ICE-Utility
ICE-Utility is a functionally comprehensive web
based accounting system specifically designed with
municipalities in mind. It uses Model Driven Architecture
and implements the OSGI specification for service
oriented architectures.
The Model Driven Architecture allows for rapid
application adaptability that includes system
enhancements, adding of new business processes,
changing of field labels, field logic with minimal
requirement for code changes. The OSGI specification
is an industry standard for modular software
development used around the world. Members of the
standard include Hitachi, IBM, Oracle and Siemens. OSGI
allows for the quick and easy deployment of new features
and reduced maintenance of production systems. The
system architecture makes ICE-Utility a powerful ERP
system that is highly customisable.
The chart of accounts in ICE-Utility is structured
in accordance with the International Public Sector
Accounting Standards (IPSAS) and can be further
customised to suit any country’s requirements.
The segments are shown as “cost centres” by which
balances can be analysed individually or consolidated.
The organisation structure can also be setup into
geographical areas for further data analysis.
Modules
Each module within ICE-Utility is completely customisable
to suit the needs, the laws and/or by-laws of any country,
province, municipality or local authority.
Being modular means that implementation of the system
can be done in phases which allows for either a seamless
transition from existing systems or a gradual integration
of ICE-Utility in accordance with the capacity or the
requirements of each client.

accounts with pre-defined, if required, processing rules
applied individually for specific processing.
This module is responsible for:

modules described above represent the culmination of
our customer experience but do not represent the limits
of our offering. The customisable capacity of ICE-Utility,
enables our team to develop
and implement custom modules rapidly and in an
extremely cost effective manner.
Given the customisable capacity of ICE-Utility, any further
more specific modules can easily be designed and
implemented by our team.

ICE-Service Desk
ICE-Service Desk is the system within the call centre
which enables the operators to easily assist the field
teams as well as the public. The system creates and logs
tickets for incoming queries while ensuring that each
ticket is tracked through its entire life cycle. Once the
ticket is logged it will be assigned to the relevant person
or department for resolution.
ICE-Service Desk logs calls to record:
Fault reporting
Account enquiries
General enquiries
ICE-Field service
ICE-Field Service is a mobile application for smart
devices which enables the capture of information in the
field. It provides online & offline capabilities with central
server synchronisation of data enabling the call centre
and other departments to issue instructions to field
agents to attend to services such as:
Meter reading
Installation of new meters
Management of street vendors and markets
Management of parking fees
Fault or incident reporting
Assessment of advertising taxes
Conduct a survey or a census in a specific area
Any other service required by the client
All mobile devices are GPS enabled with the real-time
tracking of field agents activities and productivity.

ICE Licencing
ICE-Licencing is RLB’s customisable module designed
for the issuance and control of permits including vehicle
licences, public transport permits, firearm licences,
business licences and any other local requirement.
In numerous countries permits / licences are issued by
the local authority. In this case ICE-Licencing is enabled
to provide this facility. In the case of vehicle licences,
the system can operate independently or be integrated
into a National Transport Information System.
Issuance of permits
The issuance of permits is implemented within the
constraints of the local rules and regulations. Where
required high-tech security paper with digitally signed
barcodes is provided for added security.
The system allows for improved law enforcement by the
relevant departments and authorities. Through the mobility
of ICE Licencing the following can be achieved:
Issuance of spot traffic fines
Speed control cameras
Recording of traffic accidents
Verification of vehicle and driver details
Vehicle inspections
ICE Law Enforcement
RLB provides the tools for local authorities, where it
is within their mandate, to manage the enforcement
processes they govern. This may include vehicle
infringements, business licencing, restaurant health
inspections and/ or any other requirement. Enforcement
is managed both through ICE-Utility and with the aid
of mobile devices using the suite of ICE-Field Service
applications. Integration into third party tools, such as
speed enforcement cameras is possible if required.
