Priorities for Youth
Provision
“Different
2.20 The youth service should provide learning opportunities and young people have
experiences that are relevant and interesting for all young different qualities
and needs”
people, but should also provide a more targeted service
for those most in need. ESA will reshape delivery with a
Anonymous
focus on value for money, where regional priorities are planned
to complement and support local and more tailored provision, and
implementing the relevant recommendations of the Irish‐medium Review.
Performance Management
2.21 Investment in youth work should contribute to achieving agreed defined outcomes
for young people in a cost‐effective manner. Statutory and
People
voluntary organisations should be expected to report against
agreed proportionate outcomes set out in approved
plans. Numbers of young people who take part in
youth activities continue to be an important indicator
of engagement, but not the sole basis of performance
measurement. Youth work must demonstrate the
difference between those outcomes achieved through planned
programmes, projects, accreditation and training and those achieved
through taking part, association and participation generally.
2.22 The Department recognises the significant contribution of the entire workforce and the
increasing demands placed on it, both in enhancing youth work practice and managing
administration and governance. Structures will be put in place to ensure appropriate,
timely and relevant support is available to enable continuous professional development
across the workforce, paid and unpaid.
Participation
“The best
Youth Services are
those that can clearly
articulate what it is they are
doing and why”
Youth Manager
2.23 There will be a renewed focus on active and evidenced participation “All young
of young people in youth work at local, sub regional and regional people should
levels. Current and emerging participative structures and
have a part to play
programmes will be assessed to determine the degree to which in what happens”
they support the development of a credible, democratic and
