FOREWORD<br />
Academic growth of a country is the key to economic development<br />
today. It is an accepted fact that a nation which is educationally<br />
more advanced and technically more sophisticated will always<br />
have an edge on those which are relatively lagging behind.<br />
Bringing modern education to the doorsteps of youth, without<br />
putting undue financial strain on the finances of their parents/<br />
guardians is the cherished ambition of all public sector<br />
universities in the country and they are shouldering this<br />
responsibility to the utmost in comparison with the financial/<br />
material resources being provided to them by the government.<br />
6th Convocation<br />
The three educative domains of good institutions of learning are<br />
(i) cognitive domain where more and more knowledge is gained by<br />
the learners (ii) Inductive domain where they build up their<br />
capabilities to apply the learnt knowledge for the solution of<br />
personal and professional problems and (iii) the behavior domain<br />
which prompts them to go for peaceful and altruistic living. This<br />
third domain, contrary to general perception, is the most<br />
important one, as the opportunity of getting higher education<br />
with open minds should make the students more tolerant towards<br />
people who hold opinions and values different from their own.<br />
Educated people are, more or less, prone to logical reasoning.<br />
They are intrinsically inclined to follow ethically cleaner paths<br />
instead of being blinded by instincts and emotions.<br />
At the same time knowledge has become the most important<br />
contributor to professional and economic development of nations.<br />
The increasing share of knowledge in the world economy and the<br />
power dominance of the developed countries leave no room for the<br />
developing countries like Pakistan to ignore the three essentials<br />
of the knowledge foundation i.e. education, software development<br />
and research oriented development.<br />
Realizing the paramount importance of higher education, the<br />
existence of a premier institution like BUITEMS in a<br />
comparatively under privileged part of the country, gives<br />
assurance that avenues of personal and national development are<br />
being opened in Balochistan, as well.<br />

In spite of the resource handicaps and the air of political<br />
uncertainty, this institution is working for the betterment of the<br />
lot of people through sheer determination and dedication of<br />
purpose. Balochistan University of Information Technology,<br />
Engineering and Management Sciences, is holding its 6th<br />
Convocation at the end of year 2010.<br />
403 graduates are to receive their Bachelors’ and Masters’<br />
degrees with the assurance that their capacities and services<br />
would be eagerly sought in the job market, because there exists<br />
ample proof of employers’ trust in the quality of education being<br />
imported at this university.<br />

It is a matter of great satisfaction for me that<br />
the Balochistan University of Information<br />
Technology, Engineering and Management<br />
Sciences is holding its 6th Convocation on<br />
30th November, 2010.<br />
6th Convocation<br />
Convocations are the most important<br />
landmarks in the life of a student and proud<br />
recipients of degrees and medals will carry memories of this<br />
significant occasion throughout their lives. The occasion is<br />
equally important for the Institution itself as it provides and<br />
opportunity to evaluate its performance and its contribution<br />
towards the society it serves.<br />
I am sure the graduating students will contribute with devotion<br />
and dedication towards the socio-economic development of<br />
society and nation and distinguish themselves in their personal<br />
and professional lives and bring laurels to their Alma-mater.<br />
I congratulate the organizers of the Convocation as well as the<br />

The history of mankind is replete with examples<br />
that the people had to struggle hard to attain<br />
economic prosperity. Only those nations<br />
progressed and ruled the world which<br />
developed their educational systems. It is<br />
absolutely clear that Japan, Singapore and<br />
South Korea progressed on the basis of<br />
education with special emphasis on skilled<br />
education.<br />
I believe that the enormous efforts put in by The Balochistan<br />
University of Information Technology Engineering &<br />
Management Sciences to hold the 6th annual convocation are<br />
directly related to the mental and intellectual uplift of the<br />
society.<br />
On this occasion I congratulate the Vice Chancellor of<br />
BUITEMS, Engr. Ahmed Farooq Bazai, the university<br />
administration and all the faculty members of BUITEMS. I<br />
appreciate their contribution to the educational uplift of the<br />
province. I extend my best wishes to all the graduating<br />
students and their parents. I expect the graduates and the<br />
post graduates would perform the assigned responsibilities in<br />
the professional circles, in a responsible manner and earn a<br />

I am pleased to know that Balochistan University<br />
of Information Technology Engineering and<br />
Management Sciences (BUITEMS) is holding its<br />
6th Convocation. I extend my warm felicitations<br />
to the Vice Chancellor BUITEMS, the learned<br />
faculty and graduating students at this<br />
important occasion.<br />
6th Convocation<br />
Universities in any country stand as symbols of enlightenment,<br />
enterprise and advancement. The sweat of scholars engaged in<br />
the noble task of ‘knowledge generation’ is termed as the ‘elixir of<br />
progress’, as their endeavors lead to new discoveries, new<br />
inventions and innovations. The investment made by a nation in<br />
the development of “Human Capital” guarantees future prosperity<br />
and emancipation from narrow mindedness and irrational<br />
approaches in life.<br />
Public sector universities in Pakistan are struggling hard to carry<br />
out their cherished ambition of growth and expansion.<br />
Inadequate financial inputs on the part of the nation are<br />
hampering their smooth progress. Government alone cannot be<br />
expected to finance higher education in the country as more and<br />
more institutions are being established to cater to the needs of<br />
our fast growing population. The industrialists, the business<br />
community and big landlords, all have to re-fix their priorities and<br />
come forward to bail the universities out of the financial crunch.<br />
It is heartening to learn that BUITEMS has constantly been<br />
moving ahead in terms of academic growth and infra-structure<br />
development. The Higher Education Commission (HEC) is<br />
committed in supporting all developmental endeavors to the best<br />
of our support capabilities. We have already succeeded in<br />
salvaging the state of resource dryness to same extent and hope<br />
to continue making more inroads.<br />
HEC stands firmly with the universities and appreciates the<br />
contribution of BUITEMS in bringing about a techno-scientificindustrial<br />
breakthrough in the country.<br />

Vice Chancellor BUITEMS<br />
In spite of the tremendous resource shortage<br />
obstacles cropping unexpectedly out of the<br />
government decision to cut down funding<br />
to the public universities, BUITEMS<br />
Succeeded in maintaining the tempo of growth<br />
and expansion. This could only be possible<br />
through unrelenting focus on quality and<br />
excellence by the university administration and<br />
the faculty. Their persistent emphasis on hard<br />
work inspired everyone to achieve new goals and bring laurels to<br />
the institution.<br />
BUITEMS follows the philosophy of quality and excellence in<br />
education. Our main focus is on hard work, intellectual rigor and<br />
capacity building of the faculty, so that they may succeed in<br />
inculcating similar traits of character in their taught. Seventy<br />
three of our young faculty members are currently pursuing higher<br />
studies abroad. The feedback on their academic accomplishments<br />
has, so far, been very encouraging and hart-warming.<br />
6th Convocation<br />
The university has developed strong links with institutions of<br />
national and international repute and succeeded in inducting<br />
foreign qualified, highly capable and renowned academicians in<br />
service. They aim at developing dependable human resources<br />
groomed in moral, social and ethical upbringing for the bright<br />
future of Pakistan in general, and for an economically stable<br />
Balochistan, in particular.<br />
Academic excellence would be un-imaginable without the<br />
provision of physical environment and facilities on the campus.<br />
One of the most impressive features of BUITEMS has been the<br />
continuous growth in all fields i.e. growth in capable human<br />
resources, growth in infra-structure, growth in laboratory<br />
facilities, growth in students strength, growth in numbers of<br />
programs of studies and growth in co-curricular/ extracurricular<br />
activates.<br />

After a protracted process, the university has succeeded in<br />
acquiring the services of about half a dozen faculty members<br />
holding PhDs. In addition to such top academicians, the<br />
university has also acquired the services of fifteen Assistant<br />
Professors and twelve young but energetic lecturers. With such an<br />
addition to the galaxy of our faculty, there has been a sizeable<br />
increase in the quality and range of academic instructions<br />
imparted to the students.<br />

Our quest for academic excellence is furthered on the four<br />
fundamental pillars; the students, the faculty, the curricula and<br />
on politics-free environment conducive to learning. The university<br />
is moving ahead with the resolve that we shall not only follow the<br />
standards, but also set new standards of excellence; we have<br />
succeeded in putting together curricula which meet the demands<br />
of the present age. We have been emphasizing the element of<br />
research, both on the part of the teachers and the taught and we<br />
are happy to point out that a number pf research papers of our<br />
faculty have been published in reputed national and international<br />
journals. A research Directorate has been established with the<br />
object of developing, expanding and managing BUITEMS research<br />
programs and to link research activities directly to the<br />
educational, social and economic priorities of the university and<br />
the broader community.<br />
In the wake of present financial crunch and debilitating<br />
dependence of the public sector universities on govt. funding,<br />
BUITEMS has worked on exploring new avenues for fund<br />
generation. The Directorate of university Advancement and<br />
Financial Assistance (UA&FA) has been established with the<br />
intention of building and maintaining relationships based on<br />
fidelity and integrity to raise funds for BUITEMS advancement.<br />

The university has expanded the range of program offerings on job<br />
market demand. With focus on quality and standards acceptable<br />
world-wide, the following demand-based programs of study have<br />

has also been prepared. The movie exhibits the university set-up,<br />
academic offerings, physical facilities and academic and<br />
administrative processes and achievements. The documentary<br />
supplemented by commentary serves as a medium to attract<br />
potential students and the society at large. The repute of<br />
BUITEMS as a premier institution of higher education is<br />
constantly spreading and will, inshaAllah, keep on spreading in<br />

The teacher / officers of the university will then form a two line<br />
procession and walk into the Convocation Hall in reverse order<br />
of seniority, The Chief Guest, Chancellor and the Vice Chancellor<br />
will follow at the back of the procession. Academic Procession<br />
enters the Convocation Hall. As soon as the procession enters, all<br />
shall rise from their seats and remain standing till the Chief<br />
Guest and the Vice Chancellor take their seats on the dais.<br />

the University Senate, distinguished guests, valuable passing-out<br />
graduates, their proud parents, ladies and gentlemen!<br />
Assalam-o-alaikum!<br />
6th Convocation<br />
It is an honor for me to welcome you all to the 6th convocation of<br />
BUITEMS. I am grateful to you for being with us today to mark<br />
the important occasion when hard work of students has reached<br />
the state of fruition in the form of award of degrees. Today’s<br />
recognition of diligence has resulted out of a team work for which<br />
the learned faculty, the university administration, the students<br />
and their parents all deserve credit. I specially congratulate the<br />
graduates passing out today, because it is a remarkable day in<br />
their lives. We all remember the day of our graduation and the day<br />
we got married.<br />
Honorable Mr. Chancellor,<br />
We, at BUITEMS, are specially indebted to you, sir, for your<br />
supporting patronage of the university at all times of difficulty.<br />
Your moral and material support has sustained us in challenging<br />
situations. We look forward to your continued patronage in the<br />

Respected Ladies and Gentlemen,<br />
It is a matter of pride for us that BUITEMS has succeeded in<br />
making numerous forward strides in spite of the financial crunch<br />
imposed by the federal government. This has been possible<br />
through the stringent measures taken by the university for<br />
plugging the scope of wastefulness or mismanagement. We have<br />
opened fresh vistas of enterprise and, thus, have accomplished in<br />
a short time, what would otherwise have taken years to accomplish.<br />

I may not be out of the way to mention here that the university<br />
has recently established the Directorate of Research in the<br />
BUITEMS set up. The Directorate is responsible for managing,<br />
developing and enhancing the pace and scope of research<br />
activities on the campuses. We have at the same time established<br />
the Directorate of University Advancement and Financial<br />
Assistance, which is committed to fostering mutually beneficial<br />
relations with alumni, trust foundations, corporate sector,<br />
international partners and people and institutions from all walks<br />
of life. Through the services of this Directorate, the university<br />
aims at raising funds for the growth and advancement of<br />
BUITEMS. The Directorate has started cultivating friendship with<br />
supporters of BUITEMS and is promoting strong positive<br />
institutional image of the university.<br />
Honorable Mr. Chancellor,<br />
BUITEMS is following the policy of expanding the range of<br />
program offerings at the university in accordance with the job<br />
market demands. Besides focusing on quality and diversity of the<br />
existing programs of studies, six new programs have been offered.<br />
Students from Balochistan have now access to BS (Architecture),<br />
BS (Food Technology), BS (Fine Arts), BS (Plant Sciences &<br />
Information), BS (Micro Biology & Pathology) and BS (Civil<br />
Engineering) at their doorsteps and need not go elsewhere in<br />
pursuit of studies in said disciplines. The students access to<br />
higher education has also been facilitated through the purchase<br />
of 4 buses for the students commuting from different parts of the<br />
city and between the campuses. We have consolidated our<br />
laboratories, too. The faculty of Life Sciences has acquired latest<br />
equipment related to DNA testing, Vaccine production, genetic<br />
engineering and micro biological studies.<br />

Ladies and Gentlemen,<br />
If you visit the university web-site, you will surly notice that it has<br />
been completely revamped. The need to revise the web-page arose<br />
in the light if constant and ever-growing changes and<br />
developments at the campuses. The re-furbished web-site now<br />
offers more categorized information pertaining to various aspects<br />
of the university life and functions. I’m sure you’ll find the change<br />
to be more informative and more pleasant.<br />

Ladies and Gentlemen,<br />
While you were waiting for the commencement of the proceedings<br />
today, you must have seen an informative documentary depicting<br />
different facets of the university. This documentary has been<br />
prepared to highlight, in a nut-shell, the university set-up,<br />
program offerings, physical facilities laboratory experiments,<br />
academic activities and administrative processes for the benefit of<br />
viewers.<br />
It serves as a medium of projection of BUITEMS’s image to the<br />
masses, especially to the advantage of prospective students and<br />
to attract qualified and competent teaching faculty.<br />

These are just a few high lights of BUITEMS set-up which I have<br />
referred to. There are many aspects of the university which are<br />
noticed as unique by those who find time to visit this institution.<br />
The over-all feed back of public opinion about BUITEMS is very<br />
refreshing and very encouraging and this recognition from the<br />
civil society spurs us on to keep on working with more zeal and<br />
enthusiasm.<br />
Ladies and Gentlemen,<br />
Let me now say a few words to the passing-out graduates. I offer<br />
my heartiest greetings on your achievement. The university is<br />
today handing you a trust. It is the trust in BUITEMS fair name<br />
and ideals. It is a trust in quality and self-confidence. From now<br />
on, you are going to be the flag-bearers of BUITEMS. We expect<br />
you to give impressive proof of your capabilities and knowledge<br />
wherever you may go in your professional life. We expect you to<br />
hold your head high with demonstration of character, courage,<br />
industry and professionalism. Our heads, the heads of your<br />
mentors will be raised high with yours. You have immense<br />
potential of bringing about a change - a positive and optimistic<br />

It is the 3rd time that I am here to participate in the convocation<br />
of this university, and every time impressed and pleased to see the<br />
faces of young graduates glowing with confidence of having learnt<br />
their subjects thoroughly. The past record of BUITEMS alumni in<br />
respect of their capabilities and absorption in the job market has<br />
been remarkable. It is an enviable accomplishment on the part of<br />
the university, the Vice Chancellor, the learned faculty and all the<br />
students of the university. I congratulate all of you on this<br />
achievement of the standard .<br />
It is generally assumed that Balochistan is short of talent.<br />
BUITEMS stands as a testimony that whenever, young men and<br />
women find atmosphere conducive to the nourishment of their<br />
talent capabilities, they come out with remarkable performance.<br />
Authentic talents and hard work seldom remain un-noticed.<br />
Recently, I had the opportunity of witnessing the passing out<br />
ceremony of thousands of cadets from Balochistan being<br />
gracefully commissioned after their military training. It was a<br />
memorable experience to see smart young men holding their<br />
heads high after completing their challenging training<br />
requirements. What our students need, can be summed up in just<br />
three words: dedication, discipline and direction. When these<br />
three elements are combined together, the end-product is really<br />
appreciable.<br />
Ladies and Gentlemen,<br />
Today’s world is a world of opportunities. So much is happening<br />
around us and is happening at such quick pace that there is no<br />
room to be complacent. Such massive assortment of happenings<br />
needs equally massive man-power. Everyone can easily get his<br />
due share of opportunity in this scenario. Pakistan holds a<br />
unique position in the present world situation.<br />

It is amazing to see that more than half of our present population<br />
is less than 20 years of age. Such a rich young component of<br />
population con not be found elsewhere. Europe and the United<br />
State which boast of their technical advancement, look to<br />
Pakistan with envy, because the majority of their own Human<br />
Resource Capital is composed of people beyond 40. It can be<br />
well-understood that the prospects of domination in future shine<br />
more optimistically here as compared to there.<br />
Ladies and Gentlemen,<br />
Besides our tremendous youth force, we are also gifted by nature<br />
in respect of our important geographical location. We are the<br />
joining link between the East and the West. Past history has seen<br />
political, commercial and material developments and movement<br />
treading through this region. Once again, this region is destined<br />
to witness great epoch-making developments taking place. We<br />
cannot afford to miss the fruits of that phenomenon. We have to<br />
be ready and alert to jump on to the band wagon of opportunity.<br />
For that we have to be equipped with education, enlightenment<br />
and technical skills. Allah Almighty has blessed us with immense<br />
resources. We have to prepare ourselves to utilize those resources<br />
on our own. How long can we survive on foreign assistance and<br />
support? We are likely to be pushed down and trampled down if<br />
we don’t acquire the capabilities of standing upright and firm on<br />
our own feet. You must have noticed that empty bags are seldom<br />
able to stand upright. Our young men and women have to fill<br />
themselves with real knowledge, solid capabilities and capacities<br />
to stand the test of modern times and to grasp the rewarding<br />
opportunities of future. They cannot survive through mere<br />
grumbling over their neglect and deprivation. They have to prove<br />
their ability to shoulder the responsibilities, and when they<br />
manage to do that, the opportunities and recognition will fly to<br />
them from all quarters.<br />

I have seen BUITEMS growing from the state of infancy to a state<br />
of stout energetic existence within the last few years. The<br />

university and witnessed with my own eyes the rapid expansion<br />
of program offerings and development of educational facilities.<br />

All this has been done in spite of the financial stress resulting<br />
from cuts imposed on government funding. I have always<br />
wondered why all institutions in the province are not inspired by<br />
BUITEMS model to follow suit and emulate this example<br />
elsewhere.<br />

I am aware that universities in the province are hard hit by the<br />
drying-up of the budget allocations and fund-releases. There are<br />
so many factors which have resulted in this plight of the<br />
universities. The unhappy and unsatisfactory state of security,<br />
the unprecedented mishaps and natural calamities and the<br />
unfavorable exchange rates of Pakistani rupee have put<br />
tremendous strain on the national ex-chequer. The government,<br />
as a result, had no options left but to review the budget and<br />
re-adjust the flow of funds. Unfortunately our universities turned<br />
out to be the worst sufferers. However, we in Balochistan,<br />
understand the importance of higher education and the specific<br />
needs of our youth. I assure you that we’ll take every step possible<br />
to redress the financial short-fall. You can count on that on our<br />
part.<br />
Young Passing out Graduates,<br />
Accept heartiest greetings on your achieving success. You owe<br />
much to your institution, to your province and to your country.<br />
Your degrees carry the stamp of genuine endeavors and industry.<br />
Now you are on the verge of entry into your professional lives. I<br />
would advise you not to be daunted by challenges. Your education<br />
and training at BUITEMS should be reflected in your professional<br />

effective.<br />
You, as educated and civilized members of the society, are<br />
expected to preach sanity and wisdom. Please come out to do your<br />
duty. Motivate everyone around you to follow path of rationality,<br />
