Circumstances throughout the past year have brought<br />
the issue of child sexual abuse out of the shadows and<br />
into the light.<br />
2011-<strong>2012</strong> has been an incredibly busy and productive<br />
year for the Philadelphia Children’s Alliance.<br />
In response to the high profile cases that have been<br />
so widely covered, a nationwide conversation has<br />
emerged and the Children’s Alliance has been at the<br />
forefront of that discussion. We welcomed the opportunity<br />
to talk about the dynamics of child sexual abuse<br />
on local radio and TV stations and in print through<br />
interviews and Op Ed pieces. We have been honored<br />
to share our experience with local, state and federal<br />
leaders as they sought information and guidance<br />
from us.<br />
With a 24% increase in services provided over the<br />
prior year, more children than ever before received<br />
the benefit of a coordinated team response including<br />
specialized forensic interviews, victim advocacy services<br />
and links to medical and mental health services.<br />
From January 1, <strong>2012</strong> - June 30, <strong>2012</strong>, we served<br />
an average of 93 children each month.<br />
Our growth in service capacity would not have been<br />
possible without the support of our many donors who<br />
are recognized in this report. Our Bridge to Healing<br />
Corporate 20 Campaign reached the halfway point<br />
with ten corporate partners. We initiated an individual<br />
donor campaign through the Bridge to Healing Giving<br />
Society and had the most successful Bear Affair ever,<br />
grossing nearly $160,000! A fabulous new partnership<br />
with the Philadelphia SOUL and Greater Media<br />
Radio brought unprecedented publicity during<br />
the year.<br />
Our move to a new, larger and state-of-the-art facility<br />
in 2010 has not only allowed us to help many more<br />
children, but the increased collaboration we now<br />
model has inspired the city to pursue a facility where<br />
all of our partners can be fully co-located. We are<br />
excited to report that construction has started and we<br />
are planning a move to 300 E. Hunting Park Avenue<br />
in the spring of <strong>2013</strong>. We will be co-located with the<br />
entire Special Victims Unit of the Police Department,<br />
the specialized sexual abuse units of the Department<br />
of Human Services, and representatives from the<br />
office of the District Attorney. There will be medical<br />
and mental health services on-site. This is an exciting<br />
development that will allow us to continue to increase<br />
collaboration and services for children!<br />

STRATEGIC DIRECTION<br />
Imagine a safe haven, where every child affected<br />
by the trauma of sexual abuse in Philadelphia is<br />
able to begin the healing process; a place where<br />
experts in the fields of social work, law enforcement,<br />
child protective services, medicine and prosecution<br />
collaborate to achieve justice for each child; a place<br />
that works to ensure that justice is carried out; that<br />
place is the Philadelphia Children’s Alliance.<br />
MISSION STATEMENT<br />
The Philadelphia Children’s Alliance, an independent<br />
non-profit organization, promotes healing and<br />
justice for child sexual abuse victims in Philadelphia<br />
by conducting state of the art forensic interviews,<br />
providing victim support services, and collaborating<br />
with other agencies and leading the development of<br />
an integrated response.<br />
VISION STATEMENT<br />
Every child sexual abuse victim in Philadelphia will<br />
be referred to the Philadelphia Children’s Alliance for<br />
justice and healing services through a coordinated<br />
response system. PCA will offer its high quality<br />
services in an accessible, state-of-the-art facility that<br />
maximizes integration with collaborating agencies.<br />
PCA will promote these practices locally and nationally.<br />
GOALS FOR 2014<br />
1. Work with the multidisciplinary team to ensure<br />
a collaborative process, including a PCA forensic<br />
interview, for all sexually abused children in<br />
Philadelphia. 2. Ensure that all sexually abused<br />
children in Philadelphia have timely access to<br />
support, treatment, and healing services. 3. Provide<br />
training, technical assistance and support to advocacy<br />
centers, multidisciplinary team members, and other<br />
organizations in order to promote positive outcomes for<br />
children and families through the system. 4. Achieve<br />
financial sustainability and enhanced organizational<br />
visibility in order to fully implement the strategic plan.<br />
5. Optimize overall organizational excellence.<br />

PROGRAM HIGHLIGHTS<br />
FY <strong>2012</strong><br />
FY <strong>2012</strong> has been an exciting year programmatically at<br />
PCA—a year that can best be characterized as one of<br />
expansion both in terms of the number of children seen<br />
and in the type of services provided. Motivated more<br />
than ever to make our forensic interviewing and victim<br />
support services available for every child in Philadelphia<br />
who has alleged sexual abuse, we worked hard to<br />
carefully identify the full universe of cases and then<br />
devised new and innovative protocols and procedures to<br />
ensure a collaborative response for them. We have gone<br />
to great lengths to accommodate referrals for emergency<br />
interviews and this is evidenced by the substantial<br />
increase in buy in and utilization from Line Squad<br />
officers at SVU—an increase of 142%! With a renewed<br />
emphasis on the second half of PCA’s tagline of “justice<br />
and healing,” we focused in on the tremendous need<br />
for families to receive trauma-informed mental health<br />
treatment and began to offer therapeutic services on site.<br />
Now able to provide a continuity of care for families that<br />
was never before possible, we are confident that our<br />
holistic approach improves investigations and outcomes<br />
for children and that PCA helps them not just to survive,<br />
but to thrive.<br />
RECORD HIGHS<br />
Referrals to PCA for forensic interviewing and victim<br />
support services increased 24%. • 26% more child<br />
forensic interview processes were conducted. • 11,662<br />
victim support services provided; an increase of 36%. •<br />
604 children referred for mental health treatment. • 332<br />
children receiving specialized medical examinations.<br />
DATA COLLECTION<br />
Improved tracking of investigative outcomes:<br />
22% increase in DHS data. • 70% increase in Police<br />
data. • 53% increase in DA’s Office data.<br />
NEW MDT PROTOCOLS<br />
Creation of new MDT Protocols Manual, “Protocols<br />
for Collaborative Practice,” including new signed<br />
Memorandum of Understanding. Successful National<br />
Children’s Alliance reaccreditation site review.<br />
Creation of protocols for forensic interviewing and<br />
investigating allegations of child sexual abuse in the<br />
deaf community. Training provided to American Sign<br />
Language Interpreters on the PCA process and forensic<br />
interviewing so that there is now a cadre of trained<br />
interpreters that can be utilized on these cases.<br />

Creation of PCA mental health booklet, “Healing and<br />
Recovering Together: Moving on after child sexual<br />
abuse.” This educational brochure is used by the Victim<br />
Advocates to explain to caregivers the effects of child<br />
sexual abuse, how to support their child more effectively,<br />
and what to expect in treatment. It engages families in<br />
the mental health process by addressing some of the<br />
common misconceptions regarding treatment and clearly<br />
reviewing why therapy is such a crucial piece in a<br />
child’s recovery.<br />

How to Support My Child<br />
Implementation of short-term mental health treatment on site<br />
at PCA! Working in partnership with the Penn Center for<br />
Youth Trauma Response and Recovery at Hall Mercer,<br />
PCA hired a part-time therapist to provide a short<br />
term clinical intervention designed specifically for victims<br />
of child sexual abuse. The model, Child and Family<br />
Traumatic Stress Intervention (CFTSI), is being offered to<br />
appropriate PCA clients, in order to increase access to<br />
mental health services and bridge the existing wait list for<br />
children who need more ongoing therapeutic intervention.<br />

to continue in our role as<br />
the Northeast Regional<br />
Children’s Advocacy<br />
Center. NRCAC is charged<br />
with improving community<br />
response to child abuse by<br />
assisting in the development<br />
of multidisciplinary child abuse intervention teams,<br />
facility-based child advocacy centers (CACs) like the<br />
Philadelphia Children’s Alliance, state Chapters of<br />
member CACs and teams, and offering professional<br />
development and training to individuals representing<br />
child protective services, law enforcement, medical,<br />
prosecution, mental health, victim advocacy and CAC<br />
organizations.<br />
Over the past year we have reached thousands of<br />
professionals with information and training on the<br />
multi-disciplinary response to child abuse, including<br />
training on topics such as forensic interviewing, victim<br />
services, medical and team development. On-site<br />

technical assistance has also been provided in all nine<br />
northeastern states with ninety-six sessions held during<br />
the year.<br />
A new program this year is the Learning Collaborative<br />
for Trauma-Focused Mental Health Treatment providers<br />
with Southern Regional CAC and the Duke University<br />
EPIC program. The collaborative includes fourteen<br />
teams, seven of which are from the northeast region.<br />
One of the hallmarks of the NRCAC project over the<br />
past seven years has been the Leadership Exchange<br />
and Coaching Project (LEC.) This is a leadership<br />
development project and to date one hundred and<br />
eight CAC directors and Chapter Directors have<br />
participated in LEC, and the program has received<br />
overwhelmingly positive feedback.<br />
The NRCAC Training and Technical Assistance<br />
Project is exciting and diverse, providing a range of<br />
opportunities to help improve community response to<br />
child abuse and help children and their non-offending<br />
family members heal and progress.<br />

The Harmelin Media Bear Affair <strong>2012</strong> brought<br />
together more than 450 friends and partners to enjoy<br />
the beautiful Crystal Tea Room venue set with flowers<br />
arranged and donated by Michael Bowell of Create a<br />
Scene, the wonderful music generously performed and<br />
contributed by the Slicked Up 9s, a fine feast by Finley<br />
Catering, brews donated by Sly Fox and bid-inspiring<br />
live and silent auctions. Live Auction co-chairs Lysa<br />
Puma and Denise Cohen pulled together all the<br />
ingredients for a successful live auction, including<br />
guest auctioneers Mike Missanelli and Pete Ciarracchi<br />
who joined beloved host Steve Highsmith on the<br />
podium to get the party started.<br />
Fun erupted in the first few moments when the<br />
Philadelphia Eagles wide receivers Chad Hall and<br />
Riley Cooper took to the stage to auction their own<br />
DOUBLE DATE. After sealing that deal with high<br />
bidder Betsy Scarcelli (PCA Board President), they<br />
weren’t about to stand down, instead spontaneously<br />
throwing in an additional “Toss the ball at Lincoln<br />
Field” experience to raise another $1,000.<br />
The Silent Auction provided a whole new shopping<br />
experience with dynamic co-chairs Becky Antczak<br />
and Maureen Finley pulling together an amazing<br />
catalog of Luxurious Living, Dining Out, One of a Kind,<br />
Sports and Adventure, and Trips and Travel items and<br />
experiences. Auction Donors rose to the occasion and<br />
raised the bar on their donations this year resulting<br />
in lively and competitive bidding and lots of happy<br />
winning bidders.<br />
A heartfelt thanks to our truly amazing Bear Affair<br />
Committee and to all of the supporters - sponsors,<br />
auction donors, attendees and our own Board and<br />
Staff - who they gathered and inspired to build the<br />
most successful Bear Affair yet! Together, they raised a<br />
record $157,000 (a 30% increase) in support of the<br />
work of Philadelphia Children’s Alliance.

The 2011 Philadelphia Insurance Softball Leagues’ Tournament<br />
could definitely be called a competition for good as<br />
they played for the trophy and PCA! Pictured above is<br />
Team ACE who won the Championship 2011. Tom Caputo,<br />

Goldstein, is the organizer for the annual tournament and<br />
inspires the players to new heights each year. They are<br />
