This is because prosecutionsagainst their directors or investigations were so pervasive that they were either forced to shut down or faded out of existence.2“<strong>Terror</strong>ism” as used herein includes the four primary terrorism statutes: 18 U.S.C. 2332 (<strong>Terror</strong>ism), 18 U.S.C. 2339A (Material Support to<strong><strong>Terror</strong>ist</strong>s), 18 U.S.C. 2339B (Material Support to a Foreign <strong><strong>Terror</strong>ist</strong> Organization), and 50 U.S.C. 1705 (Financial Support to a Foreign<strong><strong>Terror</strong>ist</strong> Organization).3<strong>Trial</strong>s are counted per defendant. A trial with three co-defendants, for example, counts as three trials. If the same person is tried in twoseparate proceedings under two separate indictments, the trials are counted separately.4Defendants convicted on terror charges may also have been convicted on other charges.5Three people were acquitted of all federal terrorism charges but convicted of other crimes.
