MINUTES FOR THE REGULAR MEETING OF THE GOVERNING BOARD<br />

Tuesday, December 13, 2005 - 7:00 P.M.<br />

Governing Board Room at the Administrative Center 20402 N. 15 th Avenue Phoenix, Arizona 85027<br />

1. Call to Order<br />

Ms. Agosta, President, called the meeting to order at 7:04 p.m.<br />

2. Pledge of Allegiance<br />

Ms. Agosta, Mr. Bayer, Mr. Carpenter, Mrs. Eng and Mr. Gregoire were present.<br />

4. Adoption of the Agenda<br />

Mrs. Eng motioned to adopt the agenda. Mr. Gregoire seconded the motion. The motion carried<br />

(5-0).<br />

Ms. Agosta acknowledged special guests in the audience: Representative Tom Boone, Councilman Dave<br />

Siebert, Dr. Alberto Sanchez and George Martinez.<br />

5. Awards and Recognitions<br />

a. Organizations and Members Recognitions for Election Efforts<br />

<strong>Deer</strong> <strong>Valley</strong> Support Our <strong>School</strong> (DV-SOS) Committee Chairperson, Alan Richardson, <strong>Deer</strong> <strong>Valley</strong><br />

Educational Association (DVEA) President, Herb Weil, and <strong>Deer</strong> <strong>Valley</strong> Vote (DV-VOTE) Ann Ordway,<br />

committee member, presented special recognition awards to their volunteers for their efforts that<br />

successfully approved the continuation of a Maintenance and Operations Override and passed a<br />

$52.5 million Capital Outlay Override.<br />

b. Athletic Awards – State Runner-Up Honorees<br />

Mr. Bill Gahn, DVUSD Athletic Director, presented the following State Runners-Up for recoginition:<br />

Boulder Creek High <strong>School</strong><br />

The Boulder Creek Men’s Golf Team was coached by Jay Kopas. The team members were Scott<br />

Pinkney (2 nd Place), Alex Springer, Gary Quinn, Jeff Quinn, and Jordan Flittie.<br />

<strong>Deer</strong> <strong>Valley</strong> High <strong>School</strong><br />

The <strong>Deer</strong> <strong>Valley</strong> Women’s Varsity Volleyball Team was coached by Coach of Year for <strong>No</strong>rthwest<br />

region, Reda Riddle and Assistant Coach Nicole Coogle. The team members were Player of the Year<br />

- Sarah Wells, 1 st Team All Region - Shaleen Knight and Jennifer Honea, 2 nd Team All-Region -<br />

Jessica Hamler, Brenda Johnson, Makayla Higgins, Shelby Galles, Jessica Tews, Jherra Ricks, Kaci<br />

Kinnett, Isabelle Gaulia-Gonzales, and Sarrah Davis.<br />

<strong>Deer</strong> <strong>Valley</strong> High <strong>School</strong> Football Coach Sven Christianson was named Sportsman of the Year by AIA<br />

officials.<br />

Sandra Day O’Connor High <strong>School</strong><br />

The Sandra Day O’Connor Women’s Cross Country Team was coached by Head Coach Brian<br />

Dempsey and Assistant Coach Mike Lausch. The team members were State Runner-up Lindsey<br />

Prescott, 3 rd Place Camille Olson, Aleina Eisenhauer, Renee Peck, Jade Riley, Michele Pickel, and<br />

Hannah Keyes.<br />

The Sandra Day O’Connor Boys’ Swim Team was coached by Head Coach Cressa Jeter and Assistant<br />

Coach Kim Parker. The team members were State Champion Ben Santerre and three State Runnerups<br />

Josh Moody, Jordan Lees, and Kevin Fah. Individually, Trevor Olofson was named to 1 st Team<br />

All State in Men’s Golf. Al Baker is Head Coach.<br />

c. December PRIDE Awards<br />

Mr. Kevin Imes, Principal, presented Boulder Creek High <strong>School</strong> Pride Awards<br />

Business Partnership – Kevin Kozacek of ProMusica<br />

In the last two years Kevin Kozacek has spent countless hours volunteering and working with the<br />

BCHS administration, classified staff, and teachers in setting up the Performing Arts Center. His<br />

knowledge and generosity have been invaluable. Mr. Kozacek is committed to the performing arts<br />

and artists alike. ProMusica has been a tremendous asset to Boulder Creek High <strong>School</strong>.<br />

Certified – Pam Barrier, Career and Technical Education (CTE) Teacher<br />

Pam Barrier has been a CTE teacher at Boulder Creek High <strong>School</strong> for 2 years. She helped organize<br />

the CTE Department, the <strong>School</strong> Store, as well as all the technology resources on campus. This year<br />

Ms. Barrier has provided direction and leadership with grace and dedication as the Department<br />

Chair. Boulder Creek High <strong>School</strong> is a great school due in part to Pam Barrier.<br />

Classified – MaryLee Block, Assistant Principal Secretary<br />

For the last two years, Ms. Block has taken on the responsibilities of two full time administrative<br />

assistants (supporting Athletics and Facilities and Discipline and Activities). She is courteous and<br />

respectful to everyone she comes in contact with, even in the most challenging of situations. She is<br />

a true professional and the Boulder Creek community is happy to be the beneficiary of her<br />

dedication.<br />

Volunteer – Myong Covert<br />

Mrs. Covert truly knows the meaning of volunteerism. She organized the Boulder Creek Parent<br />

Teacher Association (PTA) to provide direct support for students and classroom teachers. Many<br />

students and teachers have benefited from Mrs. Covert’s dedication, whether it is providing teachers<br />

with lunch on first Fridays or fundraising to bring supplies into the classrooms. Mrs. Covert has<br />

always there in time of need.<br />

Dr. Katherine Griffith, Principal, presented Constitution Elementary Pride Awards<br />

Business Partnership – Stone Creek Community Church<br />

Stone Creek Community Church is an integral part of the community. This year their decision to<br />

adopt Constitution Elementary <strong>School</strong> impacted the students and staff in a meaningful way. They<br />

refurbished the teachers’ lounge and bathrooms. They also spent countless hours and funds to add<br />

park benches, garbage cans, sand, paint, rain gutters and flowers on the campus. Everyone at<br />

Constitution appreciates them for all that they do.<br />

Certified – Blanche Bowman – Kindergarten Teacher<br />

Ms. Bowman, teacher and grade level chairperson for kindergarten, has been the pillar of pride at<br />

Constitution for many years. Throughout the campus, there is evidence of her continued legacy such<br />

as all of the trees growing strong and tall that her students helped plant each year. Her former<br />

students come back to visit the trees and reminisce about their first school experience with someone<br />

who has touched their lives forever. Blanche Bowman is definitely a Constitution Cheerleader and is<br />

a person who always has a plethora of school spirit, dedication and constant enthusiasm for<br />

everyone.<br />

Classified – Debbie Collins – Registrar<br />

Debbie Collins is a main staple in our front office. She is an amazing, dedicated and committed<br />

employee who provides excellent service to the families and students. She also opens the campus<br />

for weekend events and activities. Constitution just would not be the same without Debbie Collin’s<br />

presence.<br />

Volunteer – Jenn Hanley<br />

Ms. Hanley is the Parent Teacher Student Association (PTSA) President. She works tirelessly in the<br />

Media Center helping our librarian. She stepped in when we lost our media liaison, currently tracks<br />

the campus volunteer hours, makes copies for classroom teachers and does other needed tasks. As<br />

PTSA President, Ms. Hanley has organized successful events that give back to the students and<br />

community, time after time.<br />

7. REPORTS<br />

A. Governing Board Report<br />

Mr. Gregoire reported visiting Greenbrier, New River, Desert Mountain, Arrowhead, Mirage, and<br />

Sunrise<br />

Elementary <strong>School</strong>s, and attending the DVEF 10 th Annual Golf Classic and Dinner, a boundary<br />

informational meeting at Diamond Canyon and a Spelling Bee at Anthem Elementary.<br />

Mrs. Eng thanked everyone for their support in passing the elections.<br />

Mr. Bayer reported attending the DVEF 10 th Annual Golf Classic and Dinner and having lunch with the<br />

teachers at Hillcrest and Desert Sky Middle <strong>School</strong>s.<br />

Mr. Carpenter reported attending the <strong>No</strong>rth <strong>Valley</strong> Education Consortium (NVEC) Breakfast and a<br />

<strong>Deer</strong> <strong>Valley</strong> Charter <strong>School</strong>s Inc. Board of Directors Meeting.<br />

Ms. Agosta reported attending the <strong>No</strong>rth <strong>Valley</strong> Education Consortium (NVEC) Breakfast and the<br />

DVEF 10 th Annual Golf Classic and Dinner.<br />

B. Superintendent’s Report<br />

1. <strong>Deer</strong> <strong>Valley</strong> Education Foundation Grants<br />

Dr. McElyea reported that each year, through corporate donations, personal donations and<br />

fundraising efforts, the <strong>Deer</strong> <strong>Valley</strong> Education Foundations (DVEF) awards Impact Grants to<br />

teachers who directly support special projects or initiatives. Ms. Marie Brennan, Executive<br />

Director of DVEF, presented 37 recipients (attached list) with grants ranging from $200 to $500,<br />

totaling $17,040.62.<br />

C. Other Reports<br />

1. Educational Services Report<br />

a. Administrative Performance Pay Plan<br />

Dr. Mike Anderson, Assistant Principal of Barry Goldwater High <strong>School</strong>, a member of the<br />

Administrative Evaluation and Pay for Performance Committee, along with committee<br />

members Jody Brammer, Principal at Greenbrier Elementary, and Trevor Ettenborough,<br />

Assistant Principal of Paseo Hills reported on the performance-based plan for principals and<br />

assistant principals. They shared the names of the committee members, reviewed the<br />

history and gave an overview of the various components of the Administrative Performance<br />

Pay Plan.<br />

2. Fiscal Services Report<br />

a. <strong>District</strong> Financial Reports<br />

Mr. Bill Maas, Associate Superintendent, reviewed that Maintenance and Operations, (M&O),<br />

Student Activity and Auxiliary monthly reports through the end of <strong>No</strong>vember 2005.<br />

b. Student Enrollment Report<br />

Mr. Maas reported as of <strong>No</strong>vember 23, 2005 the student enrollment was 34,856, a 4.4%<br />

increase over last year.<br />

8. OLD BUSINESS<br />

There was no Old Business.<br />

9. RECOMMENDED ACTIONS – (Motion by Exception)<br />

Mrs. Eng motioned to approve Items 9.A. through 9.G. Mr. Gregoire seconded the motion. The<br />

motion carried (5-0).<br />

and the Special and Regular Governing Board Meetings on <strong>No</strong>vember 22, 2005<br />

B. Approve Human Resources Changes<br />

The Governing Board approved the attached Human Resources changes. A copy is attached to the<br />

C. Approve Payroll Voucher #11 for $6,538,411.07 and Expense Vouchers #111-126 for<br />

fiscal year 2005-06 in the amount of $1,250,258.64<br />

The Governing Board approved the attached Addenda Contracts. A copy is attached to the official<br />

E. Approve Donations<br />

The Governing Board approved donations, on behalf of the district, in the amount of $$2,195.<br />

F. Professional Travel<br />

1. Approved Travel for the Superintendent Dr. Virginia McElyea to attend the American Association<br />

of <strong>School</strong> Administrators (AASA) National Conference on Education in San Diego, California from<br />

Thursday through Sunday, February 23-26, 2006.<br />

2. Approve Travel for the Superintendent Dr. Virginia McElyea and Governing Board Members Ms.<br />

Christy Agosta, Mr. Ted Carpenter, Mrs. Christina Eng and Mr. Michael Gregoire to attend the<br />

National <strong>School</strong> Boards Association (NSBA) 66 th Annual Conference in Chicago, Illinois from<br />

Saturday through Tuesday, April 8-11, 2006.<br />

G. Student Travel<br />

1. Approved Travel for Students from <strong>Deer</strong> <strong>Valley</strong> High <strong>School</strong> to attend the National High <strong>School</strong><br />

Cheerleading Championship in Orlando, Florida from Thursday-Tuesday, February 9-14, 2006<br />

(Educational Development).<br />

2. Approved Travel for Students from Highland Lakes Elementary to Prescott Pines Camp in<br />

Prescott, Arizona from Wednesday-Friday 22-24, 2006 (Educational Development).<br />

3. Approved Travel for Students from <strong>Deer</strong> <strong>Valley</strong>, Barry Goldwater, and Mountain Ridge High<br />

<strong>School</strong>s to the Special Olympics State Floor Hockey Tournament at NAU in Flagstaff, Arizona on<br />

10. NEW BUSINESS<br />

A. First Reading and Adoption of Board Policy JFABD – Admission of Homeless Students<br />

Dr. McElyea stated that Board Policy JFABD – Admission of Homeless Students came from the ASBA<br />

Policy Services which suggested that the Governing Board consider the additions to this policy a<br />

technical correction. The Board may waive the procedure for adoption by a motion to temporarily<br />

suspend policy BGB for purpose of adoption of policy JFABD in accord with policy BGF. After doing<br />

so the Board may adopt these technical modifications at first presentation in order to expedite ADE<br />

monitoring requirements and grant application. Mrs. Eng motioned that the Governing Board<br />

temporarily suspend policy BGB for purpose of adoption of policy JFABD in accord with policy BGF.<br />

Mr. Gregoire seconded the motion. The motion carried (5-0). Mrs. Eng motioned that the Governing<br />

Board adopt the technical modifications at the first reading for Board Policy JFABD – Admission of<br />

Homeless Students. Mr. Gregoire seconded the motion. The motion carried (5-0).<br />
