But businesses that pay the taxes are ‘voting with their feet.’ Because the economy is regional, they can move across the line to Massachusetts and it will have no effect on their business except to save them tax money.” Mr. Stokes also pointed out that affluent individuals are moving out for the same reason. The people who are left often have lower incomes and can’t afford higher taxes, he noted. “The entire structure is unsustainable,” he said. “We must work to contain costs.” With this as a goal, Mr. Stokes outlined RIEDC’s current policies to take advantage of Rhode Island’s primary strengths. These include the state’s prime location and its potential labor force. RIEDC’s thrust, he said, includes strengthening the financial services sector, training workers for skilled manufacturing jobs, and boosting the information technology, marine trades and life sciences sectors. An important task will be to reinvent programs at the Community College of Rhode Island to make them “career path” oriented, and to otherwise train a seriously undertrained workforce. ENERGY CODE...from page 15 ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ ○ mental member voting representatives to attend code hearings, the National Association of State Energy Officials (NASEO) and several groups that receive federal funding to promote energy efficiency codes took advantage of a loophole in the ICC’s policy and filled the hearing room with officials from state energy offices, while many other code officials were unable to attend on account of reduced travel budgets. With this one-sided representation, the hearing results were preordained. The Dept. of Energy sought to increase the energy efficiency in new housing by a minimum of 30 percent above the 2006 IECC. The approved changes will significantly exceed that goal. Additionally, the energy efficiency provisions in Chapter 11 of the International Residential Code (IRC) will be replaced by those approved for the 2012 IECC. This new code edition will require <strong>builder</strong>s to more tightly seal new homes and their heating and cooling ducts, install highly energy-efficient windows, greatly increase the insulation installed in the building envelope, perform expensive tests to verify compliance, and more. The changes will result in significant added cost to a new home buyer, with little hope of a reasonable and timely payback in energy savings. The National Association of Home Builders is currently reviewing the hearing results and preparing a detailed summary of the significant changes to the IECC. NAHB also will prepare a Builder Action Kit with needed amendments for any jurisdiction that may seek to adopt the 2012 IECC. NAHB also will push for changes to the ICC’s procedures to eliminate the influence of third-party funding from its code development process.
