When measuring Power Africa’s impact and progress<br />

toward our connection goal, we only count direct<br />

or actual connections of households and businesses<br />

to the grid or off-grid. The strategies laid out in this<br />

Roadmap focus on direct new connections.<br />

Power Africa has already supported projects that<br />

have the potential to lead to more than one million<br />

direct new household and business connections.<br />

Most of these connections are off-grid, and come<br />

from two sources: 50 grants from the Power Africa<br />

Off-Grid Energy Challenge awarded to organizations<br />

in nine countries (Ethiopia, Ghana, Kenya, Liberia,<br />

Nigeria, Rwanda, Tanzania, Uganda, and Zambia); and<br />

16 projects were awarded funding through the U.S.-<br />

Africa Clean Energy Finance (ACEF) initiative.<br />

Reaching 60 million new connections<br />

requires a broad-based approach. To<br />

achieve our goal, we will pursue two<br />

strategies (see Exhibit 15):<br />

• Support grid roll-out programs in both<br />

urban and rural areas (35 – 40 million<br />

connections)<br />

• Intensify Beyond the Grid efforts (25 – 30<br />

million connections) to facilitate additional<br />

off-grid connections.<br />

Of the 35 – 40 million new grid connections<br />

expected to be added, 24 – 27 million are expected<br />

to be in urban areas and 11 – 13 million in rural<br />

areas (see Exhibit 15).<br />

We will leverage the expertise and resources<br />

of development finance institutions and other<br />

funding partners to help bring in the large volume<br />

of capital needed to drive grid expansion projects,<br />

especially where utilities remain publicly owned.<br />

Where utilities are private companies, we<br />

will work with our partners to increase their<br />

performance and bring in new investment to help<br />

fund transmission and distribution expansion.<br />

Private companies have brought great innovation<br />

to the off-grid space, and we will continue<br />

to make resources available to help scale up<br />

successful models and develop new ones.<br />
