Integrated Case Management Update
Ministry of Social Development
Ministry of Children and Family Development
October 15, 2012
Government making progress on Phase 2 implementation
• On September 24, government implemented scheduled enhancements to the Integrated Case
Management (ICM) system.
• This was the largest update to ICM since Phase 2 launched on April 2, and this update follows the
introduction of earlier enhancements to the system on July 3, 2012.
• Enhancements were based on feedback from staff and contractors during Phase 2 implementation,
as well as required modifications to support recent policy changes to income and disability
assistance at the Ministry of Social Development.
• The ICM changes support front‐line workers and contractors by improving overall system
functionality, including making it easier to produce reports, enter data and find information quickly.
• For contractors using ICM to deliver the Employment Program of BC (EPBC), adjustments have been
made to focus on priority areas to ensure ICM users are well supported in delivering services to
clients.
• An EPBC working group has been established to recommend enhancements and changes to ICM
going forward.
• The Ministry of Children and Family Development is also making progress on addressing specific ICM
challenges in the area of child protection.
o As part of its $12‐million action plan announced on July 19, 2012, the ministry is actively
recruiting up to 150 new auxiliary staff positions.
o Queenswood Consulting Group has been hired as an external consultant to work closely
with ministry staff to assess ICM as it relates to child protection practice. Their report will
guide next steps in the development of the child protection components of ICM.
o To support additional training for staff in the Ministry of Children and Family Development,
75 staff members have been trained as dedicated ICM trainers.
o As of the end of September, every manager involved with child protection in B.C. has been
trained on ICM, and the goal is to provide on‐site training to every child protection worker
by the end of December 2012.

Integrated Case Management Update
• ICM uses technology that is flexible enough to meet the needs of the Ministries of Social
Development and Children and Family Development, and the ICM project team continues to make
adjustments, as needed, to best support staff and the individuals and families they serve.
