Performance Management<br />

• MAP-21 identifies national goals in seven areas<br />

• USDOT establishes measures, with stakeholder input<br />

• States & MPOs set targets<br />

• State & metro plans incorporate targets<br />

• States report to USDOT on progress toward targets<br />

(within 4 yr of enactment; biennially thereafter)<br />

Significant changes to shorten project delivery<br />

• New set of categorical exclusions (CEs)<br />

(multimodal, ER, operational ROW, limited assistance)<br />

• Streamlining of process review<br />

(FEIS/ROD, planning/NEPA, programmatic mitigation)<br />

• New/improved delivery techniques<br />

(CMGC, ROW purchase)<br />

TIFIA and Tolling Provisions<br />

• Expanded and enhanced TIFIA program<br />

• Lending capacity expanded: up to $17 B in credit assistance over 2 yr<br />

• Letters of Interest / applications accepted throughout the year<br />

• Allows TIFIA participation for up to 49% of eligible project costs<br />

• Master credit agreement for programs of projects, phased single projects<br />

• Up to 10% set-aside for rural projects; for these projects, increased<br />

eligibility and lower interest rates<br />

• Revisions to toll authorities<br />

• Mainstreams tolling/pricing of new capacity, including Interstate (but<br />

generally requires current level of free capacity to remain unchanged)<br />

• In most cases, removes requirement for USDOT/State toll agreements<br />

• Extends toll pilots for value pricing and Interstate reconstruction<br />

Freight provisions<br />

• National Freight Policy<br />

• Establishment of National Freight Network, incl. Primary Freight Network,<br />

remainder of Interstate System, and critical rural freight corridors<br />

• National freight strategic plan<br />

• Freight transportation conditions and performance reports<br />

• Development of transportation investment data and planning tools<br />

• State freight advisory committees & freight plans encouraged<br />

• Prioritization of projects to improve freight movement<br />

• Secretary may increase Federal share payable to 95% on the Interstate<br />

System and 90% elsewhere when—<br />

• USDOT certifies project improves efficiency of freight movement and<br />

• Project is identified in a State freight plan<br />
