TECHNICAL APPENDIXTo determine whether the Emerging Leaders Program meets its objectives of increasing theknowledge and skills of educators to serve as teacher leaders, New Leaders regularly conductsprogram evaluation studies. These studies provide insight into program effectiveness andidentify areas for improvement.This report presents findings from an evaluation study of the second cohort of ELP, whoparticipated during the 2012-13 school year. We are publishing these findings to share our earlyexperiences, and to inform the conversation and improve teacher leadership training practicesacross the field.The evaluation includes data from all 582 applicants and 315 participants during the 2012-13 schoolyear, as well as some data from 60 participants from the 2013-14 school year. The data are alsopart of a rigorous longitudinal evaluation being conducted by the RAND Corporation, as part ofthe New Leaders’ federal i3 grant. Results from that full study, which will include more detailedanalysis of the ELP participants’ impact on student achievement, will be available in 2017.MethodologyWe followed a program evaluation design to examine the merits of ELP’s theory of action:Final OutcomesInputsProgramActivitiesImmediateImpactsImprovedSkills for ELPParticipantsEffectiveLeadershipPractices ofParticipantsIntermediateOutcomesImprovedEffectiveness ofTeachers led byParticipantAdmission toAspiring PrincipalsProgramImproved StudentOutcomes for TeamThe study is designed to answer the following research questions:• To what extent was ELP implemented with fidelity?• To what extent did the program improve teacher learning and effectiveness?• To what extent did the program advance student learning?• What factors contributed to smooth implementation and positive results?To answer these questions, we focused on four areas: implementation of the program, andparticipants’ skill development, evidence of strong leadership practices and admissions into ourprincipal apprenticeship program. When available, data were compared across points in time(e.g., scored assessment and survey responses at the mid-year and end-of-year points).30 | UNTAPPED
