In 2011 there was another 50
percent discount. Savings on
brand-name medications will continue
annually until this situation is
eliminated entirely in 2020.
This legislation provides free
preventive care such as annual
wellness visits with no deductible
or co-pay, which leads me to a very
important aspect of this new law,
the emphasis on rebuilding the
Primary Care system.
To quote Ms. Napier,
“Primary care is the backbone of
preventive health care. The
Affordable Healthcare Act creates
a new Prevention and Public
Health Fund designed to help create
the necessary infrastructure to
prevent disease, detect it early, and
manage conditions before they
become severe.”
Currently there is a serious
shortage of primary care professionals.
Medical schools have over
weighted their programs to favor
specialties which are more profitable
financially.
The Prevention and Public
Health Fund will provide 16,000
new primary care doctors, nurses,
and physicians assistants in the
next five years with funding for
scholarships, loan repayments, better
pay for graduates, and loan forgiveness
if providers work in
underserved (rural and inter-city)
areas. The University of New
Mexico has an excellent Primary
Care training program and is participating
in this effort.
In 2011 there was a new
Center for Medicare and
Medicaid to look at developing dif-
as a Hospital at Home Program,
and a new Community First
Choice Option which allows states
to offer home and community
based services to disabled people
through Medicaid in place of institutional
care in nursing homes.
In 2012 Healthcare organizations
were encouraged to reduce
paperwork and administrative
costs by sharing on-line health
records, and Medicare established
a hospital value-based purchasing
program. This program gives
financial incentives to hospitals to
improve the quality of care, and
hospital performance is required to
be publicly reported.
2013 brings improved preventive
health care coverage under
Medicaid at little or no cost to individuals.
Hospitals will be given a
flat rate for care. And CHIP,
insurance coverage for children
who are not eligible for Medicaid,
will be extended for two more
years.
A big change in 2014 is that
most individuals who can afford it
will be required to have basic
health insurance coverage, much as
auto insurance is mandatory.
There will be free choice insurance
exchanges for people whose
employer does not offer health care
insurance. Tax credits to help the
middle class afford insurance will
become available, and these tax
credits will be paid directly to the
insurance company to reduce the
premiums.
Another big change in 2014 is
more Americans will be eligible for
Medicaid. Americans who earn
Wranglers or a belt...I just
don’t know yet.
There are so many things. It is
hard to decide.
less than 133 percent of the poverty
level (approximately $14,000
for an individual and $29,000 for
a family of four) will be eligible for
Medicaid, and for the first time,
adults without children will be eligible.
By 2015 almost all of the
changes have been implemented
with one big exception.
In 2015 physicians will be paid
based on value of care and outcomes,
not on volume of patient
visits. This means that your doctor
will have more time for you, the
patient.
This is the Catron County
Commision’s rebuttal to Gila
National Forest Supervisor
Editorial Statement that appeared
in the Glenwood Gazette.
The Catron County
Commission would like to set the
record straight regarding the
February 17, 2012 editorial letter
from Gila National Forest
Supervisor Kelly Russell, in which
she disputed the right of Catron
County to maintain Historic
Highway 12 (aka National Forest
System Road 32).
The Catron County
Commission has a duty to preserve
access on this public road which
has been legally claimed by the
County as an RS2477 right-ofway.
RS2477 stands for U. S.
Revised Statute 2477 which was a
grant enacted by Congress in
1866, insuring right-of-ways
across public lands.
The grant is eloquently stated
in one sentence: “A right-of-way
for the construction of highways
across public lands not otherwise
reserved for public purposes is
hereby granted.”
In the days before motorized
transportation, construction could
mean simply beating a path, moving
rocks, anything that made passage
easier for commerce, travel,
homesteading, mining, etc.
RS 2477 was repealed in
1976 under the Federal Land
Policy and Management Act, but
preserved RS2477 rights-of-way
that had been established, subject
to “valid existing rights.”
Ms. Russell states, “ Congress
has not delegated to the Forest
Service the authority to establish a
valid RS 2477 right; a court of
competent jurisdiction must determine
the existence of RS 2477
rights-of-way across federal lands.
The burden of proving the existence
of an RS 2477 right-of-way
in court lies with the claimant.”
Catron County Commissioners
wish to inform the public that it has
complied with federal and state
laws in claiming Highway 12
Road.
In addition, the County has
filed quiet title to secure the
County’s right-of-way ownership
on this old Historic Highway. It
These facts led the County to
assert that the minor maintenance
of this road, after heavy summer
rains, was legal and necessary to
meet requests by property owners
and the public, and provide for
emergency access in the event of
another devastating forest fire.
The Catron County
Commissioners hopes this information
lends clarity to the issue
regarding maintenance and access
on this public road.
