The survey ran from 15-26 October 2012Total respondents: 2,079SummaryAlmost all respondents were either a <strong>Neighbourhood</strong>/Home <strong>Watch</strong> coordinator or a schememember. 7.1% had another voluntary role within NHW. Almost 60% of respondents alsoundertake other voluntary roles within their community, almost half of which spend between1 and 5 days per week on this other voluntary work.The most common task which respondents undertake is “Keep a general eye on yourneighbours' properties to help them feel safe” (83%). Over half of respondents also receivecrime information from the police and pass it on to members of their scheme, look afterneighbours' properties in their absence, receive other kinds of information from the policeand pass it on to their members, pass on information to the police, and welcome newresidents to the area and let them know about their scheme.The most common source of resources selected was the police (61.4%) closely followed by the<strong>Neighbourhood</strong> & Home <strong>Watch</strong> Network website (www.ourwatch.org.uk) (60.1%). Otherpopular sources of resources were local authorities, Regional NHW Associations, localisedNHW Associations and county NHW Associations.The most commonly-used resource is NHW window stickers (85.4%). The next mostcommon were NHW street signs and paper resources. Over 50% of question respondentsalso use other kinds of window stickers such as ‘No cold calling’.62.8% of respondents feel that they currently receive enough resources. Of those who donot, security products were the most popular item, selected by 55.2% of respondents. Paperresources, NHW window stickers, other kinds of window stickers, NHW street signs, andpromotional items were all about equally popular with between 40% and 50% of respondentsselecting them.Only 11.3% of respondents said that they participate in national-level campaigns, with themost popular being The Big Lunch, <strong>Neighbourhood</strong> & Home <strong>Watch</strong> Week and PersonalSafety Day. Of those who do not participate, 34.2% do not have time. Around a quarter saidthat they are not informed about national campaigns. A large number of respondents do notfeel that national campaigns are particularly relevant locally and/or are not of interest tothem/their members.Suggestions to make national campaigns more relevant to members included having a local‘hook’, better media campaigns including local advertising, more support from partnerorganisations and more information generally, particularly in hard copy.41.5% of respondents do not know whether the introduction of Police and CrimeCommissioners will be good, bad or indifferent. 21.6% think it will be good, 20.6% areindifferent and 16.4% think it will be bad. Just under half of respondents plan to vote in thePCCs elections, 30.7% don’t know and 15.7% are not planning to vote.A detailed breakdown of respondents by force area is available at question 14 below, and across-tabulation of questions 12 and 13 by force area is available in Appendix A (page 8).1


Question 169.6% (1,433) of respondents were a <strong>Neighbourhood</strong> or Home <strong>Watch</strong> (NHW) schemecoordinator, 23.3% (481) were a scheme member and 7.1% (146) had another voluntary rolewithin NHW.Question 298.1% of total survey respondents answered this question.Of those who answered this question, 59.5% (1,214) also undertake other voluntary roleswithin their community.Question 359.1% of total survey respondents answered this question, which was aimed at those who hadresponded ‘Yes’ to question 2.Of those who answered this question, 45% (552) undertook other voluntary work forbetween 1 and 5 days per week. 20% (245) undertook around one day per fortnight and17.3% (212) undertook around one day every month.Question 4What are the main tasks which you undertake as part of your work with<strong>Neighbourhood</strong> / Home <strong>Watch</strong> (NHW)?97.4% of total survey respondents answered this question. Percentages for question 5 arebased on this figure of 1,913 question respondents. Please note that respondents were able toselect more than one answer.The most common source of resources selected was the police, with 61.4% (1,174) of questionrespondents choosing this. It was closely followed by the <strong>Neighbourhood</strong> & Home <strong>Watch</strong>Network website (www.ourwatch.org.uk) with 60.1% (1,150) choosing this.It was noted that the survey slant may be biased towards the NHWN website as a source ofresources as the survey was circulated electronically via the <strong>Neighbourhood</strong> Alert system,favouring those who have proactively registered on the NHWN website as well as those whohave internet access.Other popular sources of resources were: Local authorities – 21.3% (408) Regional NHW Associations – 20.3% (388) Localised NHW Associations (e.g. District, Town or City Association) – 19.3% (370) County NHW Associations – 12.9% (370)11.4% (218) respondents selected ‘Other’. The most common response in this section was tosay that they don’t know or don’t receive any resources. There were also a number ofdescriptions of coordinators providing resources and coordinators/members providingresources “out of own pocket” or “using own resources”. In addition to this, othercommunity or local groups were mentioned as assisting (e.g. Parish Councils, church groupsetc.) and some respondents received resources from other partner organisations (e.g.Crimestoppers, Trading Standards).3


Question 6What kinds of resources do you currently use?88.1% of total survey respondents answered this question. Percentages for question 6 arebased on this figure of 1,831 question respondents. Please note that respondents were ableto select more than one answer.The most commonly-used resource selected is NHW window stickers, with 85.4% (1,563)question respondents selecting this option. The next most common were NHW street signs,chosen by 73.3% (1,343) of respondents, and paper resources, chosen by 60.3% (1,105). Over50% of question respondents also use other kinds of window stickers such as ‘No coldcalling’, but only 12.5% use other promotional items like pens and key rings.130 question respondents selected ‘Other’, and the most common resources listed under‘Other’ were:None, or only what the respondent provides at their own expense. There were also anumber of comments that contact had been made with Towergate about windowstickers but no response had been received.Emails, Alert messages or similar, internet and web-based resources.Other resources mentioned were:Newsletters (national, local and those from other organisations).IT equipment.Vehicles.Question 794.1% of total survey respondents answered this question.Of those who answered this question, 62.8% (1,229) feel that they currently receive enoughresources.Question 835% of total survey respondents answered this question, which was aimed at those who saidin question 7 that they do not feel as though they currently receive enough resources. The most popular other resources wanted werefunding, more/better/faster information from police or more police presence/support, andwelcome packs and/or handbooks. In addition there were a few more mentions of lack ofresponse when contacting Towergate about window stickers.Question 9Does your scheme participate in any national-level campaigns (e.g.<strong>Neighbourhood</strong> & Home <strong>Watch</strong> Week, The Big Lunch, Personal Safety Dayetc.)?92.7% of total respondents answered this question.11.3% (218) of question respondents said that they participate in national-level campaigns.167 respondents specified what they participate in. The most common responses in thissection were: The Big Lunch (29) <strong>Neighbourhood</strong> & Home <strong>Watch</strong> Week (21) Personal Safety Day (12)Other campaigns included McMillan coffee mornings, National Crime Prevention Week,Diamond Jubilee events and Identity Fraud Prevention Week. Some respondents gaveinformation in this section about local campaigns or joint working that they undertake.Question 1082.1% of total respondents answered this question, which was aimed at people who said theydo not participate in national-level campaigns. They were asked why not. Please note thatrespondents were able to select more than one answer.34.2% (583) question respondents do not participate in national-level campaigns becausethey do not have time.25.8% (440) said they were not informed about national campaigns and 25.6% (437) saidthat the campaigns weren’t relevant to their scheme and/or local area. 21.3% (363) said thatnational campaigns were of no interest to them and/or their scheme members. Lack-of leadin time or not knowing what to do to support the campaigns were of lesser concern with11.1% and 17.4% of respondents selecting those options respectively.13.9% (237) respondents gave other reasons why they do not participate. The most commonother reasons were:Difficulty persuading members to get involved. This is often because they do not feelthe campaigns are relevant or beneficial to them, particularly in areas where crime islow.The scheme is too new, or the respondent has only recently joined or become acoordinator.The respondent and/or the scheme members are older people.The respondent and/or the scheme members are too busy because they work fulltime.5


The respondent and/or the scheme members have health problems.The scheme is very small.Lack of information and/or support from partners.Question 11How do you think national campaigns (on safety- and/or community-relatedissues) could be made more relevant and useful to your scheme and make youmore likely to get involved?32.7% of total survey respondents answered this question.The most popular ideas expressed in response to this question were as follows:Any national campaign needs to have a local ‘hook’, or relevance to local issues.Many schemes prefer to keep their activities local and not take part in nationalcampaigns.Press, radio and TV publicity campaigns were recommended, both national and local.Respondents also suggested advertising via local newsletters (both NHW and othercommunity organisations) and in supermarkets as well as involving schools.A number of respondents expressed a wish for more support from the police andfrom other partners locally.Respondents expressed a wish for more information generally, particularly hard copycampaign materials; local speakers; clear and easy-to-understand information;information online and by email; press releases; ‘how to’ guides for campaigns;longer lead-in times; and bilingual publicity materials (language not specified).Other suggestions included targeting campaigns to different types of areas (urban/rural),promoting success stories, holding competitions in relation to campaigns, and supplying an‘events calendar’ well in advance to allow coordinators to plan ahead.Question 1298% of total survey respondents answered this question.Of those who responded, 41.5% (844) do not know whether the introduction of Police andCrime Commissioners will be good, bad or indifferent. 21.6% (439) think it will be good,20.6% (419) are indifferent and 16.4% (334) think it will be bad.Question 1397.8% of total survey respondents answered this question.49.8% of respondents (1,013) plan to vote in the Police and Crime Commissioners electionson 15 th November 2012. 30.7% (624) don’t know, 15.7% (320) are not planning to vote and3.7% (76) would rather not say.6
