PUBLIC COMMENTS<br />

Ralph Reese came before the Mayor and <strong>City</strong> <strong>Council</strong> and said he was concerned about the signs<br />

showing where Radcliff is located. He listed areas and signs where it talked about the mileage to<br />

Elizabethtown and Fort Knox but said he did not see any signs pointing to Radcliff and this was<br />

upsetting to him.<br />

A motion was made by <strong>Council</strong>woman Baker and seconded by <strong>Council</strong>man Yates to approve the<br />

bid from Campbell Concrete for the <strong>City</strong> Hall Curb Bid for the amount of $10 for 12 in curb and<br />

$11.50 for 18 in curb (alternate).<br />

Michael Boro of FCL Builders and Eric Nordness of Salita Developments came before the <strong>City</strong><br />

<strong>Council</strong> with Joe Markham owner of the Radcliff Square. They briefed the Mayor and <strong>Council</strong> on a<br />

development set to begin in the fall of <strong>2014</strong> beside the Radcliff Square.<br />

Mike Pike gave the second reading of an Ordinance Rezoning the Property Located at Lots 5G<br />

and 5H, Pearman Apartment Division, PVA Map Numbers 160-20-03-015.07 and 160-20-03-<br />

015.08 from Residential R-6 Zone to Commercial Zone.<br />

A motion was made by <strong>Council</strong>man Yates and seconded by <strong>Council</strong>woman Baker to approve<br />

A motion was made by <strong>Council</strong>man Yates and seconded by <strong>Council</strong>man Shaw to enter back into<br />

Mayor Duvall announced no official action was taken in executive session.<br />

MAYOR/COUNCIL COMMENTS:<br />

Mayor Duvall gave an update on the snow and the tonnage of salt the <strong>City</strong> of Radcliff had used as<br />

well as the amount of tonnage still in reserve. He said at this time we were in good shape and<br />

expecting another shipment of salt soon.<br />

<strong>Council</strong>woman Baker, <strong>Council</strong>man Palmer, <strong>Council</strong>man Shaw, and <strong>Council</strong>man Yates thanked the<br />

Mayor and his staff for their hard work on the development project.<br />

Mickey Miller, Chief Executive Officer, Nolin RECC, came before the Mayor and <strong>City</strong> <strong>Council</strong> and<br />

presented a check for capital credits in the amount of $16,187.53.<br />

Kortney Wanner, a representative of the Optimist Club of Radcliff came to let tell everyone the<br />

Optimist Club meets every 2 nd and 4 th Tues at 6:30 p.m.<br />

John Flanagan, a representative of the Radcliff Small Business Alliance, gave an update to the Mayor<br />

and <strong>City</strong> <strong>Council</strong> of upcoming events of the RSBA. Also, the Storefront of the Month Award was<br />

given to True Value which recently re-opened after a devastating fire.<br />

proclamation naming April 13-19, <strong>2014</strong> as Telecommunicators Week in the <strong>City</strong> of Radcliff.<br />

PUBLIC COMMENTS<br />

Mark Firth, owner of property at 508 Rogersville Rd., came before the Mayor and <strong>City</strong> <strong>Council</strong> and<br />

said he would like to sell the property to the <strong>City</strong>.<br />

Kim Thompson came before the Mayor and <strong>City</strong> <strong>Council</strong> and said what a great job the city<br />

employees did during the snow.<br />

Dr. T. James Kimble invited the <strong>Council</strong> Mayor and <strong>City</strong> <strong>Council</strong> to the final game of the Blaze<br />

Beyond the Box Baseball team which is dedicated to allowing children with special needs to play<br />

organized baseball.<br />

Mayor wanted to remind everyone that April is Spring Clean-up Month.<br />

<strong>Council</strong>woman Baker wanted to wish everyone a Happy Easter.<br />

<strong>Council</strong>man Holmes wanted to wish everyone Happy Easter and also to remind everyone about the<br />

upcoming bucket brigade for North Hardin High School Project Graduation.<br />

<strong>Council</strong>man Palmer let everyone know that his church Sign of the Dove would be having a Good<br />

Friday Service.<br />

<strong>Council</strong>man Pearman thanked everyone for the concern during the loss of his father.<br />

<strong>Council</strong>man Yates said he was thankful the <strong>City</strong> of Radcliff was working with Fort Knox concerning<br />

the housing issue on Fort Knox.<br />

<strong>Council</strong>woman Baker brought to the floor an ordinance concerning the use of fireworks. She said<br />

with July 4 th around the corner she had received lots of complaints last year on the excessive use<br />

of fireworks. She submitted the ordinance recommending the limiting of the usage of fireworks<br />

to certain dates and times to the <strong>Council</strong> for their consideration<br />

<strong>Council</strong>man Yates introduced An Ordinance of the <strong>City</strong> of Radcliff Concerning the use of<br />

Fireworks. Mike Pike gave the first reading.<br />

MAYOR/COUNCIL COMMENTS:<br />

Mayor told the <strong>Council</strong> Summer Blast was a huge success and he had received numerous good<br />

comments about the event. From the carnival rides to the free concert it was a good time for<br />

everyone around.<br />

Mayor Duvall also reminded the public there would be a limb pickup in July so people needed to<br />

have their limbs out by July 1 st to ensure pickup.<br />

Chief Jeff Cross, Radcliff Police Department gave an update on the Police Department and also gave<br />

the statistics for June. He showed the Mayor and <strong>City</strong> <strong>Council</strong> an article which appeared in the<br />

Department of Justice Criminal Training highlighting the Radcliff Police Department and their<br />

accomplishments.<br />

Chief Jamie Henderson, Radcliff Fire Department, gave and update on the Fire Department.<br />

MAYOR/COUNCIL UPDATES<br />

Mayor Duvall said on July 27 th at Radcliff <strong>City</strong> Park North Amphitheater there would be a benefit for<br />

the Taylor/Harig Families.<br />

<strong>Council</strong>man Holmes wanted to tell everyone VIP registration was now open for the Color Run which<br />

would be held in Radcliff on October 25, <strong>2014</strong>.<br />

<strong>Council</strong>man Yates wanted to let everyone know limb pick-up was almost complete within the <strong>City</strong> of<br />

Radcliff.<br />

PUBLIC COMMENTS<br />

Mac Ford, owner of Mac’s Mowing, who currently has the contract for limb pick-up in the <strong>City</strong> of<br />

Radcliff came before the <strong>City</strong> <strong>Council</strong> and said he was disappointed in their consensus that no<br />

additional funding would be given for the limb pick-up. Mr. Ford had previously requested an<br />

additional $18,000 for limb pick-up with the reasoning it was a high volume pick-up. Mr. Ford<br />

challenged the <strong>City</strong> <strong>Council</strong> and the Mayor to ride with one of his crews for 6 hours during the next<br />

pick-up so they could see exactly what his people do on a daily basis.<br />

Chris Bogner, a citizen in Radcliff, came before the <strong>City</strong> <strong>Council</strong> and said he was concerned the<br />

<strong>Council</strong> was not being progressive enough on the fireworks ordinance. He asked the <strong>City</strong> <strong>Council</strong> to<br />

reconsider an ordinance which would limit the use of fireworks around the July 4 th Holiday.<br />

Mayor Duvall thanked Anna Mizarindino who donated two paintings of Saunder Springs to the <strong>City</strong><br />

Yates and Don Shaw who both were undergoing cancer treatments.<br />

<strong>Council</strong>man Palmer let everyone know there would be a free concert in the park at the <strong>City</strong> Park<br />

North Amphitheater on Sunday, August 31 st .<br />

Mayor Duvall and Fire Chief Jamie Henderson presented Jared Boddy and Ben Green with<br />

certificates of recognition for their bravery. There was a call in which Firefighter Boddy and Green<br />

performed a selfless act of service.<br />

Mayor Duvall announced the “Color Run” was headed to Radcliff. This is a worldwide event which<br />

often hosts more than 3000 people. The event will be held on October 25, <strong>2014</strong>.<br />

Nick Marrocco with Gateway Development came and made a presentation to the Mayor and <strong>City</strong><br />

<strong>Council</strong> announcing a new development slated for March of 2015. It will house a national grocer<br />

and they also have a medical office building committed to the development. The development<br />

will be at the intersection of 31W and Joe Prather Highway. Also present at were Jim Schutter<br />

with Newmark Grubb Knight Frank, Rick Ehlert with EXP Services, and Tom Flynn with CBRE.<br />

<strong>City</strong> <strong>Council</strong>. The <strong>Council</strong> decided to openly discuss the vacant seat of the Radcliff <strong>City</strong> <strong>Council</strong> left<br />

by Don Shaw upon his death on September 18, <strong>2014</strong>. <strong>Council</strong>man Pearman made the nomination of<br />

Jack Holland who was the 7 th highest vote getter in the General Election of 2012. <strong>Council</strong>man<br />

Holmes made the nomination of Jeannette Stephens saying since Mr. Holland is currently running for<br />

<strong>City</strong> <strong>Council</strong> it would give him an unfair advantage in the upcoming election.

Ms. Sylvia Griendling, volunteer with CASA of the Heartland, came before the Mayor and <strong>City</strong><br />

<strong>Council</strong>. She spoke about CASA of the Heartland being an advocate for children from the ages of<br />

birth to eighteen. She spoke about the program and the impact it directly has on these childrens’<br />

lives.<br />

PUBLIC COMMENTS<br />

Harlan Berry, 1355 N. Wilson Rd, Gold Vault Storage, came before the <strong>City</strong> <strong>Council</strong> and said his<br />

property was having issues with stormwater runoff. He said he had met with Toby Spalding,<br />

Radcliff Engineer, and was waiting for something to be done. Mayor told him he would set up a<br />

meeting where all three (Mayor, Toby, and Mr. Berry) could get together and discuss the<br />

problem.<br />

<strong>Council</strong>man Yates introduced an Ordinance Closing Public Ways – Stodmire Ct. and Marbury Dr. in<br />

Shelton Woods Place Section 2.<br />

be held on October 28 th in the <strong>City</strong> Hall parking lot.<br />

<strong>Council</strong>woman Baker wished everyone a Happy and Safe Halloween and good luck in the upcoming<br />

election.<br />

<strong>Council</strong>man Holland announced on October 26, New Hope Missionary Baptist Church would be<br />

hosting a Breakfast with a Cop.<br />

<strong>Council</strong>man Holmes said his 25 th Wedding Anniversary was coming up.<br />

<strong>Council</strong>man Yates brought up the fact he believed Mac’s Mowing was owed extra payment for the<br />

work they performed during the last limb pickup. <strong>Council</strong>man Yates said due to the storm that<br />

passed during that time he believed there was extra work they performed and said they need to be<br />

reimbursed.<br />

$11,500. – Motion Died for Lack of a Second.<br />

Margo Kampe, Chairwoman for the Radcliff/Fort Knox Tourism, updated the <strong>City</strong> <strong>Council</strong> on<br />

the flag project and said that everything was going very well and they hope to have their project<br />

done soon.<br />

Nick Marrocco, Gateway Development Partners, updated the Mayor and <strong>City</strong> <strong>Council</strong> on the<br />

development project on 31W near Joe Prather Highway. They announced the grocery store which<br />

will be coming to the location is a Walmart Neighborhood Market. They also announced plans<br />

for a doctor/office building which are in the works.<br />

PUBLIC COMMENTS<br />

Bill Rethmeier, Smith’s Oriental Foods, presented the Mayor and <strong>City</strong> <strong>Council</strong> with a petition<br />

asking them to resurface the old <strong>City</strong> Park entrance. He said it was in terrible condition. Mayor<br />

said he would check into it and get back with him.<br />

The called meeting of the Radcliff <strong>City</strong> <strong>Council</strong> was convened Friday, December 12, <strong>2014</strong>, at 4:00<br />

p.m. The meeting was held at Radcliff <strong>City</strong> Hall, 411 W. Lincoln Trail Blvd., Radcliff, Mayor J.J.<br />

Duvall presided.<br />

A motion was made by <strong>Council</strong>man Yates and seconded by <strong>Council</strong>woman Baker to adopt the<br />

minutes of the meeting of December 8, <strong>2014</strong>. Voice Vote – All in Favor- Motion Carried<br />

NEW BUSINESS<br />

Mike Pike gave the second reading of an Ordinance Amending the <strong>City</strong> of Radcliff, Kentucky<br />

Classification and Compensation (Pay) Plan, Section “Employee Strength Table.”<br />

A motion was made by <strong>Council</strong>man Yates and seconded by <strong>Council</strong>man Holland to adopt said<br />

ordinance.<br />
