The Area<br />

The developer of Crystal Ridge, the multimillion dollar gated<br />

community in Henderson is expected to build 472 homes along<br />

the hillside between Green Valley Pkwy. and Gibson Rd. and<br />

are expected to be the most expensive single family homes in<br />

the Las Vegas Valley.<br />

whether any preferential treatment was given to the developer who was represented<br />

before the City Council by former Henderson City Manager Bob Campbell. City officials<br />

maintain no preference was given.<br />

The project had its critics from the beginning, with residents submitting a petition with<br />

hundreds of people opposing the project, arguing it would detract from the beauty of<br />

the hillsides by allowing 65 homes on top of the ridgeline.<br />

The city granted the waiver from the hillside ordinance<br />

soon after it had been updated in April 2004. Those<br />

changes were cosmetic and didn't facilitate the waiver<br />

that was granted, council members said.<br />

Zoning approved on the 632-acre site in October 1995<br />

didn't guarantee a set number of homes, but a plan at<br />

the time called for 745 homes that would disturb about<br />

262 acres of hillside.<br />

Under the city's hillside ordinance adopted in 1997, the<br />

project was entitled to a maximum of 343 homes that<br />

would disturb 151 acres. A ridgeline on the project was<br />

listed as sensitive because of its prominence and<br />

development on it was precluded.<br />

But in granting a waiver in June 2004, the city allowed<br />

the developer to boost the total number of homes by 129 and the right to disturb an<br />

additional 58 acres of the hillside. Officials also waived the requirement that homes be<br />

built no closer than 100 feet from a sensitive ridgeline, essentially allowing 65 homes<br />

on its top. Portions of the ridgeline do not qualify as sensitive because a higher<br />

ridgeline is farther to the south, city officials said.<br />

The ridgeline development requires the removal of up to 50 feet from its top, but city<br />

officials said that would be much less intrusive than what the codes allowed the<br />

developer to do.<br />

By using the 100-foot setback, the developer would have had to significantly cut into<br />

the side of the hillside and fill a slope over 450 feet high - resulting in scarring of the<br />

hillside.<br />

In getting the waivers, the developer agreed to minimize the hillside disturbance by<br />

concentrating density and grading in canyon areas visible only on the development.<br />

Some 176 lots, or 36 percent, aren't visible from those looking at the hillside.<br />

Henderson had the region's first hillside ordinance, which was modeled after one in<br />

Scottsdale, Ariz. Clark County borrowed from Henderson's ordinance when it adopted<br />

its own in 2000, but took it a step further by limiting density and protecting ridgelines<br />

even more.<br />

Henderson officials said no other development within the current city limits will<br />

approach Crystal Ridge's height. Much of the hillside property is either owned by the<br />

city or at much lower elevation.<br />
