Proceedings of the Review Meeting held with the staff of Northern Regional Office,Ministry of Environment and Forests under the Chairmanship of Additional PrincipalChief Conservator of Forests (Central) on 02 nd May, 2013 at 10.00 hours.A review meeting was convened under the Chairmanship of Additional Principal ChiefConservator of Forests (Central) in his Chamber to discuss various issues related to this office.The following officers and staff members were present in the meeting:(i)Shri Ishwar Singh, Conservator of Forests (Central)(ii)Shri Surendra Kumar, Director (S)-­(iii)(iv)(v)(vi)(vii)(viii)(xi)(x)(xi)(xii)Shri Ravinder Singh, TO (F)Shri Ashwani Kumar, JHTShri Bharat Singh, PAShri Subhasish Chakrborty, Steno. The Additional Principal Chief Conservator of Forests (Central) welcomed all the staffmembers and officers in the meeting and expressed a little concern over the progressachieved on different activities during the last month. He further brought certain issues tothe notice of all and advised to take immediate necessary action without the need to getreminders again and again. The issues discussed, course of action to be taken andnames of staff members and officers who have to take action are given below:GENERAL ISSUES:The staff members explained the action taken on different points but the progress on afew matters was not satisfactory.1) General Issues IPurchase of all items:(i)(ii)All the officials will submit their self assessment reports to the Reporting Officersconcerned latest by May 07,2013.Work Plans for the year 2013-14 should be prepared by all staff members andofficers and submitted to respective controlling officers within two days.

--2-­(iii) Notice (tender and quotations) for purchase of all items uploaded on the NRO'sWeb site. Format of Tender be shown to HOD.(Action: Mr. Krishan Kumar, UDC and Sh. Ritesh, DEO)(iv) GPS system with software installed should be shown to APCCF (C) by May 03,2013.(v) Action should be initiated to purchase a new Laptop, Innova vehicle tyres, twotelephones with caller 10 installed for 1 st floor.(vi) Action should be initiated and completed by May 20, 2013 to purchase a newwater cooler in the current financial year and installed at 2 nd floor.(vii) Vacant space of common/record rooms will be properly utilized.2) Photostat machine:[Action: Mr. Krishan Kumar, UDC]The Additional Principal Chief Conservator of Forests (Central) expressed hisdispleasure on the working of photostat machines placed at 1st and 2 nd Floors of theoffice and inaction by the concerned dealing hand. Notice (tender and quotations) forAMC for the photo copier machine installed at 2 nd floor may be issued and uploaded onthe NRO's Web site by May 06, 2013.3) Auction of Old Vehicle:[Action: Mr. Krishan Kumar, UDC and Sh.Ritesth, DEO)]The old qualis vehicle should be condemn and auctioned immediately. Permission ofauctioning the vehicle is still pending from the MoEF, New Delhi which should bepursued.4) Photo gallery:[Action: Mr. Krishan Kumar, UDC]Photo gallery will be maintained as per directions of the Additional Principal ChiefConservator of Forests. Proposal for selecting the places for putting the photos will besubmitted to the HoD within 10 days.5) Disposal of unserviceable stores:[Action: Mr. Krishan Kumar, UDC]It was again stressed that the remaining unserviceable stores should be disposed offwithin 15 days positively.[Action: Mr. Krishan Kumar, UDC and Shri Ashwani Kumar, JHT]6) Maintenance of Visitors' Room:It was decided that the new curtains will be purchased immediately for the visitor's room.It has also been decided that one common AC will be installed for the common room aswell as library room.[Action: Mr. Krishan Kumar, UDC]

--3-­7) General Format:It was decided that all general proforma/formats pertaining to Administration,Environment and Forestry Wings will be uploaded on the Web-site.[Action: All officials concerned]8) UPS Repair:All UPSs will· be repaired positively by May 15, 2013. Engineer may be called to checkthe present status of all old 5KV capacity UPSs lying idle since long and status reportmay be submitted immediately9) Office Telephone (Intercom) :[Action: Mr. Krishan Kumar, UDC]Some of the office telephones are not working properly particularly of Ms. Renu Bala,DEO. A letter will be written to the Agency having AMC in this regard immediately.1O} TDS FORMS:[Action: Mr. Krishan Kumar, UDC]TDS forms No. 16 may be prepared and distributed among all staff members/officers byMay 10, 2013.Forestry[Shri Ashwani Kumar, JHT]1) Closure file of Forestry wing:All diversion proposals of forest area files received till 2000 and already closed underpara 4.14 (i) of the FCA 1980 will be destroyed under intimation to State ForestDepartment by May 15, 2013.[Action: Sh. Ravinder Singh, ToF and all dealing assistants]2) NGT Matters:As per directions/orders of 'National Green Tribunal' all the approval orders issued underForests (Conservation) Act, 1980 and Environmental Clearances should be kept in thefolder and be kept at ground floor in the custody of security personnel for generalinformation to the public/stake holders. A register of all such orders should also bemaintained.

--4­Shri Ravinder Singh, TO(F) will prepare an abstract of the action taken for closing filesby all the sections for the three categories as directed in the meeting and show toAPCCF by May 06, 2013.[Action: Sh.
