The AP state government currently manages a Municipal Development Project (MDP) with support<br />
from the World Bank. Urban services targeted by the MDP will be chosen and implemented by eligible<br />
ULBs in a demand-driven manner based on predefined access criteria. The project is expected to<br />
support financial, technical, and management improvements in all AP ULBs (including in Visakhapatnam)<br />
through technical assistance (apart from infrastructure financing).<br />
At the local level, the GVMC is the institution mandated by law to provide sanitation and related<br />
facilities and services to its citizens. The GVMC may draft its own bylaws to ensure that national and<br />
state-level policies are adopted to suit local needs and requirements. The municipal corporation is<br />
responsible for the planning, implementation, management, and monitoring of sanitation services. To<br />
effectively deliver services to its citizens, the GVMC is expected to communicate with and seek support<br />
from broad categories of stakeholders.<br />
The GVMC is headed by a commissioner with ten departments that deliver different social services. The<br />
departments of Public Health and Engineering are responsible for sanitation provision (including<br />
wastewater management). Other departments, such as City Planning, Information Technology (IT) and<br />
E-Governance, Human Resource Development, Revenue and Accounts, and General Administration,<br />
play crucial supporting roles in ensuring the sanitation system functions properly.<br />
Through the NUSP, each state must develop a State Sanitation Strategy and cities are tasked to create a<br />
City Sanitation Plan (CSP). The Visakhapatnam CSP is currently under development, with support from<br />
the Capacity Building for Urban Development Project, a joint program of the MoUD, GOI, and World<br />
Bank. The initial work plan was delayed after the 2014 Hud-Hud cyclone, and it is uncertain at this time<br />
when a draft CSP will be completed.<br />
