The sem<strong>in</strong>arwill be held October 1-3, 2013, at the National Advocacy Center <strong>in</strong> Columbia, South Carol<strong>in</strong>a.Travel <strong>and</strong> lodg<strong>in</strong>g accommodations will be provided by the Office of Legal Education.The Bureau of <strong>Indian</strong> Affairs (BIA), Office of Justice Services (OJS) issues Special <strong>Law</strong>Enforcement Commissions (SLECs) to tribal, federal, state, <strong>and</strong> local full-time certified lawenforcement officers who will serve without compensation from the Federal government. Thisprocess allows BIA to obta<strong>in</strong> active assistance <strong>in</strong> the enforcement of federal crim<strong>in</strong>al statutes <strong>and</strong>federal hunt<strong>in</strong>g <strong>and</strong> fish<strong>in</strong>g regulations <strong>in</strong> <strong>Indian</strong> country. One of the criteria for receiv<strong>in</strong>g aSLEC (BIA Criteria) is attendance at the <strong>Crim<strong>in</strong>al</strong> <strong>Jurisdiction</strong> <strong>in</strong> <strong>Indian</strong> <strong>Country</strong> (CJIC) course<strong>and</strong> passage of an exam at the end of the class with a score of 70% or higher. While the SLEC isstill issued by BIA, passage of the <strong>Tribal</strong> <strong>Law</strong> <strong>and</strong> Order Act (TLOA) of 2010 shifted primaryresponsibility for delivery of CJIC tra<strong>in</strong><strong>in</strong>g to the Department of Justice.


The October 1-3, 2013, <strong>Crim<strong>in</strong>al</strong> <strong>Jurisdiction</strong> <strong>in</strong> <strong>Indian</strong> <strong>Country</strong> offer<strong>in</strong>g at the NationalAdvocacy Center is the DOJ/BIA approved course that is frequently taught by USAO personnelat the District level. This class is for law enforcement officers who fulfill all other BIA m<strong>in</strong>imumrequirements to receive a SLEC, <strong>and</strong> USAO personnel who have responsibility under the TLOAto teach the CJIC class but may not have experience with the class format <strong>and</strong> materials.Tra<strong>in</strong><strong>in</strong>g Officers/SACs/SSRAs are <strong>in</strong>vited to nom<strong>in</strong>ate <strong>in</strong>dividuals from their Division orDepartment who would benefit from this tra<strong>in</strong><strong>in</strong>g opportunity.
