Circumstances throughout the past year have brought
the issue of child sexual abuse out of the shadows and
into the light.
2011-2012 has been an incredibly busy and productive
year for the Philadelphia Children’s Alliance.
In response to the high profile cases that have been
so widely covered, a nationwide conversation has
emerged and the Children’s Alliance has been at the
forefront of that discussion. We welcomed the opportunity
to talk about the dynamics of child sexual abuse
on local radio and TV stations and in print through
interviews and Op Ed pieces. We have been honored
to share our experience with local, state and federal
leaders as they sought information and guidance
from us.
With a 24% increase in services provided over the
prior year, more children than ever before received
the benefit of a coordinated team response including
specialized forensic interviews, victim advocacy services
and links to medical and mental health services.
From January 1, 2012 - June 30, 2012, we served
an average of 93 children each month.
Our growth in service capacity would not have been
possible without the support of our many donors who
are recognized in this report. Our Bridge to Healing
Corporate 20 Campaign reached the halfway point
with ten corporate partners. We initiated an individual
donor campaign through the Bridge to Healing Giving
Society and had the most successful Bear Affair ever,
grossing nearly $160,000! A fabulous new partnership
with the Philadelphia SOUL and Greater Media
Radio brought unprecedented publicity during
the year.
Our move to a new, larger and state-of-the-art facility
in 2010 has not only allowed us to help many more
children, but the increased collaboration we now
model has inspired the city to pursue a facility where
all of our partners can be fully co-located. We are
excited to report that construction has started and we
are planning a move to 300 E. Hunting Park Avenue
in the spring of 2013. We will be co-located with the
entire Special Victims Unit of the Police Department,
the specialized sexual abuse units of the Department
of Human Services, and representatives from the
office of the District Attorney. There will be medical
and mental health services on-site. This is an exciting
development that will allow us to continue to increase
collaboration and services for children!

STRATEGIC DIRECTION
Imagine a safe haven, where every child affected
by the trauma of sexual abuse in Philadelphia is
able to begin the healing process; a place where
experts in the fields of social work, law enforcement,
child protective services, medicine and prosecution
collaborate to achieve justice for each child; a place
that works to ensure that justice is carried out; that
place is the Philadelphia Children’s Alliance.
MISSION STATEMENT
The Philadelphia Children’s Alliance, an independent
non-profit organization, promotes healing and
justice for child sexual abuse victims in Philadelphia
by conducting state of the art forensic interviews,
providing victim support services, and collaborating
with other agencies and leading the development of
an integrated response.
VISION STATEMENT
Every child sexual abuse victim in Philadelphia will
be referred to the Philadelphia Children’s Alliance for
justice and healing services through a coordinated
response system. PCA will offer its high quality
services in an accessible, state-of-the-art facility that
maximizes integration with collaborating agencies.
PCA will promote these practices locally and nationally.
GOALS FOR 2014
1. Work with the multidisciplinary team to ensure
a collaborative process, including a PCA forensic
interview, for all sexually abused children in
Philadelphia. 2. Ensure that all sexually abused
children in Philadelphia have timely access to
support, treatment, and healing services. 3. Provide
training, technical assistance and support to advocacy
centers, multidisciplinary team members, and other
organizations in order to promote positive outcomes for
children and families through the system. 4. Achieve
financial sustainability and enhanced organizational
visibility in order to fully implement the strategic plan.
5. Optimize overall organizational excellence.

PROGRAM HIGHLIGHTS
FY 2012
FY 2012 has been an exciting year programmatically at
PCA—a year that can best be characterized as one of
expansion both in terms of the number of children seen
and in the type of services provided. Motivated more
than ever to make our forensic interviewing and victim
support services available for every child in Philadelphia
who has alleged sexual abuse, we worked hard to
carefully identify the full universe of cases and then
devised new and innovative protocols and procedures to
ensure a collaborative response for them. We have gone
to great lengths to accommodate referrals for emergency
interviews and this is evidenced by the substantial
increase in buy in and utilization from Line Squad
officers at SVU—an increase of 142%! With a renewed
emphasis on the second half of PCA’s tagline of “justice
and healing,” we focused in on the tremendous need
for families to receive trauma-informed mental health
treatment and began to offer therapeutic services on site.
Now able to provide a continuity of care for families that
was never before possible, we are confident that our
holistic approach improves investigations and outcomes
for children and that PCA helps them not just to survive,
but to thrive.
RECORD HIGHS
Referrals to PCA for forensic interviewing and victim
support services increased 24%. • 26% more child
forensic interview processes were conducted. • 11,662
victim support services provided; an increase of 36%. •
604 children referred for mental health treatment. • 332
children receiving specialized medical examinations.
DATA COLLECTION
Improved tracking of investigative outcomes:
22% increase in DHS data. • 70% increase in Police
data. • 53% increase in DA’s Office data.
NEW MDT PROTOCOLS
Creation of new MDT Protocols Manual, “Protocols
for Collaborative Practice,” including new signed
Memorandum of Understanding. Successful National
Children’s Alliance reaccreditation site review.
Creation of protocols for forensic interviewing and
investigating allegations of child sexual abuse in the
deaf community. Training provided to American Sign
Language Interpreters on the PCA process and forensic
interviewing so that there is now a cadre of trained
interpreters that can be utilized on these cases.

Creation of PCA mental health booklet, “Healing and
Recovering Together: Moving on after child sexual
abuse.” This educational brochure is used by the Victim
Advocates to explain to caregivers the effects of child
sexual abuse, how to support their child more effectively,
and what to expect in treatment. It engages families in
the mental health process by addressing some of the
common misconceptions regarding treatment and clearly
reviewing why therapy is such a crucial piece in a
child’s recovery.

Implementation of short-term mental health treatment on site
at PCA! Working in partnership with the Penn Center for
Youth Trauma Response and Recovery at Hall Mercer,
PCA hired a part-time therapist to provide a short
term clinical intervention designed specifically for victims
of child sexual abuse. The model, Child and Family
Traumatic Stress Intervention (CFTSI), is being offered to
appropriate PCA clients, in order to increase access to
mental health services and bridge the existing wait list for
children who need more ongoing therapeutic intervention.

NORTHEAST REGIONAL CAC IMPACT
This year we were proud
to continue in our role as
the Northeast Regional
Children’s Advocacy
Center. NRCAC is charged
with improving community
response to child abuse by
assisting in the development
of multidisciplinary child abuse intervention teams,
facility-based child advocacy centers (CACs) like the
Philadelphia Children’s Alliance, state Chapters of
member CACs and teams, and offering professional
development and training to individuals representing
child protective services, law enforcement, medical,
prosecution, mental health, victim advocacy and CAC
organizations.
Over the past year we have reached thousands of
professionals with information and training on the
multi-disciplinary response to child abuse, including
training on topics such as forensic interviewing, victim
services, medical and team development. On-site

technical assistance has also been provided in all nine
northeastern states with ninety-six sessions held during
the year.
A new program this year is the Learning Collaborative
for Trauma-Focused Mental Health Treatment providers
with Southern Regional CAC and the Duke University
EPIC program. The collaborative includes fourteen
teams, seven of which are from the northeast region.
One of the hallmarks of the NRCAC project over the
past seven years has been the Leadership Exchange
and Coaching Project (LEC.) This is a leadership
development project and to date one hundred and
eight CAC directors and Chapter Directors have
participated in LEC, and the program has received
overwhelmingly positive feedback.
The NRCAC Training and Technical Assistance
Project is exciting and diverse, providing a range of
opportunities to help improve community response to
child abuse and help children and their non-offending
family members heal and progress.

Corporate 20 Partner Catalyst 360˚ made sure we
had high end entertainment at the Bear Affair 2012
by bringing Lady Gaga, Justin Beiber, and Beyonce

The Harmelin Media Bear Affair 2012 brought
together more than 450 friends and partners to enjoy
the beautiful Crystal Tea Room venue set with flowers
arranged and donated by Michael Bowell of Create a
Scene, the wonderful music generously performed and
contributed by the Slicked Up 9s, a fine feast by Finley
Catering, brews donated by Sly Fox and bid-inspiring
live and silent auctions. Live Auction co-chairs Lysa
Puma and Denise Cohen pulled together all the
ingredients for a successful live auction, including
guest auctioneers Mike Missanelli and Pete Ciarracchi
who joined beloved host Steve Highsmith on the
podium to get the party started.
Fun erupted in the first few moments when the
Philadelphia Eagles wide receivers Chad Hall and
Riley Cooper took to the stage to auction their own
DOUBLE DATE. After sealing that deal with high
bidder Betsy Scarcelli (PCA Board President), they
weren’t about to stand down, instead spontaneously
throwing in an additional “Toss the ball at Lincoln
Field” experience to raise another $1,000.
The Silent Auction provided a whole new shopping
experience with dynamic co-chairs Becky Antczak
and Maureen Finley pulling together an amazing
catalog of Luxurious Living, Dining Out, One of a Kind,
Sports and Adventure, and Trips and Travel items and
experiences. Auction Donors rose to the occasion and
raised the bar on their donations this year resulting
in lively and competitive bidding and lots of happy
winning bidders.
A heartfelt thanks to our truly amazing Bear Affair
Committee and to all of the supporters - sponsors,
auction donors, attendees and our own Board and
Staff - who they gathered and inspired to build the
most successful Bear Affair yet! Together, they raised a
record $157,000 (a 30% increase) in support of the
work of Philadelphia Children’s Alliance.

The 2011 Philadelphia Insurance Softball Leagues’ Tournament
could definitely be called a competition for good as
they played for the trophy and PCA! Pictured above is
Team ACE who won the Championship 2011. Tom Caputo,

inspires the players to new heights each year. They are
