionsetc., and cultivated plants are ineligible.4) The faithful representation of the subject at the taking of the shot must bemaintained. Digital manipulation of the whole image, e.g. rotation to level thehorizon, sharpening or cropping is permissible. However, part manipulation, e.g.the addition of a highlight in the eye, or removal of unwanted detail is not, nor aresandwich shots, combinations of separate images etc.5) While reasonable care will be taken to protect entries, NIPA will not be liable inthe event of loss or damage however caused.6) Each image should be labelled with a title, author's name and club. The entryshould also show the entrant's address and telephone number or email address.7) Entries will close on the relevant date in the NIPA Calendar.8.. .


NORTHERN IRELAND PHOTOGRAPHIC ASSOCIATIONANNUAL PRINT AND PROJECTED DIGITAL IMAGES EXHIBITIONSConditions of Entry1. An entrant must belong to a <strong>member</strong> club of NIPA2. There are sections for monochrome prints, colour prints and digital images.Entrants may submit up to 4 images in each section. The subject is Open.Prints or digital images must not have been accepted in a previous NIPAAnnual Exhibition.3. Prints may be any size up to 50cm x 40cm and must be mounted 50cm x40cm. The back of the mount must show:-(a) The author's name and address(b) The name of the author's club(c) The title of the print4. PAGB AWARDS FOR PHOTOGRAPHIC MERITThe Awards are open to all <strong>member</strong>s of Clubs affiliated to the PAGB through theirFederations and are at three levels,oooCredit (CPAGB) - Blue badge and certificateDistinction (DPAGB) - Red badge and certificateMaster (MPAGB) - Gold badge and certificateThey are held for life without any annual fee and holders are entitled to use thedesignated letters after their name.QualificationAll applicants must pre-qualify in accordance with their Federation's criteria ashaving supported Federation <strong>photographic</strong> events. This support must have beengiven for a minimum of 2 years for CPAGB, 3 years for DPAGB and 5 years forMPAGB from current active photographers.
