<strong>UNV</strong> VOLUNTEER DESCRIPTION OF ASSIGNMENT<br />

Preamble:<br />

The <strong>United</strong> <strong>Nations</strong> Volunteers (<strong>UNV</strong>) programme is the UN organization that promotes<br />

volunteerism to support peace and development worldwide. Volunteerism can transform the pace<br />

and nature of development, and it benefits both society at large and the <strong>in</strong>dividual volunteer. <strong>UNV</strong><br />

contributes to peace and development by advocat<strong>in</strong>g for volunteerism globally, encourag<strong>in</strong>g<br />

partners to <strong>in</strong>tegrate volunteerism <strong>in</strong>to development programm<strong>in</strong>g, and mobiliz<strong>in</strong>g volunteers.<br />

In most cultures volunteerism is deeply embedded <strong>in</strong> long-established, ancient traditions of shar<strong>in</strong>g<br />

and support with<strong>in</strong> the communities. In this context, <strong>UNV</strong> volunteers take part <strong>in</strong> various forms of<br />

volunteerism and play a role <strong>in</strong> development and peace together with co-workers, host agencies and<br />

local communities.<br />

In all assignments, <strong>UNV</strong> volunteers promote volunteerism through their action and conduct.<br />

Engag<strong>in</strong>g <strong>in</strong> volunteer activity can effectively and positively enrich their understand<strong>in</strong>g of local and<br />

social realities, as well as create a bridge between themselves and the people <strong>in</strong> their host<br />

community. This will make the time they spend as <strong>UNV</strong> volunteers even more reward<strong>in</strong>g and<br />

productive.<br />

1. <strong>UNV</strong> Assignment Title: National <strong>UNV</strong> Volunteer IT Specialist<br />

2. Type of assignment: National <strong>UNV</strong> volunteer<br />

3. Project Title: Strengthen<strong>in</strong>g capacity of Volunteerism for Development <strong>in</strong><br />

<strong>Viet</strong>nam (VDVN Project)<br />

4. Duration: 12 months (extendable)<br />

5. Location, Country: Hanoi, <strong>Viet</strong>nam<br />

6. Expected start<strong>in</strong>g date: April 2011<br />

7. Brief Project Description: The project aims to support the establishment of the <strong>Viet</strong> <strong>Nam</strong><br />

Volunteer Information Resource Centre (VVIRC) as a national volunteer<strong>in</strong>g <strong>in</strong>frastructure under<br />

the Ho Chi M<strong>in</strong>h Communist Youth Union (HCYU), which is the largest national volunteer<strong>in</strong>g<br />

organisation <strong>in</strong> <strong>Viet</strong> <strong>Nam</strong>. VVIRC will coord<strong>in</strong>ate volunteer<strong>in</strong>g opportunities, <strong>in</strong>crease capacity <strong>in</strong><br />

volunteer management and contribute to the development of a legal framework for volunteerism. It<br />

will thus create an enabl<strong>in</strong>g environment for the voluntary participation of a broad spectrum of<br />

people and organisations to contribute to an equitable and <strong>in</strong>clusive social and economic<br />

development of the country. VVIRC will provide valuable contribution to the achievement of the<br />

MDGs <strong>in</strong> general and to poverty reduction, especially for youth and other vulnerable groups <strong>in</strong> the<br />

rural areas, and gender equality, <strong>in</strong> particular.<br />

Through this project, <strong>UNV</strong> as the designated UN programme for the promotion of volunteerism<br />

will be fulfill<strong>in</strong>g its mandated role. <strong>UNV</strong> programme has collaborated successfully with HCYU <strong>in</strong><br />

the past <strong>in</strong> the SVF funded Cultural Heritage Preservation project dur<strong>in</strong>g the years 2004-2006.<br />

8. Host Agency/Host Institute: Ho Chi M<strong>in</strong>h Communist Youth Union<br />

9. Organizational Context:<br />

Ho Chi M<strong>in</strong>h Communist Youth Union (HCYU) is the largest national volunteer<strong>in</strong>g<br />

organization <strong>in</strong> <strong>Viet</strong>nam. It has 6.1 million members between the ages of 16-30 years (youth<br />

accord<strong>in</strong>g to HCYU def<strong>in</strong>ition) and 17 million Young Pioneers members between the ages of<br />

10-15 years. HCYU has a country-wide network, and is present at all levels, from the national<br />

policy to grass-roots level. The structure goes from the national central level, down to the<br />

levels of city, prov<strong>in</strong>cial, commune, district, and ward; it also reaches all schools, universities,<br />

and state-owned companies.<br />

HCYU is fully committed and ready to co-operate with government agencies and m<strong>in</strong>istries,<br />

NGOs, Civil Society Organizations (CSOs), the private/bus<strong>in</strong>ess sector, <strong>in</strong>ternational<br />

organizations and the UN to improve the effectiveness and recognition of volunteerism, and<br />

promote volunteerism for development, particularly youth volunteerism.<br />

11. Description of Duties and Expected results<br />

Under the overall supervision of the National Project Manager and the direct supervision of the<br />

International Volunteer Communication Advisor, the National <strong>UNV</strong> IT Specialist will be mostly<br />

responsible for provid<strong>in</strong>g technical support to all the project activities which relate to the VVIRC<br />

website and database development and management, as well as to the daily IT operations <strong>in</strong><br />

consultation with the International volunteer – Communication Advisor:<br />

Among other th<strong>in</strong>gs, that will <strong>in</strong>clude the follow<strong>in</strong>g specific tasks:<br />

Support design, implement and ma<strong>in</strong>ta<strong>in</strong> the user friendly VVIRC web site. Improve the onl<strong>in</strong>e<br />

and offl<strong>in</strong>e presence of the project activities and resources created by the project (<strong>in</strong>cl. Database<br />

user <strong>in</strong>terface, onl<strong>in</strong>e publication database, web portal, off-l<strong>in</strong>e shar<strong>in</strong>g of the <strong>in</strong>formation<br />

collected though the database and development of related web sites)<br />

Review the database and proactively identify ways to further improve the connectivity, user<br />

<strong>in</strong>terface, and overall functions of the system. Cooperate efficiently with service providers <strong>in</strong><br />

the area of software development and secure Internet connection and monitor the service<br />

delivery (quality and quantity) <strong>in</strong> a systematic way. Review and monitor the implementation of<br />

new applications, softwares, and IT related tools.<br />

Cooperate with the end users of the web site and database system <strong>in</strong> order to review the<br />

functions of the database on their PCs (<strong>in</strong>cl. connectivity related issues, firewalls, Internet and<br />

PC configurations). Identify potential sources of problems that can affect the functions of the<br />

system. Proactively work to prevent further problems.<br />

Investigate how the project personnel and Youth Union staff can use IT tools more efficiently <strong>in</strong><br />

their work. Tra<strong>in</strong> the team members on new IT applications when required.<br />

Create specific automatic reports which respond to stakeholders needs us<strong>in</strong>g the database tables.<br />

Review<strong>in</strong>g options to merge data from other Management Information Systems. Asses the<br />

different options to synchronize the systems, transfer data between them. Oversee the<br />

implementation of pilot programs <strong>in</strong> <strong>in</strong>formation management and database areas.<br />

Develop skills shar<strong>in</strong>g process to transfer ownership of the Website and Database over new<br />

support identified at the end of the contract.<br />

Liaise with <strong>UNV</strong> on-l<strong>in</strong>e IT volunteers to support the development of the VVIRC website and<br />

other IT project related <strong>in</strong>itiatives.<br />

Support the Project Manager and Communication Advisor to liaise with VIETTEL (project<br />

partner and donor for IT components of project)<br />

Other tasks as required by the Communication Advisor.<br />

Furthermore, <strong>UNV</strong> volunteers are encouraged to:<br />

Strengthen<strong>in</strong>g their knowledge and understand<strong>in</strong>g of the concept of volunteerism by read<strong>in</strong>g<br />

relevant <strong>UNV</strong> and external publications and tak<strong>in</strong>g active part <strong>in</strong> <strong>UNV</strong> activities (for <strong>in</strong>stance<br />

<strong>in</strong> events that mark IVD);<br />

Gett<strong>in</strong>g acqua<strong>in</strong>ted with and build<strong>in</strong>g on traditional and/or local forms of volunteerism <strong>in</strong> the<br />

host country;<br />

Reflect<strong>in</strong>g on the type and quality of voluntary action that they are undertak<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g<br />

participation <strong>in</strong> ongo<strong>in</strong>g reflection activities;<br />

Contribut<strong>in</strong>g articles/write-ups on field experiences and submitt<strong>in</strong>g them for <strong>UNV</strong><br />

publications/websites, newsletters, press releases, etc.;<br />

Assist<strong>in</strong>g with the <strong>UNV</strong> Buddy Programme for newly-arrived <strong>UNV</strong> volunteers;<br />

Promot<strong>in</strong>g or advis<strong>in</strong>g local groups <strong>in</strong> the use of onl<strong>in</strong>e volunteer<strong>in</strong>g, or encourag<strong>in</strong>g relevant<br />

local <strong>in</strong>dividuals and organizations to use the <strong>UNV</strong> Onl<strong>in</strong>e Volunteer<strong>in</strong>g service whenever<br />

technically possible.<br />

A f<strong>in</strong>al statement of achievements towards volunteerism for development dur<strong>in</strong>g your<br />

assignment such as specific quantification of mobilized volunteers, activities, capacities.<br />

12. Qualifications/Requirements:<br />

ESSENTIAL<br />

Academic or work<strong>in</strong>g background <strong>in</strong> Information Technology, web site development, database<br />

management and Management Information Systems<br />

Excellent skills <strong>in</strong> web development and open source operat<strong>in</strong>g systems, <strong>in</strong>clud<strong>in</strong>g open source<br />

software and databases (such as PHP and MySQL). Excellent and proven ability to manage<br />

databases and create <strong>in</strong>novative solutions <strong>in</strong> database management.<br />

Full proficiency <strong>in</strong> both spoken and written English; a work<strong>in</strong>g level of <strong>Viet</strong>namese language.<br />

Ability to read and write technical documents related to the field will be crucial to the success<br />

of the project.<br />

The candidate should be able to demonstrate prior experience of work<strong>in</strong>g <strong>in</strong> an organized and<br />

proactive manner. He/She should obta<strong>in</strong> the ability to prioritize and perform demand<strong>in</strong>g tasks<br />

aga<strong>in</strong>st tight dead l<strong>in</strong>es.<br />

Patience and experience <strong>in</strong> work<strong>in</strong>g with people with limited computer knowledge and<br />

<strong>in</strong>ternational staff is required.<br />

Documented proof of <strong>Viet</strong>namese nationality.<br />

HIGHLY DESIRED<br />

Graduate of a recognized university or tra<strong>in</strong><strong>in</strong>g <strong>in</strong>stitution;<br />

Work<strong>in</strong>g experience <strong>in</strong> a relevant area;<br />

Proven Interest In Development related Issues<br />

Knowledge and implementation of IT systems are preferable.<br />

Experience from work<strong>in</strong>g with donor community is an advantage<br />

Commitment to volunteerism and experience as a volunteer.<br />

13. Liv<strong>in</strong>g Conditions:<br />

The <strong>in</strong>cumbent will live <strong>in</strong> Hanoi which has most of the economic and social amenities at a<br />

reasonable cost. Depend<strong>in</strong>g on liv<strong>in</strong>g arrangements, hous<strong>in</strong>g can be expensive. Security is good.<br />

Hanoi has a humid tropical climate, characteristic by monsoons. Summers, between May and<br />

September, are very hot with plenty of ra<strong>in</strong>, while w<strong>in</strong>ters, from November to March, are cold and<br />

relatively dry.<br />

14. Conditions of Service<br />

A 12-month contract with possible extension; monthly volunteer liv<strong>in</strong>g allowance (VLA) is VND<br />

9,272,800 <strong>in</strong>tended to cover hous<strong>in</strong>g, basic needs and utilities. They also receive a resettlement<br />

allowance equal to one month’s VLA per 12 months assignment upon successful completion of the<br />

assignment. Full medical and life <strong>in</strong>surance is provided, and they are entitled to 30 days annual<br />

leave accord<strong>in</strong>g to Conditions of Service for national <strong>UNV</strong>s.<br />
