<strong>“Investment</strong> <strong>Opportunities</strong> <strong>in</strong> Liberia’s <strong>Natural</strong> <strong>Resources</strong> <strong>Sectors</strong>”Remarks byHer Excellency President Ellen Johnson SirleafAt the First Liberia International M<strong>in</strong><strong>in</strong>g, Energy, and Petroleum ConferenceMonrovia, LiberiaApril 11, 2011M<strong>in</strong>ister Roosevelt Jayjay;Company Executives and Representatives;Members of the Legislature, the Cab<strong>in</strong>et and Other Officials of Government;The Doyen and Members of the Diplomatic Corps;Members of Civil Society Organizations;Ladies and Gentlemen:We welcome you to this First Liberia International M<strong>in</strong><strong>in</strong>g, Energy, and PetroleumConference and Exhibition which provides an opportunity to highlight <strong>in</strong>vestmentopportunities <strong>in</strong> three key sectors of our economy, and to <strong>in</strong>troduce potential foreign<strong>in</strong>vestors and partners to our favorable <strong>in</strong>vestment climate.We applaud Africa and Middle East Trade Limited which has partnered with our M<strong>in</strong>istryof Lands, M<strong>in</strong>es and Energy <strong>in</strong> successfully organiz<strong>in</strong>g this event and we see thisconference as the beg<strong>in</strong>n<strong>in</strong>g of enhanced future collaboration between our Governmentand organizations similar to AME Trade.Dear ParticipantsAlthough a small country, Liberia is endowed with diversified natural resources -- ironore, gold, diamond, forests, to name a few. Studies show potential for otherexploitable m<strong>in</strong>erals such as barite, kyanite, phosphate, uranium and bauxite. Recentdiscoveries along the West Africa coast, particularly <strong>in</strong> Ghana and Sierra Leone, suggestthat our offshore is highly prospective <strong>in</strong> oil and gas. In addition, our high annual


a<strong>in</strong>fall and our many navigable rivers and waterways provide substantial potential forhydroelectric development. Indeed, we are what the International monetary Fundrefers to as a “resource rich” country.Notwithstand<strong>in</strong>g this vast reservoir of natural resources and our energy potential,Liberia rema<strong>in</strong>s largely unexplored, and the benefits of exploited resources delayed dueto poor plann<strong>in</strong>g, a protracted and devastat<strong>in</strong>g civil conflict, a weak legal and regulatoryframework, and underdeveloped <strong>in</strong>frastructure.We recognize these challenges and are determ<strong>in</strong>ed to overcome them. S<strong>in</strong>ce com<strong>in</strong>g<strong>in</strong>to office, we have worked, <strong>in</strong> concert with domestic and <strong>in</strong>ternational partners,to transform our regulatory and <strong>in</strong>vestment framework <strong>in</strong> order to create a moreattractive environment for <strong>in</strong>vestment. The US$16 Billion <strong>in</strong> Direct Foreign Investmentwhich we attracted over the past five years tells us that we are on the right track.Our vision for a “New Liberia” is thus characterized by a rich and diverse naturalresource base and strong reform <strong>in</strong>itiatives to ensure a fair return on <strong>in</strong>vestments andsecurity of tenure, while simultaneously provid<strong>in</strong>g broad-based susta<strong>in</strong>able growth andsocial-economic development for our country and people – <strong>in</strong> other words, a w<strong>in</strong>-w<strong>in</strong>partnership for <strong>in</strong>vestors and for Liberia.We are pleased to recognize as partners, some represented <strong>in</strong> this hall:• ArcelorMittal and Ch<strong>in</strong>a Union – two companies that are reactivat<strong>in</strong>g previouslym<strong>in</strong>ed areas;• BHP Billiton, Putu Iron Ore M<strong>in</strong><strong>in</strong>g, and Vale which are conduct<strong>in</strong>greconnaissance or start<strong>in</strong>g new m<strong>in</strong><strong>in</strong>g and m<strong>in</strong><strong>in</strong>g transport operations;• AmLib United M<strong>in</strong>erals, which has <strong>in</strong>dicated good prospects for gold m<strong>in</strong><strong>in</strong>g;Other partnerships are <strong>in</strong> the mak<strong>in</strong>g for additional m<strong>in</strong><strong>in</strong>g operations <strong>in</strong>clud<strong>in</strong>gdiamonds whose prospects are favorable, with encourag<strong>in</strong>g results from the high levelof artisanal m<strong>in</strong><strong>in</strong>g activities.With good potential <strong>in</strong> the area of hydrocarbon, the National Oil Company of Liberia(NOCAL) is redef<strong>in</strong><strong>in</strong>g itself and mobiliz<strong>in</strong>g partnerships and resources for the orderly,rational and optimal development of our nation’s petroleum resources.


In this regard, we have made it clear, with the fullest of commitment, that before weexport one drop of oil, we will have the policies <strong>in</strong> place that dictate how oil wealth willbe used for development, stability and poverty reduction. We believe that properlymanaged resources from oil wealth can be <strong>in</strong>vested to transform our nation throughprivate sector <strong>in</strong>vestment which <strong>in</strong>cludes strategies that offer Liberians legitimateopportunities for wealth creation.We will also cont<strong>in</strong>ue to seek strong technical and f<strong>in</strong>ancial partnerships but with ageopolitical balance to m<strong>in</strong>imize our political and economic exposure.Moreover, we <strong>in</strong>tend to promote regional cooperation <strong>in</strong> this sector, and are work<strong>in</strong>gcollaboratively with neighbor<strong>in</strong>g Sierra Leone, through support from the Norwegian Oilfor Development Program, to build cost-effective capacity, leverage allied servicesand work on delimitation of our maritime boundary.We recognize that the production of energy and its related services are essential foraccelerat<strong>in</strong>g Liberia’s reconstruction and economic revitalization. We further recognizethat our development agenda has been constra<strong>in</strong>ed because of limited <strong>in</strong>stalled capacityfor electrical power generation.For us, hydropower is the strategic means for achiev<strong>in</strong>g our long-term energy security.It is a cost-effective source of energy, capable of meet<strong>in</strong>g the needs of the country, aswell as the heavy demand for m<strong>in</strong><strong>in</strong>g and petroleum operations. Our Government isthus open to private sector arrangements or public-private partnerships to develop ourhydropower potential.Dist<strong>in</strong>guished Participants:The opportunities I have outl<strong>in</strong>ed for <strong>in</strong>vestments <strong>in</strong> the m<strong>in</strong><strong>in</strong>g, energy and petroleumsectors are vast, but serious challenges exist. Production and exploration <strong>in</strong> thesesectors require considerable capital <strong>in</strong>vestments <strong>in</strong> <strong>in</strong>frastructure – roads, rails andenergy. We cont<strong>in</strong>ue to explore the means whereby <strong>in</strong>vestment can be mobilized fordevelopment of the facilities.We know that our m<strong>in</strong>eral resources are f<strong>in</strong>ite – neither replaceable nor renewable. Wehave, for that reason, encouraged partnerships and <strong>in</strong>vestments that maximize socioeconomicand development benefits to our country and people. To this end weestablished Social Development Fund programs <strong>in</strong> those regions where m<strong>in</strong><strong>in</strong>g andother activities are occurr<strong>in</strong>g, and I am pleased to note that all of our concessionairesare actively <strong>in</strong>volved, mak<strong>in</strong>g significant f<strong>in</strong>ancial and technical contributions to the


development of <strong>in</strong>frastructure and capacity <strong>in</strong> the country particularly <strong>in</strong> thecommunities <strong>in</strong> which they operate.Many of our concessionaires also share our vision of local community empowermentand development, and, a year ago, established the Corporate Responsibility Forumthrough which they address community concerns and work to improve the lives of localpeople. We appreciate them and their spirit of corporate responsibility and citizenship.I hope that the high-level attendance and participation at this conference signals arenewed and grow<strong>in</strong>g <strong>in</strong>terest <strong>in</strong> the rapid development of Liberia’s m<strong>in</strong>eral, energy andpetroleum resources. We also hope that when you leave here, you will spread the wordabout our potential <strong>in</strong> these sectors, and that you will help tell the world that Liberia isfully back, and ready for bus<strong>in</strong>ess.In clos<strong>in</strong>g, let me aga<strong>in</strong> congratulate the conference organizers, and wish you success<strong>in</strong> your deliberations.I thank you!
