3. LINKAGES FOR MARITIME SECURITY IN BELIZE<br />

These are to be found in Attachment 1 which shows all Linkages for <strong>Maritime</strong><br />

<strong>Security</strong> in Belize. Briefly:<br />

3.1 The N<strong>at</strong>ional <strong>Security</strong> Council (NSC) is the council which focuses on issues<br />

with wide implic<strong>at</strong>ions affecting the n<strong>at</strong>ional security and economic wellbeing<br />

of Belize.<br />

The Director-General of <strong>IMMARBE</strong> – the Administr<strong>at</strong>ion (ships) – as well as<br />

the Ports Commissioner of the Belize Port Authority (BPA) – Design<strong>at</strong>ed<br />

Authority (port facilities) will <strong>at</strong>tend meetings of this body whenever a topic<br />

involving <strong>Maritime</strong> <strong>Security</strong> will be addressed. The NSC’s Coordin<strong>at</strong>or is<br />

the single n<strong>at</strong>ional contact point to interface with the IMO for maritime<br />

security m<strong>at</strong>ters.<br />

3.2 The N<strong>at</strong>ional Emergency Management Office (NEMO) deals with n<strong>at</strong>ional<br />

emergencies, n<strong>at</strong>ural disaster management e.g. in rel<strong>at</strong>ion to hurricanes etc.<br />

within Belize. They will be kept informed by the NSC and the BPA of any<br />

maritime security incidents which may necessit<strong>at</strong>e their involvement.<br />

3.3 The Ministry of Finance and Home Affairs<br />

The Minister responsible for <strong>IMMARBE</strong> (the Administr<strong>at</strong>ion) is also the<br />

Minister of Finance and Home Affairs. The Registrar of Merchant <strong>Ships</strong> is<br />

also the Legal Counsel for the Ministry of Finance and Home Affairs and the<br />

Director-General of the Intern<strong>at</strong>ional Financial Services Commission. Both<br />

the aforementioned will be kept informed by the NSC’s Coordin<strong>at</strong>or and the<br />

Director-General of <strong>IMMARBE</strong> of any m<strong>at</strong>ters affecting maritime security in<br />

rel<strong>at</strong>ion to ships registered in Belize.<br />

3.4 The Intern<strong>at</strong>ional Merchant Marine Registry of Belize (<strong>IMMARBE</strong>)<br />

This is the Administr<strong>at</strong>ion responsible for all ships registered in Belize. As<br />

can be seen from Attachment 1, it has direct links to the Ministry of Finance<br />

and Home Affairs, the Registrar of Merchant <strong>Ships</strong>, the NSC, NEMO, the<br />

Recognized <strong>Security</strong> Organiz<strong>at</strong>ions (RSOs), Company <strong>Security</strong> Officers<br />

(CSOs), Ship <strong>Security</strong> Officers (SSOs) as well as the Interpol office in<br />

Belmopan (the capital of Belize). Both <strong>IMMARBE</strong> and the Belize Port<br />

Authority (BPA) liaise with each other on all m<strong>at</strong>ters rel<strong>at</strong>ing to maritime<br />

security which may affect the other.<br />
