TIFIA and Tolling Provisions • Expanded and enhanced TIFIA program • Lending capacity expanded: up to $17 B in credit assistance over 2 yr • Letters of Interest / applications accepted throughout the year • Allows TIFIA participation for up to 49% of eligible project costs • Master credit agreement for programs of projects, phased single projects • Up to 10% set-aside for rural projects; for these projects, increased eligibility and lower interest rates • Revisions to toll authorities • Mainstreams tolling/pricing of new capacity, including Interstate (but generally requires current level of free capacity to remain unchanged) • In most cases, removes requirement for USDOT/State toll agreements • Extends toll pilots for value pricing and Interstate reconstruction 14
Freight provisions • National Freight Policy • Establishment of National Freight Network, incl. Primary Freight Network, remainder of Interstate System, and critical rural freight corridors • National freight strategic plan • Freight transportation conditions and performance reports • Development of transportation investment data and planning tools • State freight advisory committees & freight plans encouraged • Prioritization of projects to improve freight movement • Secretary may increase Federal share payable to 95% on the Interstate System and 90% elsewhere when— • USDOT certifies project improves efficiency of freight movement and • Project is identified in a State freight plan 15
