7 Out of Hours Work<br />

Work is to be conducted in accordance with the Standard Construction Hours:<br />

7am to 6pm Monday to Friday;<br />

8am to 1pm Saturday; and<br />

at no time on Sundays or public holidays.<br />

Exceptions to these hours may only occur as requested or directed from the ARTC, the form located in<br />

Appendix 2 will be completed and approved prior to these works occurring. An assessment of the work to<br />

be undertaken will occur to determine the impact and associated mitigation measures to be implemented<br />

for these works. ARTC directed work outside of construction hours will involve community notification as<br />

detailed in Section 7.1.<br />

7.1 Community Notification Outside of Standard Construction Hours<br />

Where out of hours works are requested by ARTC through the NVMP process, the following community<br />

notification strategy should be implemented at a minimum to initiate proactive management of potential<br />

issues from construction noise and vibration. The strategy will be approved by Tahmoor Coal’s<br />

Environmental Representative before the information is directed to the community; exceptions to this are<br />

limited to emergency notifications.<br />

The objective of the strategy is to inform potentially affected noise sensitive receivers and identify the<br />

requirement for additional noise and vibration management measures prior to the commencement of<br />

works. The notification strategy will be compliant with requirements of the project EA.<br />

This notification will be distributed through mediums such as a letterbox drop, website notifications, email<br />

distribution lists or specific briefings. The notifications must contain the following information:<br />

the reason that the work is required to be conducted outside of standard business hours;<br />

include a diagram that clearly identifies the location of the proposed works;<br />

include details of relevant time restrictions that apply to the proposed works;<br />

clearly outline the location, nature, scope and duration of the proposed works;<br />

describe the expected noise impacts at sensitive receiver locations;<br />

clearly state how further information may be obtained; and<br />

clearly state how complaints may be made, including the number of the telephone complaints line, an<br />

after-hours contact phone number specific to the works and the project website address.<br />

7.2 ARTC Directed Intrusive Works<br />

When ARTC direct works to occur out of normal construction hours that are predicted to be moderately or<br />

highly intrusive, the highly impacted sensitive receivers will be approached on an individual basis to<br />

determine the best management strategy. The following steps are to assist to determine which additional<br />

mitigation measures to be implemented from the AMMM:<br />
