<strong>June</strong> <strong>14</strong>, <strong>2012</strong><br />
Time 7:02 PM<br />
The <strong>June</strong> <strong>14</strong>, <strong>2012</strong> regular meeting was called to order at 7:02 PM. Chairman Rutter led<br />
the Pledge of Allegiance.<br />
Upon roll call the following Commissioners were present: Mr. Easton, Mr. Leon, Mr.<br />
Mundell, Mr. Whitaker, and Mr. Rutter. Also present was: Solicitor Means, Engineer<br />
Mitrovich, Administrator Kerr, Police Chief Micklos, and Manager Cindy Alexander.<br />
Audience Participation – Agenda Items Only<br />
Certificates were handed to <strong>Township</strong> employees.<br />
(1) The first certificate was given to Mr. Easton <strong>Township</strong> Commisioner on May 18,<br />
<strong>2012</strong> for his quick thinking and heroic actions. Mr. Easton stopped a tanker truck entering<br />
on <strong>Neville</strong> Island when the driver became inpacitaded and passed out. Mr. Easton took<br />
control of the truck and brought it to a stop before any damage or lives were lost.<br />
(2) The second certificate was given to Mr. Leon <strong>Township</strong> Employee when he was<br />
working for the water department at the mansionettes and, a woman starting to choke.<br />
Mr. Leon aministered the heimlich and cleared her airways saving her life.<br />
(3) The third certificate was given to Mr. Stokes also a <strong>Township</strong> Employee working for<br />
the water department when he accompanying Mr. Leon with the Heimlich at the<br />
mansionettes for his quick thinking and heroic actions.<br />
Scheduled Visitors – Sue Brooks (Roe)<br />
Ms. Brooks is concerned about large 18 wheel trucks and triaxles coming down Second<br />
Street. She stated that when they travel on the road her house shakes and she is worried<br />
that small children on the block will not watch crossing the street. She did question if the<br />
weight limit signs were still posted on the street and noticed that some of the trucks are<br />
coming from <strong>Neville</strong> Aggregates. Also the neighbor at 138 Second Street is not<br />
maintaining his property. The grass is overgrown and handicap people have to walk on<br />
the street because the sidewalk it is so bad. And the last concern she had was all the cats<br />
in the area. Her neighbor at <strong>14</strong>2 Second Street is denying that they are his but he<br />
continues to feed them. They are up on the roof crying all night long ruining property and<br />
the smell is unbearable. Karen Gallagher said that there are feces in the dirt and kids play<br />
in that area. She feels that it is a serious health concern. Ms. Alexander said that she
would look into what could be done to help alleviate the problem. Ms. Brooks submitted<br />
the name and number of someone who will trap the cats.<br />
Engineer’s Report –<br />
The First Street concrete work is 99% done. The MS4 program (Municipal Storm Sewer<br />
System) report was not completed by the 4’th of the month. Ms. Alexander provided<br />
additional information so that it can be filed. The CTIF Grant has been submitted to the<br />
county. Patricia Way. project is almost ready for bidding.<br />
M-1 A Motion was made by Mr. Whitaker second by Mr. Easton to advertise for the<br />
bidding Patricia Way. Upon roll call the following members voted yes: Mr.<br />
Easton, Mr. Leon, Mr. Mundell, Mr. Whitaker, and Mr. Rutter. Motion carried.<br />
On Von Stein near Seven Eleven there has been a 75ft X 2ft collapse. Mr.<br />
Whitaker thought that our water department could do the job but, Mr. Mitrovich<br />
pointed out that once the job is started it has to be completed without delay. The<br />
township has received three quotes and D’Andrea came in the lowest at<br />
$6.575.00.<br />
M-2 A Motion was made by Mr. Leon second by Mr. Easton to have D’Andrea do the<br />
work. Upon roll call the following members voted yes: Mr. Easton, Mr. Leon, and<br />
Mr.Rutter. The following voted no: Mr. Mundell, and Mr. Whitaker. Motion<br />
Carried.<br />
Bills<br />
Mr. Whitaker questioned the bill for T-shirts for office employees. Mr. Mundell<br />
questioned the bill for fuel for township vehicles.<br />
M-3 A Motion was made by Mr. Leon second by Mr. Easton to accept the bills due and<br />
payable. Upon roll call the following voted yes: Mr. Easton, Mr. Leon, Mr.<br />
Mundell, and Mr. Rutter. The following voted no: Mr. Whitaker. Motion carried.<br />
M-4 A Motion was made by Mr. Mundell second by Mr. Leon to accept the treasurer<br />
report. Upon roll call vote the following member voted yes: Mr. Leon, Mr.<br />
Easton, Mr. Mundell, Mr. Whitaker and Mr. Rutter. Motion carried.<br />
M-5 A motion was made by Mr. Whitaker second by Mr. Leon to approve the minutes<br />
of the Caucus <strong>Meeting</strong> of May 3, <strong>2012</strong> and the regular meeting of May 10, <strong>2012</strong>.<br />
Upon roll call the following voted yes: Mr. Easton, Mr. Leon, Mr. Mundell, Mr.<br />
Mr. Whitaker and Mr. Rutter. Motion carried.<br />
Solicitor’s Report
The documents have been completed for the airport zoning reimbursement cost. The<br />
reimbursement will be at 90% and we should have a check by the next meeting from the<br />
Airport Authority. All commissioners have been provided with the solicitor’s report.<br />
Commissioner’s Report –<br />
Bill Leon – Police Report<br />
The written police report was submitted by Chief Micklos.<br />
Special interests were business alarms -<strong>14</strong> medical with ambulance assist -16 foot<br />
patrol -82 traffic-79 for a total of 270.<br />
Bill Leon – EMC/PWD Administrator –<br />
Attended the County Emergency Management <strong>Meeting</strong>. Attended the PEMA<br />
quarterly training. Continuing filing SARA Tier II chemical inventory<br />
reports.<br />

Bill Easton – Water and Sewer<br />
Worked with LSSE on the First St project. Prepared back flow testing letters.<br />
Monitored pump station repairs. Worked with LSSE to reduce storm sewer repairs<br />
on Von Stein and have Steel City Pipe camera sewer. Located water and sewer<br />
lines for One Call. Read industrial meters. Cleaned the pump station accomadator.<br />
And completed the water turn on and turn offs.<br />
Gig Mundell – Parks<br />
The Cottage and Memorial Park trees were trimmed. The fountain at Cottage Park<br />
was repaired. The Memorial Park monument was sprayed, powered washed and<br />
made repairs. Mr. Mundell thanked Mr. Kerr for having the plaque with the<br />
additional names added and ready for Memorial Day. And, also for the wreath at<br />
the park. Meet with representatives of <strong>Neville</strong> Green/Shenango to improve the<br />
entrance at Shenango.<br />
Al Whitaker – Streets and Highways<br />
Meet with County to improve safety at Fleming Park Bridge. Check the sink hole<br />
on Von Stein Lane. Worked with traffic systems to improve safety on Gulf Road<br />
and Grand Ave. Repaired the pot holes in the township.
Rick Rutter – Information for the board<br />
Dorothy Antonelli is taking contributions and suggestions for trees to be planted in the<br />
township. The board suggested the circle at First Street. Some of the people who are<br />
donating may want the trees on their property.<br />
Mr. Rutter attended the Allegheny County Council <strong>Meeting</strong> where they presented an<br />
award for the Multi Municipal Plan. The award is in Ms. Alexander’s office if anyone<br />
would like to see it.<br />

New Business –<br />
M-6 A Motion was made to approve the partial payment No. 3, in the amount of<br />
$90,250.00 to D’Andrea Plumbing and Construction, Inc as reviewed by the<br />
<strong>Township</strong> Engineer. Upon roll call the following member voted yes: Mr. Easton,<br />
Mr. Leon, Mr. Mundell, Mr. Whitaker, and Mr. Rutter. Motion carried.<br />
Old Business –<br />
Mr. Whitaker stated that the Synder property by King’s is looking really bad. Maybe they<br />
should put stones in the area.<br />
Mr. Rutter asked Mr. Whitaker if he got additional prices for the restroom doors at<br />
Cottage Park. Mr. Whitaker stated that his friend was not interested. Mr. Rutter stated the<br />
previous quote the <strong>Township</strong> received was $1,058.00 per door from Foster Construction.<br />
M-7 A motion was made by Mr. Mundell second by Mr. Whitaker to replace both doors<br />
at Cottage Park at a price of $1.058.00 per door from Foster Construction. Upon<br />
Roll call the following members voted yes: Mr. Easton, Mr. Leon, Mr. Mundell,<br />
Mr. Whitaker, and Mr. Rutter. Motion carried.<br />
Audience Participation –
Mr. Guido asked why the project on First Street is taking so long. Mr. Mitrovich<br />
answered that it’s because the concrete takes so long to cure.<br />
Mrs. Kelly Fibeck stated that the staking rink is opening the side doors and the noise is<br />
very loud. She spoke with the owner and they could not come up with a solution. She<br />
questioned about the 10 PM noise ordinance.<br />
An unknown participant complained that her house is still being hit with baseballs from<br />
Memorial Park ball field. Mr. Mundell said that he spoke with the person who is in<br />
charge of the baseball team and if they don’t get anywhere they will cancel the contract<br />
for the team.<br />
M-8 A motion was made by Mr. Mundell second by Mr. Whitaker to adjourn all<br />
in favor. Motion Carried.<br />
The <strong>June</strong> <strong>14</strong>, <strong>2012</strong> Regular <strong>Township</strong> <strong>Meeting</strong> was adjourned at 8:20 P.M.<br />
