Beginning onthe date that it receives such a request,China must restrict its shipments to theUnited States to a level no greater than7.5 percent (6 percent for wool productcategories) above the amount enteredduring the first 12 months <strong>of</strong> the mostrecent 14 months preceding the monthin which the request was made.On April 6, 2005, the Committeereceived a request that an AccessionAgreement textile <strong>and</strong> apparel safeguardaction be taken on imports from China<strong>of</strong> cotton <strong>and</strong> man-made fiber sweaters(<strong>Category</strong> <strong>345</strong>/<strong>645</strong>/<strong>646</strong>). The Committeehas determined that this requestprovides the information necessary forthe Committee to consider the request inlight <strong>of</strong> the considerations set forth inthe Procedures. In this case, theCommittee notes that imports fromChina <strong>of</strong> cotton <strong>and</strong> man-made fibersweaters (<strong>Category</strong> <strong>345</strong>/<strong>645</strong>/<strong>646</strong>) haveincreased from 134,828 dozen in thefirst quarter <strong>of</strong> 2004 to 383,314 dozen inthe first quarter <strong>of</strong> 2005 (includespreliminary data for 2005).
