MSME-DI, Rayagada<strong>2.</strong> <strong>Steps</strong> <strong>to</strong> <strong>start</strong> a New Enterprise and assistance rendered:The main steps involved in setting up a Micro, Small & Medium Enterprise are given below:-(a) Identification of the product: MSME Development Institute assists the prospectiveentrepreneurs <strong>to</strong> choose their item of production through one <strong>to</strong> one interaction with theentrepreneur, ind<strong>us</strong>trial motivational campaign and other EntrepreneurshipDevelopment Training Programmes.(b) Project Selection including identification of Location: MSME Development Instituteis equipped with officers from different trades like Mechanical, Metallurgy, Electrical& Electronics, Chemical, Glass & Ceramics, Food, Textile, Leather & Footwear,Ind<strong>us</strong>trial Management & Training and Economic Investigation who provideconsultancy in identification of products, preparation of project profiles.(c) Selection of Technology and Machinery: The technical officer of MSMEDevelopment Institute provides specific information on source and availability of latesttechnology and machinery for production.(d) Arranging Finance: This Institute forwards the application of its trainees <strong>to</strong> differentbanks for availing financial assistance for setting up of their enterprise. Besides, theviable project of any entrepreneur is forwarded <strong>to</strong> the bank for availing financialassistance through Credit Guarantee Fund Tr<strong>us</strong>t for Micro & Small Enterprise Schemewithout any collateral security.(e) Unit Development: This Institute provides expert techno-managerial and economicconsultancy in specific areas for unit development.(f) Filing of Entrepreneurs Memorandum(EM): The prospective entrepreneur can gethis proposed unit registered under EM-I through concerned District Ind<strong>us</strong>tries Centre.(g) Approvals/Clearances: The entrepreneur is <strong>to</strong> get clearances from different agencieslike State Pollution Control Board, Fac<strong>to</strong>ries and Boilers,District Ind<strong>us</strong>tries Centre andDistrict Employment Office etc. before launching his enterprise formally.(h) Quality Certification: MSME Development Institute also provides consultancy foracquiring different quality standards and its reimbursement procedure as per theguidelines of DC(MSME).


3. Assistance/Consultancy rendered <strong>to</strong> Existing <strong>Enterprises</strong>: Diversification of product and Technology <strong>Up</strong> gradation- This Institute providesguidance <strong>to</strong> the entrepreneurs for diversification of the product catering <strong>to</strong> the marketdemand and upgrade their present technology <strong>to</strong> the state of art technology. The CLCSSscheme aims at facilitating Technology <strong>Up</strong>gradation of Micro and Small <strong>Enterprises</strong> byproviding 15% capital subsidy (12% prior <strong>to</strong> 2005) on institutional finance availed by themfor induction of well established and improved technology in approved subsec<strong>to</strong>rs/products.The admissible capital subsidy under the revised scheme is calculatedwith reference <strong>to</strong> purchase price of Plant and Machinery. Product development and Quality improvement- This Institute provides consultancy andguidance on better quality of the products for which there is provision of reimbursement of 75%limited <strong>to</strong> Rs.75,000/- whichever is lower for acquiring ISO-9000/14001/HACCP. Also there isa provision for reimbursement of 75% limited <strong>to</strong> Rs.1,00,000/- whichever is lower for acquiringISO-18000/22000/27000 Certification. Also MSME manufacturing units will be providedsubsidy <strong>to</strong> the extent of 75% of the actual expenditure, <strong>to</strong>wards licensing of product <strong>to</strong>National/International Standards. The maximum GOI assistance allowed per MSME is Rs.<strong>1.</strong>5lakh for obtaining product licensing / Marking <strong>to</strong> National Standards and Rs. <strong>2.</strong>0 lakh (AverageRs. <strong>1.</strong>50 lakh) for obtaining product licensing /Marking <strong>to</strong> International standards. Marketing Development Assistance (MSME- MDA): - The scheme offers funding up<strong>to</strong> 75%in respect of <strong>to</strong> and fro air fare for participation by MSME Entrepreneurs in overseas fairs/tradedelegations. The scheme also provide for funding for producing publicity material (up<strong>to</strong> 25% ofcosts) Sec<strong>to</strong>r specific studies (up<strong>to</strong> Rs. 2 lakhs) and for contesting anti-dumping cases (50%up<strong>to</strong> Rs. 1 lakh). Vendor Development Programme (VDP) for Ancillarization: VDPs are being organized byMSME Development Institutes <strong>to</strong> provide common platform <strong>to</strong> PSUs/Large Scale <strong>Enterprises</strong>both in public and private sec<strong>to</strong>r as buyers and MSME units as sellers in order <strong>to</strong> provideappropriate market linkages and <strong>to</strong> facilitate a b<strong>us</strong>iness tie-up between them for mutual benefit. Training Programme on Packaging for Exports: The objective of this scheme is <strong>to</strong>educate the MSEs entrepreneurs about the scientific packaging techniques, latest design ofpackaging technology and improve their packaging standards and <strong>to</strong> highlight the importance ofpackaging in marketing. Awareness/Sensitization Programmes: This Institute organizes Awareness/Sensitizationprogram on National Manufacturing Competitiveness Programme (NMCP), Cl<strong>us</strong>terDevelopment, Packaging for Exports, Product certification, WTO and IPR, ISO-9000/TQM,CGTMSE, CLCSS and other need based programme for the benefits of MSMEs in the State.4. Preparation of Reports/Direc<strong>to</strong>ries/Project Profiles:Besides this Institute also prepares different reports as per the annual action plan received from theO/o DC(MSME),New Delhi and also as per the demand of the entrepreneurs of the State.<strong>1.</strong> Preparation of State Profile:


This Institute prepares one State Profile every alternative year as per guidelines of O/o.DC(MSME), New Delhi. This covers vario<strong>us</strong> aspects like availability of natural resources, rawmaterials, human resources, role of promotional agencies and financial institutions, technicalservices provided for setting up of the enterprises, concessions/incentives available for the MSMEsec<strong>to</strong>r by the Government of India as well as the State Government and also the scope for setting upof new ind<strong>us</strong>tries basing upon the availability of resources and demand.<strong>2.</strong> District Ind<strong>us</strong>trial Potentiality Survey Report:This Institute conducts Ind<strong>us</strong>trial Potentiality Survey of 20% of <strong>to</strong>tal district every year asper the guidelines of DC(MSME), New Delhi and prepares the report with the foc<strong>us</strong> on physicaland geographical features, availability of natural and human resources, present infrastructuralposition and ind<strong>us</strong>trial scenario with identification of prospective ind<strong>us</strong>tries and thr<strong>us</strong>t areas whichcan be promoted in the district.3. Preparation of Annual Report of this Institute: The Annual Report of this Institute which ispublished once in a year is the mirror of the activities undertaken by this Institute. The Reportreflects comprehensively the activities carried out by this Institute.4. Preparation of Specialized Reports/Stat<strong>us</strong> report/Direc<strong>to</strong>ry:This Institute conducts Studies and prepares special reports as and when assigned by O/o.DC (MSME), New Delhi or demanded by any promotional organization. Recently, this Institutehas prepared a Specialized Report on Stat<strong>us</strong> of Un-organized Sec<strong>to</strong>r in the state of Orissa withspecial emphasis on Silver Filigree Ind<strong>us</strong>try at Cuttack. Also Stat<strong>us</strong> reports and Direc<strong>to</strong>ry ondifferent products group is prepared.7. Preparation of Project Profile and Detailed Project Report:Technical Officers of this Institute prepares the DPR & project profiles for the benefit and<strong>us</strong>e of prospective and existing entrepreneurs of the state. This Institute has also been preparing andsupplying project profiles <strong>to</strong> the entrepreneurs who are applying for financial assistance underPMEGP every year.8. Other Activities and <strong>Services</strong>: The other activities and services rendered by this Instituteincludes NSIC Inspection & Joint Capacity Assessment. This Institute acts as convenor for Sub-SLIIC Body for forwarding of eligible cases <strong>to</strong> the SLIIC for approval and revival of the potentialEnterprise.5. Other Schemes of Development Commissioner (MSME): Office of the DevelopmentCommissioner operates a number of schemes for the MSME sec<strong>to</strong>r for providing assistance<strong>to</strong> both prospective and existing entrepreneurs. At a glance these are:-<strong>1.</strong> National Manufacturing Competitiveness Programme (NMCP) Schemes Under XI Plan -The Government of India has announced formulation of National Competitiveness Programmein 2005 with an objective <strong>to</strong> support the Small and Medium <strong>Enterprises</strong> (SMEs) in theirendeavor <strong>to</strong> become competitive and adj<strong>us</strong>t the competitive pressure ca<strong>us</strong>ed by liberalizationand moderation of tariff rates. There are 10 components of this NMCP Schemes as follows:i) Promotion of Information and Communication Technology(ICT) in MSME Sec<strong>to</strong>r:The objective of the scheme is <strong>to</strong> carry out diagnostic mapping of potential cl<strong>us</strong>ters and


motivate them <strong>to</strong> adopt the ICT Tools and applications for their production andb<strong>us</strong>iness process with a view <strong>to</strong> improve their competitiveness in national andinternational marketii) Lean Manufacturing Competitiveness Scheme(LMCS): The objective of this scheme is<strong>to</strong> increase the competitiveness of the MSME sec<strong>to</strong>r though the adoption of LMtechniques with the objective of reducing waste, increasing productivity, introducinginnovative practices for improving overall competitiveness, inculcating goodmanagement system and imbibing a culture of continuo<strong>us</strong> improvement.iii) Design Clinic Scheme for MSMEs: The main objective of the Design Clinic is <strong>to</strong> bring theMSME Sec<strong>to</strong>r and design expertise in<strong>to</strong> a common platform, <strong>to</strong> provide expert adviceand solutions on real time design problems resulting in continuo<strong>us</strong> improvement andvalue addition for existing products.iv) Marketing Assistance & Technology <strong>Up</strong>gradation Scheme for MSMEs: Thisprogramme aims at improving the marketing competitiveness of MSME sec<strong>to</strong>r in the Domesticas well as international market by improving their techniques and technologies, promotion ofexperts and <strong>to</strong> provide a check on imports also.v) Enabling manufacturing sec<strong>to</strong>r <strong>to</strong> be competitive through Quality ManagementStandards (QMS) and Quality Technology Tools(QTT): The objective of the scheme is <strong>to</strong>sensitize and encourage MSEs <strong>to</strong> adopt latest QMS and QTT and <strong>to</strong> keep a watch on sec<strong>to</strong>raldevelopment by undertaking the activities.vi) Technology and Quality <strong>Up</strong>gradation support <strong>to</strong> Micro, Small and Medium<strong>Enterprises</strong>(TEQUP): The objective of this scheme is <strong>to</strong> sensitize the manufacturing MSMEsec<strong>to</strong>r in India <strong>to</strong> the <strong>us</strong>e of energy efficient technologies and manufacturing processes so as <strong>to</strong>reduce cost of production and the emissions of Green Ho<strong>us</strong>e Gases(GHGs). The secondobjective is <strong>to</strong> improve the product quality of MSMEs and <strong>to</strong> encourage them <strong>to</strong>wardsbecoming globally competitive through certification of products <strong>to</strong> national and internationalstandards.vii) Marketing Support/Assistance <strong>to</strong> MSMEs (Bar Code): The basic objective of grantingfinancial assistance <strong>to</strong> the MSEs is <strong>to</strong> enhance their marketing competitiveness by motivatingand encouraging them for <strong>us</strong>e of Bar Codes. Units acquiring Bar Code prefix number from GS1India are eligible for reimbursement of 75% of one time registration charges and 75% ofAnnual recurring fees for 3 years from MSME-DI,Cuttack.viii) <strong>Set</strong>ting up of Mini Tool Room under Public Private Partnership Mode(PPP): TheMinistry of MSME, government of India is implementing the scheme <strong>to</strong> develop more <strong>to</strong>olroom facilities i.e. technological support <strong>to</strong> MSMEs by creating capacities in the private sec<strong>to</strong>rfor designing and manufacturing quality <strong>to</strong>ols and also <strong>to</strong> provide training facilities in therelated areas.ix) Building Awareness on Intellectual Property Rights (IPRs): The objective of thisscheme is <strong>to</strong> enhance the awareness of MSMEs about Intellectual Property Rights(IPRs) <strong>to</strong> takemeasure for protecting their ideas and b<strong>us</strong>iness strategies. Effective utilization of IPR <strong>to</strong>ols likepatents,trade marks,copy rights,GI etc by MSMEs would also assist them in technologyupgradation and enhancing competitiveness.


x) Support for Entrepreneurial and Managerial Development of SMEs throughIncuba<strong>to</strong>rs: The main objective of this scheme is <strong>to</strong> assist incubation of innovative b<strong>us</strong>inessideas that could be commercialized in a short period of time resulting in the formation ofMSMEs that have distinctive presence in the market. The scheme is implemented in a PPPmode.<strong>2.</strong>Scheme of National Award - The Ministry of Micro, Small & Medium <strong>Enterprises</strong> (MSMEs),Government of India with a view <strong>to</strong> recognize the efforts and contribution of MSMEs confersAwards annually <strong>to</strong> selected entrepreneurs and enterprises under the Scheme of NationalAward. The awards are given for vario<strong>us</strong> categories such as Research and DevelopmentEfforts, Entrepreneurship & Quality Products. The first, second and third National Award carrya cash prize of Rs.1,00,000/-, Rs.75,000/- and Rs.50,000/- respectively, a certificate and atrophy.3. Micro & Small <strong>Enterprises</strong> Cl<strong>us</strong>ter Development Programme (MSE-CDP) - DC(MSME)launched MSE-CDP for holistic development of selected MSEs cl<strong>us</strong>ters through value chainand supply chain management on co-operative basis. This aims at holistic and integrateddevelopment of MSEs through Soft Interventions, Hard Interventions and Infrastructure<strong>Up</strong>gradation.4. Scheme for Capacity Building - Scheme for capacity building, strengthening of database andadvocacy by ind<strong>us</strong>try/ enterprise associations, as envisaged in the promotional package forMicro and Small <strong>Enterprises</strong> (MSEs).5. Credit Guarantee Fund Tr<strong>us</strong>t for Micro & Small <strong>Enterprises</strong>(CGTMSE): The objectiveof this scheme is <strong>to</strong> ensure better flow of credit <strong>to</strong> micro and small enterprises by minimizingthe risk perception of financial institutions and banks in lending without collateral security. Thescheme covers collateral free credit facility (Both Term loan and Working Capital) extended byeligible lending institution <strong>to</strong> the new and existing MSEs up<strong>to</strong> Rs.100 lakhs for borrowing units.6.Tread Related Enterpreneurship Assistance and Development Scheme forWomen(TREAD): The Ministry of MSME has launched the scheme of TREAD for economicempowerment of women specially illiterate and semiliterate women of rural and urban areas forthe development of their entrepreneurial skill in non-farm activities.7. Scheme <strong>to</strong> Support 5 Selected University/Colleges <strong>to</strong> Run 1200 EntrepreneurshipClubs per Annum – The scheme aims <strong>to</strong> develop linkages of the entrepreneurs with theknowledge institutions while MSME -Development Institute acts as facilita<strong>to</strong>r. It providessupport <strong>to</strong> form Entrepreneurship Clubs at selected Universities throughout India so that a kindof communication between Universities, Entrepreneurs, Development Institutes, and studentscan be established by providing financial help in formation and maintenance of E-Clubs atUniversities.8. Rajiv Gandhi Udyami Mitra Yojana (RGUMY)- The objective of this scheme is <strong>to</strong> providehand-holding support and assistance <strong>to</strong> the potential first generation entrepreneurs through theselected lead agencies i.e. Udyami Mitras in the establishment and management of the newenterprise, completion of vario<strong>us</strong> formalities required for setting up and running up of theenterprise and in dealing with vario<strong>us</strong> procedural and legal hurdles.9. Vertical Shaft Brick Kiln(VSBK) Technology for adoption and promotion in BrickManufacturing Units: The adoption of the VSBK technology can lead <strong>to</strong> substantial reduction


in cost by energy conservation. It would also lead <strong>to</strong> reduction of Green Ho<strong>us</strong>e Gas Emissions.This office has established a Demonstration Centre under PPP mode at M/s.Swapneswar BricksInd<strong>us</strong>try ,Sundargram, Cuttack for showcasing the Technology and <strong>to</strong> impart training <strong>to</strong> theWorkmen for promotion of VSBK Technology. This office has also established a Brick Testingcentre at MSME-DI Workshop at Khapuria, Cuttack <strong>to</strong> provide facilitation for soil testing andbrick testing for the existing brick units in the state.These Schemes and programmes are ill<strong>us</strong>trative and for details please log on <strong>to</strong> the websites.6.
