Performance Management
• MAP-21 identifies national goals in seven areas
• USDOT establishes measures, with stakeholder input
• States & MPOs set targets
• State & metro plans incorporate targets
• States report to USDOT on progress toward targets
(within 4 yr of enactment; biennially thereafter)
• Consequences if condition of NHS falls below thresholds
• Website: http://www.fhwa.dot.gov/tpm/
12
Significant changes to shorten project delivery
• New set of categorical exclusions (CEs)
(multimodal, ER, operational ROW, limited assistance)
• Streamlining of process review
(FEIS/ROD, planning/NEPA, programmatic mitigation)
• New/improved delivery techniques
(CMGC, ROW purchase)
13
TIFIA and Tolling Provisions
• Expanded and enhanced TIFIA program
• Lending capacity expanded: up to $17 B in credit assistance over 2 yr
• Letters of Interest / applications accepted throughout the year
• Allows TIFIA participation for up to 49% of eligible project costs
• Master credit agreement for programs of projects, phased single projects
• Up to 10% set-aside for rural projects; for these projects, increased
eligibility and lower interest rates
• Revisions to toll authorities
• Mainstreams tolling/pricing of new capacity, including Interstate (but
generally requires current level of free capacity to remain unchanged)
• In most cases, removes requirement for USDOT/State toll agreements
• Extends toll pilots for value pricing and Interstate reconstruction
14
Freight provisions
