Labor force participation is a challenge for <strong>Morocco</strong>. Participation fell from 56% <strong>in</strong><br />

2000 to 52% <strong>in</strong> 2013, and is particularly low among women and youth. Unemployment has<br />

been stable at 9% <strong>in</strong> the last 5 years, but is particularly high among youth (18% 6 ). Low<br />

wages <strong>in</strong> <strong>Morocco</strong> reflect low productivity levels; s<strong>in</strong>ce 2000 7 there has only been a slight<br />

improvement. <strong>The</strong> rate of <strong>in</strong>novation is also low, reflected by less than 200 patents per<br />

year. F<strong>in</strong>ally, a limited number of new economic sectors have emerged <strong>in</strong> the last 15 years 8 .<br />

1c. Composition of the economy<br />

<strong>The</strong> composition of the<br />

economy has been relatively stable<br />

s<strong>in</strong>ce 2008 (see Exhibit 2). Although<br />

gradually shr<strong>in</strong>k<strong>in</strong>g, agriculture<br />

rema<strong>in</strong>s one of the pillars of the<br />

economy, employ<strong>in</strong>g 39% of workers. 9<br />

<strong>The</strong> most notable change has taken<br />

place <strong>in</strong> manufactur<strong>in</strong>g, <strong>in</strong>creas<strong>in</strong>g<br />

This <strong>in</strong>crease is partly caused by the growth <strong>in</strong> the automotive <strong>in</strong>dustry and the aeronautics<br />

<strong>in</strong>dustry. F<strong>in</strong>ally, <strong>Morocco</strong> has a large tourism <strong>in</strong>dustry: <strong>in</strong> 2012 the country received 9<br />

million <strong>in</strong>ternational tourists, which brought 8 billion dollars <strong>in</strong> revenue. 10<br />
