Dear Friends,<br />

We are extremely grateful <strong>to</strong> those of you who have entrusted <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> <strong>for</strong> <strong>the</strong> Ohio<br />

Valley <strong>to</strong> steward your philanthropic gifts. Our funds do amazing work in our communities and this annual<br />

report reveals exactly that.<br />

While most people in <strong>the</strong> community know CFOV <strong>for</strong> its annual Unrestricted Grants Program – now<br />

called <strong>the</strong> <strong>Community</strong> Impact Fund, <strong>the</strong> o<strong>the</strong>r 154 funds of <strong>the</strong> <strong>Foundation</strong> work on a slightly quieter<br />

scale. Through <strong>the</strong>se generous gifts, <strong>the</strong> CFOV was able <strong>to</strong> make more than $1.1 million in grants and<br />

scholarships <strong>to</strong> <strong>the</strong> Ohio Valley this year.<br />

Our Women’s Giving Circle continues <strong>to</strong> grow in members. As of this writing, <strong>the</strong>re are now 94 women<br />

committed <strong>to</strong> working <strong>to</strong>ge<strong>the</strong>r <strong>to</strong> give and <strong>to</strong> grant <strong>to</strong> improve life <strong>for</strong> women and girls in <strong>the</strong> region. This<br />

past Oc<strong>to</strong>ber, <strong>the</strong> Women’s Giving Circle received a “Spirit of Philanthropy” Award from West Virginia<br />

Grantmakers in <strong>the</strong> category of Critical Impact. This group is quickly becoming a model <strong>for</strong> philanthropy<br />

in <strong>the</strong> region.<br />

The CFOV worked with <strong>the</strong> Claude Worthing<strong>to</strong>n Benedum <strong>Foundation</strong> <strong>to</strong> incorporate <strong>the</strong> Arts in<strong>to</strong> Science,<br />

Technology, and Math classrooms throughout our service area this past year. Fourteen schools benefited<br />

from <strong>the</strong>se grants that raised <strong>the</strong> level of creativity in classrooms helping students learn core curriculums<br />

in new and exciting ways. In some instances, <strong>the</strong> students didn’t even realize <strong>the</strong>y were learning math or<br />

science through <strong>the</strong>se innovative programs. We are <strong>for</strong>tunate <strong>to</strong> be able <strong>to</strong> continue that work <strong>for</strong> ano<strong>the</strong>r<br />

year as our partnership with <strong>the</strong> Benedum <strong>Foundation</strong> continues.<br />

We are also working <strong>to</strong> capture new wealth in <strong>the</strong> region from Marcellus Shale and turn it in<strong>to</strong> philanthropy<br />

through new funds at <strong>the</strong> CFOV. There has been some activity among land owners who want <strong>to</strong> “pay it<br />

<strong>for</strong>ward” and give back in <strong>the</strong> <strong>for</strong>m of scholarships and donor advised funds. It is our hope that we can<br />

educate more land owners as well as gas and oil companies on <strong>the</strong> importance of providing philanthropic<br />

support <strong>to</strong> <strong>the</strong> region where this work is taking place – and where it is so desperately needed.<br />

The <strong>Foundation</strong> grew in more ways than just assets this year. Upon <strong>the</strong> close of <strong>the</strong> fiscal year, CFOV has<br />

now merged with <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> of Jefferson County. We now are proud <strong>to</strong> be able <strong>to</strong> serve<br />

<strong>the</strong> people of Jefferson County. We will be working closely with <strong>the</strong> <strong>for</strong>mer board of trustees of <strong>the</strong> CFJC<br />

and <strong>the</strong>ir donors <strong>to</strong> continue <strong>the</strong>ir work <strong>to</strong>ward building philanthropy in <strong>the</strong> area.<br />

We want <strong>to</strong> take this time <strong>to</strong> thank you <strong>for</strong> your continued support of <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> <strong>for</strong> <strong>the</strong><br />

WORK?<br />

You can create a fund now, establish one in your will, or create it through a trust<br />

arrangement that benefits your family as well as charity. You may give in honor<br />

of an anniversary or as a memorial, <strong>to</strong> celebrate a special event, or <strong>to</strong> support a<br />

cause. Tax deductions are earned at <strong>the</strong> time of your gift, while grants awarded<br />

from your fund will continue <strong>to</strong> invest in our community <strong>for</strong>ever.<br />

fund’s charitable purposes. We provide you <strong>the</strong> flexibility in charitable giving<br />

without <strong>the</strong> time and expenses associated with running your own foundation.<br />

WHAT EXACTLY IS Acommunity<br />

foundation?<br />

A community foundation is a nonprofit public organization. Our business is <strong>to</strong> be of service <strong>to</strong> donors and <strong>to</strong> <strong>the</strong> wider community in philanthropic<br />

endeavors. As with our counterparts in o<strong>the</strong>r communities, we are led by a board of local, unpaid volunteers. Their role is <strong>to</strong> provide governance and oversight of<br />

<strong>Foundation</strong> activities.<br />

Because we are a nonprofit, gifts <strong>to</strong> a community foundation are tax-deductible as allowed by law. Donors with funds at community foundations pay<br />

no excise taxes, as can be <strong>the</strong> case with private foundations; and community foundations have no spending requirement, as is <strong>the</strong> case with private foundations.<br />

This is helpful <strong>for</strong> donors who are trying <strong>to</strong> grow <strong>the</strong>ir funds.<br />

Almost any kind of asset can be used <strong>to</strong> start your fund, including cash,<br />

publicly traded securities, closely held s<strong>to</strong>ck, interests in limited partnerships,<br />

real estate, life insurance, tangible personal property, royalties, and private<br />

foundation assets.<br />

We can also discuss o<strong>the</strong>r options with you, such as bequests, charitable<br />

remainder unitrusts, charitable remainder annuity trusts, charitable lead<br />

trusts, charitable gift annuities, life income and deferred charitable gift<br />

annuities, or o<strong>the</strong>r ideas you might have in mind.<br />

With <strong>the</strong> recent activity in both natural gas and coal mining, <strong>the</strong> <strong>Foundation</strong><br />

is prepared <strong>to</strong> work with people holding lease and royalty payments who<br />

seek <strong>to</strong> support <strong>the</strong> community and achieve <strong>the</strong> tax advantages that may<br />

come with it.<br />

Many of our funds are named <strong>for</strong> <strong>the</strong> donor or <strong>the</strong> donor’s family or as<br />

a memorial <strong>to</strong> someone special. Every grant from each fund will carry its<br />

In short, our job is <strong>to</strong> make it easy <strong>for</strong> you <strong>to</strong> provide <strong>for</strong> what you care<br />

about in our community and its future. It’s no secret that people who give<br />

often feel <strong>the</strong>y get more in return. Our primary reason <strong>for</strong> existing is <strong>to</strong> help<br />

ensure that is <strong>the</strong> case <strong>for</strong> you. Establishing your fund is easier and quicker<br />

than opening a bank account. The <strong>Foundation</strong> takes care of all administrative<br />

and grantmaking activities, eliminating <strong>the</strong> need <strong>for</strong> you <strong>to</strong> set up a separate<br />

institution, <strong>for</strong>mulate policies, file <strong>for</strong>ms, and moni<strong>to</strong>r <strong>the</strong> status of grant<br />

recipients. We help you accomplish your charitable goals while saving your<br />

precious time and money. You may even gain significant tax benefits.<br />

<strong>Community</strong> foundations usually have something called a spending policy. This is a policy that sets instructions <strong>for</strong> distribution of earnings from our<br />

investments. Ours is 4%, which is fairly typical in our field and which means we want <strong>to</strong> distribute on behalf of our donors an amount equal <strong>to</strong> 4% of <strong>the</strong> value of<br />

<strong>the</strong>ir endowment fund on an annual basis. We also take in<strong>to</strong> account <strong>the</strong> average value of <strong>the</strong> fund over <strong>the</strong> last 12 quarters, which helps <strong>to</strong> even out any peaks and<br />

valleys in <strong>the</strong> market. Our funds are professionally managed by advisors who report <strong>to</strong> our Investment Committee.<br />

Some may wonder how we meet our expenses. <strong>Community</strong> foundations generally pay <strong>the</strong>ir bills by charging funds an administrative fee. For funds of $1 million<br />

or less, our fee is 1% of <strong>the</strong> value of <strong>the</strong> fund. For funds $1 million <strong>to</strong> $5 million, <strong>the</strong> fee is .75%. Funds over $5 million are charged .5% administrative fee. Again, this<br />

is fairly typical <strong>for</strong> community foundations.<br />

By setting up a fund, you have <strong>the</strong> ideal opportunity <strong>to</strong> create a<br />

legacy <strong>for</strong> you, your family, and <strong>for</strong> our community. Your permanent<br />

endowment will continue <strong>to</strong> grow and make grants <strong>for</strong>ever.<br />

There are over 700 community foundations in <strong>the</strong> United States. Each operates a little differently than <strong>the</strong> next. For example, here at CFOV,<br />

we encourage smaller funds in an ef<strong>for</strong>t <strong>to</strong> help <strong>the</strong> community as much as possible. The minimum amount <strong>to</strong> open a fund at CFOV is $10,000,<br />

while o<strong>the</strong>r, larger community foundations have six figure minimums. Some community foundations serve a single county or even a single city. Ours serves Brooke,<br />

Ohio, Marshall, Wetzel and Tyler counties in West Virginia and Belmont and Jefferson counties in Ohio.<br />

<strong>Community</strong> <strong>Foundation</strong>s are independent – <strong>the</strong>re is no national organization. Many community foundations, including ours, belong <strong>to</strong><br />

a national association called <strong>the</strong> Council on <strong>Foundation</strong>s. The Council on <strong>Foundation</strong>s provides a voluntary standard of accountability <strong>for</strong> community<br />

foundations. This has been achieved by <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> <strong>for</strong> <strong>the</strong> Ohio Valley. This peer-reviewed accreditation confirms that our policies and procedures<br />

are in keeping with <strong>the</strong> highest professional standards of our field.<br />

Donor Advised Funds<br />

Donor Advised Funds support recommendations by <strong>the</strong> donor<br />

of distributions <strong>to</strong> qualified charitable organizations<br />

Donor designated Funds<br />

Donor Designated Funds permit <strong>the</strong> support of specific<br />

charitable organizations. The fund remains relevant<br />

over time and is responsive <strong>to</strong> changing circumstances.<br />

Field of Interest Funds<br />

Field of Interest Funds focus on issues of concern<br />

such as health services, <strong>the</strong> environment, economic<br />

development, human services, education, children and<br />

youth, and <strong>the</strong> arts.<br />

unrestricted Funds<br />

Unrestricted Funds are not restricted by <strong>the</strong> donor<br />

<strong>for</strong> any one purpose; instead, <strong>the</strong>y are used <strong>to</strong> support<br />

<strong>the</strong> changing needs of our community. This is <strong>the</strong> most<br />

flexible type of fund.<br />

It’s no secret that many people across <strong>the</strong> region have benefitted from<br />

Marcellus Shale activity by signing land leases and pipeline right-of-ways.<br />

Some, in <strong>the</strong> sou<strong>the</strong>rn portion of our service area, have begun <strong>to</strong> receive<br />

royalty payments on <strong>the</strong>ir leased properties. All of this new income can also<br />

create new philanthropists.<br />

This year <strong>the</strong> CFOV welcomed a new fund from a couple who received Marcellus<br />

Shale income and wanted <strong>to</strong> give back. A scholarship fund was created <strong>to</strong><br />

benefit students and a field of study that <strong>the</strong> donors felt were important.<br />

The donors received a tax deduction <strong>for</strong> <strong>the</strong>ir gift and are now actively involved<br />

in helping at least one student each year who wishes <strong>to</strong> pursue higher education.<br />

Scholarships are just one way of giving back <strong>to</strong> <strong>the</strong> community through a fund<br />

at CFOV. Donor advised funds allow donors <strong>to</strong> regularly make grants from <strong>the</strong>ir<br />

original gift <strong>to</strong> causes that are important <strong>to</strong> <strong>the</strong>m. Donor designated funds<br />

perpetually provide support <strong>to</strong> specific organizations identified by <strong>the</strong> donor. Field<br />

of interest funds allow <strong>the</strong> board of trustees of <strong>the</strong> CFOV <strong>to</strong> make grants in a<br />

specific area such as children, recreation, or basic human needs.<br />

scholarship Funds<br />

Scholarship Funds recognize achievement and provide<br />

Some funds may be tailored <strong>to</strong> specify a variety of<br />

criteria such as attendance at a specific college,<br />

technical school, or university.<br />

Agency Endowment Funds<br />

Agency Endowment Funds support specific nonprofit<br />

organizations. The income earned promotes <strong>the</strong> ongoing<br />

purposes of those organizations. An agency endowment is a<br />

way <strong>to</strong> build a nest egg and attract future endowment gifts.<br />

WOMEN’S GIVING CIRCLE MAKESCRITICAL<br />

IMPACT<br />

Benedum Grant Provides<br />

steam<br />

Integrating <strong>the</strong> Arts in Science, Technology, Engineering, and Math<br />

The Women’s Giving Circle of <strong>the</strong> CFOV has quickly become one of <strong>the</strong> most<br />

active and involved funds of <strong>the</strong> foundation. What started in 2010 with 20<br />

women in <strong>the</strong> living room of CFOV Board Member Joan Stamp has grown<br />

<strong>to</strong> an overwhelming 94! Each woman in <strong>the</strong> Giving Circle has committed <strong>to</strong><br />

giving a minimum of $500 per year <strong>to</strong> be used <strong>to</strong> meet <strong>the</strong> unmet needs<br />

of women and girls in <strong>the</strong> Ohio Valley. Since inception <strong>the</strong> Women’s Giving<br />

Circle has raised more than $80,000, half of which has been placed in<strong>to</strong> an<br />

endowment <strong>to</strong> ensure <strong>the</strong> future of <strong>the</strong> organization.<br />

In <strong>the</strong> group’s first two years, grants have been made <strong>to</strong> several organizations<br />

serving women and girls including <strong>the</strong> YWCA Wheeling, Girl Scouts Black<br />

Diamond Council, Youth Services System, and <strong>the</strong> Wetzel County Cancer<br />

Coalition. The Giving Circle members have <strong>for</strong>med committees that work <strong>to</strong><br />

determine what <strong>the</strong> needs of women and girls are in <strong>the</strong> region and work<br />

<strong>to</strong>ward finding projects and programs that are meeting those needs. In some<br />

cases, programs will be created by <strong>the</strong> Giving Circle itself <strong>to</strong> empower women.<br />

The Women’s Giving Circle was recently awarded a Spirit of Philanthropy<br />

Award by West Virginia Grantmakers in <strong>the</strong> category of “Critical Impact.”<br />

travelled <strong>to</strong> Parkersburg, West Virginia, <strong>to</strong> accept <strong>the</strong> award at <strong>the</strong> West<br />

Virginia Grantmakers annual conference.<br />

“As we ga<strong>the</strong>red <strong>to</strong>ge<strong>the</strong>r in <strong>the</strong> development phase of our Women's Giving<br />

Circle our intention was <strong>to</strong> build a philanthropic organization that o<strong>the</strong>r<br />

wom,en would believe in,” said Kris Molnar. “That we could join <strong>to</strong>ge<strong>the</strong>r<br />

<strong>to</strong> combine our resources and do good things <strong>for</strong> women and girls in <strong>the</strong><br />

Upper Ohio Valley was our collective objective. In less than two years, we have<br />

received <strong>the</strong> commitment of 90 women and received more than $80,000 <strong>to</strong><br />

build our philanthropic ef<strong>for</strong>t. The recognition received from <strong>the</strong> West Virginia<br />

Grantmakers is humbling and gratifying in <strong>the</strong>ir confirmation that we can and<br />

will do great things.”<br />

The Women’s Giving Circle continues <strong>to</strong> grow. New members are welcome<br />

Through funding made possible by <strong>the</strong> Claude Worthing<strong>to</strong>n Benedum <strong>Foundation</strong>, <strong>the</strong> CFOV was able <strong>to</strong> fund over<br />

$66,000 in mini-grants <strong>to</strong> 14 schools in our service area in <strong>2012</strong>. These STEAM grants were used <strong>to</strong> integrate a crosscurriculum<br />

of <strong>the</strong> arts and technology focusing on <strong>the</strong> core subjects of math and science. Each of <strong>the</strong> 14 schools<br />

successfully partnered with an outside arts organization or artisan. Ten of those schools contributed extra in-kind<br />

support <strong>to</strong> <strong>the</strong>ir projects, which in <strong>the</strong> end added significantly <strong>to</strong> <strong>the</strong>ir overall success.<br />

The administrations, teachers and students were all pleased with <strong>the</strong> outcomes of <strong>the</strong>se programs last school year. Not<br />

only did <strong>the</strong> students engage in classes more, but <strong>the</strong> teachers felt <strong>the</strong> students were retaining more knowledge, due <strong>to</strong><br />

<strong>the</strong> unique hands-on, cross-curricular approach <strong>to</strong> learning.<br />

Throughout this past school year, <strong>the</strong> STEAM grants have provided thousands of students <strong>the</strong> opportunity <strong>to</strong> explore<br />

<strong>the</strong> art and science of creating pottery, paper, glass, etchings, clay caricatures, and vibrations. In some schools this<br />

was <strong>the</strong> only art <strong>the</strong> students participated in all year.<br />

For a second year, <strong>the</strong> CFOV has <strong>the</strong> opportunity <strong>to</strong> again administer funding <strong>to</strong> 15 schools in Marshall and Ohio<br />

counties. Again <strong>the</strong> schools are required <strong>to</strong> successfully connect one or more community organization with educa<strong>to</strong>rs<br />

<strong>to</strong> creatively integrate STEAM in<strong>to</strong> <strong>the</strong> classrooms.<br />

Some unique projects from <strong>the</strong> 2011-<strong>2012</strong> school year included an in-depth afterschool program at New Martinsville<br />

School in Wetzel County. These students created etchings of his<strong>to</strong>rical sites in <strong>the</strong> county and made prints from <strong>the</strong>m.<br />

They also made <strong>the</strong>ir own paper <strong>for</strong> scrapbooks, which included <strong>the</strong>ir own nature pho<strong>to</strong>graphy. Also in Wetzel County,<br />

Shortline School worked with a local potter <strong>to</strong> study <strong>the</strong> clay that students dug out of <strong>the</strong> ground right outside of <strong>the</strong>ir<br />

school. They <strong>the</strong>n learned how <strong>to</strong> turn that clay in<strong>to</strong> pottery.<br />

It is expected that this program will create a <strong>for</strong>ward thinking, trans<strong>for</strong>mational concept that build creative thinking,<br />

analysis and problem solving skills– all vital <strong>to</strong> prepare our future innova<strong>to</strong>rs.<br />

WILLLIAMS FUND 1991<br />

Frances “Pinkie” Williams was a long-time<br />

member of <strong>the</strong> CFOV Board of Trustees. She and<br />

her husband, John, established <strong>the</strong> Williams Fund,<br />

a Field of Interest Fund <strong>to</strong> support children.<br />

Specifically <strong>the</strong> fund is <strong>for</strong> fulfilling <strong>the</strong> basic needs<br />

of children in <strong>the</strong> Wheeling area in <strong>the</strong> nature of<br />

emergency food and clothing assistance and o<strong>the</strong>r<br />

basic needs that will permit a better opportunity<br />

<strong>for</strong> <strong>the</strong>se children <strong>to</strong> grow and become educated.<br />

1991 WHEELING-NISSHIN FUND<br />

Wheeling Nisshin, Inc. of Follansbee established <strong>the</strong> Wheeling Nisshin Fund at <strong>the</strong><br />

CFOV <strong>to</strong> administer <strong>the</strong> company’s charitable giving. As a Corporate Donor Advised<br />

Fund, grants are made annually <strong>to</strong> Brooke County Schools and o<strong>the</strong>r causes important<br />

<strong>to</strong> <strong>the</strong> company. After a tsunami hit Japan in March 2011, <strong>the</strong> Wheeling Nisshin Fund<br />

made a $50,000 grant <strong>to</strong> <strong>the</strong> American Red Cross <strong>to</strong> support Tsunami relief ef<strong>for</strong>ts.<br />

2002 MATT VELEZ SAVE-A-LIFE FUND<br />

The Matt Velez Save-A-Life Fund was established<br />

by Matt’s mo<strong>the</strong>r, Mary Velez, in 2002 when<br />

he suffered cardiac arrest during a high school<br />

physical education class and died six days later. This<br />

fund helps schools and nonprofit organizations <strong>to</strong><br />

purchase Au<strong>to</strong>mated External Defibrilla<strong>to</strong>rs (AEDs)<br />

<strong>to</strong> help save <strong>the</strong> lives of o<strong>the</strong>rs.<br />

In <strong>the</strong> last ten years, <strong>the</strong> fund has provided <strong>for</strong> more<br />

than 100 AEDs in local schools and o<strong>the</strong>r public<br />

places in <strong>the</strong> Nor<strong>the</strong>rn Panhandle and surrounding<br />

areas. There have been five “saves” in <strong>the</strong> Ohio<br />

Valley where <strong>the</strong> fund was somehow involved by<br />

ei<strong>the</strong>r purchasing <strong>the</strong> AED, providing assistance <strong>to</strong> set up <strong>the</strong> AED Program, or<br />

an update on <strong>the</strong> unit.<br />

WHEELING MIDDLE SCHOOL<br />

1995<br />

BOOSTER CLUB FUND<br />

The Wheeling Middle School Booster Club Fund was<br />

established by Betty June Wymer, mo<strong>the</strong>r of two<br />

students of Wheeling Middle School. The funds were<br />

raised from 25 years of Bingo <strong>for</strong> <strong>the</strong> benefit of <strong>the</strong><br />

school. The fund distributes income on an annual basis<br />

<strong>for</strong> academic, athletic, and cultural programs <strong>for</strong> <strong>the</strong><br />

benefit of <strong>the</strong> students. The fund is used <strong>for</strong> such<br />

things as band uni<strong>for</strong>ms, wrestling uni<strong>for</strong>ms, Future<br />

City competitions, Forensics competitions, and more.<br />

ST. CLAIRSVILLE LIBRARY FUND 2003<br />

The St. Clairsville Library created an Endowment Fund at<br />

<strong>the</strong> <strong>Community</strong> <strong>Foundation</strong> <strong>for</strong> <strong>the</strong> Ohio Valley in 2003<br />

as a way <strong>to</strong> help ensure long-term viability. The CFOV<br />

provides stewardship of <strong>the</strong>ir endowment, alleviating<br />

library staff and board of <strong>the</strong> day-<strong>to</strong>-day administration<br />

and oversight of investment management. The staff<br />

and board of <strong>the</strong> St. Clairsville Library work hard <strong>to</strong><br />

encourage supporters of <strong>the</strong> library <strong>to</strong> annually give <strong>to</strong><br />

<strong>the</strong> endowment fund.<br />

The <strong>Community</strong> <strong>Foundation</strong>’s individual funds do amazing work. As you can see by<br />

thESE EXAMPLES, a fund can be as unique as <strong>the</strong> person or organization establishing it.<br />

2005 N. ELIZABETH ELBIN SCHOLARSHIP FUND<br />

Elizabeth Elbin was a dedicated teacher <strong>for</strong> many<br />

years at Cameron Elementary School. She had an<br />

undergraduate degree from Oberlin College and a<br />

Master's Degree in Education from <strong>the</strong> University<br />

of Pittsburgh. Following college, she returned home,<br />

dedicating her career <strong>to</strong> <strong>the</strong> people and <strong>the</strong> children<br />

of Cameron. She sought out gifted children and<br />

helped <strong>to</strong> give <strong>the</strong>m opportunities. She was a very<br />

optimistic and accepting person who loved teaching<br />

as much as she loved <strong>the</strong> people of Cameron.<br />

When she passed away in 2004, she left a large<br />

portion of her estate <strong>to</strong> <strong>the</strong> <strong>Community</strong> <strong>Foundation</strong><br />

<strong>for</strong> <strong>the</strong> benefit of worthy and deserving graduates of Cameron High School. Each<br />

year, four students are chosen <strong>to</strong> receive her scholarship in <strong>the</strong> amount of $1,250<br />

per year, renewable <strong>for</strong> a maximum of $5,000.<br />

ROBERT W. SCHRAMM WEST LIBERTY SCIENCE FAIR FUND 2007<br />

Dr. Robert Schramm is a retired professor at West<br />

Liberty University. He believes that encouraging<br />

children <strong>to</strong> appreciate science at an early age is<br />

critical. Dr. Schramm established <strong>the</strong> Robert W.<br />

Schramm West Liberty Science Fair Fund in 2007 <strong>to</strong><br />

annually support <strong>the</strong> Science Fair held each spring<br />

at West Liberty University <strong>for</strong> students in grades<br />

6 - 12. Students from Hancock, Brooke, Ohio,<br />

Marshall, Tyler and Wetzel counties in West Virginia<br />

and Belmont and Jefferson counties in Ohio are<br />

eligible <strong>to</strong> participate in <strong>the</strong> West Liberty Science<br />

Fair. Dr. Melinda Kreisberg, Ph.D., of West Liberty<br />

University said, “Science fairs are an excellent<br />

way <strong>to</strong> not only explore a question creatively, but <strong>to</strong> also develop critical thinking,<br />

presentation, and design skills that are essential <strong>to</strong> success in every field of study.”<br />

In <strong>the</strong> early 1970s, an enterprising group of individuals worked <strong>to</strong>ge<strong>the</strong>r <strong>to</strong> create <strong>the</strong> <strong>Community</strong><br />

<strong>Foundation</strong> <strong>for</strong> <strong>the</strong> Ohio Valley. Mr. William Homan was one of those men. A trust officer at<br />

<strong>the</strong> <strong>for</strong>mer Wheeling Dollar Bank, Mr. Homan was a founding board member of <strong>the</strong> <strong>Community</strong><br />

<strong>Foundation</strong> <strong>for</strong> <strong>the</strong> Ohio Valley. Mr. Homan passed away in 2011. A gift from his estate <strong>to</strong> <strong>the</strong><br />

CFOV will be used <strong>to</strong> create a “Founders Fund.”<br />

The William Homan Founders Fund will be used <strong>to</strong> support <strong>the</strong> activities of <strong>the</strong> <strong>Community</strong><br />

<strong>Foundation</strong>, allowing staff <strong>to</strong> spend more time administering <strong>the</strong> activities of <strong>the</strong> funds of <strong>the</strong><br />

CFOV. It will also allow more time <strong>for</strong> raising awareness of <strong>the</strong> CFOV and <strong>for</strong> meeting with<br />

potential donors.<br />
