ANNUAL REPORT
2014 -15
Resthaven Incorporated
Overview
Established in 1935 as a Home Mission of
the Methodist Church, Resthaven today is an
aged care community service associated with
the Uniting Church in Australia.
Every day, Resthaven shares the lives,
aspirations, experience and wisdom of more
than 9,000 older people and their carers,
supporting them to remain independent for
as long as possible. Services are provided
throughout metropolitan Adelaide, the
Adelaide Hills, Murraylands, Riverland,
Fleurieu Peninsula and the Limestone Coast
of South Australia.
Resthaven’s high quality, responsive services
are tailored to individual needs. Services
extend from basic support to very high care at
home, to 24 hours a day, seven days a week,
residential aged care at eleven locations, as
well as respite for carers.
Around 130 people live independently in
Resthaven retirement units or apartments.
Flexible home care and community support
options assist more than 8,000 older people
to live independently at home and maintain
their social connections. These include
social support groups, health and wellbeing
programs, professional nursing and allied
health services, in-home support and clinical
care, veteran-specific services and assistance
with care and housing. Planned residential
and community respite for carers is available.
Funding
As a charitable, public benevolent institution,
Resthaven is separately incorporated and
financially independent of the Uniting
Church. Resthaven is recognised as a
deductible gift recipient by the Australian
Tax Office.
Resthaven receives subsidies from
governments, grants, client contributions
and income from investments, which cover
operational expenses and fund capital works.
Bequests, donations and fundraising activities
assist in maintaining the level of care and
services provided.
Respecting Diversity
Resthaven recognises and embraces the
diversity of the Australian community, which
is reflected in Resthaven’s residents, clients,
employees and volunteers. We strive for
excellence in our work with individuals, value
inclusion, unity and tolerance, and respect the
dignity of each person.
We expect that all staff, volunteers, residents,
clients, their families and carers embrace
these values, and treat each other with
mutual respect and understanding, paying
due regard to each person’s country of birth,
language, culture and beliefs.
Our workforce of more than 2,000 employees
is supported by around 450 volunteers.
President’s Message
On behalf of the Resthaven Board, I am honoured to present the 2014/15 Annual Report.
Eighty years ago, in a coastal
suburb south of Adelaide,
Resthaven opened its doors for the
first time in an act of Christian love
and service.
Kintore, the former ministers
training college in Brighton,
answered the prayer of the
Methodist Church in South
Australia and was established
as an ‘Old Folks Home’.
Times have changed, and so has
the language we use. There is no
Methodist Church; we no longer
talk about Old Folks Homes; and we
know that it’s not just mothers and
fathers who need support in their
older years.
But that desire to bring comfort and
happiness to older people which so
occupied the minds of Resthaven’s
founders is a recurring theme in the
organisation’s history.
That’s why, eighty years on,
Resthaven continues to provide
outstanding care and support
to older people and their carers
throughout metropolitan Adelaide,
the Murraylands, Riverland,
Limestone Coast and most recently,
the Fleurieu peninsula.
The current Resthaven Board is
committed to planning for the future.
On behalf of the Board, I pay tribute
to members of previous Resthaven
Boards who had the courage and
conviction to plan for and realise
the potential that has become a
reality, constantly identifying and
responding to need, not only in
Adelaide, but also in country areas.
At the same time, upgrading
infrastructure, renovating and
refurbishing old buildings which
have served their purpose, and
replacing them with new facilities
where necessary continues in a
planned and considered manner.
All this is being done prudently in
a highly challenging environment,
politically and financially.
I pay tribute to the staff, especially
Richard Hearn, and the Executive
team.
Eighty years ago Resthaven started a
tradition of providing quality care to
older people in South Australia.
That proud tradition lives on.
My hope and prayer are that
Resthaven will carry on that tradition
in other locations and continue to
honour the act
of Christian
love and service
which were its
foundation.
The Year in Review
In our 80 th anniversary year, we
celebrate our very proud history
of working with older people and
their carers.
We genuinely seek to contribute to
their quality of life, acknowledging
each individual’s particular
circumstances.
Strategic Plan Review
During the year, Resthaven’s Board
prepared the review of our five year
Strategic Plan. Each year, the Board
reviews the existing plan, with the
five year milestone being a wholesale
review. This work included reflection
and discussion on our purpose
and values, and consideration of
information and perspectives from a
variety of internal and external sources.
The outcome of this review, the
2015-2020 Strategic Plan, is effective
from the new financial year.
Above: The Executive Team (L-R), Des Itsines (Executive Manager, People, Culture and Risk), David Norton
(Executive Manager, Finance and Corporate Services), Tina Emery (Executive Manager, Residential Services),
Sue McKechnie (Executive Manager, Community Services), Richard Hearn (Chief Executive Officer), and
Wendy Morey (Executive Manager, Workforce Development and Governance).
The Strategic Plan 2015-2020 sets
parameters for the direction of the
organisation:
Statement of Purpose
Working together: outstanding care
and support for older people and their
carers.
Our Values:
• Trust
• Dignity
• Choice
Strategic Key Areas
The Services
• Quality of life outcomes for
consumers
• Commitment to service quality
The Workforce
• A capable workforce
The Future
• Good corporate governance
• Planned and considered growth
• Focused research and innovation
• Corporate leadership in the
community.
These areas remain dynamic.
Resthaven is a richly diverse South
Australian community founded on
the principles of inclusion and unity,
embracing and respecting each person’s
beliefs, culture, language, background,
lifestyle, life experience and values.
Aged Care Reforms
From 1 July 2014, significant reforms
were implemented in the aged care
sector, impacting both residential and
home care services. With further changes
effective from 1 July 2015, we spent
much of the past 12 months adjusting to
the government reforms.
The overall intent is to improve the
outcomes and control over the services
that people choose. These include:
• Greater access and choice for people
and their carers,
• Increased cost sharing for those
individuals with the capacity to pay,
• Simplification of the service system.
A key element of the Government’s
reforms is to extend competition in the
sector.
This approach acknowledges, and
must carefully address, any service
gaps or access to services for
particular individuals.
Concurrently, consolidation of the
sector is occurring due to acquisitions
and corporatisation. We have already
seen significant movement in this
regard, especially in large, privately
owned, listed groups, with a number
of family owned services sold.
Church and community charitable
groups continue to be key service
providers in South Australia,
pre-eminent in rural, regional and
remote areas. It will be interesting to
observe whether the reforms impact
further on the nature of service
providers in this state, and nationally.
A balanced and simplified system is
vitally important to ensure improved
outcomes for older people. We
believe a reform priority should be
to ensure that Home Care Packages
are available to more people living
at home, at the level required. This
would minimise premature entry
into residential services, caused by
government supply restrictions.
5
The Year in Review
6
Quality
Sustaining quality of life is at the heart
of people’s choices – the priority is to
work with each individual to maintain
the best possible lifestyle for them.
We offer a wide range of services and
accommodation choices.
The Resthaven Board gives significant
attention to quality through its
governance framework and monitors
consumer and stakeholder feedback.
The perspectives of the individuals,
representatives and stakeholders
engaging with our services are just as
important as the accountability and
regulatory reviews that are part of the
federally funded aged care system.
Regular review provides opportunity
to reflect on the evidence base of
Resthaven’s policy and procedure.
Throughout the year, the Board
considers various aspects of the
organisation. It engages with managers
who are directly involved in service
provision and receives comprehensive
reports of key performance indicators. If
there are any significant concerns, they
are brought to the Board’s attention and
an effective and appropriate response
is made.
Residents, clients, families and friends
are actively encouraged to provide
feedback via brochures, focus groups,
surveys and general comments to staff.
Each service also responds to specific
matters raised, in an endeavour to
continuously improve and align services
to an individual’s need. Improvements
were also prompted by action requests
and feedback.
The quality of our services is an ongoing
focus, and we actively respond to
an individual’s need and expected
level of quality. Board members also
interact with service consumers and
staff, providing opportunity for direct
feedback and discussion.
Resthaven’s involvement in the South
Australian Innovation Hub over the
past 12 months is another aspect of
our commitment to quality services.
Through it, we seek to learn and share
opportunities for ongoing improvement
in the services offered and, in a broader
sense, reflect on opportunities to
more effectively work with individuals,
supporting them to achieve a quality of
life that is meaningful to them.
Development Projects
Resthaven proactively plans for and
responds to increasing demand for
aged care services, particularly in
priority needs areas, as identified by
government planning ratios.
A major program of redevelopment
and refurbishment was completed at
Resthaven Leabrook. This included
the redesign and refurbishment of
residential areas, as well as building
eight new independent retirement
living apartments at the site.
Another finalised major capital
project was the new residential site
at Port Elliot, along with an adjacent
Community Services centre and four
retirement units. The state of the art,
92 place residential facility was formally
opened and dedicated on Thursday 14
May 2015. The open day was attended
by more than 500 interested people.
The site also achieved commencing
service accreditation status.
A new office location for Resthaven
Western Community Services was
refurbished at Woodville. Staff and
services transferred to the new location
in August 2014.
An upgrade to sections of Resthaven
Westbourne Park was completed in
June 2015, and a new refurbishment
program was planned for Resthaven
Malvern, to begin in August 2015.
The land purchased adjacent to
Resthaven Marion in 2013 was cleared
of all derelict buildings, with a view to
future use and a garden extension.
Upgrades to vacant independent
retirement living units at Resthaven
Bellevue Heights continued.
Building work on a new Head Office at
Bartley Crescent, Wayville, commenced
in August 2014. Completion is due in
September 2015.
Resthaven residential services received
approval from the Department of
Social Services for 100 new residential
places to develop an additional
residential service on land at Aberfoyle
Park. Planning has commenced.
In addition, extra residential places
were received through the Aged Care
Approval Rounds (ACAR) for Resthaven
Mount Gambier, to allow for growth at
this important regional service.
The Year in Review
Corporate Responsibility
As a not for profit, public benevolent
institution, Resthaven adds value to
the South Australian community in a
variety of ways.
Resthaven proactively champions
the value of older people through an
ongoing positive images campaign,
building brand awareness and
consumer confidence. This year, 187
items regarding Resthaven appeared in
various media, most due to proactively
promoted positive stories. Traffic to
Resthaven’s website and social media
channels increased significantly in
tandem.
Sponsorships
Resthaven sponsors research in ageing
related areas such as dementia, and is
involved with tertiary institutions in a
variety of research projects.
In recognition of our 80 th Anniversary,
a number of significant scholarships
and research projects were funded.
Above: Domenica (seated) and Mary Cambareri enjoy a stroll through the gardens at the new Resthaven
Western Community Services offices at 96 Woodville Road, Woodville.
To assist in strengthening the future
aged care workforce, the Resthaven
Board offers a range of scholarships
to students from all three South
Australian universities. This extends the
program that commenced in 2010, in
recognition of our 75th anniversary.
The scholarships are available on
a competitive basis in the fields of
nursing, physiotherapy, occupational
therapy, aged care management,
chronic conditions management and
oral health.
In January 2015, the recipient of
the $150,000 Alzheimer’s Australia
Research Foundation Scholarship,
sponsored by Resthaven, was
announced. It was awarded to Dr
Lyn Phillipson, from the University of
Right (L-R): Dr Lyn Phillipson (scholarship recipient),
RIchard Hearn (Chief Executive Officer) and Wendy
Morey (Executive Manager, Workforce Development
and Governance) with the Alzheimer’s Australia
Research Foundation Award certificates.
Wollongong, for research into uptake
of respite services in the community by
people with dementia.
We recently commissioned the
Australian Workplace Innovation and
Social Research Centre (AWISRC) to
undertake workforce related research
on our behalf.
TRACS Project
Early 2015 marked the completion of
the Teaching and Research in Aged
Care Services (TRACS) project, funded
by the Department of Social Services
(previously the Department of Health
and Ageing).
Resthaven’s Framework for Teaching
and Research is embedded in the new
2015-2020 Strategic Plan, directing
future activities related to the future
and existing workforce, leadership
excellence and research.
Medication Management
Resthaven residential services
partnered with Monash University and
Alzheimer’s Australia via a Dementia
Research Grant to review and improve
medicine use in aged care facilities.
The research investigated the
association between medicine use and
clinical characteristics in residents with
and without dementia. The project
aims to raise awareness of issues
around under-recognition and under
treatment of pain.
Six residential sites participated in
the project, with data collected from
more than 300 residents. Further
investigation of collected data is being
completed to identify opportunities to
improve resident health and quality of
life relating to medicine use.
Multicultural Workforce Initiative
To support and strengthen Resthaven’s
multicultural workforce to provide
culturally appropriate and high quality
care, Resthaven collaborated with
Anglicare and Flinders University
to commence development of a
‘Multicultural Workforce Development
Model.’ Funded by the Australian
Government Department of Social
Services, and led by Flinders University,
the project will run from 2015-2017 at
Resthaven Leabrook and Resthaven
Murray Bridge.
Better Practice (EBPAC)
Resthaven was the lead organisation
for the ‘Encouraging Better Practice
in Aged Care’ (EBPAC) initiative,
Clinical Mentoring: from Evidence Base
to Outcomes for Older People project,
funded by the Australian Government
Department of Social Services.
The project provided opportunity
to review the organisation’s pain
assessment tools, increase staff
understanding and knowledge of
pain in older people, and improve
assessment skills and related processes
via mentoring.
Aligned to the project, the booklet
Managing your pain - A guide for
you and your family was developed
for residents and clients receiving
Resthaven services, providing
information and helpful tips to assist
them to better manage their pain.
Thanks for a friendly
and versatile service.
Community Services
From 1 July 2015, the newly defined
Commonwealth Home Support
Program (CHSP), consolidates and
streamlines Home and Community
Care, respite in the community, the
Assistance with Care and Housing for
the Aged (ACHA), and Day Therapy
Services programs.
People seeking access to services will,
for the first time, need to contact My
Aged Care via their website:
www.myagedcare.gov.au.
These changes reflect the decision
by most states to accept the Federal
Government as the manager and
funder of services for aged persons,
defined as 65 years plus. People under
this age, and in need of support, are
provided for under the state-managed
disability service program.
All Home Care Package clients were
required to transition to a Consumer
Directed Care (CDC) approach by 1 July
2015. We managed this outcome very
well, as we have been transitioning
towards this approach for several years.
It repositions the control of the service
to each individual, and their choice as
to how Resthaven staff can work with
them to sustain their quality of life.
Above: Resthaven Riverland Community Services client, Eddie Herbst, enjoys a visit to Monarto Zoo - chosen
as an outing as part of his Home Care Package.
The process also involved the
introduction of individual budgets, and
significant changes to our business
systems. This included the introduction
of a means test for part pensioners
and non pensioners. All this has meant
changes for clients, which has been
challenging for some.
Resthaven has managed the transition
of more than 700 care packages to
CDC. This is a very good outcome, and
we thank all staff and clients for their
perseverance.
Highlights
Resthaven Community Services
are fully accredited to March 2016.
Resthaven’s integrated service model
promoted wellbeing, independence
and autonomy for clients to remain
positively engaged with their life,
aspirations and social contacts.
• Every week, approximately 8,400
hours of direct services were
provided in the community.
During the year, 7,900 older people
received Resthaven Community
Services; an increase of 4%.
• Approximately 20% of community
clients were from culturally diverse
or Aboriginal or Torres Strait
Islander backgrounds.
• Our services grew following
successful funding outcomes in
the 2014 Aged Care Approvals
Round, with a further 67 Home
Care Packages awarded. They
commenced from January 2015.
• New permanent offices for
Resthaven Western Community
Services at Woodville were
formally opened on 19 June, 2015.
Regional Assessment Service
In April 2015, Resthaven was appointed
as one of 13 national Regional
Assessment Service (RAS) providers.
The Resthaven RAS will work with the
Government and My Aged Care in
assessing individuals for eligibility to
CHSP services.
This aspect of Resthaven’s operations
is maintained separately to our other
service elements, noting its unique
relationship with My Aged Care.
Environmental Responsibility
Resthaven was committed to fulfilling
its statutory responsibilities and
ensuring that all operations comply
with or exceed statutory requirements.
The management of business practices,
such as building management and
development, and waste management
policies, gave consideration to
environmental impact and cost
effective, viable strategies to respond
to areas of identified impact.
Age Profile
Across Resthaven, the age of residents
and clients ranged from 60 to 105
years. The overall average age was 86.5
years.
The average age of community clients
was 78 years (83 years for those
receiving in-home support).
People aged 100 years and older
represent the fastest growing
demographic in Australia. Resthaven
centenarians receive a congratulatory
message from the Board President.
Many feature in newsletter articles and
Residential Services
Resthaven offers high quality residential
aged care at eleven sites.
On 1 July 2014, significant changes to
residential services occurred. The key
impact of the government reforms
included the removal of the distinction
between high and low care as well as the
introduction of room pricing and changed
financial charges for residents. A great
deal of work occurred in planning for the
transition in a positive way, including
adjustments to administration processes.
A name change to ‘Accommodation
Enquiries’ was part of the restructure.
Overall, the changes were managed well.
We are monitoring their impact on the
different regions within which we provide
residential services.
Consumers have adapted to the
change, and access appears to have
been maintained across the diversity of
individuals with need. This aspect requires
close monitoring.
Highlights
• Ten Resthaven residential sites
successfully achieved five years
accreditation from the Australian
Aged Care Quality Agency during
late 2014 and early 2015. The five
year accreditation is a direct result
of involvement in the SA Innovation
Hub.
• Throughout the year, 325 older
people moved into permanent
residential care, along with 369
respite residents. Approximately
47% of residents had financial
disadvantage, a much higher
percentage than the district targets
prescribed.
The aged care reforms will result in
further important changes in the service
environment over the next three to
five years. Accordingly, Resthaven’s
business systems constantly undergo
review and upgrading. The Information
Communication Technology (ICT)
Department successfully managed a wide
range of ICT services to support residents,
clients, staff and volunteers across
Resthaven.
Significant Anniversaries
The 2014/15 financial year recognised
many anniversaries. We celebrated:
• Resthaven Craigmore turns ten
(17 September, 2014),
• The 21 st birthday of Community Care
packages (19 June, 2015),
anniversaries throughout the year.
The opening of Resthaven Port Elliot on
14 May, 80 years after Resthaven first
opened at Brighton on 11 May 1935,
was a significant highlight.
In our 80 th anniversary year, Resthaven
celebrates a rich history, with a view
to the future of continuing to provide
quality aged care services for many
years to come.
The Year in Review
Our People
Our people are our most important
asset. Throughout the year, Resthaven’s
committed volunteers remained
energetic contributors to the quality of
life for Resthaven residents and clients.
Volunteering hours increased by 7%,
with 22,604 hours spent in roles across
Resthaven, against the national trend
of decline.
More than 100 volunteers regularly
contributed to community services
(63 in direct client support; others via
community consultative groups).
Each year, Resthaven recognises the
ongoing commitment and dedication
of staff and volunteers with the
Volunteer ‘Thank You’ High Teas, held
in May, and the Staff Appreciation
Awards, held in July.
18
A special mention to two invaluable
members of the Executive team,
Sue McKechnie, Executive Manager,
Community Services, and Des Itsines,
Executive Manager, People, Culture
and Risk, who, this year, were awarded
for ten and fifteen years of service
respectively.
I also congratulate Board President,
Mark Porter, who was awarded for his
ten years of service to Resthaven. We
are most appreciative of the leadership
and commitment of Mark and other
members of the Resthaven Board.
The only way Resthaven achieves what
we do is through our staff, including
volunteers, in various roles, with both
direct and indirect relationships with
residents, clients, carers, and each other.
Below: Stacey Thompson (Manager, Volunteer
Services), awards Mark Porter (Resthaven Board
President) his ten year voluntary service award at
In 2014/15, we welcomed:
• Heath Sumner to the role of
Manager, Maintenance Services,
• Lisa Sutcliffe to the role of Manager,
Resthaven Mount Gambier,
• Ashley Gunn to the role of Manager,
Finance,
• Mandy Hutchinson to the role of
Manager, Resthaven Mitcham.
We appreciated the significant
contributions made by many
staff, and particularly note the
retirement of:
• Ann Lloyd, Retirement Living
Coordinator,
• Trevor Neate, Accountant,
• Barbara Kompier, Manager, Residential
Care Services, Resthaven Murray
Bridge, after 29 years of service.
Long term dedication and commitment
from staff and volunteers is recognised
annually through appreciation events.
• 91 employees were eligible to
receive awards, and 51 volunteers
were eligible to receive awards.
In Appreciation
We acknowledge the good and
important work of our staff, and all
those working in aged care. My sincere
thanks to all. I am proud of the positive
contributions and work they do, and of
the contribution they make in working
with individuals, whether directly or
indirectly, to sustain their quality of life.
Resthaven is, and seeks to be, richly
diverse in its inclusion and diversity
of individuals of many beliefs, culture,
language, and lifestyle. This reflects
Resthaven’s proud heritage associated
with the Uniting Church.
In our Resthaven community, we have
a common purpose. We are ‘working
together’ to provide ‘outstanding care
and support for older people and their
carers.’
Financial Performance
Overview of
Financial Position
Statement of
Financial Position
General Purpose
Financial Report
Resthaven recorded a surplus for the
year of $7,789,652 (compared with
$7,847,236 at 30 June 2014).
At 30 June 2015, net assets/total equity
totalled $216,476,859 (compared with
Residential and
Community Services
Annual operating revenues increased
by $6,199,507 (6.4%) to $102,421,068.
The primary source of the increase
was government subsidies ($6,274,516
or 8.5%), related to the provision of
additional home care services and an
increase to residential care funding
reflective of the increased care needs
of residents.
Annual operating expenses increased
by $6,092,393 (6.0%) to $107,958,800,
as additional staff were engaged
to facilitate growth and ensure the
lifestyle and care needs of residents
and clients continue to be met.
Total Assets
Total assets increased by $19,321,127,
reflecting further investment in
accommodation and facilities to
ensure contemporary environments
consistent with the expectations of
residents and clients.
Total Liabilities
Total liabilities increased by
$11,725,870. This primarily reflects
residents exercising their choice to
meet accommodation expenses by
way of a Refundable Accommodation
Deposit for residential care purposes.
I especially
appreciate that
helpers are always
on time.
