One <strong>of</strong> the largest power systems in the world (vs. US and UCTE)<br />

On-going restructuring/unbundling: from vertically integrated<br />

monopoly to liberalized system<br />

Transition from the centralized planning and control <strong>of</strong> a single (ex-USSR) power<br />

system to a decentralized one – elaboration and implementation <strong>of</strong> common operation<br />

<strong>SCADA</strong>/<strong>EMS</strong> Implementation<br />

Scope <strong>of</strong> the Project and Current Status<br />

All existing <strong>SCADA</strong>/<strong>EMS</strong> were designed by <strong>Russia</strong>n companies. Although the<br />

system are still functioning according to specifications SO decided to replace<br />

the <strong>SCADA</strong>/<strong>EMS</strong> on all three hierarchical levels with modern state-<strong>of</strong>-the-art<br />

systems., including:<br />

Central Dispatching <strong>System</strong> (CDU) in Moscow and 7 territorial systems<br />

(ODU’s)- Center, Northwest, Middle Volga, North Caucasus, Ural, Siberia,<br />

Far East. A supplier <strong>for</strong> these systems will be selected through<br />

international tender.<br />

55 regional systems will be supplied by domestic companies.<br />

Current Status:<br />

Evaluation <strong>of</strong> Tenders <strong>for</strong> CDU and 7 ODUs<br />

Implementation <strong>of</strong> the 55 regional systems is well under way. Currently<br />

already xxx systems in operation<br />

All systems shall be in operation by the end <strong>of</strong> 2007


Reasons <strong>for</strong> Replacement<br />

Existing systems are closed to the end <strong>of</strong> its useful life cycle<br />

New requirements <strong>for</strong> the support <strong>of</strong> the competitive Wholesale Energy Market in<br />

<strong>Russia</strong><br />

Interfacing with future automation systems <strong>of</strong> Federal Grid company and Trade<br />

<strong>System</strong> Operator<br />

Efficient synchronous interconnection with UCTE and coordination with IPS’s <strong>of</strong><br />

<strong>for</strong>mer USSR republics.<br />

Economical benefit <strong>of</strong> the system: Net present value <strong>for</strong> CDU and 7 ODUs is<br />

estimated well above 500 MEuro, due to:<br />

Increased reliability and quality <strong>of</strong> operational control<br />

Optimal Maintenance Scheduling<br />

Improved Generation Scheduling<br />

Reduced overall network losses
