INTRODUCTION<br />

Intertek and Importation Procedures in Mexico<br />

On 27 July 1998, the Government of Mexico announced the introduction of a pre- shipment<br />

<strong>inspection</strong> (PSI) <strong>programme</strong> <strong>for</strong> certain goods originating from certain countries.<br />

Intertek has been appointed along with two other PSI Agents to per<strong>for</strong>m this service and it is <strong>for</strong><br />

the Importer to choose which company to use.<br />

The Intertek office in Mexico City will make the necessary arrangements with their overseas<br />

Intertek offices <strong>for</strong> <strong>inspection</strong> prior to export.<br />

These Guidelines have been prepared by Intertek to summarise the changes and their impact<br />

upon Importers.<br />

Intertek is at the disposal of all Importers and other economic agents in order to provide<br />

whatever additional clarifications may be required.<br />

• I WISH TO IMPORT. DO MY GOODS NEED PRE- SHIPMENT INSPECTION?<br />

First and <strong>for</strong>emost, you need to identify if your goods actually require PSI. Please see the<br />

two Lists below and follow the steps shown.<br />

1. Highlight line items on the pro<strong>for</strong>ma invoice or order which con<strong>for</strong>m to the following<br />

two lists.<br />

GOODS SUBJECT TO INSPECTION<br />

Goods are subject to <strong>inspection</strong> only if they originate in certain countries and they are of certain<br />

tariff codes and they have unit prices beneath those specified in tables I and II shown below.<br />

In order to determine whether goods are subject to <strong>inspection</strong> we recommend the following<br />

procedure.<br />

1.Highlight line items on the pro<strong>for</strong>ma invoice or order which con<strong>for</strong>m to the following two lists<br />

3. Sum the value of the double highlighted items including freight and insurance where<br />

applicable. Where the total value exceeds the equivalent of FOB USD1,000 then the<br />

highlighted goods are subject to <strong>inspection</strong>. Where the total value is beneath the<br />

value equivalent of FOB USD1,000 the goods are not subject to pre-shipment<br />

<strong>inspection</strong>.

You need to complete a Solicitud de Inspección (SDI) and present it to the Intertek Office in<br />

Mexico, along with a copy of the pro<strong>for</strong>ma invoice, order or the like.<br />

If the in<strong>for</strong>mation contained in any of the documents is not correct, or is incomplete, it will be<br />

rejected and must be corrected.<br />

• WHO PAYS THE INSPECTION FEE?<br />

The fee <strong>for</strong> <strong>inspection</strong> is paid by you, the Importer. Unless credit terms are agreed, you will be<br />

required to pay 50% of the fee upon presentation of the SDI to Intertek and the remainder upon<br />

receipt by yourself of the Certificado de Inspección (CDI).<br />

The fee payable is 1.2% of the FOB value as declared on the SDI with a minimum fee of USD<br />

• ARE ANY GOODS SPECIFICALLY EXEMPT FROM PSI ?<br />

The only goods subject to PSI are those shown in Lists I and II.<br />

• ARE THERE ANY GOODS THAT ARE PROHIBITED OR RESTRICTED FROM<br />

IMPORTATION INTO MEXICO?<br />

This does not <strong>for</strong>m part of the mandate of the PSI <strong>programme</strong>.<br />

• HOW IS PRESHIPMENT INSPECTION ORGANISED ?<br />

Upon receipt of the SDI and supporting documents from the Importer, the Intertek office in<br />

Mexico will verify the documentation and organise the <strong>inspection</strong> in the country of supply.<br />

The Intertek office located nearest to the named Exporter, will contact them to arrange<br />

<strong>inspection</strong>. A compete list of our regional Intertek offices is provided in Appendix A.<br />

Contact with the Exporter will be made via our RFI (Request <strong>for</strong> In<strong>for</strong>mation) letter and must be<br />

responded to promptly. Three working days advance notice are necessary to arrange the<br />

<strong>inspection</strong>.<br />

Simultaneous to the <strong>inspection</strong> being carried out, the Issuing Office will review pricing and<br />

coding in<strong>for</strong>mation.<br />

We recommend that the Exporter’s final invoice be sent to the Issuing Office as soon as it is<br />

available.<br />

Assuming that the results of PSI are satisfactory, we will issue a copy of the CDI to you via our<br />

Liaison Office in Mexico City and a Certificate of Con<strong>for</strong>mance to the Exporter, if requested. You<br />

will require the CDI to make your request <strong>for</strong> the Aviso Automático de Importación (AAI) from<br />

SECOFI. This will enable Customs Clearance of your goods.<br />

• WHAT IS THE SCOPE OF THE PRE-SHIPMENT INSPECTION SERVICE ?<br />

Pre-shipment <strong>inspection</strong> consists of the following:<br />

To ascertain that the correct customs tariff code has been quoted.<br />

To determine by GVC (Gatt Valuation Code), whether the price being charged by the<br />

Exporter/Seller as set <strong>for</strong>th in the Pro<strong>for</strong>ma Invoice corresponds within reasonable limits to the<br />

Additionally, our Inspectors may be required to conduct a comprehensive Audit of the Exporter’s<br />

factory/ warehouse in order to establish the correct country of origin.<br />

• WHAT WILL HAPPEN IF MY GOODS ARRIVE WITHOUT HAVING BEEN INSPECTED ?<br />

The Mexican Customs Authorities will hold your goods.


• WHAT DO I DO AFTER OBTAINING THE CDI?<br />

You will receive a copy CDI from Intertek Mexico. This will enable you to apply <strong>for</strong> an AAI from<br />

SECOFI, which should ultimately enable Customs Clearance.<br />

• WHAT HAPPENS IF THE INSPECTION DETECTS DISCREPANCIES DURING<br />

PRESHIPMENT INSPECTION?<br />

If discrepancies and other anomalies are detected, either during the physical <strong>inspection</strong> of the<br />

goods or during the documentary review, and these anomalies are not corrected, Intertek will<br />

issue a Certificate of Non- Con<strong>for</strong>mance (CNC). This will prevent the clearance of the goods in<br />

Mexico.<br />

• HOW LONG WILL IT TAKE YOU TO ISSUE THE CDI?<br />

The regulations allow <strong>for</strong> the following time periods:<br />

- Delivery of the SDI and<br />

pro<strong>for</strong>ma from Liaison Office to Issuing<br />

Office maximum 5 working days<br />

- For Issuing Offices to arrange a physical<br />

Inspection after notification from Exporter. 3 working days<br />

- For Issuing Offices to issue CDI’S<br />

after completion of satisfactory<br />

<strong>inspection</strong> and receipt of a clean final<br />

invoice. maximum 3 working days

1. If the in<strong>for</strong>mation in these Guidelines does not provide an answer to questions that arise<br />

in relation to a specific order, please contact your nearest Intertek Office, in Bangladesh<br />

where trained Intertek personnel will be happy to assist.<br />

2. Exporters / Importers wishing to communicate with Intertek by electronic mail should<br />

take note of the following important message.<br />

Email is subject to the possibility of delays and of transmission failure. Systems<br />

designed to in<strong>for</strong>m senders of transmission failure are themselves subject to the<br />

possibility of delay and may fail altogether. It follows that you should not assume that<br />

email transmission have been received in good order unless you are advised by Intertek<br />

that this is the case.<br />

Intertek will systematically confirm receipt of email by email. The confirmation sent by<br />

Intertek is to confirm receipt only. It should not be taken as acceptance of the content of<br />

the document. It is recommended that you call where such confirmation is not received<br />

within 24 hours.<br />

which is available from your nearest office or at our website www.intertek-fts.com.<br />

Intertek operates <strong>preshipment</strong> <strong>inspection</strong> <strong>programme</strong>s <strong>for</strong> numerous other countries. These<br />

include Ecuador, Mozambique, Uzbekistan, Kenya, Iran, Nigeria, Bangladesh and Georgia.<br />

Intertek also manages the International Con<strong>for</strong>mity Certification Programme <strong>for</strong> Saudi Arabia.<br />
