necessary active power reserves quality and quantity)<br />

Transition from the centralized planning and control <strong>of</strong> a single (ex-USSR) power<br />

system to a decentralized one – elaboration and implementation <strong>of</strong> common operation<br />

rules <strong>for</strong> all partners <strong>of</strong> the synchronous zone<br />

Market Support:<br />

Ensure the necessary support to the market oriented re<strong>for</strong>ms <strong>of</strong> electricity sector due<br />

to a huge role <strong>of</strong> the <strong>System</strong> operator in competitive market infrastructure –<br />

Implementation <strong>of</strong> a modern <strong>SCADA</strong>/<strong>EMS</strong> system<br />

Elaboration and implementation <strong>of</strong> balancing and ancillary services market<br />

Integration with UCTE: Feasibility study <strong>of</strong> the synchronous interconnection will be<br />

jointly per<strong>for</strong>med by UCTE and UPS/IPS TSO-s (ISO-s)
