Speakers Connect:ID Day Two – Tuesday 15 March 2016 Mission ready – U.S. Customs and Border Protection’s tailored approach to implementing a biometric exit program CBP is conducting extensive testing and analysis of new, cutting-edge biometrics to further enhance our ability to combat threats, streamline the inspection process, and expedite the flow of travel and trade; CBP has deployed targeted biometric entry/exit projects towards the goal of a comprehensive entry/exit system; CBP will continue to enhance our biographic data systems to support our biometric capabilities; CBP is looking to industry to help us develop solutions that best meets the exit challenge – mainly where the biometric capture technology would be placed, and how the data is collected – so that the agency has a high assurance the traveler departed the United States. Biography John Wagner became the Deputy Assistant Commissioner (DAC) for the Office of Field Operations (OFO) in April of 2014. Prior to that, he served as the Acting Assistant Commissioner and Acting Deputy Assistant Commissioner for OFO. As the DAC, Mr Wagner oversees nearly 30,000 employees with more than 22,000 CBP Officers and CBP Agriculture Specialists that protect U.S. borders. An annual operating budget of $4.8 billion provides for operations at over 330 ports of entry, and many programs that support the national security, immigration, customs, and commercial trade-related missions of CBP. In 1999, he was assigned to U.S. Customs and Border Protection (CBP) Headquarters in Washington, DC and has worked on a wide variety of policy and operational issues. Mr Wagner has been a leader in developing many of OFO’s successful business transformation efforts, including the deployment of the internationally acclaimed Global Entry program and the Automated Passport Control kiosks for international travelers. He was the driving force behind the Resource Optimization Strategy, which resulted in the recognition of OFO’s Workload Staffing Model and the allocation of an additional 2000 officers for CBP. A native of Long Island, NY, Mr Wagner graduated from the State University of New York at Albany, with a Bachelors of Arts degree in Psychology. He began his Federal law enforcement career in 1991 when he joined the U.S. Customs Service as a Customs Inspector. He worked at the New York/ New Jersey seaport and the Port of Laredo, TX before being assigned to Headquarters. Mr Wagner is a graduate of the Senior Executive Fellows course at the JFK School of Government at Harvard University. Anstine currently serves as Staff Director for the House Committee on Homeland Security’s Subcommittee on Border and Maritime Security. In this role he serves as the senior advisor for Chairman Michael McCaul (R-TX) and Chairwoman Martha McSally (R-AZ) on border and maritime security policy, including the following programs: the Visa Wavier Program, CBP’s Preclearance Efforts, Biometric Entry-Exit, the Transportation Worker Identification Credential, and the Customs-Trade Partnership Against Terrorism, among others. Mr Anstine previously served as Congresswoman Candice Miller’s (R-MI) Legislative Director, overseeing the Congresswoman’s legislative priorities, assisting with policy messaging and monitoring floor operations. Mr Anstine began his government service in the United States Marine Corps, which included two tours in Iraq with the 1st Marine Division. Mr Anstine holds a Bachelor of Arts Degree in International Politics from Pennsylvania State University and Masters of Arts Degree in Government from Johns Hopkins University. He is originally from Port Huron, Michigan and is married with two sons. Gene P. Hamilton General Counsel, Senator Jeff Sessions, Chairman, Subcommittee on Immigration & the National Interest, Senate Committee on the Judiciary, USA Biography Gene Hamilton is currently the General Counsel to Chairman Jeff Sessions (R-AL) on the Senate Committee on the Judiciary, Subcommittee on Immigration and the National Interest. As General Counsel to Chairman Sessions, Mr Hamilton is responsible for the Subcommittee’s legislative portfolio, advising the Chairman on immigration and homeland security issues, preparing Subcommittee hearings, and assisting with other related matters. Prior to his appointment as General Counsel, Mr Hamilton served as an Assistant Chief Counsel at U.S. Immigration and Customs Enforcement, where he advised law enforcement officers and represented the federal government in litigation before the U.S. Immigration Court in Atlanta, Georgia, and the Board of Immigration Appeals. Prior to that, Mr Hamilton served as an Attorney Advisor in the Secretary’s Honors Program for Attorneys at the Department of Homeland Security – rotating through the Department and providing legal guidance at U.S. Customs and Border Protection, the Operations and Enforcement Law Division of the Office of the General Counsel, the Intelligence Law Division of the Office of the General Counsel, and at the Transportation Security Administration. Mr Hamilton is a graduate of the Washington & Lee University School of Law, where he graduated magna cum laude and was inducted into the Order of the Coif, and received a Bachelor of Arts in International Affairs from the University of Georgia. He is married and resides with his family in the Commonwealth of Virginia. Kathy Kraninger Republican Clerk, Senate Appropriations Subcommittee on Homeland Security, USA Biography Kathy Kraninger currently serves as the clerk on the Senate Appropriations Subcommittee on Homeland Security, which provides the Department of Homeland Security’s (DHS) discretionary budget of nearly $40 billion. Her Hill career includes positions with the House Appropriations Subcommittee on Homeland Security, as well as the Senate Homeland Security and Governmental 22
Affairs Committee. She has also served in executive branch posts with the Department of Transportation and DHS. Ms Kraninger graduated magna cum laude from Marquette University and earned a law degree from Georgetown University Law Center. She served as a U.S. Peace Corps Volunteer in Ukraine. Alison Northrop Staff Director, Minority Subcommittee on Border and Maritime Security, House Homeland Security Committee, USA Biography Since 2007, Alison Northrop has served as the Democratic Staff Director of the Committee on Homeland Security’s Subcommittee on Border and Maritime Security. In that capacity, she handles a variety of border security issues, including border security personnel, technology, and infrastructure; traveler screening programs; and cooperation with border stakeholders on security and facilitation matters. Prior to joining the staff of the Committee on Homeland Security, Alison served as Senior Legislative Assistant and Legislative Director to Rep. Silvestre Reyes (TX-16) from 2003 to 2007 and Legislative Assistant to Rep. John J. LaFalce (NY- 29) from 1999 to 2003. Alison received a B.A. in Political Science from the State University of New York at Buffalo and a J.D. from the University of Maryland School of Law. He is the technical vice-chairman of the Smart Card Alliance, and sits on the board of NSTIC’s Identity Ecosystem Steering Group. He previously served a five-year term on the Department of Homeland Security’s Data Privacy and Integrity Advisory Committee. Oscar Pallarols mLiving Director, Mobile World Capital Barcelona, Spain Biography Oscar Pallarols is the Digital Transformation Director at Mobile World Capital Barcelona. Oscar is a telecommunications engineer with a long career in the world of consulting and technology sector. He had a very active participation in the competitive process launched by GSMA between several cities for the Mobile World Capital, which allowed him to later become part of the executive team once the project was awarded to the city of Barcelona. In the Mobile World Capital Oscar leads the Mobile Identity program. Before joining Mobile World Capital Barcelona, Oscar worked for more than 10 years at Accenture. Bjorn Hjelm Distinguished Member of Technical Staff, Verizon, USA Biography Bjorn Hjelm is a Distinguished Member of Technical Staff in Verizon Corporate Technology organization, with over 20 years of experience in network planning, architecture, and implementation of advanced communication systems. Bjorn is currently involved in various mobile identity projects, as well as several industry organization initiatives related to the mobile identity industry and standards development. Besides mobile identity, he is leading efforts in the areas of LTE, IMS, and network evolution, with a focus on virtualization of network functionality. Prior to joining Verizon, Bjorn worked at ALLTEL Communications, Inc., where he was responsible for performing technical analysis, and strategic guidance. He also represented ALLTEL in several industry standards development groups and held multiple leadership positions. Bjorn has been published in several industry publications and holds multiple patents in the areas of wireless communication, security, and identity management. Bjorn Hjelm received a Diploma of Electrical Engineering from Åsö Gymnasium, Stockholm, Sweden, a Bachelor degree in Business Administration in the Engineering Route to Business program from University of Texas at Austin, and a Master of Science degree in Telecommunication from the University of Colorado at Boulder in 1985, 1996, and 1999, respectively. ID.me was selected by the United States Department of Commerce to participate in the President’s National Strategy for Trusted Identities in Cyberspace and as a Finalist for Wall Street Journal Startup of the Year in 2013. A veteran of the Iraq war, Blake led a platoon of scouts and snipers hunting high-value targets in Iraq for 15 months from July 2006 – September 2007. He was awarded the Bronze Star with Valor for heroism during a firefight against Al-Qaida affiliated insurgents attacking an American hospital in Mosul, Iraq in an action senior commanders credited with saving 20 American lives. Thanks to The Economist, Blake holds the distinction of being the first Google result for the phrase ‘muscly entrepreneur.’ Blake attained a Bachelor of Science magna cum laude from Vanderbilt University and an MBA from Harvard Business School.
