History of Housing Credit Pricing<br />
Since its creation in 1986,<br />
the LIHTC has become the most<br />
efficient affordable housing<br />
program in the United States.<br />
Over time, investors,<br />
developers and other members of<br />
the affordable housing community<br />
have gained experience with the<br />
tax credit, and the LIHTC market<br />
has increased in efficiency. As the<br />
LIHTC matured through the 1990s<br />
and early 2000s, more corporations<br />
have come to view participation in<br />
the tax credit as a solid investment,<br />
and increasing demand is reflected<br />
by the rise in pricing.<br />
The bursting of the housing<br />
bubble in 2007 and the subsequent<br />
downturn in the economy<br />
temporarily affected demand for<br />
LIHTCs, and in turn, pricing. But<br />
as the nation recovers from the<br />
Great Recession, the LIHTC market<br />
has also recovered and is once<br />
again considered robust.<br />
The current national average<br />
market price for LIHTCs is<br />
approximately $0.95 per credit<br />
dollar, which investors claim 10<br />
cents a year over 10 years.<br />
LIHTC equity pricing is based<br />
on many factors, from deal specifics<br />
through real estate investment<br />
market forces. However, two factors<br />
that do not affect LIHTC equity<br />
pricing are the amount of tax<br />
benefits flowing from a property or<br />
the LIHTC rate.<br />
