and well in winter. In order to manage 

employees’ health and wellbeing it is 

important to take their thermal comfort 

into consideration. 

The Importance of Thermal Comfort 

The term ‘thermal comfort’ describes a person’s 

psychological state of mind and is usually referred to in 

terms of whether someone is feeling too hot or too cold. 

Thermal comfort is defined in British 

Standard BS EN ISO 7730 as: 

Why is thermal comfort important? 

People working in uncomfortably hot or cold environments 

are more likely to behave unsafely because their ability to 

make decisions and/or perform manual tasks deteriorates. 

For example; 

• People may take short cuts to get out of cold 

environments, or 

• The workers’ ability to concentrate on a given 

task may start to drop off increasing the risk of 

errors occurring 

• Workers might not wear personal protective equipment 

properly in hot environments increasing risks 

Employers need to be aware of these risks and make sure 

the underlying reasons for these behaviours are understood 

and taken into account. Addressing the reasons for these 

behaviours is also likely to improve morale and productivity 

as well as improving health and safety. 

It is the responsibility of management to ensure that a 

company adapts as necessary to reduce or eliminate 

the risk of thermal discomfort amongst their employees. 

If thermal discomfort is a risk, and your employees are 

complaining and/or reporting illnesses that may be caused 

by the thermal environment, then you are required to review 

the situation and if necessary implement appropriate 

controls to manage the risks.

work. This guide aims to help you select the most suitable

Cold stress 

What is it? 

‘Stress’ is the means by which a person adapts to their environment. ‘Cold stress’ 

is a response of the body to cold temperatures, resulting in heat loss. Too much cold 

is a threat to the body mentally and physically. 

How the Body Reacts to Cold Temperatures 

When in cold environments the majority of the body’s energy is used to maintain the body’s core temperature of 

approximately 37°C. To maintain heat the body restricts blood flow by constricting its blood vessels. If the body starts to 

feel cold it will reduce blood flow to the extremities (hands, feet, arms, and legs) and rush it to its core (torso). This causes 

any exposed skin and the extremities to cool rapidly and increases the risk of cold stress and related injuries. 

Human Variability 

A person’s general health also influences how well they 

adapt to changing temperatures. Poor general health and 

a low level of fitness will make people more susceptible to 

feeling the extremes of heat and cold. 

Other groups more at risk of cold stress are: 

• Those carrying extra weight, as they can find it difficult to 

maintain a stable body temperature. 

• Older people, especially people aged 45 years and over. 

Age can also affect how people respond to temperature. 

• Individuals with a previous medical condition, as certain 

conditions can also increase how susceptible the body 

is to heat and cold. People with heart disease or high 

blood pressure may need to take special precautions 

when working in the cold. 

• Anyone taking any medication, as substances including 

prescription medications can also have an impact on 

how people react to heat and cold. 

These factors all affect how people perceive their thermal 

comfort levels, even if they are doing the same work in the 

same environment.

Safety Tips to Prevent Cold Stress 

When temperatures drop workers are at risk of suffering from cold stress. Here are some tips to try and prevent cold stress 

or cold-induced illnesses and injuries in your workforce: 

1. Train Your Employees on the Dangers of Working 

in the Cold 

Workers must be trained on the dangers of working in 

colder conditions, not only on the cold-induced illnesses 

and injuries that could occur but also which environmental 

or working conditions can cause cold stress. 

Training should include: the risks, prevention, the importance 

of monitoring yourself and co-workers for symptoms, the 

symptoms and how cold stress is treated. 

2. Use a Buddy System 

Working with a partner means individuals can monitor each 

other for signs of cold stress. It is easier to notice signs in a 

partner than it is in yourself. 

3. Adjust Work Schedules around Cold Conditions 

Where possible, schedule maintenance and repair jobs in 

cold areas for warmer months. Also try to schedule tasks 

during the warmest part of the day. Breakdown tasks into 

shifts so workers can take frequent breaks. 

4. Provide Warm Areas for Use During Break Periods 

If workers are exposed to cold conditions during their 

working day, their employer should try to provide warm dry 

places where they can take their breaks and warm up. 

5. Eat and Drink Hot or Warm Food and Drinks 

Workers can also suffer dehydration in cold weather so 

they need to drink plenty of fluids. For most people water is 

the most efficient for re-hydration. Drinking caffeinated or 

alcoholic beverages is not recommended while working in 

cold weather because they are dehydrating. 

6. Layer Clothing 

It’s better to wear multiple layers of clothing rather than 

one thick layer, the layering concept allows the wearer to 

make simple changes based on the weather or their level of 

activity in order to maintain a comfortable body temperature. 

7. Have a Spare Set of Clothing 

Try to encourage employees to keep a change of dry 

clothing available in case worn clothes become wet. 

8. Protect the Extremities 

Encourage workers to protect their ears, face, hands and 

feet in extremely cold or wet weather.

What is a layering system? 

A layering system is a way of wearing 

technical garments to protect the wearer 

from extreme temperatures, changing 

temperatures, the weather, or any 

particular conditions they may be facing. 

The concept allows the wearer to make 

simple changes based on their level of 

activity or external environment. The 

changes they make help them to remain 

in control of their own personal ‘thermal 

comfort’ levels at all times.

Why wearing layers is important 

Wearing multiple layers traps air near your skin which keeps heat close to your body. Wearing multiple layers is more 

effective than one thick layer, as air is trapped between the layers thus helping to retain warmth. Layers must be selected 

based on the level of activity you will be doing. 

Customers usually purchase a base layer and a 3-in-1 jacket which can be changed to suit all seasons. Benefits of this are: 

• The wearer remains comfortable with the options to wear each layer as needed. 

• The employer makes one purchase and leaves it to the individual to decide which layers they prefer to wear based on 

their individual ‘thermal comfort’.

Interactive Clothing 

Interactive clothing allows the wearer to apply the layering principle as interactive 

garments are made with linking zippers and are designed to be worn together to trap 

warm air. This allows garments to be linked together to form a thicker, warmer more 

insulated or waterproof garment – or, separated and worn individually in warmer 

climates or changeable weather. 

A wearer of an interactive or waterproof garment can choose to wear the layers together or as two separate garments (for 

example - a fleece on its own to provide warmth, or together with the weatherproof jacket when it’s cold, wet and windy). 

In this guide garments which are designed to be interactive with each other have the interactive zip symbol. This will allow 

you to build a specific jacket which is tailored to your individual style, preference, performance and budget. 

There are also a number of garments which are sold as a ‘3-in-1’ jacket. These garments include the mid insulating layer 

and outer layer which work together as one garment or individually as and when needed.

1. The Base Layer 

The Moisture 

Management Layer 

The base layer sits next to the skin. Traditionally thermal underwear was worn to 

provide an additional layer and to keep the body warm in cold conditions. More recent 

styles of base layers use innovative fabrics so the layer will not only provide warmth 

but will also keep the body cool by wicking sweat thus keeping you dry. This prevents 

the garment from clinging to the skin and making the wearer feel cold. 

A base layer, also known as a ‘foundation layer’ lies against your skin. Its primary function is to regulate your body 

temperature. Modern base layers will keep you both warm and dry in cold conditions by providing insulation and most 

importantly by dealing with moisture removal. In warm weather the wicking process will transport moisture to the surface 

of the fabric where it will be able to evaporate keeping you dry and comfortable. 

Your base layer should always be as closely fitted as possible and should be touching your skin. Good quality base layers 

are made to stretch with the wearer to provide a ‘snug fit’.

2. The Mid Layer 

The Insulating Layer 

The purpose of the main insulating layer is to trap in heat and should provide warmth 

despite it being relatively lightweight. The insulating layer should be made from 

synthetic or wool fibres and be close fitting so that it allows minimal air movement to 

retain heat. Synthetic fibres such as a polyester fleece or soft shell are ideal for the 

mid layer because they are great at resisting moisture and retaining heat.

3. The Outer Layer 

The Waterproof/Weather 

Protection Layer 

The outer layer is your shield against wind, rain and abrasion; it protects you from the 

elements, so it needs to be windproof and waterproof. The wearer should look for a layer 

that’s waterproof, windproof and also breathable enough for their chosen activity so they 

don’t overheat. This is an important consideration as you can wear a breathable base 

layer and mid layer, but if you don’t wear a breathable outer layer there is a possibility 

that you may overheat. 

This layer should be selected based on the level of activity the wearer will be undertaking and the environment in which 

they will be working.

What is the GORE-TEX ® Membrane? 

The GORE-TEX ® Membrane contains over 1.4 billion 

microscopic pores per square cm (9 billion per inch). 

These pores are 20,000 times smaller than a water 

droplet, but 700 times larger than a water vapour 

molecule, which makes the GORE-TEX ® Membrane 

waterproof from the outside, while allowing perspiration 

to escape from the inside. 

Integrated into the membrane structure is an oleophobic 

or oil hating substance that allows moisture vapour to pass 

through, but creates a physical barrier to contaminating 

substances. In order to meet specific needs of each use, 

Gore has developed different GORE-TEX ® Membranes 

and applies them as appropriate.

Arco and Gore have worked together to 

build worldclass functional garments and 

footwear, and Gore has proven this with 

rigorous testing. 

No other performance workwear is tested more relentlessly 

inside and out than GORE-TEX ® Products. We first had our 

production methods and prototype products tested and 

approved by Gore before proceeding to production. 

Gore Rain Tower Test 

Proves the waterproofness of the hazardwear engineered 

with GORE-TEX ® Fabrics. The Gore rain tower is the 

most important test method to ensure that the garments 

are waterproof under even the most difficult practical 

conditions. The Gore rain tower test exceeds the conditions 

set out in EN14360. 

Waterproofness Test 

(Hydrostatic Head Tester) 

The Waterproofness (Suter) Test determines the water 

pressure resistance of waterproof materials. 

Gore Climate Chamber 

Gore has made it a task to research the physiological 

interaction between person and clothing on a scientific 

basis, subjecting it to practical tests. For this reason, Gore 

carries out physiological clothing tests on a wide variety 

of clothing in the company’s own climate chambers, and 

scientifically evaluates the clothing’s effects on the human 

body and physical well-being. 

Ret test to measure breathability 

The Ret test quantifies a fabric’s resistance to heat loss 

by moisture vapour transfer. The lower the resistance to 

moisture vapour transfer (the Ret value), the easier sweat 

can evaporate from the skin and the lower the Ret value, 

the more breathable the textile is. 

Martindale Abrasion Test 

To test GORE-TEX ® Fabrics’ resistance to abrasion, the 

Martindale Abrasion Tester uses wool or sandpaper to rub 

the fabric repeatedly with considerable pressure. 

Field Tests 

Lab testing, while important and valuable, is only a prediction 

of performance. What makes or breaks protective garments 

and footwear is how they perform in the field. Before they are 

approved for use, Gore products must survive rigorous field 

testing, actual use in real environments.
