The transition to the new 2016 SMCDS Board of
Directors is progressing smoothly. We are very
fortunate to have three members joining the At-
Large Board. These are Drs. Sara Andrews, Tyler
Davis, and Purvi Zavery.
Two 2015 Board Members At-Large will be taking on new
responsibilities. Dr. John Acosta will be the new Board Secretary
and Dr. Ben Yount has accepted the position of Treasurer which
Dr. Benson Wong has held for 2 three-year terms. Benson will be
our 2016 Vice President. Dr. Mina Desai will be our new
President. As Vice President she had the difficult task of
obtaining our roster of speakers for the 2016 General
Membership meetings. It looks like an excellent program and I
have already purchased my pre-paid discount package for the

Did You Know… In 2013, the California
Poverty Measure ( CPM) reported that 18.4% of
the population –that's 131,638 people– in San
Mateo County fell below the poverty level. In
our neighbor to the north, high-tech rich San
Francisco, the CPM is 23.4% – that's 184,387 citizens. South of us
in Santa Clara County, the CPM is 18.7% – another 330,970
people. The Mercury News reported in the same year a 12%
increase in the homeless i.e., about 1,298 people living on county
streets, inside vehicles, or make-shift encampments.
Personally, I did NOT know until 'one hot Filipina' (my pet name
for Dr. Carliza Marcos) brought these statistics not only to my
attention but to that of the CDA Cares Foundation. Indeed,
those numbers were on the Foundation's radar. In her
year and recommend you do the same. What a painless and pleasant
way to get 21 continuing education credit units during the year.
Dr. Rob Rideau, who was President in 2014, has agreed to remain as
Past President on the Executive Board so that he can continue to
contribute his wisdom and energy to several crucial governance
projects with which he has been particularly involved. I will continue
serving on the Executive Board for as long as I may be needed. I am
delighted that we have Drs. Zac Held, Alan Marcus, and Ross
Stangeland continuing as Members at Large. They have been an
integral part of the Board this past year. Dr. Dave Moore Sr. remains as
our intrepid and perennial Parliamentarian while Dr. Carliza Marcos
will continue as our Trustee-liaison to CDA. She is blessed with
boundless energy and drive and we are so fortunate to have her with
us.

inimitable way, Carliza went on to say it was highly likely a significant
number of people in San Mateo and neighboring counties not only
lack dental insurance but have foregone proper dental care for years -
demonstrating the need for a free dental care event like CDA Cares.
Indeed, worth considering.
Did You Know…
Undaunted, Carliza pressed on. The San Mateo
Event Center has 195,000 square feet of meeting space with easy
access to three major airports, Cal Train, Hwy 92, and has 48 acres of
available parking - making San Mateo an ideal location to host a free
dental care event like CDA Cares. AND Did You Know… SMCDS
and individual members have actively cultivated excellent working
relationships with local politicians (like State Assemblyman Kevin
Mullin, Superintendent Dave Pine, US Representative Jackie Speier)
who've come to recognize the real need among their constituents for
increased access to oral health care - making San Mateo County a
supportive environment we feel confident will contribute local
resources and dollars to assure the success of a free dental care event

Unfortunately, we are saying good-by to Dr. David Moore Jr. who is stepping down after a twoyear
at-large term due to family responsibilities. We look forward to welcoming him back as
soon as he becomes available again.
I thank each one of you on the Board for what you have done and for what is yet to be done.
2015 has been a challenging year on many fronts. 2016 will have its' own set of new challenges.
I believe we are in good hands because we have a very dedicated Board which continues to
meet the challenges of the future.
Last but definitely not least I would like to thank Etta Kinney our Executive Director and her
wonderful staff, comprised of Mike, Jim, and Kat, for making our Society what it is today. We
owe them a big debt of gratitude.
The Holidays will be upon us before we know it, so I send you my very best wishes for a Blessed
Christmas and a Happy and Healthy 2016. Here's to a very successful year ahead.

Congratulations to . . .
Dr. Carol Summerhays – in whom we take personal pride as a California general dentist and

former resident of Burlingame – took office as ADA's 152 president. While addressing the ADA
House of Delegates in Washington on Nov 10 after her installation, Carol said, “My message to you
this morning is this: to seize the moment together. Embrace challenges and opportunities. Make
the most of possibilities that lie ahead.” “I think the House recognized we need to adapt to the
new future. … that we need to invest in innovation.” Elsewhere she is quoted saying she hopes to
transform the Association while making sure we “stay true to our core values.”

service was held on Saturday, December 19 in Redwood City.

In remembrance of their time together, Art generously shared
the following with us…
Heaven has a new angel. I lost Kaye to a stroke on December 3rd.
I fell in love with Kaye 72 years ago and she took my breath away
on that day. I am so happy I could be there when God took her
last breath away. She was the most beautiful, classiest, gracious
lady I had ever seen. She was a very special first lady of the dental
school and all the organizations I was privileged to be president
of. She defined me. She made me a better person, husband,
father, grandfather and great grandfather. I was so blessed to
have her unconditional love for so many years. The past few
years her dementia had a joy side to it as each night or day as I
came in to the skilled nursing facility she was there smiling and
eyes beaming and greeted me with “I have been waiting for you.
Where have you been?” She then turned to the CNA's and said
“This is my man.” It doesn't get any better than that.

It’s Easy & Spreads Dues Payment Over 12 Months
If you overlooked EDP for 2015 dues and are wondering what the commotion was about… it has been
and is about the Electronic Dues Payment ( EDP) program; i.e., distributing your annual tripartite dues
payment equally over the remaining months of this year, effortlessly and interest-free. Clarification:
there is an annual $12 processing fee for participation in the EDP program divided equally across your
monthly payments. If you were on the EDP program in 2015, it automatically renewed your
membership for 2016. If you would like to change your banking information, you need to complete
the 2016 EDP Form.

Government affects you …as an individual, a small business person, and a
dentist – which means awareness and, if it suits you, occasional involvement pays
off. For a concise weekly update of what's cooking at the capitol, Read Legislative
Updates in Peter DuBois' Executive Bulletin OR for a larger dose, read Todd
Roberson's October 2015 summary of CDA Major Issues & Priorities in the
Member section of the SMCDS website's Message Center/Referenced Articles. A
few items to note if you haven't already…
the Save Lives California Coalition filed our final version of a ballot measure for
the November 2016 election to raise the state's tobacco tax by $2 per pack. As
you will recall, the coalition had committed to pursuing a ballot measure if the
Legislature was unable to pass legislation this summer, and with the lack of
action at the end of this year's legislative session, the coalition is moving ahead
with the ballot measure campaign. In addition to increased Medi-Cal
reimbursement rates that the new revenue would provide, we had the
opportunity to add language to the measure that dedicates $30 million annually to the Dept of Public Health specifically for the
state dental plan and oral health program overseen by the state Dental Director.
AB 679 has been signed into law and extends the deadline for providers to register for the state's CURES prescription drug
database from January 1, 2016 to July 1, 2016, given the various functionality problems with the CURES system. The bill was
amended towards the end of the legislative session to include this provision.
California DHCS announced that the Federal Centers for Medicare/Medicaid have approved the 10% rate cut reversal for
dental services.

HEALTH AND SAFETY FAIR SPONSORED BY ASSM. KEVIN MULLIN – THE SHOPS
AT TANFORAN At the end of October, Assemblymember Kevin Mullin offered
shoppers at The Shops at Tanforan in San Bruno the opportunity to have their health
screened and to learn about wellness, home safety tips, and disaster readiness. It's
become an annual privilege for us to offer free dental check-ups and educational
information to shoppers stopping by our exhibit table. With the help of our volunteer
dentists, we were able to screen over 30 individuals. Those who needed treatment
were referred to our volunteers, dentists on our SMCDS member list, and/or local
clinics - depending on their particular situation. When asked why their dentist should
be a member, we were able to point out benefits shown right on our poster.
A huge Thanks! to Drs. Catherine Chiu, Anne Lee, Christine Liaw,
Gerlita
Pangilinan, Cristiane Silva, and Yao-Lin Tang (with the help of I-Ling Ho and Tiffany
Tang) for donating precious hours out of their weekend to help people in our
community receive the care they need!
COLLEGE OF SAN MATEO FALL HEALTH FAIR CSM's Fall Health Fair was a great opportunity to engage and educate students on
the importance of dental health! In collaboration with our neighboring exhibitor - Apple Tree Dental – we worked with CSM to
promote student participation by advertising a drawing for three Oral-B Electric Toothbrushes provided by Apple Tree to students
who signed up for the drawing and completed a dental screening at our table. The result was about double the traffic we've seen at
previous CSM health fairs. 40+ people received free dental check-ups and entered the drawing. We also had a chance to answer
some very good questions, like…“is an electronic toothbrush really better than a manual toothbrush?” We answered, “Yes, it's
more effective at removing plaque.” “How often should I really floss?” We answered, “at least once a day.” As always, the success
of this event wouldn't have been possible without the help of our generous volunteer dentists: Drs. Maryam Ajami, Gracia Cua,
Diana Dizik, Keith Gee, Don Hermansen, Nancy Huynh, Shirin Imani and April Lee Thank You!

The California Dental Association Foundation is hosting a CDA Cares free dental clinic April 22-23, 2017, at the San Mateo Event Center. To
help provide oral health care services at no charge to the large number of expected patients, the CDA Foundation needs volunteer dentists,
including oral surgeons, as well as dental hygienists, assistants, dental lab technicians, physicians, nurses and pharmacists.
Additionally, community volunteers are needed to help escort patients, translate/interpret, dispense medication, set up and tear down the
clinic, register patients and volunteers, conduct exit interviews, enter data and provide oral health education.
CDA Cares is a program that allows volunteer dentists, with the assistance of other dental professionals and community volunteers, to
provide dental services at no charge to patients who experience barriers to care.
The main goal of the clinic is to relieve pain and eliminate infection by providing cleanings, fillings, extractions and oral health education to
2,000 people during the two-day event.
To date, the CDA Foundation and CDA have hosted eight clinics that provided $13.1 million in dental care to more than 16,000 patients
thanks to the generosity of volunteers and support from the community.
Volunteers are needed in shifts during the following times:
Friday, April 21, 2017: Clinic setup from 9 a.m. to 6 p.m. (no patients)
Saturday, April 22, 2017: Dental clinic from 5 a.m. to 7 p.m.
Sunday, April 23, 2017: Dental clinic from 5 a.m. to 10 p.m.
Volunteers may sign up for one six-hour shift
or multiple shifts per day.
