INTRODUCTION<br />
What is a Project?<br />
A project is “a temporary endeavor undertaken to create a unique product, service or<br />
result.” (Project Management Institute, Inc., 2004). Project ends when their objectives<br />
have been reached or the project has been terminated. (Schwalbe, 2006).<br />
Attributes of a Project<br />
The attributes of a project are as the following:<br />
1. Has unique purpose<br />
A project should have unique and specific purpose. For example: “To design Voice<br />
over IP (VoIP) network for entire Mukah town ship.”<br />
2. Temporary<br />
A project will end when all objectives have been reached.<br />
3. Developed using progressive elaboration<br />
A project should be developed in increments, phase-by-phase, and the result or<br />
findings on each phase should be explained and recorded.<br />
4. Requires resources<br />
Resources included people, hardware, software or other assets.<br />
5. Have primary customer<br />
A project must have primary customer. For whom the project was developed? In<br />
the case of the project to design Voice over IP (VoIP) network for entire Mukah<br />
town ship, the primary customer could be Mukah District Council.<br />
Triple Constraint<br />
Every project has limitations and constraints. In project management, these limitations<br />
are referred as Triple Constraint, which forced project manager considering project<br />
scope, time and cost with the following consideration:<br />

Scope : what customer or client expect from the project? List all works to be done<br />
during project development. Project scope does not need to be grand or superb, it<br />
must meet customer requirements. Besides, the most important is your project<br />
development team has skills and knowledge needed to reach the project scope.<br />
Time : How much time should it take to complete the project? Project manager<br />
should plan strategies to manage all tasks to be done on time. Gantt chart is the<br />
most helpful tools on time management.<br />
