The regular meeting of the Radcliff City Council was convened at 6:30 p.m., Tuesday, January 21, 

2014. The meeting was held at Radcliff City Hall, 411 W. Lincoln Trail Blvd., Radcliff. Mayor J.J. 

Duvall presided.

A motion was made by Councilman Pearman and seconded by Councilman Holmes to adopt the

PUBLIC COMMENTS 

Ralph Reese came before the Mayor and City Council and said he was concerned about the signs 

showing where Radcliff is located. He listed areas and signs where it talked about the mileage to 

Elizabethtown and Fort Knox but said he did not see any signs pointing to Radcliff and this was 

upsetting to him. 

NEW BUSINESS 

A motion was made by Councilwoman Baker and seconded by Councilman Yates to approve the 

bid from Campbell Concrete for the City Hall Curb Bid for the amount of $10 for 12 in curb and 

$11.50 for 18 in curb (alternate).

February 18, 2014

Michael Boro of FCL Builders and Eric Nordness of Salita Developments came before the City 

Council with Joe Markham owner of the Radcliff Square. They briefed the Mayor and Council on a 

development set to begin in the fall of 2014 beside the Radcliff Square.

Mike Pike gave the second reading of an Ordinance Rezoning the Property Located at Lots 5G 

and 5H, Pearman Apartment Division, PVA Map Numbers 160-20-03-015.07 and 160-20-03- 

015.08 from Residential R-6 Zone to Commercial Zone. 

A motion was made by Councilman Yates and seconded by Councilwoman Baker to approve 

said ordinance.

Councilman Yates introduced a Zoning Ordinance Re-zoning the Property Located on Lots 1 and 

2, North Industrial Subdivision, PVA Map Number 138-10-00-004 from Industrial Zone to 

Residential R-2 Zone. 

A motion was made by Councilman Palmer and seconded by Councilman Yates to enter into 

Executive Closed Session per KRS 61.810 (1) (B) Acquisition/Sale of Land. (C) Litigation, (G) 

Business Development. Vote- All in Favor – Motion Carried 

A motion was made by Councilman Yates and seconded by Councilman Shaw to enter back into 

the regular meeting. Vote- All in Favor – Motion Carried 

Mayor Duvall announced no official action was taken in executive session. 


Mayor Duvall gave an update on the snow and the tonnage of salt the City of Radcliff had used as 

well as the amount of tonnage still in reserve. He said at this time we were in good shape and 

expecting another shipment of salt soon. 

Councilwoman Baker, Councilman Palmer, Councilman Shaw, and Councilman Yates thanked the 

Mayor and his staff for their hard work on the development project.

March 18, 2014 

The regular meeting of the Radcliff City Council was convened at 6:30 p.m., Tuesday, March 18,

Mickey Miller, Chief Executive Officer, Nolin RECC, came before the Mayor and City Council and 

presented a check for capital credits in the amount of $16,187.53. 

Kortney Wanner, a representative of the Optimist Club of Radcliff came to let tell everyone the 

Optimist Club meets every 2 nd and 4 th Tues at 6:30 p.m. 

John Flanagan, a representative of the Radcliff Small Business Alliance, gave an update to the Mayor 

and City Council of upcoming events of the RSBA. Also, the Storefront of the Month Award was 

given to True Value which recently re-opened after a devastating fire.

Mike Pike gave the second reading of an Ordinance Rezoning the Property Located at Lots 1 & 

2, North Radcliff Industrial Subdivision, PVA Map Number 138-10-00-004 from Industrial Zone 

to Residential R-2 Zone.

Mayor Duvall presented Radcliff Police Chief, Jeff Cross, and Telecommunicator, Jeff Hale, with a 

proclamation naming April 13-19, 2014 as Telecommunicators Week in the City of Radcliff. 


Mark Firth, owner of property at 508 Rogersville Rd., came before the Mayor and City Council and 

said he would like to sell the property to the City. 

Kim Thompson came before the Mayor and City Council and said what a great job the city 

employees did during the snow. 

Dr. T. James Kimble invited the Council Mayor and City Council to the final game of the Blaze 

Beyond the Box Baseball team which is dedicated to allowing children with special needs to play 

organized baseball.

the bid for the City Hall Parking Lot Lights to Radcliff Electric in the amount of $70,328.77 with 

no 10% able to added for change orders.

Councilman Palmer introduced an Ordinance Amending the City of Radcliff Employee Strength 

Table (Lifeguards- Part-Time/Seasonal). Mike Pike gave the First Reading 


Mayor wanted to remind everyone that April is Spring Clean-up Month. 

Councilwoman Baker wanted to wish everyone a Happy Easter. 

Councilman Holmes wanted to wish everyone Happy Easter and also to remind everyone about the 

upcoming bucket brigade for North Hardin High School Project Graduation. 

Councilman Palmer let everyone know that his church Sign of the Dove would be having a Good 

Friday Service. 

Councilman Pearman thanked everyone for the concern during the loss of his father. 

Councilman Yates said he was thankful the City of Radcliff was working with Fort Knox concerning 

the housing issue on Fort Knox.

Councilwoman Baker brought to the floor an ordinance concerning the use of fireworks. She said 

with July 4 th around the corner she had received lots of complaints last year on the excessive use 

of fireworks. She submitted the ordinance recommending the limiting of the usage of fireworks 

to certain dates and times to the Council for their consideration 

Councilman Yates introduced An Ordinance of the City of Radcliff Concerning the use of 

Fireworks. Mike Pike gave the first reading. 


Mayor told the Council Summer Blast was a huge success and he had received numerous good 

comments about the event. From the carnival rides to the free concert it was a good time for 

everyone around. 

Mayor Duvall also reminded the public there would be a limb pickup in July so people needed to 

have their limbs out by July 1 st to ensure pickup. 

Councilwoman Baker, Councilman Pearman and Councilman Holmes all said they enjoyed Summer 

Blast and it seemed to be a great event.

Chief Jeff Cross, Radcliff Police Department gave an update on the Police Department and also gave 

the statistics for June. He showed the Mayor and City Council an article which appeared in the 

Department of Justice Criminal Training highlighting the Radcliff Police Department and their 

accomplishments. 

Chief Jamie Henderson, Radcliff Fire Department, gave and update on the Fire Department. 

MAYOR/COUNCIL UPDATES 

Mayor Duvall said on July 27 th at Radcliff City Park North Amphitheater there would be a benefit for 

the Taylor/Harig Families. 

Councilman Holmes wanted to tell everyone VIP registration was now open for the Color Run which 

would be held in Radcliff on October 25, 2014. 

Councilman Yates wanted to let everyone know limb pick-up was almost complete within the City of 

Radcliff.

August 25, 2014

A motion was made by Councilwoman Baker and seconded by Councilman Pearman to adopt the 

minutes of the meeting of July 15, 2014. Voice Vote – All in Favor- Motion Carried 


Mayor Duvall introduced Jeff Greer, the 27 th District Representative. 

Mayor Duvall also introduced Marcia Hooks who was the 2 nd Runner Up in the Miss Radcliff 

Pageant. 


Mac Ford, owner of Mac’s Mowing, who currently has the contract for limb pick-up in the City of 

Radcliff came before the City Council and said he was disappointed in their consensus that no 

additional funding would be given for the limb pick-up. Mr. Ford had previously requested an 

additional $18,000 for limb pick-up with the reasoning it was a high volume pick-up. Mr. Ford 

challenged the City Council and the Mayor to ride with one of his crews for 6 hours during the next 

pick-up so they could see exactly what his people do on a daily basis. 

Chris Bogner, a citizen in Radcliff, came before the City Council and said he was concerned the 

Council was not being progressive enough on the fireworks ordinance. He asked the City Council to 

reconsider an ordinance which would limit the use of fireworks around the July 4 th Holiday.

A motion was made by Councilman Pearman and seconded by Councilman Holmes to approve

Resolution 2014-002 Dissolving the North Hardin Economic Development Authority. 






Councilman Holmes introduced an Ordinance of the City of Radcliff, Kentucky Transferring the 

Assets and Dissolving the North Hardin Regional Industrial Authority, N/K/A North Hardin 

Economic Development Authority. Mike Pike gave the first reading. 

Councilwoman Baker introduced an Ordinance Amending the City of Radcliff, Code of 

Ordinances, Chapter 4: Building, Fire, Housing, and Safety Standards, Article I, General, Section 

4-1, Codes Adopted. Mike Pike gave the first reading. 

A motion was made by Councilman Pearman and seconded by Councilwoman Baker to approve 

the Falcon Heights Subdivision Acceptance and Surety Release.

Mayor Duvall thanked Anna Mizarindino who donated two paintings of Saunder Springs to the City 

of Radcliff which will be put up in the Council Meeting Room. He also sent out well wishes for Don 

Yates and Don Shaw who both were undergoing cancer treatments. 

Councilman Palmer let everyone know there would be a free concert in the park at the City Park 

North Amphitheater on Sunday, August 31 st .

Mayor Duvall and Fire Chief Jamie Henderson presented Jared Boddy and Ben Green with 

certificates of recognition for their bravery. There was a call in which Firefighter Boddy and Green 

performed a selfless act of service. 

Mayor Duvall announced the “Color Run” was headed to Radcliff. This is a worldwide event which 

often hosts more than 3000 people. The event will be held on October 25, 2014. 

Nick Marrocco with Gateway Development came and made a presentation to the Mayor and City 

Council announcing a new development slated for March of 2015. It will house a national grocer 

and they also have a medical office building committed to the development. The development 

will be at the intersection of 31W and Joe Prather Highway. Also present at were Jim Schutter 

with Newmark Grubb Knight Frank, Rick Ehlert with EXP Services, and Tom Flynn with CBRE.

The City Council decided not to move into closed session to discuss an appointment to the Radcliff 

City Council. The Council decided to openly discuss the vacant seat of the Radcliff City Council left 

by Don Shaw upon his death on September 18, 2014. Councilman Pearman made the nomination of 

Jack Holland who was the 7 th highest vote getter in the General Election of 2012. Councilman 

Holmes made the nomination of Jeannette Stephens saying since Mr. Holland is currently running for 

City Council it would give him an unfair advantage in the upcoming election.

A motion was made by Councilman Pearman and seconded by Councilwoman Baker to appoint Jack 

Holland to the vacant position of the Radcliff City Council fulfilling the unexpired term of Don 

Shaw.

Ms. Sylvia Griendling, volunteer with CASA of the Heartland, came before the Mayor and City 

Council. She spoke about CASA of the Heartland being an advocate for children from the ages of 

birth to eighteen. She spoke about the program and the impact it directly has on these childrens’ 

lives. 


Harlan Berry, 1355 N. Wilson Rd, Gold Vault Storage, came before the City Council and said his 

property was having issues with stormwater runoff. He said he had met with Toby Spalding, 

Radcliff Engineer, and was waiting for something to be done. Mayor told him he would set up a 

meeting where all three (Mayor, Toby, and Mr. Berry) could get together and discuss the 

problem.

Councilman Yates introduced an Ordinance Closing Public Ways – Stodmire Ct. and Marbury Dr. in 

Shelton Woods Place Section 2.

Mayor Duvall announced the Color Run would be held in Radcliff on October 25, 2014. Over 2,000 

people had already signed up to run/walk. 

Mayor Duvall also announced the Trunk or Treat sponsored by the Radcliff Fire Department would 

be held on October 28 th in the City Hall parking lot. 

Councilwoman Baker wished everyone a Happy and Safe Halloween and good luck in the upcoming 

election. 

Councilman Holland announced on October 26, New Hope Missionary Baptist Church would be 

hosting a Breakfast with a Cop. 

Councilman Holmes said his 25 th Wedding Anniversary was coming up. 

Councilman Yates brought up the fact he believed Mac’s Mowing was owed extra payment for the 

work they performed during the last limb pickup. Councilman Yates said due to the storm that 

passed during that time he believed there was extra work they performed and said they need to be 

reimbursed.

A motion was made by Councilman Yates to make a payment to Mac’s Mowing in the amount of 

$11,500. – Motion Died for Lack of a Second. 

At this time Councilman Yates read a statement how Mac’s Mowing deserved something and should 

have been compensated.

Margo Kampe, Chairwoman for the Radcliff/Fort Knox Tourism, updated the City Council on 

the flag project and said that everything was going very well and they hope to have their project 

done soon. 

Nick Marrocco, Gateway Development Partners, updated the Mayor and City Council on the 

development project on 31W near Joe Prather Highway. They announced the grocery store which 

will be coming to the location is a Walmart Neighborhood Market. They also announced plans 

for a doctor/office building which are in the works. 


Bill Rethmeier, Smith’s Oriental Foods, presented the Mayor and City Council with a petition 

asking them to resurface the old City Park entrance. He said it was in terrible condition. Mayor 

said he would check into it and get back with him.
