CHAPTER
Mountain States Chapter, founded in 1955, is a member of The Paralyzed Veterans of America, chartered
by the United States Congress. It is a nonprofit organization dedicated to serving the needs of its
members, all of whom have catastrophic paralysis caused by spinal cord injury and/or disease.
Today, MSCPVA has members located throughout the Rocky Mountain region of Colorado, Montana,
Utah, and Wyoming. Our regional headquarters is located in Aurora, Colorado.
Our Mission and key objectives are:
1. To aid and assist in every way veterans of the Armed Forces of the United States who have suffered injuries or
diseases of the spinal cord.
2. To publicize the needs of such veterans through every means and channel available in order to effectuate the
fulfillment of such needs as best as possible.
3. To promote the full participation of the spinal cord injured or diseased into society by carrying out educational
programs, by acquainting the public with their needs and problems, and by aiding and assisting such
constituent associations that may be organized for the same purposes.
4. To advocate and foster thorough and continuing medical research in the fields connected with injuries and
diseases of the spinal cord, which includes research in neurosurgery, genitourinary, orthopedics and prosthetic
appliances.
5. To advocate and foster a comprehensive and effective reconditioning program for its members, as well as all
paraplegics, that includes a thorough physical reconditioning program: physiotherapy; competent walking
instructions; an active sports program; adequate guidance, both vocational and educational, both in hospitals
and educational institutions; psychological orientations and readjustment to family and friends; and functional
and diversional therapy.
6. To cooperate with other corporations and groups engaged in similar activities with a view toward carrying out
the purposes described herein above in the most effective manner.
Through the assistance of dedicated supporters and volunteers, the members and staff of
MSCPVA carries out our broad mission.
PRESIDENT’S REPORT
FY’10 marked PVA National’s 64th anniversary and MSCPVA’s 55th anniversary as a chapter
of PVA. MSCPVA gets better every year!
In 2010, MSCPVA hosted the 30th National Veterans Wheelchair Games in Denver July
4-9. These were the largest Games ever held with 583 participants! As co-hosts with the
VA Eastern Colorado Health Care System, our primary focus was fundraising. Along
with that effort we worked diligently with the ECHCS on a variety of special activities for
the Games.
MSCPVA continued to improve our communications effort, surpassing by more than
100% the number of hits received on our chapter website over FY ‘09 yet again. Our efforts yielded MSCPVA the
national award for ‘Best Website of the Year’ of PVA’s 34 chapters. Again, in spite of difficult financial times, we
maintained a very positive ratio of 85% to 15% programs to administrative costs.
We also expanded our staff in FY 2010 to a total of 5 full-time staff members. Ms. Lenna Gregory joined us as the
new Administrative Assistant. Ms. Gaelen Hafen joined us a our Development Director. Our GRD—Ms. Kaitlyn
O’Hara, left in July following the Games to pursue Aerospace Law. Ms. Jessica Sweeney now serves in that position.
Ms. Donna DeBaca was promoted to Program Manager. In 2010, our Executive Director completed his MBA and
published his first book! Mr. Shepherd continues to do an excellent job as our Executive Director. Overall, I commend
the staff on another excellent year.
We held several great events in 2010. We hosted our 5th Annual MSCPVA Invitational Bowling Tournament. We
hosted our 3rd Annual Rocky Mountain Shootout—Wheelchair Pool Tournament in June, as well as our 5th Annual
All Patriot’s Poker Run co-hosted with the Combat Veteran’s Motorcycle Association. And, we hosted our 3rd Annual
MSCPVA ‘Texas Hold-em’ monthly poker tournament—won by Mr. David Spotts. We hosted our 4th Annual,
Veteran’s Recognition Christmas Program at Fitzsimons Nursing Home. We also hosted our annual membership
Christmas party at the AFA Officer’s Club. Ultimately, in the past year we hosted more events, helped more
members, grew the organization and worked to improve the lives of all veterans, members and volunteers. We also
remain active in the United Veterans Committee, as well as continue to support our Nursing Endowment Scholarship
Program with the University of Colorado School of Nursing. Finally, we will remain diligent in our review and
continued support of the Independent Budget and work to ensure that ‘Project Eagle’ , which oversees the new VA
hospital at Fitzsimons, remains on track.
The Chapter is poised for continued success in 2011. The work of our Board of Directors and volunteers continues to
be essential to fulfilling our mission. For FY 2011 we are pursuing the development of a Women’s Auxiliary for
MSCPVA. We believe they will greatly add to our programs and services we provide our members in FY 2011.
It is truly the support of our sponsors, donors, the work of our volunteers and the service to our members that drive
our organization. Without you all, we could not do all that we do. I encourage you to contact the Chapter office to
get more involved. If you have any questions, contact me through the Chapter office at (303) 597-0038.
Have a great year!
James W. Sack
CHAPTER
PROGRAMS
Mt. States Chapter adheres to PVA national guidelines requiring member service in eight key program areas:
Administration, Communication, Advocacy, Fundraising, Membership, Liaison, Service and Sports and Recreation.
These program responsibilities are facilitated in many ways to meet the needs of our membership. Although
recommendations are provided from PVA national regarding these responsibilities, Mt. States Chapter, like the other
33 regional chapters, relies on the direction and coordination of its Board of Directors and internal administration to
govern this activity. 2010 was an exceptional year for MSCPVA. Services were expanded in each of these mandated
program areas.
ADMINISTRATION
Our Chapter headquarters is located in Aurora, Colorado. The Mountain States Chapter is serviced administratively by
full-time staff, Board of Directors, volunteer representatives, field service contacts, four PVA service officers and
VAMC support personnel.
This cadre of individuals work together collectively and separately to ensure our members receive the highest
compliment of services we can financially provide. Proportionately, the administrative element of the Mt. States
Chapter, which consists of the executive staff, is responsible for maintaining day-to-day Chapter functions.
In 2010, our administrative staff worked diligently to increase fundraising sponsorship, encourage advertising opportunities
and streamline our operations. Our staff ensured that the needs of our members were met and that the directives
of the Board of Directors were carried out. In 2010, MSCPVA was awarded the Denver Better Business Bureau's
“Award of Excellence” for the 10th straight year. And in 2010, we were members of the Denver Metro Chamber of Commerce
and the Colorado Association of Nonprofit Organizations (CANPO). MSCPVA supports our field service contacts
in Montana and Wyoming and Utah. They provide a great service to our outlying members.
ADVOCACY
The Chapter’s Advocacy Program is essential to assure members that they are represented within
local, state, and federal governments. It is the role of the Government Relations Director (GRD)
to advocate for policies and laws which foster and strengthen the rights of those with SCI/D.
In FY ‘10 MSCPVA said goodbye to Government Relations Director - Ms. Kaitlyn O’Hara and
welcomed our new GRD, Ms. Jessica Sweeney. Our GRD develops a periodical every other month
The Advocacy Bulletin to provide legislative information from the state and national level to the
Board, PVA Chapters, veteran services organizations, members of Congress, and state legislators regarding veterans’ and
disability related issues. Our GRD works closely with the Colorado United Veterans Committee (UVC) and is a member
of the Legislative and Fitzsimons Oversight Committees. Annually our GRD attends the PVA National Advocacy/
Legislation seminar in Washington, DC. This seminar provides a valuable opportunity for chapter representatives to
interface with national Congressional legislative and advocacy staff. During this time, our GRD meets with our
Congressmen and Senators on the Independent Budget, increasing care for newly injured veterans, and current veterans
issues. In 2010, our GRD successfully advocated for the passage of state and federal laws including:
· Patient Protection and Affordable Care Act of 2009;
· Colorado—HB 1019, HB 1104, and HB 1140.
COMMUNICATIONS
In FY’10, the Mountain States chapter published quarterly editions of The Mountain States
News and bi-monthly editions of The Advocacy Bulletin to keep our constituents informed.
The Mountain States News has become a major resource for veterans and people with
disabilities throughout the Rocky Mountain regionMSCPVA’s newsletter was rated 2nd out
of 34 chapters for the PVA National Newsletter Award in 2010.
Online at www.mscpva.org, our website remains a valuable communication vehicle to
our membership and the regional disabled community. Our Chapter website won the 2010
national PVA ‘Website of the Year’ award for the 4th time in 6 years! In 2010, our website
attracted over 300,000 visits, the most popular being MSCPVA’s Sports and Recreation
section. Along with providing updates of Chapter activities, the website provides the disability
community information about upcoming events, disability and veteran’s service links,
shopping access, savings opportunities, educational resources, and quick links to PVA National’s
website. Our website remains a dynamic resource to our constituent base. A professional
web agent maintains our site and ensures that we remain current and updated
weekly.
have served.
In addition to the aforementioned communication vehicles, MSCPVA also participates in
PVA Awareness Week - ‘PAW’. Our 34 chapters, including National, held over 200 events
across the United States, in observance of this weekly celebration. MSCPVA hosts a variety
of events in the four-state region. We held a Chapter and National Service Office Open
House, a pizza party for the veterans at the medical center and held our annual ‘Volunteer
Appreciation’ Lunch. This week long celebration coincides with Disability Awareness Week
and promotes the Paralyzed Veterans of America and honors those with disability who
The Chapter ensures that it provides consistent and concise reporting of major events and activities to local and regional
media through press releases, public service announcements and by establishing relationships with various news editors,
correspondents, journalists and reporters. The Mountain States Chapter welcomes articles, photos, editorial contributions
from members, advertisements from sponsors and submissions regarding current events.
FUNDRAISING
MSCPVA is an IRS 501(c)3 non-profit, charitable organization, and is registered as an official charity in each of the four
states within our region— Colorado, Montana, Utah and Wyoming. MSCPVA receives some funding from PVA National,
but relies heavily on support from our community. Corporate sponsors, foundation grants, families and individuals who
contribute to MSCPVA make our mission possible. All of MSCPVA’s fundraising efforts are conducted within legal solicitation
guidelines. Donations received by MSCPVA allow our chapter to continue providing advocacy, sports and recreation
programs and much more to our members. Each contribution to MSCPVA helps enhance the lives of our members,
veterans and others with physical limitations.
The Chapter hosts several events throughout the year where a variety of corporate sponsorships are available. MSCPVA
actively submits grant applications for funding consideration to numerous community, family and corporate foundations
on an ongoing basis. MSCPVA continues our annual Memorial Day and Veterans Day mailings and has again partnered
with Action Donations to process the donations of cars, trucks, RVs, boats and other vehicles. Donations can currently
be made through www.mscpva.org and www.givingfirst.org. We will soon be able to accept donations through our Twitter®,
Jumo® and GreatNonprofits.net profiles as well. Planned giving opportunities — endowments, bequests, stock
transfers and other options for donations — are currently available, and information can be obtained through the chapter
office.
One of MSCPVA’s missions is to maintain a program that
provides liaison with VA healthcare facilities and
institutions where members receive healthcare services
and to work with other veteran service organizations. In
2010, our GRD joined representatives from numerous
veterans organizations to discuss design plans for the new
VA Hospital. The Critical Decisions Committee meetings
give MSCPVA an opportunity to voice concern over any
design plans. The final design phase is complex and
involves thoughtful consideration about how to meet our
diverse population needs. Consideration must be given to
issues such as the best use and functionality of space.
MSCPVA intends to remain a vocal presence during the
process as an advocate for the needs of SCI/D veterans.
MSCPVA provides a unique and crucial perspective as
design plans are modified and altered.
Our Government relations Director is responsible for
addressing member concerns regarding ADA compliance
within the community and to expand the understanding of
the ADA amongst members and better assist businesses
with becoming ADA compliant .
LIAISON
To further our focus on SCI/D care,
MSCPVA began an endowment with the
University of Colorado, School of Nursing
in 1997 to ensure training and commitment
to health care in the field of spinal
cord injury treatment. This endowment
ensures that practitioners and students
will receive specialized training in spinal cord injury and
neurological dysfunction.
Moreover, MSCPVA’s continued investment shows our
mandate to maintain a long-term program geared towards
the education and treatment of paralysis so nurses and
physical therapy students are appropriately trained in the
specialized area associated with our disabilities. This in
turn ensures that our members treated by those trained in
this specialized field receive the best care possible. This is
an investment in the future health and treatment of our
members and others with spinal cord injury or disease.
This year, the 7th Annual MSCPVA Nursing Scholarship
through the University of Colorado Nursing School was
awarded to Ms. Claire Gregoirch!
Service
Our GRD attends monthly meetings held by the United
Veterans Committee of Colorado, as well as the Colorado
State Board on Veterans Affairs meetings as the PVA
representative. Our involvement assures that the interests
of our members remain present within the larger veteran
community .
We continue our two monthly Denver VA social programs:
the ice cream social and the pizza party. These
programs are held in the SCI clinic of the VA and overseen
by the PM, with participation from our BOD. Finally, the
5th annual holiday party was held in December at the Fitzsimons
State Veterans Nursing Home. MSCPVA provided
food, entertainment, and holiday gifts to all residents. It
was a fun afternoon for the residents as well as the Chapter
Board and staff.
PAGE 8
MSCPVA implemented new service programs to engage
the local community, as well as our members including:
· Lunch and a Movie where members can socialize and
enjoy a movie of their choosing;
· Monthly pizza and ice cream socials at the Denver
VA,
· Surveyed membership to determine their preferred
activities,
· Distributed meal vouchers to hospitalized veterans.
National Service Office
SERVICE
Our PVA National Service office, is located at the Denver
VA Regional Office in Lakewood, Colorado. Our representatives
maintain outreach and pursue the medical
benefits veterans with SCI/D are entitled to through the
Department of Veterans Affairs.
Our Service Officers’ provide direct services by assisting
veterans with claims and survivors’ benefits, including
compensation, pension, education, loan guarantees,
automobile adaptation grants, specifically adapted housing
grants, prosthetics and medical care.
REGIONAL
SUPPORT
The Mt. States Chapter covers a four state region, which
includes: Colorado, Montana, Wyoming and Utah. The majority
of our members reside in Colorado. For the noncentral
areas of our Chapter, we have field service contacts
who communicate with and assist our fellow veterans in
these areas.
Grand Junction
Over 40 members of MSCPVA reside in 16 different towns
on the Western Slope of Colorado.
Our members took part in several activities this past year.
They attended various Memorial Day programs. Several
members from the western slope went on a turkey hunt
with the National Wild Turkey Federation and joined the
NWTF’s Wheelin’ Sportsmen. We continue to support the
Western Slope Sectional Wheelchair Tennis Tournament.
Montana Field Representative Report
Montana has 23 members it services that reside primarily
in the Helena area.
Our veterans received visits during the holiday seasons at
Fort Harrison, this has become an annual tradition. Between
bingo less bingo, Santa, the Easter bunny and visiting
with the veterans, Mrs. Flo Parmelee and her family
remain quite busy. MSCPVA would like to extend our sincere
appreciation for all they do!
Utah Field Representative Report
Utah has 36 members located in the Salt Lake Basin.
Utah is currently looking for someone to assist MSCPVA in
the Utah region. Please call the Chapter office if interested.
MSCPVA has four PVA National Service Officers — Marco
Rossi and Joni St. Pierre cover Colorado and Wyoming.
Tex Vogler covers the state of Utah and Craig Stewart covers
the state of Montana.
In FY ‘10, the Denver National Service Office made contact
with 5,119 veterans, 1,365 of these veterans had
claims filed on their behalf, resulting in total grant benefits
in the amount of $8,344,861.00.
Wyoming
Wyoming has 21 members that reside in or about Cheyenne.
They are serviced by the Cheyenne, VAMC.
In FY’10, members in Wyoming participated in several
events in and throughout the state. MSCPVA continues to
examine ways to assist our members in the outlying region.
MEMBERSHIP
Serving our members is the cornerstone of MSCPVA’s
focus. The purpose of our Chapter is geared toward
promoting membership involvement in our various
programs. Our membership efforts are concentrated on
providing services and maintaining our members.
IN MEMORY OF OUR MEMBERS...
MSCPVA has made it a priority to educate our members
about the various benefits and services available to them.
The Chapter is also a major community resource contact
for our members. MSCPVA maintains direct
communication with our National Headquarters and the
PVA Regional Service Office.
The Chapter provides for three types of membership; Full
Membership, Associate Membership and Honorary
Membership. Mountain States Chapter has a total 651 full
members, and 700 in total.
Full Membership
Any veteran of the United States Armed Forces who has
been discharged, other than dishonorably, and suffered
paralysis caused by spinal cord injury and/or disease, is
eligible for a free lifetime membership in PVA.
61 new members joined MSCPVA in FY 2010.
Associate Membership
This is for individuals who are interested in our programs
and services. This membership category is offered for a
nominal fee of $100 for Lifetime Associate Membership.
Associate Membership has allowed disabled persons and
others to have greater direct involvement with MSCPVA.
From family members, health care professionals, and nonveterans
who’ve sustained various physical limitations, or
persons without disability, Associate Membership offers
others an opportunity to become actively involved in
MSCPVA programs and activities.
They will not be forgotten
In FY 2010, to our deep regret, 23 members of MSCPVA
passed away. We salute them for their service to our
country and our Chapter.
VOLUNTEERS!
Every facet of the chapter relies on volunteers. Without
dedicated volunteers many of our chapter programs
simply would not exist. MSCPVA has a collaboration of
106 individuals that contribute to the success of our
Chapter. Their service and dedication is a true asset to our
organization.
In FY’10, MSCPVA hosted the 3rd Annual Volunteer
Appreciation Luncheon. Twenty volunteers came to enjoy
a buffet lunch; all volunteers were recognized for their individual
contributions to our organization.
6 new associate member joined MSCPVA in FY 2010.
Honorary Membership
This is a category of membership provided at the
discretion of the Chapter Board of Directors.
Financial support for these programs is essential. Without
the generous contributions from external sources, these
our members for programs sponsored by MSCPVA in 2011 !
It is with sincere gratitude that MSCPVA thanks our donors
and sponsors for their continued generosity. Their support
financially provides opportunity for PVA members and
many disabled children in our region.
CHAPTER
PICNIC
SPORTS & RECREATION
PORTS & R
30TH
NVWG– JULY
4 - 9, 2010
For 54 years, the Chapter has conducted an outdoor recreation
event. For the 3rd year in FY’’10, the Chapter
picnic and fishing outing was held at the Cherry Creek
Yacht and Marina Club. The Chapter showed its appreciation
for the VA by inviting staff and their families to
join us for the fun fill day! In addition to great food,
nearly 105 members and VA staff participated in pontoon
boating, fishing and hand cycling.
Denver hosted one of the world’s most
spirited athletic competitions in July 2010,
when 583 wheelchair athletes from across
the United States, Puerto Rico, Great Britain
and South Korea competed in the 30 th
National Veterans Wheelchair Games, ‘Games with Heart a
Mile High’. This was the largest turnout in Games history!
The Games, presented each year by the Department of Veterans
Affairs (VA) and the Paralyzed Veterans of America
(Paralyzed Veterans), are open to all U.S. military veterans
who use wheelchairs for sports competition because of spinal
cord injuries, amputations, certain neurological conditions
or other mobility impairments. The 2010 event was cohosted
by the VA Eastern Colorado Health Care System and
the Mountain States Chapter of Paralyzed Veterans of America.
Parades
MSCPVA participates in the Memorial Day and
Veteran’s Day parades in and throughout the four state
region.
Thanks to all our members and volunteers who
participated and were honored.
Competitive events were held at the Colorado Convention
Center as well as several other local venues. The 2010 Games
featured stiff competition in a dynamic group of 17 events.
This week-long event is the largest wheelchair only sporting
event in the world. A team of fifty-two athletes from
MSCPVA attended, including four coaches from the VAMC.
MSCPVA would like to thank our sponsors, in particular:
The Colorado Trust, Daniels Fund, Colorado Veterans Trust
and Adolph Coors Foundation and our volunteers and
friends from various Veterans Service organizations.
Our Successes in FY 2010
FY 2010 GOALSG
In 2010, MSCPVA expanded our administrative office to 5 full-time staff. In light of the constrained economic climate, we
pursued a conservative approach regarding the management of our investment portfolio for the Chapter. We established the
NWVGs Fund as a result of generous support for that event by our donors and sponsors. Again, we were very successful in our
overall communications efforts producing more than 12 publications, including the continued expansion of The Advocacy
Bulletin and The Mountain States News. We expanded our recreational programs provided to members and maintained a very
high level of program to service ratio (85%). We also hosted the 30th National Veterans Wheelchair Games, the largest Games
ever attended (583). Ultimately, our efforts allowed us to better serve the needs of our membership.
We again thank our donors and sponsors that gave generously in 2010. We couldn’t do all that we do without your support.
Our Goals for FY 2011
In FY 2011, the Chapter hopes to continue expanding our eight service programs for our membership in ways that provide
tangible and measurable benefits to our members and the disabled community.
In Administration and Advocacy, we expanded staff to better serve the ever-expanding needs of the organization. We
brought on a new Government Relations Director to oversee the Advocacy, Liaison and Service needs of the new VA Fitzsimons
Hospital which will include a 30-bed SCI/D unit to serve our members. Our GRD will work as our liaison to work with other
representatives to oversee ’Project Eagle’ and ensure the implementation of our accessibility guideline needs. Our GRD will also
continue to work diligently with other community-based disability groups in our region.
In Communication, we will continue to improve our newsletter The Mountain Sates News, expand our mailing list, increase
our e-mail contacts list for the Chapter, and increase advertising dollars in FY ‘11. MSCPVA will continue to improve upon our
award-winning website (Website of the Year in FY 2010), including expanding the ‘MS Corner’ in both mediums. We completed
our new Chapter informational video in 2010 and look to use this important media tool in FY 2011. Last, we will expanded the
number of PSA’s and Chapter press releases regarding our events in FY ‘11.
Our Fundraising efforts for FY 2011 will expand. We will aggressively pursue external grants, sponsorship funding, donor
development activity and turn-key revenue programs. MSCPVA will also examine new revenue streams and cooperative events
that can generate new collaborative opportunities and sponsorship investment. We will initiate a Capital Campaign Exploratory
Committee to examine the building or acquisition of a new office for the chapter. And, in FY 2011 we will initiate a new annual
fundraising event that will assist the chapter in generating the revenue we need as we continue to grow. Finally in FY 2011,
we will create our first ‘donor newsletter’ to keep our donors and supporters informed of what we are doing and how best they
can continue to support MSCPVA.
Our Liaison and Membership efforts in FY 2011 will include: the continuance of our Hospital Liaison program; the
establishment of our ‘Hospitalized Member Support Program, continuance of our monthly pizza party and ice cream social at
the Denver VA hospital, expand our reach to our outlying states and maintain our volunteer network. In FY 2011, we will
establish a Women’s Auxiliary for MSCPVA. We will also expand our nursing home outreach in our region. We will also actively
recruit new members, volunteers, and associate members in FY ‘11 through a variety of community outreach efforts.
Our Service to our membership will continue to grow in FY 2011 through the continued development of member programs,
more inclusive membership meetings and external involvement with other veteran’s service organizations and community
disability networks.
In Sports and Recreation, in June, we will host our 5th NWPA Pool Tournament in Colorado Springs. In July, we will again
host our Annual Picnic at Cherry Creek Reservoir. We will continue to sponsor the 7th MSCPVA Invitational Wheelchair Bowling
Tournament in August in Colorado Springs. We will sustain our bowling and poker leagues, Lunch and a Movie program,
and expand our education and allocated grant’s pool so members may become more involved. In 2010, we established the
NVWG’s Investment Fund to aid members in their attendance to the NVWGs. We will continue to support the Aurora Kid’s
Camp and serve as instructors and mentors at the Easter Seals Summer Camps in Colorado. We look to continue our community
leadership role in providing service and opportunity to our membership and those associated with PVA’s mission.
