Definition of the Indicators
Adult HIV/AIDS prevalence rate: Percentage of adults (aged 15-49) living with HIV
as of 2009.
Adult literacy rate: Number of literate persons aged 15 and above, expressed as a
percentage of the total population in that age group.
Birth registration: Percentage of children less than 5 years old who were registered
at the moment of the survey. The numerator of this indicator includes children whose
birth certificate was seen by the interviewer or whose mother or caretaker says the
birth has been registered.
Child disability: Percentage of children 2-9 years old who screen positive to at least
one of the questions on disability.
Child labour: Percentage of children 5-14 years old involved in child labour at the
moment of the survey. A child is considered to be involved in child labour under the
following conditions: (a) children 5-11 years old who, during the reference week, did
at least one hour of economic activity or at least 28 hours of household chores, or
(b) children 12-14 years old who, during the reference week, did at least 14 hours of
economic activity or at least 28 hours of household chores.
Child marriage: Percentage of women 20–24 years old who were first married or in
union before they were 18 years old.
Current account balance: Sum of the balance of trade for merchandise, net trade in
services and factor income, and net transfers.
Debt service (as a % of exports of goods & services): Total debt service payments
of each economy, which comprise principal repayments (excluding on short-term
debt) and interest payments on outstanding external debt, as a percentage of exports
of goods and services.
Debt service (as % of GNI): Sum of principal repayments and interest actually paid
in foreign currency, goods, or services on long-term debt, interest paid on short-term
debt, and repayments (repurchases and charges) to the IMF.

Gender Empowerment Measure GEM: A composite index measuring gender
inequality in three basic dimensions of empowerment – economic participation
and decision-making, political participation, and decision-making and power over
economic resources.
Gender Inequality Index (GII): A composite measure reflecting inequality in
achievements between women and men in three dimensions: reproductive health,
empowerment and the labour market.
Gender Parity Index (GPI): Ratio of female to male values of a given indicator. It
measures progress towards gender parity in education participation and/or learning
opportunities available for women in relation to those available to men.
Gini coefficient of income inequality: Measure of the deviation of the distribution
of income (or consumption) amongindividuals or households within a country from a

Human Development Index (HDI): A composite index measuring average
achievement in three basic dimensions of human development: a long and healthy
life, knowledge and a decent standard of living.
Inequality-adjusted Human Development Index (IHDI): HDI value adjusted for
inequalities in the three basic dimensions of human development.
Infant mortality rate: Probability of dying between birth and exactly 1 year of age,
expressed per 1,000 live births.
Internationally displaced persons protection/assisted by UNHCR: Persons who
are displaced within their country and to whom UNHCR extends protection and/or
assistance.
Iodized salt consumption: Percentage of households consuming adequately
iodized salt (15 parts per million or more).
Least Developed Country: Criteria for inclusion in the list of Least Developed
Country status – population less than 75 million; per capita GNI less than US$750;
Human Assets Index less than 55; Economic Vulnerability Index greater than 37. A
country must satisfy all three criteria to be added to the list. To qualify for graduation,
a country must meet the thresholds for two of the three criteria in two consecutive
triennial reviews by the Committee for Development Policy.
Life expectancy at birth: Number of years newborn children would live if subject
to the mortality risks prevailing for the cross section of population at the time of their
birth.
Maternal mortality ratio: Number of deaths of women from pregnancy-related
causes per 100,000 live births during the same time period.
Multidimensional Poverty Index (MPI): Share of the population that
ismultidimensionally poor, adjusted by the intensity of deprivations.
Neonatal mortality rate: Probability of dying during the first 28 completed days of
life, expressed per 1,000 live births.

Official Development Assistance (ODA): Net ODA, consisting of disbursements
of loans made on concessional terms (net of repayments of principal) and grants
by official agencies of the members of the Development Assistance Committee
(DAC), by multilateral institutions, and by non-DAC countries to promote economic
development and welfare in countries and territories in the DAC list of ODA recipients.
It includes loans with a grant element of at least 25 percent (calculated at a rate of
discount of 10 percent). ODA per capita is calculated by dividing net ODA received by
the midyear population estimate, and data are in current U.S. dollars.
Ozone Depleting Potential (ODP): It refers to the amount of ozone depletion
caused by a substance. It is the ratio of the impact on ozone of a chemical substance
compared to the impact of a similar mass of chlorofluorocarbons (CFCs)-11. The
OPD of CFC-11 is defined to be 1. CFCs have ODPs that range from 0.6 to 1, while
hydrochlorofluorocarbons (HCFCs) have ODPs that range from 0.001 to 0.52. The
halons have ODPs of up to 10 while methyl bromide has an ODP of 0.6.
Percentage of population below international poverty line of US$1.25 per
day: Percentage of population living on less than US$1.25 per day at 2005 prices,
adjusted for purchasing power parity. The new poverty threshold reflects revisions to
purchasing power parity exchange rates based on the results of the 2005 International
Comparison Program. The revisions reveal that the cost of living is higher across the
developing world than previously estimated.
Persons recognized as refugees: Individuals recognized under the 1951 UN
Convention relating to the Status of Refugees and its 1967 Protocol; individuals
recognized under the 1969 OAU Convention Governing the Specific Aspects of
Refugees Problems in Africa; those recognized in accordance with the UNHCR
Statute; individuals granted complementary forms of protection and those enjoying
“temporary protection’. Also includes people in a refugee-like situation.
Primary completion rate as % of relevant age group: Total number ofstudents
of any age in the last grade of primary school, minus the numberof repeaters in that

grade, divided by the number of children of officialgraduation age. The completion
rate can exceed 100 percent if there aremany overage students in the last grade of
primary school.
Primary school net attendance ratio: Number of children attending primary or
secondary school who are of officialprimary school age, expressed as a percentage

Secondary school net enrolment ratio: Number of children enrolled in secondary
school who are of official secondary school age, expressed as a percentage of the
total number of children of official secondary school age. Does not include secondaryschool-aged
children enrolled in tertiary education owing to challenges in age
reporting and recording at that level.
Skilled attendance at birth: Percentage of births attended by skilled health
personnel (doctors, nurses or midwives).
Stunting (moderate and severe): Number of children under age 5 who fall below
minus two standard deviations from median height for age of reference population.
Survival rate to the last grade of primary school: Percentage of children entering
the first grade of primary school who eventually reach the last grade of primary school.
Total fertility rate: Number of children who would be born per woman if she lived to

the end of her childbearing years and bore children at each age in accordance with
prevailing age-specific fertility rates.
Under-five mortality rate: Probability of dying between birth and exactly 5 years of
age, expressed per 1,000 live births.
Underweight (moderate and severe): Percentage of children aged 0–59 months
who are below minus two standard deviations from median weight-for-age of the
World Health Organization (WHO) Child Growth Standards.
Vitamin A supplementation (full coverage): Estimated percentage of children aged
6-59 months reached with two doses of vitamin A supplements.
Youth literacy rate: Number of literate persons aged 15-24, expressed as a
