Terms and Conditions are mentioned below.Quotations will be received at Project ManagementUnit (PMU), upto 3 PM on 20thNovember, 2013. The received tenders will. be opened on the same day or on the next day.The bidders or their authorized representatives may remain present if they want to, duringopening the tenders.Specificationsfor GIS Software:1. The GIS software should support all standard formats like SHP, EOO, .000, INFO,MIF, IMG, KML and OWG etc.2. The software should be capable of doing vector registration and facilities for editingfeatures.3. The software should be able to open and edit individual attribute table for creation andupdation of attribute along with join and relate external tables.4. The software should able to perform SQL and Spatial queries.5. It should the ability to link external database like, Oracle, Oracle Spatial, Sybase, SOL,SQL+, DB etc.6. The GIS software should have symbol libraries for Point, Line and Polygon and shouldbe able to create, point, line and polygon pattern as per users requirement and add tothe library. It should also support any image file as fill/polygon pattern.7. It should have geo-spatial data conversion facilities.8. The project and data created in the software should be able to protect by password.9. The software should have 3D Analysis, Spatia! Analysis and Network analysiscapabilities.10. The software should have facilities for raster c~lculqtion like OEM, SLOPE, andASPECT Etc.11. The software should run in Windows Operating Systfim.12. The software must have valid permanent licenses in the name of user organizations.13. Maintenance and support for all of the above for one additional year..Terms and Conditions:1. Tenders may be sent through registered post but in that case those should reach thisoffice within 3 PM on 20th November, 2013. Tenders reaching the office after thescheduled date and time shall not be accepted. This office shall not be responsible forany postal delay.2. Each Tender should accompany "Earnest Deposit Money" of an amount of Rs.10,000/- only in favour of the Tripura JICA Project in the form of 'Deposit at call' on anyNationalised Bank! The earnest money of the unsuccessful bidder shall be released immediately againstprayer from the concerned bidder while earnest money of the successful bidder shallremain as security deposit till the warranty period.4. The bidder should have certified Original Equipment Manufacturer (OEM) ServiceEngineers.5. The Tender document has to be submitted in two bid system.a. Technical bid: The bidder should mention the detailed technical specificationsof the GIS Software along with the product brochure/catalogue, copy ofDealership Cer1ificate, copy of supply orders to any GovernmentDepartmentiPSU in the last two financial years.b. Financial bid: This should contain the price offered by the bidder inclusive of alltaxes. Grades should be quoted both in words and figure.6. Both the bids shall be sealed in separate envelopes clearly indicating "Technical bidand Financial bid" on the envelope as the case ma~ be. These two envelopes togethershould be sealed in one envelope and submitted as the Tender/bid.7. The tender notice number should be clearly written on all the envelopes.8. The bidder should submit the Tax Clearance certificate along with the tender (i.e lTC,PTC along with VAT/Sales tax).9. Applicable taxes shall be deduced from the bill at the time of release of bill amount.10. Supply is to be made to the PMU office, Tripura JICA Project, Hatipara, Gandhigram,Agartala -799012 within 15 days of the receipt of the supply order.11. Installation shall be done by the supplier and he will submit an installation certificate.After installation the software shall be tested by Electronics Testing and DevelopmentCorporation12. Payment will be made against bill to be produce on complication, installation andsuccessfully passing of the Test by the ET&DC as mention above.13.
