Privacy and security<br />

EU and US policy makers should:<br />

1. Develop and adopt a legal<br />

framework enabling the safe<br />

and secure global exchange of<br />

patient summaries in the IPS<br />

standard;<br />

2. Develop and enact legal<br />

agreements to enforce and<br />

ensure the implementation of<br />

organizational and security<br />

safeguards needed to support<br />

global exchange of patient<br />

summaries in the IPS standard<br />

between providers;<br />

3. Define policies specifying<br />

the safeguards and measures<br />

needed to protect citizens in<br />

the cross-border exchange<br />

of patient summaries in<br />

the IPS standard including,<br />

but not limited to, identity<br />

management, access controls<br />

and audit trails.<br />

Education<br />

EU and US policy makers, with<br />

support from eHealth/health IT<br />

stakeholders, should:<br />

1. Promote the development<br />

of training for all healthcare<br />

professional disciplines,<br />

specialties and patients to<br />

create, maintain and use<br />

high quality health records,<br />

including the appropriate use<br />

of patient summaries in the<br />

IPS standard to inform clinical<br />

decision-making;<br />

2. Foster initiatives that motivate<br />

and equip patients to maintain<br />

and harness their own health<br />

summary information in the<br />

IPS standard for better health<br />

and the self-management of<br />

health conditions.<br />

Research<br />

EU and US policy makers should<br />

promote:<br />

1. Joint research on metrics for<br />

assessing the quality of patient<br />

summaries in the IPS standard;<br />

2. Allocation of resources to<br />

monitor the implementation<br />

of the IPS standard and its<br />

impact on patient safety and<br />

continuity of care, such as<br />

more efficient emergency<br />

diagnosis, reduced adverse<br />

drug events and fewer<br />

duplicate investigations. ■<br />
