ForewordArts and culture represent the face of a city, and naturally-creative, sophisticated and moving culturaland artistic development add to the beauty and greatness of a metropolis. Long known as a “City ofCulture”, Taichung has been focused on the promotion of arts and cultural activities and events over the pastcentury and its significant achievements in this realm have given it international renown as a cultural hub.The broad diversity of distinctive, large-scale arts and cultural events held by my city include the Tsai-Mo Art Festival in Taichung, which was founded in the years since I took office as Taichung Mayor in2002. Over the past decade, our efforts and hard work have paid off as the festival has prospered and earnedTaichung the moniker of “Tsai-Mo City”, which indeed is extremely rewarding and encouraging.To celebrate the 10 th Tsai-Mo Art Festival in Taichung, the city's Cultural Affairs Bureau has organizedthe “International Tsai-Mo Fan Art Exhibition” with assistance from the Federation of InternationalTsai-Mo Artists. Artists from 26 countries on four continents have been invited to submit their works forparticipation in this great event and their excellent artwork will be exhibited in the Dadun Cultural Center'sart gallery. The great number of displayed works fully demonstrates the way that artists from differentcorners of the globe interpret the specific thousand-year-old art genre of Chinese fans. Certainly, ideas fordemonstrating this ancient art are creative and ingenious.All of the exhibition's works have been collected in this publication that is destined to serve as animportant historic reference. I'd like to take this opportunity to thank every artist who participated in thiswonderful event, as well as the organizations and schools that offered their full support for the exhibition. ForewordThe prominent Tsai-Mo Art Festival in Taichung is holding its grand 10 th annual event in September at thestart of the autumn season. In addition to the International Tsai-Mo Fan Art Exhibition, a number of outstandingactivities have also been specially organized to mark this very significant occasion, including the “Tsai-MoShow”, “100 People Paint 100 Fans”, “Colorful Stand-up Fan Installation”, “Dialogue With Tsai-Mo”and “Painting Danan Community” events.The idea of promoting Tsai-Mo Art originated in Taichung during the turn of the 20th century. This movementemphasizes an ancient oriental spirit and individually distinct styles of artistic creation. Since 2002's inauguralTsai-Mo Art Festival in Taichung, participating artists have come from countries on five different continents,helping make it a very celebrated international event.The main theme 2011 is “Fans”. The focus is an exploration of how the artists from the East and Westinterpret the fan concept, with artists being free to illustrate meanings and perspectives they personally attach to thefan. This relaxed approach has successfully delivered an intimate portrayal of fans. In addition, the installation ofvarious-sized fans also brings audiences closer to art and promotes the philosophy of living art.This year, a tremendous number of 145 artists from 26 countries submitted 203 works, presented in uniqueways that are humorous, innovative, collage-style, realistic or abstract. Each piece tells its own story.I'd like to take this opportunity to express my appreciation and gratitude to all artists who participated in thisevent, the Federation of International Tsai-Mo Artists, all teachers and students from National Taichung Universityof Education, National Taichung Institute of Technology, Tunghai University and National Taichung First SeniorHigh School, as well as some related organizations. Their enthusiastic involvement made this wonderful eventpossible. The phrase “a magnificent exhibition bears a prolific harvest” succinctly sums up the success of thisoutstanding event. She immigrated toCanada in 1957 and studied at theOntario College of Art, 1965 to 1968.She completed the Independent StudioProgram at the Toronto School of Artin 2007. She has exhibited in groupand solo exhibitions since 1968. AsCo-Director of Wynick/Tuck Galleryshe has curated many exhibitions ofcontemporary artists. Her work spans several art disciplines, includingpainting, drawing, sculpture, installation, music and performance art.She has also produced a body of experimental short films that havebeen screened in North America, Europe and Australia. In the 1990’sshe embarked on an intensive study of Chinese Ink painting at a privatestudio in Toronto and has since been developing a body of work that fuseswestern contemporary approaches with Chinese Ink painting technique.

He studied,and then his developed career in Shanghai, before undertaking NationalService for 6 years. He is self-taught in art and painting. In 1955, he beganhis career in Beijing, and embarked on a period as editor of Beijing ArtJournal. Wu retired in 1991. He entered the International Ink Art Festival in2005. His artworks have been exhibited many times in the US,France, Japan, Thailand, Belgium, Austria, Australia, Korea, Hong Kong,Taiwan and the UK. He has had several solo exhibitions in Belgium,Germany, Hong Kong and the UK with albums of his works published. Hewas invited to be the jury member for the Chinese National Art Exhibition.

中 國CHINA陳 君 立1981 年 修 畢 中 大 現 代 水 墨 畫 文 憑 課 程 ,1985 及2006 年 , 分 別 獲 加 拿 大 蒙 特 利 爾 康 戈 狄 亞 大 學藝 術 學 士 銜 , 澳 洲 皇 家 墨 爾 本 理 工 大 學 藝 術 碩士 銜 。 曾 獲 臺 北 市 立 美 術 館 、 北 京 中 國 畫 研 究院 、 中 國 對 外 文 化 交 流 協 會 等 頒 發 多 項 水 墨 畫獎 。 作 品 為 海 內 外 美 術 館 及 藝 術 學 院 收 藏 。Chan Kwan-LapChan Kwan-Lap completed a course in Modern Chinese Ink Painting atthe Chinese University of Hong Kang in 1981. He received his bachelor’sand master’s degrees in Fine Arts, respectively from Canada’s ConcordiaUniversity in 1985 and Australia’s RMIT University in 2006. He has alsoreceived awards for his Chinese ink paintings from the Taipei Fine ArtsMuseum, Beijing Academy of Chinese Painting, and Foreign CultureExchange Association of China. 中 國CHINA楊 鵬1957 年 生 , 雲 南 文 山 人 。1982 年 畢 業 於 四 川 美術 學 院 。1992 年 結 業 於 浙 江 美 術 學 院 中 國 畫 系人 物 畫 專 業 。2009 至 2010 年 就 讀 於 中 國 國 家 畫院 劉 大 為 工 作 室 高 研 班 。 現 為 中 國 美 協 會 員 、雲 南 省 美 術 家 協 會 副 主 席 、 一 級 美 術 師 、 雲 南大 學 特 聘 教 授 、 碩 士 研 究 生 導 師 、 雲 南 文 史 館書 畫 院 研 究 員 。 多 次 參 加 國 內 外 重 大 美 術 展 並獲 獎 。 出 版 個 人 畫 集 《 繽 紛 雲 南 》 等 。Yang PengYang was born in Wenshan City, Yunnan County, China in 1957. Hegraduated from Shi Chuang Art College in 1982. In 1992, he studied for adiploma at Zhejiang Academy of Fine Arts, specializing in Ink Art Portraits(People). Yang then studied at Liu Da Wei Studio (Top Level), ChinaNational Art Institute between 2009 and 2010. His present positions are:Member of the China Art Institute, Deputy President of the Yunnan ArtAssociation, Honorary Professor at Yunnan University, Supervisor at MAYunnan University and Researcher at Yunnan Historical Art Gallery. Yeung is now studying for a doctorate degree inVisual Arts. She began modern Chinese ink painting in 1986 and is nowa committee member for the Hong Kong Modern Chinese Ink PaintingAssociation. She has held a number of solo exhibitions and participatedin many joint exhibitions in different countries. Her artworks have beencollected by various museums and she published "Shadow Mural" in 2000and "Nature Chasing" in 2001.

Sheis known for her ink diffusion painting techniques which create great depthin her works. Besides her six solo exhibitions in Canada, Taiwan and HongKong, she has also participated in numerous joint exhibitions around theworld. In 1992, she was short-listed for the Creativity Award in the ModernInk Painting category by Taipei Fine Arts Museum. She graduatedfrom National Taiwan normal University. She lectures on Drawing andDesign, Painting, Understanding Chiwa, and Chinese calligraphy. Her first work was as a set decorator for SemiconFilm Productions. She was then hired as a designer by SantaFe Builders, a construction company that specializes in Iuxuryhomes. There, Angelica painted large-scale flower murals. Thiswould lead towards her hand-painting main doors and furniture.Angelica translated her large-scale flower paintings on canvas. In2008, Angelica and her mom started their own design constructioncompany called Pueblo where she continues to paint on canvas,furniture and walls.

He studied at theUniversity of Santo Tomas specialised inAdvertising Arts, during which time he wasa consistent winner of awards in nationalstudent art competitions. In 2004, his artpiece “Hari ng Kamaynilaan” was entered intwo competitions, the Art Association of thePhilippines Annual Competition and the PAPOpen Fine Prints Competition, and it wonthe first prize in both competitions. She graduated with a degreein Mediterranean Archaeology from Jagiellonian University and an artdegree from the Faculty of Painting member at the Academy of Fine Artsin Cracow. At present, she is a professor at the Academy of Fine Arts anddean of the Department of Conservation and Restoration of Easel Paintingsin Cracow. She is also a member of the National Association ZPAP. Shehas held 27 solo painting exhibitions in Poland, Italy, Sweden, Germany,Holland and Austria, and participated in 75 group exhibitions in differentcountries around the world. He has won First Prize at theNational Fine Arts Exhibition and his works have been short-listed severaltimes at France’s Salon of Autumn and Salon of Spring and receivedthe Special Award at Korea’s Olympic Fine Arts Exhibition. He has held37 solo exhibitions and 25 joint exhibitions with his wife. He has alsopublished 10 albums of his paintings. At present, he is the appointeddirector of the Taiwan Glue-Color Association and French Salon in TaiwanArtists Society, as well as a jury member for the National Art Exhibition andTaiwan Provincial Fine Arts Exhibition.

Liu curates the Joint Exhibition ofFamous Watercolor Painters for seven times. He is a founding memberof the Millennium International Club of Watercolor Painters. He has held 18 solo exhibitions, partaken in dozens ofgroup exhibitions with 8 painting albums published. Liu currently teachesat Cheng-Hsin High School and Ling-Tung Institute of Technology. The 10 th Tsai-Mo Art Festival in Taichung ReviewHuang Chao-Hu (President of FITMA)One of Taiwan's most prominent art events, the Tsai-Mo Art Festival in Taichung, celebrated its 10th anniversary this year.To mark this significant occasion, the Taichung City Cultural Affairs Bureau specially organized a series of outstanding activitiesfrom September 10 to 22, with the programs including the 2011 International Tsai-Mo Fan Art Exhibition and the “100 PeoplePaint 100 Fans”, “Colorful Stand-Up Fan Installation”, “Tsai-Mo Show” and “Dialogue with Tsai-Mo” events.The main theme of this year's festival is “fans”, which explains why all of the organized activities revolved around fans.At a promotional press conference, Taichung Deputy Mayor Cai Bingkun dressed up as Zhuge Liang—a famous strategist fromChina's Three Kingdoms Period often depicted holding a hand fan. Cultural Affairs Bureau Director Susan Yeh showed up asPrincess Iron Fan, a fictional character from the famous Chinese novel “Journey to the West”, while Federation of InternationalTsai-Mo Artists Chairman Huang Chao-Hu appeared as the renowned Song Dynasty poet Su Dongpo. All three held fans—a feather fan, a banana leaf-shaped fan and a foldable fan—to highlight the theme. In his speech for this high-profile event,Taichung Deputy Mayor Cai said that the setting seemed to conjure up a past time and place when fans were essential accessories.He also applauded the international standard and scale of this event. The three hosts also inscribed the words“Treasure”,“Kindness”and“Beauty”on a giant foldable fan at the press event to attract public attention. The festival was officially opened after artstudents from Taichung First Senior High School demonstrated their fan-painting skills.The opening ceremony took place at 3 p.m. on September 10 at the Dadun Cultural Center of Taichung City. A feather fanand scarves fashion show jump-started the ceremony and dazzled the audience with the beautiful Tsai-Mo paintings on the fansand scarves, while an artist introduced the works to be exhibited at this year's International Tsai-Mo Fan Art Festival. Teachersand students from National Taichung University of Education's Art Department, Tunghai University's Art Department, NationalTaichung Institute of Technology's Commercial Design Department, and Taichung First Senior High School's Art Class alsodemonstrated their great support for the “Dialogue with Tsai-Mo” activity with their participation.In addition, the Taichung deputy mayor, Cultural Affairs Bureau director and federation chairman joined Counselor Lin Hui-Tang, Taichung City Council member Liu Shi-Zhou and Professor Li Zhen-Ming in erecting a huge stand-up fan to demonstratetheir commitment to promoting the arts. A creative art market was also set up at the site.A tremendous number of 145 artists from 26 countries submitted 203 works for this international event, which focused onexploring how artists from the East and West interpret the fan concept. Artists were free to illustrate meanings and perspectivesthey personally attached to the fan through various shapes of fans, painted fans and fan installation art. These 203 distinctive fanartworks demonstrated a wide diversity that brought audiences closer to art and promoted the philosophy of living art.To help art take root in our communities, the “Painting Our Community” activity was specially organized at 2 p.m. onSeptember 11 at Xinshe District's Danan Community. This event invited artists and residents to use their creativity in paintingcommunity walls. The Xinshe Agricultural Committee Seed Improvement and Propagation Station also held the “100 PeoplePaint 100 Fans” event to encourage the public to get involved with creative art activities, and 100 fans were provided at the sitefor participants to interpret their own fan-related imaginations.The 10 th Tsai-Mo Art Festival in Taichung event came to a smooth conclusion on September 22.
